I know you should have around 500 ships. Though I'm not an authority, better to take this to International Incidents if you want help.

what you really need to do is hire twelve or so highly trained soldiers. Along the lines of special forces.
They can then train 36 men who have basic skills. Those 36 men can then train 108 men who can then train 324 etc.
Soon you will have decent sized military who you can divide into specialized sections: Navy, Army, Airforce etc.
If you treat your men well and equip them with the right equipment (refer to budget)
You can soon have a fullscale operation on your hands.
It will of course take time but on the meantime you can take other nations over for a source of more people who can then take other nations over.
Soon you will rule the known world.
