In what would be described as another annoying bungle by parliament, today half a page of a high security Cheka document was accidentally leaked to foreign media, while it was printed on Cheka letterhead, and marked as politically sensitive, the Cheka immediately denied all knowledge of any document, however detractors of the current regime in Dyelli Beybi claimed it was further proof of the Government's secret agenda, now nicknamed the 'final solution to the elven problem'.
Any intelligence agency that happened to take an interest in the case would also find the small section of the document the Dyellians had inadvertantly made available to the public, annoyingly vague.

in it. As such 'project Raza' has been noted to be a resounding and quick success, as such it's continuation is expected to continue into the next decade.
Rumours from Rogue Jiggady, are also now suggesting that the political climate in Eastern Klatch is now amenable to a program of extermination being carried out within the Western reaches of the Gonad peninsula.
This program was initially planned to be carried out via a viral vector, however results from Project Raza imply that native populations are extremely similar genetically to the Djel River valley populace, meaning any viral weapon would spread rapidly to Djels as well as to other racial groups with the population of the Republics.
As such a simpler plan on erradication involving large use of defoliant, carpet bombings and ground units will be used to remove the population from the Gonad. This will also facilitate Project Raza, as individuals can be processed and those deemed unsuitable for the project, either executed on the spot or transported to erradication facilities within the desert.
Expectations are that within a ten year time scale, Dyelli Beybi will have solved the elven problem in a manner suitable both to ourselves and to our...

An image of the document is shown.
A leak of page five of a confidential "Cheka" report, even on their official letterhead, was sent to ISN and several other worldwide networks... the document touches on such subjects as "eradication facilities", "carpet bombing", and the laughable concept of a "viral vector".
As each excerpt is read, the relevant passages 'expand' outwards from the image.
The Imperial government has yet to make an official statement, but we expect that to change soon - based on past history, this will likely be greatly to the detriment of Dyelli Beybi. Our viewers with holovision service can, of course, press the download button on the remote control to acquire a full copy of the Cheka report, along with all other supporting data."

At present no known bombings of any material have occured upon the Gonnad or the native population there. We should point out that the current study of the native population has not gone well due to unexpected delays.
However, we should state that any cross borders bombing within the Klatch will be taken as a violation of the consitution and delt with accordingly. Obviously, Rouge Jiggady can allow bombingd to occur but they must notify the Klatchian JDF before such acts occur.
Also, to help guard against any possible clandestine invasions into the Gonnad by the UE, we will be tasking a naval group from L.O.W. to give air-cover to that part of the Klatch.
Eldanor is still sticking to her earlier supicisions.

The nation of Dyelli Beybi may or may not be guilty of such genocidal crimes, of that we are unsure, what we do no however is that the release of such a report has great potential for the creation of a major international incident. The government of Dyelli Beybi has a responsibility now to prove to the world that it is not guilty of such crimes, otherwise, it shall be forced to face the wrath of the international community.

In anger, the President slammed his fist down on the desk when he read a copy of the released document which had been given to media sources universally;
"I cannot believe why people have such a racial hatred for Elven populations. They are no different to our own, except for the fact that we have slightly different genetics. Still, we are one in the same; We all are individual lives and souls, and everyone is entitled to such assets."
Reading further, he contacted the Intelligence Agency and requested a copy of all intelligence on the areas known as Eastern Klatch, Gonad Peninsula, and the Djel River Valley. It would take half a day to recieve a full dossier, but when he did recieve it, he would be satisfied that there are in fact Elven populations in those areas.
Twelve Hours Later...
The fax came through as he had been waiting, and as he read the dossier he became angry as the rumours were proving to be somewhat possible. He could not rule out that the Dyellians could in fact be planning genocidal manoevers against Eleven populations.
He decided not to comment officially on the matter as yet, however he did order the monitering of the situation, through the use of spies which were secretly inside Dyelli Beybi. Perhaps he would be contacting Menelmacar about the situation, considering he knew that they had taken notice, but for now planning was limited.

From it, he took out an antique Colt .45 revolver and loaded five rounds into the cylinder. He flicked the cylinder back into place, spun it, and cocked the safety.

Currently there is an ongoing study you can join. The 'study' is more of an international team of observers and negotators to try and help us gain insights into the Gonnad Elven culture. The team is currently in the feild but we can escort investigators to their base camp.
The only restriction we would impose is to have a Federal Klatchian Marshall present if you decided to make contact with the Gonnad Elves. They have had a tendency to be overly militant recently.

Iuthia would like to state that at this time we see little evidence proving, or disproving that the nation of Dyelli Beybi is committing any attrocities. So far we have only seen claims made by a single "leaked" source which in so far unconfirmed.
As such Iuthia is now requesting formally that the nation of Dyelli Beybi, whom we have trading links with, allow our diplomats to tour their nation and investigate all claims of genocide within the nation. It is the official position of His Imperial Majesty's Government that the charge of genocide is a serious one indeed.
However, until real, physical proof is produced, the Dyelli Beybian Government will be held innocent of this alleged crime by our nation, all other claims and opinions notwithstanding.
The burden of proof always rests with the prosecution, never the defence, and in our opinion there is not enough concrete evidence to bring any such indictment.

Ambassidor Mark Brewster got on a plane with some of the inspectors he put together for his makeshift team from the Monte Ozarka Embassy, others would be entering Dyelli Beybi tomorrow from Iuthia, but for now he had to make do with some people he trusted from his embassy staff.
He was a stout man who looked more like he belonged in the military, his figure was bulky, but he was overwieght as he kept in shape. His hair was a short military crop brown and his eyes a dull grey. The suit he wore didn't fit him well but otherwise he was pretty presentable. Mark sat down at his seat next to the window and started to think about matters as the commercial plane took off. At least he had first class seats but otherwise alot of the preparations had been thrown together at the last minute.
Given the situation his job was pretty simple, he was to look around using in part some Iuthian intelliegence from satellite photos and maybe even suggestions from other nations, but generally he was to snoop around and record everything he could, including if the Dyelli Beybians denied him access. In a sense he also had to prove they we're committing attrocities because other nations wouldn't stop until it was completely proven that nothing was going on. In that sense it would take more effort then normal, which anoyed him... but at least he got out of the nation.
The flight to Dyelli Beybi was uneventful, he went through all the security checks and decided he would leave any official presentation until tomorrow so he could get some rest and let the rest of his team fly into the nation. The authorities knew where he was and a liaison had been set up.
(Sorry I haven't got more for now, I've not had much sleep... :p)

We are always distressed to hear rumours of peoples being killed, or disenfranchised for simply being of a certain race or ethnicity. We deplore such actions and condemn them. However, we do view such matters as being internal, it is appropriate for us to voice our disgust at such things, but we trust sovereign governments to do what is best for their citizens.
I also feel that I would remiss if I did not bring to your attention our open door immigration and asylum policy. If any nation judges citizens of certain race or ethnic group to be dangerous or to be targetted for extermination we offer a solution. We will take those citizens. Recently we absorbed 180 million citizens of Kahta that were of african descent and set to be killed or enslaved.
We will glady receive as asylum seekers any of the alleged affected population Dyelli Beybi. We will arange transport and for the re-settlement of these peoples in Ilek-Vaad or other nations that are willing to welcome them.
This offer stands, as it does to all threatened peoples, and we hope that this presents a useful alternative to genocide.

As we are currently engaged in internal restructuring, the GDMO will choose to remain neutral in this matter until the safety of the Klatch or any part of her territories comes under threat of attack in any form. We are having trouble working out who your communications are being directed at, though the subject matter seems to imply that you would both like to have your own parts to play in our investigation.
Should this be the case then we will have to take it into concideration, though we would have appreciated some form of direct request and not some vague reference.
As far as I'm aware, the Dyelli Beybian Government has only permitted Iuthian investigators, and we assure the elven community, including the parts of that community that live in Iuthia, that we will be searching every possible location to prove that these rumours are only rumours. Everything we learn, with exception to national security matters of Dyelli Beybi which are not related to attrocities, will be shared with all nations who request such details.
As such, it is likely that to be included in my search, or any search of Dyelli Beybi, you will have to gain permission from the Dyelli Beybian Government. We don't see any reason to flood the nation for investigation teams then is nessicary, seeing as the current evidence doens't prove that they are guilty of attrocities.
We will be working with other governments on this one, please contact us for any queries... but we will need Dyelli Beybi's permission before we can allow other nations to take part in our search, seeing as we are doing this search with the Dyelli Beybians permission.

(OOC) My apologies for speeding this up, I'm trying to stop it from dragging too much
Brewster was greeted at the airport by a small band of soldiers in field-grey dress uniforms and one of the omnipresent Commisaars. While there was nothing more than the usual formal exchange of greetings, the Commisaar did give Brewster a manilla folder containing a few sheets of paper.
The first in the folder was the "Official State Secret's Act" basically it amounted to a declaration that one would not reveal any information on the list, and had a rather large paragraph which, when stripped of all it's flowery wording, boiled down to 'if you do the Cheka will feel free to toture and murder you and all your family and friends'. It was fairly run of the mill stuff on the list, secrets included the accuracy on ICBMS, exactly how many the coiuntry had, where they were housed, whether or not they had biological and chemical weapons, the exact armour statistics on the main battle tanks, the only slightly odd one was 'selected history of the Djel River Valley people.'
The second document was a rather thick document on Dyelli Beybi's past dealings with the Gonad elves, which amounted to a long running list of border skirmishes and slaughtering of civilians on both sides, it seemed to have dragged on for an eternity, although the Dyellians seemed to have been getting the best of it for the last 100 years... The final entry was dated less than a week ago and detailed the death of a Dyellian officer and several Vastivans in a rather bloody skirmish with elves. A footnote indicated there was a large scale 'artefact recovery' mission currently in progress.
The third and final document was one from the Botanical Research Centre, which talked about elves being in facts plants, and went on to describe how several units of border constabulary had remarked at how well they burned when a flamethrower was turned on them, 'almost like kindling'.
The next page seemed to be a little more sensible, it detailed Satan worshiping practices, human sacrifice, cannibalism and all forms of other deeds by Gonad elves. There were a few interviews with trackers and one, dated lastweek with what the Dyellians were claiming was a Gonad elf, basically all agreeing that the deeds were real.
Ambassador Mark Brewster sat at a table down stair in the dinning hall eating breakfast at the hotel. He was currently reading up on the information given to him by the Commissar the day before, it detailed the current situation in regard to 'Project Raza' the project which had been linked by the leak as the act of genocide being committed by the Dyellians. It made for interesting reading and the Ambassador had only eaten half of his breakfast before it had gone cold.
Thankfully, Mark’s men had arrived late last night and were just catching up from the jet lag they were feeling. So he would be ready to start this investigation proper after he has had a change to speak to the Dyellian officials about this document. Certain parts already concerned him and he hadn’t seen any of this nation yet, he imagined it wouldn’t get any prettier as the investigation went underway.
Now recapping on bits he’s read, double checking the wording, Mark noted down on his little back note pad some of the more concerning issues he would have to bring up. The first and most important question before signing the Official State Secret's Act would be to ask about the ‘Selected history of the Djel River Valley people.’ It may be nothing, but he didn’t want to find out that it was the one thing which proved what he didn’t want to prove and that he couldn’t talk about. So he needed that clearing as soon as possible. Beyond that it looked like something odd was going on, maybe it was a skirmish with rebels or something more sinister, but he couldn’t be sure and a lot of the history regarding the Gonad elves was unknown to him. As for the Botanical Research Centre… well, Iuthia knew its own elves were not trees so it would be another issue of conversation for him.
Mark finished his breakfast and nodded to his Dyellian watcher. He would go and see the Dyellian Officials to sign this document thing and get some details regarding this information before he started his investigation fully… he needed to know what kind of leash he was to be put on.
Sorry I took so long, it’s been a busy weekend and it’s been hard to sit down and write something full…
As for speeding things up; I’m all for it. Once we start the investigation I may just telegram you OOC with what I’m doing so you can just answer… anything import you want to RP we’ll do that, but otherwise I’ll just note little things about irrelevant areas, what ever works best. As for the questions noted above… you can assume I asked about them when you RP officials, they are being done to make sure that you can’t stop us from reporting something if we recognise them as genocide. We may have to talk OOC about what I consider genocide though. Like I said, what ever works.
The Minister of Foreign Affairs sighed, he had penned one of these letters just a few weeks ago and now apparently he was set to write another.

This time the Official the Ambassador was to meet was a young woman going by the name of Alwood who had a sumptuously furnished office in the building next ot the hotel. Her sandy coloured hair was tied back neatly, while she wore a field-grey uniform with blue piping that marked her as a Commisaar, it also seemed to have been carefully tailored to cling in all the right places...
"Assistant Political Officer First Class, Zara Alwood." she introduced herself, "I've been allocated to ensure that everything runs smoothly for the duration of your visit to Dyelli Beybi."
She flashed Brewster a winning smile when he mentioned the 'selected history of the Djel River valley people', "I can't tell you about that until you've signed the document." she chided, then seemed to relent a little, "It will come up if you visit Raza, it is of course linked to the Elven problem, but signing a document not to reveal 'politically sensitive' facts about our history shouldn't impact on your ability to work out whether we're trying to exterminate the Gonad elves or not."
She paused, rummaging among the contents of her desk to bring out a remote control for the AV suite in the office, "Now, the Cheka has managed to intercept this on it's way to International press agencies, it is of course a clear fallacy."
She flicked a button and the television in the corner leaped into life. It seemed to be showing reruns of the old Christofian television series. She flicked another button and it began to play a very grainy looking video recording of an elf accusing the Dyellian Government of creating extermination and hard labour camps, as well as leveling accusations of them hunting down and massacring civilians in the Gonad. It went on for quite some time, then abruptly cut out in the middle of a sentence, "We can tell that's a fallacy, because the Gonad elves A. Don't have video recorders and B. Don't generally speak a word of English...or speak with a pronounced Dyellian accent. We are sure though that the attempts will improve over time."
(OOC) Christofi was the one that caused all the ruckus with "Slaughter of Sin." in case you don't remember. Reruns of that one also screens on DB TV, although late at night so as not to frighten the children.

We are in full support of any measures taken to remove the elves from the Gonad and scatter them in reservations throughout the Klatch where they can be monitored and controlled.

The ambassador decided to take Zara Alwood’s word on the fact the history of the Djel River, in any case he would only have to say that atrocities were going on and not prove it in order for the elf nations to do their thing and he wouldn’t have to actually say any of the details in order for the Iuthian Government to agree to a pull out… he had been too concerned with this whole document, it was irrelevant as he wouldn’t actually have to say anything if it was proven and if it isn’t he can happily leave the information out anyways, it’s up for to the other nations to trust their word.

Questions about what the Dyellians were hiding did have her on edge, she glanced about the room furtively, almost as if expecting to find a spy lurking behind the curtains, "Well, I guess since you've signed it, and you're going to find out anyway when you head down to Raza, I might as well simplify matters and tell you the whole business now, but just remember, this cannot be repeated..."

The first Commisaar snorted, "Not in this bloody complex. It's completely sound proof, swept for bugs twice daily, as if you could get them through security anyway, we've even got occult wards on the place...anyway, shall we get writing?"

Firstly we wish to once again reitterate that there are no attrocities occuring in Dyelli Beybi, and one half page of dubious origin is no evidence to suggest it is occuring.
Secondly, Iuthian diplomats were permitted to carry out investigations as they are a nation we have had some dealings with in the past and feel is trustworthy, however we see no need to extend the invitation to any other Nation. We are not going to extend an open invitation to any faction to spy on Dyelli Beybian weapons facilities.
We are sure the Iuthian response will be a fair apraisal as to whether any genocidal activities are occuring in Dyelli Beybi. The Government of LRR is more than welcome to read the report when it is complete.
Brewster listened throughout the explaination, it was interesting history indeed and he could understand that it wasn't really something Iuthia would be interested in getting too involved in, however it wasn't really anything Iuthia to halt trade over either... it was a Djellian internal affair.
Of course, while the Ambassidor was pleased that the Djellians are being so honest he couldn't trust their word entirely and he would need to prove they were not committing attrocites. For now he felt that learning more about the nations history would be more productive so he knew what to look into.
"Hm... I see." Mark commented at the end of the history lesson. "Well, I would ask about the botanical research facility, but no doubt you will be explaining that as we take a tour later today. Shall we start this thing?"
Once he had his answer, Mark whipped out his cellular phone and informed his team of the plan for the day. The ambassidor would allow the Djellians to give him their own tours and then his team would do its things independantly where they pleased...

Alwood gave Brewster a brilliant smile, "We have a helicopter ready to take you and your party to the Biological Research Centre. It is in the desert. One can't be too careful with these things..."
The flight took just over three hours, for the first hour they travelled over a wide area of somewhat flat, intesely farmed land, huge aqueducts stretching for miles to bring water from the river. In the fields cattle and sheep sought shelter under the small copses of trees from the intense Dyelli Beybian heat, while in other parts there were sunflowers as far as the eye could see, "It never rains." Alwood explained, "Except in the East."
The next two hours were spent passing endless sand dunes, the only inhabitants they saw a small encampment of D'Reg nomads asleep in tents, their camels tethered nearby, "They sleep during the day." Alwood explained, "Then travel at night when it's cool. They are small time traders and hunters." She pointed out a rack of hides, "There's a bounty on lions and oxyaenas. They're a major pest problem this close to the river valley."
Brewster might have encountered the golden dog-like oxyaenas before. In central Cyro they were a fairly popular pet and people could often be seen taking them for walks around Cyro's parks in the morning and evening when the place was cooler.
They finally touched down outside the Botanical Research Centre build on an outcropping of rock in the sea of sand. It was fenced in, with several armed guards in short sleeved shirts, shorts and long socks, patrolling the area, "They're regular soldiers." Alwood explained, "Armour tends to overheat out here. They don't wear it unless they really need to."
Alwood was first off the helicopter, marching purposefully towards the front gate. It was airconditioned onboard and the heat hit them like an open oven door. A pair of soldiers in floppy hats were guarding the gate, both saluted, while one pressed a button causing the door to lift up. Aparently they were expected, and there were none of the usual demands for ID.
Thei nside was well air conditioned, giving the place a pleasant temperature. The upper levels seemed to contain plants, but that was not where they were headed, the delegation took a lift downwards into the bowels of the earth to the very heart of project Raza.
Here they were forced to show ID, to a somewhat more suspicious looking guard in desert uniform. Alwood produced this, and the whole delegation was waved inside.
A few metres past the guard the coridoor branched off in three directions, "To our left." Alwood announced, "There is a Cathoic Chapel, a Mosque, a Kitchen and a Classroom. The goal of Raza is for the elven subject to become safe for Dyellians to be around."
She paused for a moment, "That is, we don't have to watch them to make sure they're not planning to slit our throats while our backs are turned, and just in case you think you lot would be safe, they'd kill you as well...and probably serve you as a main course."
"It was decided, the best way to work out whether they're safe or not is to get them converted to either Islam or Catholicism. Whe they come to us they usually worship Satan who calls for human sacrifice and such." she crossed herself. Dyelli Beybians were a religious people, I believe nothing much is going on down there st the moment. She crossed to a whiteboard with several magnetic counters on it, "The Imam is in if you wish to interview him, otherwise we can try one of the other parts of the facility.
"Straight ahead is the cell block. That's where we keep the subjects. The passage straight ahead, was guarded by anther armoured guard, exactly what was down it was hidden by a large fireproof door. I think you'll find the facility is quite pleasant.
"To our right is the admin block. Another guard and fireproof door. That has a few offices, meeting rooms and store rooms, and of course the armoury and barracks."
Brewster took note of the fire doors because they seemed a little odd, but it wasn't to out of the ordinary; he just remembered the claims that some people were burning elves to prove they were made of wood and the connection came. He would have to ask about what they did here more specifically. Still, he couldn't help get a bad feeling about this place, he may end up being here often.
When Alwood offered to see Imam, Brewster nodded. "Yes, that would be a good start." Imam would know his facility alot better and it would be good to hear from the man himself about the work done here.
Meanwhile, one of the Ambassadors aides approached Alwood.
"While, Ambassador Brewster talks to Imam, we would like to have a few people have a breif look through the records you keep in the Administration block, that is, if you don't mind."

"Absolutely." Alwood seemed completely oblivius to any misgivings about the facility. The mosque as they called it, was basically a small carpeted room, but Brewster was led to a small office with 'Imam Ahmed Hussein' written on the door,
"I'll wait here." Alwood said, leaning against the side of the door, "The Imam and I have some... differences. Just knock, he's probably expecting you."
Menwhile on the other side of the facility, the aide was taken into the admin block and given a huge file to read through by one of the office clerks. Mostly it contained details of how much the individual subject had been eating and drinking. It was interspaced with notes on how their English was progressing and notes from the Chaplain, and the odd one from the Imam talking about how far the subjects had come in 'rejecting their Satanic upbringing.' There seemed to be only two subjects who had actually made any progress in the Chaplain's eyes. There was also a note saying some 'particularly unresponsive' subjects had been given to the Vastivans for scientific research purposes. 'A small sum of money was exchanged to help reimburse the Dyellian Government for equipment and personnel losses associated with the aquisition of the subjects.'

OOC: Sorry about the delay on this, I just needed to focus a little and this thing just eat my last post... ohwell. No worries, it's was huge at least.
Ambassador Brewster allowed Alwood to get some distance before he knocked on the door politely and entered the room. Alwood didn't follow him as she said she wouldn't... but her personal feeling about the Imam were not subject to investigation.
Walking into the room Mark introduced himself. "Greetings Imam Hussian, I'm Ambassidor Mark Brewster. I beleive you were expecting me, I'm with the Iuthian team her to investigate alleged attrocities within Klatch. I trust you don't mind sparing a moment of your time to talk about the perpose of this facility and the condition of your subjects?"

Meanwhile, in the Administration Block; Paul Kenson, the ambassadors right hand man was making notes on the information being gathered about the elves being kept in this facility. So far what he had uncovered wasn't boding well for the young man; he had elven friends back home. However he was here to find evidence and so far he didn't really have anything.
The most concerning information the team had turned up as that of the 'particularly unresponsive' subjects being sold for money to the Vastivans... it suggested slavery, which strictly speaking wasn't something Iuthia was investigating but it was concerning. He made a note to bring this up later with the Ambassidor but for the time being he had two men look for more spefic information regarding what happened to these subjects for when he returned to the ambassidor.

Imam Hussein was a squat, dark, bearded man, with a turban and beard. A small golden ornament of some kind of predatory animal was all that adorned his desk, he stood up and shook hands with Brewster on his entry, grinning madly, "Welcome, welcome, have a seat."
After manouevering Brewster into the chair oposite, the Imam sat back down behind his desk, "The purpose of this facility." the Imam began, "Is to make these creatures into creatures that are safe in the company of humans. It's purpose is to facilitate their release into modern society. It is felt they can only be trusted when they stop worshiping Satan, which is what I and the Christian chaplain are for."
He paused to put on a pair of spectacles, "The plan is to send them to the commune at Iona for Stage two. This far there are two we are considering sending that way. As a matter of fact the Christian chaplain is taking them around Iona at the moment.
"You see, when we get these...people, they despise us. They want to kill us, it is bred into them from birth that we are the enemy, as are our faiths. In the jungle they worship Satan, they kill Djels and torture, sacrifice and eat any other humans that show up...and in case you are wondering I am a D'Reg, not a Dyellian.
"As for their conditions here....it is a prison, they are locked up, but I think you will find if you inspect the cells they are well looked after. Television in the rooms, not that most of them watch that, water, fresh clothes, 3 square meals a day, and not prison crap they get good food, en-suite bathrooms. You see Ambassador, the idea is, and I am sure you will forgive my reusing of a phrase, to win 'hearts and minds'."

Kenson would turn up nothing on the subject of what the Vastivans were up to except that they wanted elves for Scientific research. When asked what this was, any of the admin staff would shrug, and give a similar answer, "Don't know, sorry, we haven't bothered to ask. Commisaar Reilly authorised their scientific mission into the Gonad...he's Ministry of Defence."
When searching for Vastivan related documents, he would find quite a few memos, sent to the centre by a Commisaar named Chlarissa Dashwood, complaining that the Vastivans could 'blow the door off the barn and let the whole world see inside' and suggesting that certain members of the Vastivan team, in particular a medic, be forced to sign the Official State Secrets Act. Her fear seemed to almost ooze out of the pages, although aparently her pleas had fallen on deaf ears at the Research Centre.
Ambassador Brewster listened carefully to the Imam talk about the "creatures" which he kept in this facility. The use of the word "creatures" concerned him; it shows a certain dehumanisation of the elven species taking place which is some of the first few steps taken towards genocide. However, he had heard rumours that the Klatchians didn't concider elves to be sentient and this in itself wasn't proof that any attrocities were taking place in Dyelli Beybi, but it was a suggestion.
"I have heard rumours that Elves are not concidered sentient in the region of Klatch, though we've never looked into it before now. Could you just clarify your governments position on the matter?" Mark allowed the man to reply before continuing. "I find it odd that one could concider Elves to be non-sentient. Elves in our nation have shown themselves to be every bit as capable of higher brain functions as us humans... even the elves you describe have shown signs of organised religion. Personally I would find it hard to argue that a being can have religion and not be sentient.
"Still... it's not the Dyellian's opinion of sentience we are looking into, we are not overly concerned about such matters. I'm just a little lost as to why some people feel that way."

The Imam looked at Brewster curiously when he asked about sentience, "There is no 'official' Government stance on the matter. The Tzarist opressors did claim non-sentience which is where the rumour comes from. You see, if a creature is non-sentient it is not bound by human rights laws...you will have also heard the plant rumours? A plant is not even bound by animal rights. You can do with it as you wish.
"I would like to put a question to you though. How many people have you met in Dyelli Beybi that actually know much about the creatures in the East? They know they exist, they know they are the enemy, but apart from that? They swallowed that line easily, because it makes them easier to deal with if you think of them as nothing more than an out of control pest species.
"Things are changing now though, which is why accusations of genocide are so ill-timed. Herr Himmler, the former High Chancellor of Dyelli Beybi has much to say for that. This facility is his brain child."

(OOC) Bump again.
The administrative block of the compound was filled for maybe half an hour with a huge amount of comotion, although the officials seemed more than obliging to fill the Iuthian team in on what had happened. Aparently someone who was key to the program. A 'Commisaar Dashwood' had been seriously injured in a mission on the Gonad Peninsula. At first it seemed the Commisaar's chances of survival were slim, however as time progressed it was announced the Commisaar's condition had stabilised, and it seemed likely they would make a full recovery in time. This was met by a cheer from the assembled scientists and officials who seemed on the verge of cracking out the champagne.
Whoever the Commisaar was, evidently he or she was someone of extreme importance to the project...
Ambassidor Brewster listened carefully to the mans words; though he made an interesting point it concerned Mark a little; things would become blurred with the Dyellian people hating these elves and visa versa, if both races hate one another then he would have to be careful not to presume that one mans actions were sponcered by the state... however at the same time he would have to make sure that the state did enough to try and put an end to such a situation. Can't these things ever be simple? He thought to himself. Though he knew the answer.
"Forgive me for asking Imam Hussian, I just wanted to get a better idea of the situation from the inside of this land. Clearly your people have much trouble with this group of Elves... however we will need to be thorough in our investigation as I'm sure you are aware.
"Still, it's concerning to think that the people of Dyelli Beybi think so lowly of elves because of one group and their opinions will not reflect well on your government despite their lack of stance, though other nations can hardly call that Genocide. So far I just see two warring factions.
"Back to the issue of this facility; what do you do with those who do not respond to your attempts to re-educate them? And what of those who you do re-educate... I imagine they wouldn't do well if they were simply put back into their own society and I can't imagine your facility practically re-educating the entire population of elves in your region."

The Imam shook his head, "No, were they put back in their own society they would be killed. They are to be placed in Iona and from their possibly integrated into Dyellian Society, although they'd probably need an aurectomy in order to be safe in society."
He mimed snipping the top off his ear with a pair of scissors, "Makes them look like us."
"This facility is only a pilate program. We are of course planning to expland if there is sufficient evidence these creatures can be changed." the Imam seemed to be winding up, "Naturally we cannot reeducate them all, there is a plan somewhere in the woodworks to break up the tribes, dig them all out of the Gonad and relocate them to reservations which will be easier to control, and hopefully, one day, we'll be able to let them out of the reservations without them trying to butcher the population."
There was a pause, "You have to understnad Mr Ambassador that it was less than 100 years since we encountered any other forms of elves, and none of those have been positive encounters that would convince the population that elves are anything other than bloodthirsty sadistic maniacs hell bent on destruction."
Mark Brewster listened to the man make his closing remarked and nodded as he finished.
"I think I understand now, Imam Hussain. Thankyou for your time, it was most enlightening. Now if you don't mind I'm going to tour the facility. Will you be staying here or will you join me? I understand that the pressures on your time must be immense." Mark finished, offering to shake the mans hand to conclude business.

Meanwhile Paul Kenson would be looking deeper into the condition of this 'Commisaar Dashwood' as he appeared to be of some importance to the people working here. The rest of his team had wrapped up their affairs in the administration block and returned to wait for further instructions from the Ambassador before continuing.

THe Imam shook the Ambassador's hand heartily, clasping it in both of his, "Alas, I will decline the offer, although if you stay investigating the small world of Raza, no doubt we will meet again. Whether we do or do not, rest assured Ambassador you will always be welcome in my house..."
Outside Alwood was leaning against the wall chatting with a guard in desert uniform carrying a submachine gun. She broke off the conversation, giving the guard a coquettish wink before returning her attention to Brewster.
When requested to be give a tour of the facility Alwood led the Ambassador first around the small network of rooms that made up this wing, basically it was exactly as she had described. There was a Catholic Chapel and attached office for the Chaplain. Here the Commisaar insisted on stopping for five minutes to light a candle under a statue of the virgin Mary and say a prayer.
Further along their was kitchen where a team of chefs were preparing what looked like airline dinners, served on cardboard trays with plastic cutlery. Whatever it was it smelt quite nice, "Hearts and Minds." Alwood explained, "No better way to get them on our side than to give them good food."
The only other room was a classroom. It was spotless, white and empty apart from the rows of desks and chairs and overhead projector. It would seat maybe 10 students, "We can't allow too many together at once." Alwood explained, "Otherwise they start getting ideas about killing us."
There seemed to be little more to the wing than that, the Comisaar led the way to the cell block next. The guard saluted, and tapped in a five digit pin, causing the firedoor to swing open, "We need this kind of precaution in case there's a breakout, we don't want them escaping onto the surface."
The cellblock was a long coridoor with more thick doors, behind which were the cells. Each had a viewing slot which could be drawn aside to view the interior. Cells were possibly the wrong name for them. It was like a luxurios hotel. There were chairs and sofa's, small lamps, potted plants, books, satelite television, radio and of course an en-suite bathroom, and of course the first elves in the facility, one or two snarled as the viewing hatch was drawn back, and a few looked curious, but the vast majority just stared into space.
"When they calm down a bit we try to teach them to use the television and radio." Alwood explained, "We keep them seperate from one another most of the time, but generally we try to make the experience of captivity a pleasant one...at the moment the scientists reckon that staring into space business is due to the immense conflict we have created between the ideas they have been taught as children and the reality of what the Dyelli Beybians are...aparently some tribes teach we are evil soul devouring monsters that must be killed on sight... actually all of them teach the kill on sight bit."
She gave an apologetic smile, "We should have some that sort of speak English to interview, but unfortunately they're up at Iona for the day." She waved a hand at the doors, "Most of these are still dangerous to approach without an armed guard and don't speak a word of English."

She was now being treated in a Military Hospital in Quisa - The most Eastern of Dyelli Beybi's major cities. Doctors expected her to be in a position to recieve visitors within 48 hours.
