NationStates Bribery World Cup 1 - Signup

The Commerce Heights Stock Exchange (CHSE symbol: CHSE) has announced that it will host the first international Bribery World Cup, a competition for the nations of the world to test their skill at bribery. Capitalizt (i.e. CHian) innovation has led to the creation of guidelines for bribery as a game, which are to be followed in this competition (OOC: RP them to be whatever you want http://terranordalis.thirdgeek.com/images/smiles/icon_wink.gif). Scores will be generated using random numbers, similar to the soccer World Cup. 32 teams (depending on the number of signups, nations may be allowed to send two competing teams, or 1 team from their main nation and 1 team from a puppet) will compete in a double-elimination tournament, and only those nations with strong committments to their economies (OOC: the formula to be used for score generation will benefit teams with high per-capita GDPs according to NSEconomy, to be estimated if the nation is in too large a region, as well as very high or very low tax rates) will be able to bring home the Cup.

OOC: To test the formula, I did a test sim with the four teams signed up. Commerce Heights had a rating of 7.02, Marligantis 4.45, and Insane Inflation 0.01 [higher numbers being better]. Here are the sample results:

It takes the numbers from the XML feed and calculates the output values with various formulas. It's written in PHP.
