Chelsea Zadhan walked up onto the stage. She was a famed touring racer, having the record for crossing of Feline in the Grand Cat Tour, a race across Feline from Arcology 7 to 16, a 4,760 kilometer road race, of only thirty hours, twenty-two minutes, and forty-seven seconds in her CMM-5GT, the "Zadhan Zoinker."

Behind her were many automotive company executives, mechanics, and touring racers from around the world.

She approached the microphone, and began to speak. "Greetings. We are gathered here today to announce the formation of the International Society of Independant Motorists, or ISIM. The purpose of ISIM is four-fold. First and foremost, it is dedicated to promoting the art and science of road driving, both practical and recreational. Secondly, it is intended to be a forum for the discussion of techniques and technologies relating to road driving. Thirdly, it will advocate for the elimination of traffic laws in favor of guidelines that can be used in civil court to establish fault, as it is in Feline.

If a driver is capable, as we believe he or she should be, and the auto is well-maintained and well-equipped, as we believe it should be, then there is no reason to legislate manuvers performed on the road.

Beings from any nation may join this organization if they agree with the goals I have outlined. There are no membership dues. Cat Motoring Machines, Cat Industries Autos, and Tekmobile have agreed to fully fund our organization. We applaud them for their commitment to the art and science of motoring, the wonderful automobiles they build, and for their commitment to automotive liberty. I will now take questions."
