++++Ten year plan: In 2002, reaffirming its commitment to the enviroment, the Government published a ten year national plan outlining future policy. The plan aimed to reduce Atmospheric Pollution by up to 30%. It alsopurposed far greater control of water pollution, a commitment to recycling and improvments to over 500,000 homes exposed to excessive noise. It also covered problems relating to Toxic waste disposal, Hazardous Industries, and the protection of animal and plant life.

"Liberty First". These words were spoken some 200 years ago by a Naval Officer named Livingston. Aboard the HMS Dagger, Captain livingston was known throughout the seas as a superior sailor. In 1802, Livingston was caught in a herioc battle against three more manuaverable vessels from France. In a cloud of gunpowder and early morning fog, the HMS Dagger was lost. Only one French Vessel was left and she was badly damaged herself. According to laws of war, the French vessel looked for survivers. The only one found was Capt. Livingston. The French fed him and housed him till they reached port. Livingston was arrested on crimes of war and sentenced to death. The French Judge who sentenced him, on the day of his exicution asked him for his last words. Livingston had only this to say "Liberty First". The ideas that were carried from that time till now are ones of Freedom, equality, justice, and of course LIBERTY. Today, our small but rapidlly growing nation is home to many different cultures and ethnic backrounds. Our citizens are happy. We are at peace for the first time since the World War. This is truly a great time for New Californiajai. However, today even more so than times before we must be vigulant and keep our guard. There are nations who seek only to destroy what others have built, nations who take great pleasure in others suffering. It is these nations that we must stand against. It is these Nations that must not be allowed to continue there onslought. The word Terrorism is not something to toss around foolishly. It holds withit sarrow and dispair, that our nation knows only to well. We are growing, both in numbers and in understanding, and with each new day we are commited to maintaining a peaceful world for us and our future generations to come. I would like to extend a welcoming hand to all nations. We would like very much to build relationships with others who feel the same about our world as we do.
