The blazing FPBO logo shatters into the Great Seal of the Federation, slowly morphing into the Seal of the Imperial President, that graphic which was quickly becoming standard for Addresses from the President to the Nation. The Imperial President, D’ron Christopher Smith, appears after a moment, sitting behind his official desk.

“Citizens of the Federation, and since I know many others are watching this, Citizens of the Sol System, I bring you greetings. Today a great blow has be struck in the fight against instability, against those who would abuse others, and destroy the fragile peace that we are all trying to maintain.” He takes in a deep breath.

“Earlier today, the nation of Northwestern Liang was attempting to establish their Duma approved colony on Mars, in lands that all the Martian nations, ourselves included, had agreed would be the responsibility to dole out. But a few military personnel from Allanea, unbeknownst to the dwarves of Liang, or anyone else, had landed in the proposed site for the new Liang industrial area. Squatting on the land, they tried to defend their illegal claim by firing on the dwarven vessel that was landing, provoking a response from Queendom of Zero-One Armed Conflict Forces providing a military presence securing the site in the name of the Duma. After repeated offers of allowing the Allaneans surrender and peaceful withdrawal, and having them refused, the QACF attacked. When the Allanean ground forces were engaged, they called for help in the form of Allanean Space Forces, spreading the conflict wider. When the Allanean ships began to attack the surface of Mars, our own Martian Task Group responded, coming to the aid of our friends and fellows on Mars. The Allanean assault was completely obliterated, their ground forces destroyed to the last man. Our own forces suffered material losses only, and no casualties in the incident.” The President pauses, perhaps to allow some of the celebration he knew would occur in his own country at the thought of the total victory.

“Others were not so lucky, especially not when Allanean forces on the surface detonated a tactical grade nuclear weapon in a last ditch attempt to destroy whatever they could. Then, following this act of blatant Allanean stupidity, Queendom Armed Conflict Forces moved to engage Allanean military assets in Earth Space, again offering repeatedly to allow the Allaneans to surrender, and our own forces once again offered their assistance. Again, heavy material losses and no personnel occurred, in the perhaps fortunate for us Allanean concentration on the Queendom’s vessels, which, when the Allaneans were again destroyed to the last ship, proceeded to bombard the Nation of Allanea. The industrial, military, government, transportation, communications, and non-agricultural economic infrastructure was completely destroyed, civilian housing remaining almost completely untouched. All Allanean food agriculture was left untouched, but any cash crops were utterly and completely destroyed. Surrender was then demanded and refused. The bombardment continued as remnants of the Allanean military attempted to invade the neighboring country of Goobergunchia to hold it hostage and delay the inevitable. The attempt failed when the attacking forces were destroyed by bombardment and interception. The Allaneans were contained and completely unable to rebuild in any foreseeable future. But surrender was not yet forthcoming. And it was not until the Zero-One fleet was ready to withdraw, and Fleet Admiral Farragut laid an ultimatum before the Allaneans. Surrender to Zero-One was forthcoming, but the Allaneans requested terms from everyone involved. Our terms were provided, and accepted as well, making Allanea a protectorate of the Federation.”

The Imperial President smiles out at the cameras. “The Federation of Sentient Peoples hereby establishes sovereign rule over the formerly United States of Allanea, and declares its lands and peoples part of the Federation by right of conquest, until such time as the Allanean population is sufficiently mature to handle the awesome responsibility of self-governance and self-protection once more. We do not accept this charge lightly, knowing there is much to do to help restore Allanea to a position where it can once more be its own nation. As I speak, I am hereby declaring Martial Law in the Federation Territory of Allanea, and Federation Ground Forces should be beginning to deploy from the Anglachel-class Battlestations in orbit. Other information will be made available to you as it becomes available to us. Thank you all, and goodnight.”

The broadcast died, resuming its regularly scheduled programming.

Burning Wastes, The Federation Territory of Allanea, FSP

The ground burned, still superheated from the bombardment, and overhead, the night sky began to burn as well. It burned in red and blue, the sight, for the first time ever, of the beginning of an Federation Group Forces Army Group being deployed from orbit. Fire from reentry packaging burning as it fell, and blue from drive fields of dropships descending through the night. The first wave was small, a series of prefabricated buildings for a base, and a large number of armored vehicles. And about a hundred and fifty dropships, carrying the Fifth Army Group’s First Corps, which uncoiled with lethal readiness as they ships touched down. There was nothing left to oppose them, after all.

They began to set up camp, the automated defenses being the first thing to come online as the small generators landed and were set up. The reactor would come later, along with more powerful defenses. In three hours, of course, another set of troops would land, then another, and another, until there would be fifteen of the massive camps spread throughout Allanea, each housing forty thousand armed soldiers of the Federation Ground Forces. But they were all combat troops. Support was automated enough to last for enough to time establish proper bases. It would take two days, but all the troops would be deployed, and could survive for ten days without any resupply, unless heavy combat resulted in enormous ammunition losses. But with the Allanean military destroyed, and most modes of mass transportation elmininated, chances of organized resistance against the bases was slim.

And while martial law was declared, it would be some time before it was enforced. First, a solid presence had to be established.

While I will authorize the first payment, it will be in Federation Credits. I’m sure you won’t mind. I will warn you now that I have no desire to keep the out of date crap that the Allaneans were using, and seeing no point in shipping it anywhere are the current time, I’m willing to authorize the payment. Further payments will be dependent on what capital the Allanean population still has remaining. I’m sure you understand.

Federation Airspace, Over The Federation Territory of Allanea, FSP

The fighters and fighter bombers criss-crossed the sky, laying down their ordinance packages on the towns and cities and villages below. In International Standard leaflets were being dropped to inform the populace of both the Martial Law and a few other new rules being put into place.

Firstly, there was the rule about currency. Allanea currency would no longer be accepted in Federation markets of any type. The currency was to be piled on the east side of whatever organized area the people lived in and left there. This was so that the rental of space for the surviving military equipment in storage in Menelmacar could be paid for.

Secondly, there would be an exchange program beginning, in which Allaneans could turn in things to receive Federation valid credits in electronic form, personal weapons being the fore most of these items. One day a week, a dropship would land near the population centers and would sell items to the populace, while at the same time, buying other items from them. Prices would be fair and reasonable concerning the situation. A schedule was given for these visits.

Third, all Allaneans were to report, in shifts, based on last names and locations, to other dropships that would be arriving based on a different schedule, also provided, for medical treatments. Their week’s ration of food would also be given out at this time.

Fourth, the Allaneans were asked to behave as properly as they could, and the less they resisted, the easier this would be for everyone and the sooner the Federation would let them be.

Fifth, as many services and other things would be returned to normal as soon as possible, and the Allaneans should stay in their homes as much as possible.

We have already requested compensation to dwarven families for this loss from the Allanean government directly, and seeing as you are now the sovereign of the territory, we see fit to re-send this request to you. "As one of Allanea's main traditional enemies, Edolia sees it strongly in our own interests to maintain the status quo with Allanea and keep them from ever becoming aggressors in the future. First of all, though we do not doubt that the occupying forces in Allanea are well-prepared and equipt for their mission, we believe that the nationalism and fanaticism of the Allanean people cannot possibly be overstressed and that we find it quite likely that the Allaneans will eventually break out from under Sentient People rule.

That being said, Edolia has, again, an interest in making sure that war does not break out with Allanea. As demonstrated by this map:

Edolia controls some territory adjacent to Allanea, originally taken by Edolian forces in wartime to punish Allanea for its aggressive actions in aiding fundamentalist Christian groups within Edolia. Allanea has, on multiple occasions, embarked on wars in order to retake this territory, which after many generations, has been fully absorbed into Edolian culture and whose people have very little interest in being "liberated." The last war (the fifth) ended some months [RT] ago, was started completely by the Allaneans, and cost a collective ten million lives, while no thing was gained by either side.

We wish to petition that that steps be taken to ensure that another war against Edolia will be impossible in the future. We have three requests:

1. That Atlantic Island, located between Goobergunchia and Scandavian States, be turned over to Edolian and Union of Socialist Republic control, for use as a military base to ensure that in the future, Allanea will have no opportunity to use naval forces aggressively against Edolia or its allies.

2. That the strip of Allanean territory South of Axackal and North of Corrheia be turned over to Edolia, in order to protect the geographical location of Axackal, and to ensure better protection of Corrheia, an Edolian dependant.

3. That the province of Hestonia <<OOC: On the map this is called East Phyrric; we hadn't updated the map yet.>> be turned over to Edolia. All the nations surrounding it are allies of Edolia and enemies of Allanea and it could be used in the future as a staging ground for future Allanean aggression.

We wish to make it clear that under no circumstances do we plan to annex these territories and dominate the peoples living there. The situation in Allanea is so complicated that to talk of a permanent solution would be ridiculous and premature. The United Alliance of Progressive States, which Edolia is an influencial member of and which also has a great interest in maintaining the peace, will be closely involved in the running and maintaining of these territories.

We are also open to negotiations regarding the status of Allanea and our petitions. We are willing to meet wherever and whenever the Sentient People diplomat wishes.

The Socialist Empire of Edolia also wishes to play a role in the rebuilding of Allanea and offers all of its resources to aid in the reconstruction of our neighbor.

To whom may concern,

First of all, the DDR government extends its congratulations to you on quelling the Allanean threat. While the loss of life in the recent military actions is deeply regrettable we are confident that the Federation will do well as a new "parent nation" for the territories and peoples formerly under the control of the USA. Your nation has the blessing of the Knootian government in this endeavour and you need but ask and we will aid you in your quest to bring back civilisation to their lands.

Sovereignty over the Federation Territory of Allanea will unfortunately be a mixed blessing at best. We have come to know the Allaneans as a stubborn people who will no doubt seek to regain that which has now been denied to them.

But please allow me to turn to politics for a moment, and touch two issues which may be troublesome for the Federation. First of all, I must immediately admit that there is still some confusion here in the Foreign Ministry as to the current status of -The Prophet-, the Goobergunchian autonomous zone in the south that was conquered and occupied by Allanea a few years ago. We strongly feel that these people belong with their rightful government and furthermore that they should not be punished for the deeds of their Allanean occupiers. I personally hope you will see reason and graciously relinguish these territories to the Liberal Unitary Republic. They have been suffering from occupation long enough.

Another matter which we take very seriously are the unfounded Edölian claims to Atlantic Island, the strip of Allanean territory South of Axackal and North of Corrheia and the province of Hestonia. There is no legal precedent at all for such a claim nor do the people of these territories have any affiliation with the Scarlet Empire that would make them a reasonable choice as occupiers. Nor have they, if I may point this out, done anything to curb Allanean imperialism on Mars such as the Queendom of Zero-One and the Federation have done. This makes them, and these are the words of our Prime Minister Lady nos Círdan "Imperialist communist vultures seeking to grab land others have already legally taken"

I understand that, aside from these issues, the Federation is first and foremost looking for pragmatic solutions to these issues and if the proposed nation to take over the strips was a good choice we may have forgone our protests. However the Edölians themselves are not dirty of agressive imperialism, and in this respect they are not unlike the Allaneans. Their hotheadedness and refusal to make any diplomatic concessions was as much instrumental in their fifth war for the Allanean territory as Allanean intrigues. This is why the DDR government implores you not to hand over these territories to the Edölians. It is a surefire recepy for creating future conflict in the region. Instead I would propose that either the Federation occupies these strategically important territories for themselves or that they find a strategic partner with more worthwhile intensions and capabilities to occupy the afforementioned areas.

The Eternal Noldorin Empire of Menelmacar and the Dutch Democratic Republic of Knootoss have found themselves at odds before, but in this we are in complete agreement. The Edölian demands, from Menelmacar's point of view, are quite entirely out of the question. This is clearly an opportunistic attempt by communist scavengers to pick over the Allanean corpse, seeking only to fold yet more innocent people into their empire of fear and control. Menelmacar will not stand for it; were we in the Federation of Sentient Peoples' place, there are elements in our government that would push for "revoking" Axackal from Edölia for the monumental insolence of even asking. We urge the Federation of Sentient Peoples to now and forevermore refuse Edölia even but a single square inch of Allanean land.

First of all I would like to start the following address by dispensing with the usual diplomatic pleasantries. To the distinguished nations of Sentient Peoples, Knootoss, Edolia and all others involved in the situation at hand, we offer our fondest greetings and warmest salutations.

As it seems most appropriate I shall continue with a small reminder that I know no one has forgotten, but I feel many have lost touch with: The United States of Allanea will no longer be a serious threat to the safety of the world, and that at least is the cause of some jubilation.

With that out of the way we must most prudently proceed with the business at hand. The nation of Edolia has made claims that might seem to the order of annexation to some, but it is imperative to note that the intentions of said nation were not aligned with those of Imperialism. Furthermore to view the current situation from the Edolian standpoint is a necessity.

Allanea has been defeated before, and like the primordial cockroach, has proven itself very hard to kill. Allanea does not stay dead, and has always renewed its threat against my nation, my government, and most importantly my citizens.

I think every single one of us, as world leaders, can rationalize with this, whether we choose to or not remains to be seen. It is clear that Edolia is acting in the best interests of Edolia, and is committed to protecting its territory against a stubborn enemy. To do so, however involves the acquisition of lands without any proper claims. "Aye there's the rub," as Shakespeare once most eloquently penned.

Edolia seeks only to protect their territories through the use of buffers, and deterrence, not to enslave, and oppress a people. In fact I do not think that the people of Edolia are capable of such an offense.

The decision in regards to the requests lies entirely in the hands of Sentient Peoples. However I do not think the international community should judge the Scarlet Empire so harshly because of this.

In conclusion the Republic of Agrigento will maintain a stance of complete neutrality in this matter, and will merely attempt to act, if I might be so bold, as a voice of reason to try and calm down all affected parties, so that a peaceful solution may be agreed upon.

It is completely strange to us why the Federation of the Sentient people would wish to pay our bills. As it is know, we have already paid for the storage of military equipment, in whatever remained of the Allanean gold reserve. While were are on the subject of gold, it is strange how anybody would refuse Allanean currency - for Allanean currency is gold, worth approximately (maybe slightly more) as much as a given weight of gold would be. Allanean coin would lose practically little value if you melted it down, and the only value that is added to it by the government stamp is the value of being sure of it's weight.

OOC: There is a government in exile? I thought you surrendered? Does that not mean the remaining government officials are either collaborating with the Federation or relieved of their functions? What are these people doing? They signed a surrender did they not?

First, the government of the United Republics would like to officially wish the Federation of Sentient Peoples a successful occupation, and we hope that they may be able to return Allanea to self-governance in the far future under sane and thoughtful leadership. The URHP will take steps to aid the Federation if need be, and we urge that the Federation not take hesitance in asking for our assistance, monetary or otherwise.

However, there are several issues that need to be addressed. Edölia has stated that the province of Hestonia is surrounded by his allies. Whether this was an honest mistake or a deliberate lie to gain a stretch of land is unclear to Lietuv officials, but it must be stressed that the Scarlet Empire is in no way allied to our nation. At one point in recent history, Edölia and the URHP were allies, until relations faltered and our nation left the United Alliance of Progressive States.

As a friend of Edölia, though not a very close one, we must emphasize that the Federation should be wary of Edölian goals. As a former ally and nation that worked closely with the Scarlet Empire, the URHP knows well how Edölian officials think. They have attempted in the past to advance their brand of socialism to other territories, and it is certainly not in the interests of the United Republics to have Edölia controlling a territory that borders our nation. We urge that the Federation not give absolutely any land to the Scarlet Empire, in order to protect the interests of those living in and around the territories that Edölia has requested. We do encourage the Federation of Sentient Peoples to take necessary steps to protect those that border those territories, and secure them well. If the URHP may assist in this endeavour, do not hesitate to ask.

Finally, we must again stress that the URHP is in no way allied to Edölia, and we would appreciate if the Scarlet Empire refrained in future from dropping our name in their expansionist pursuits.

There are several things that the Imperium would like to point out:

1) The region immediately south of Axackal hasn't any real population to "oppress". During the last Allanea-UnAPS war the nation of Phyrric became a turncoat by dropping a 20Mt nuclear bomb on the area in a twisted attempt to end the war. This of course failed and as far as Imperial intelligence can discern there has been no attempt at any cleanup on the part of Allanea.

2) The land that was once occupied by the nation of East Phyrric was granted to Phyrric by UnAPS as a sort of forward base in the region. Since the nation of Phyrric has since decended into anarchy and ceased to exist, the land reverts to UnAPS control automatically. Also, it should be of note that Allanea's status vis a vis East Phyrric was never clarified, the Allanean claim was dubious at best because we could find no evidence to substantiate the claim.

3) As far as we can tell Atlantic Island was an Accord military base whose only civilian residents were dependants of the soldiers, sailors, and marines on the base. Since we assume that Atlantic Island was bombed clean, there shouldn't be any population there either.

Also, we would like to enquire as to what happened to the rather extensive Accord military presence in Allanea, at last count there were hundreds of divisions and several fleets belonging to nations in the Accord other than Allanea.

1)First off, the aforementioned nuclear weapon was dropped in Axackal proper. Edolia now has 110 million people living there.

2)East Phyrric has a population of about 1.2 million people.

3)Atlantic Island holds a population of 150 millioin. Neitheir AI or EP were struck during war of aggression.

Now that the Allaneans are under the sway of a far more reasonable government, we would not want our efforts at pacification to be to naught just because of some firmly-worded agreements. We did, after all, specify a people rather than a government; it would be quite in the Allaneans' idiom to suddenly change the name of their government and claim all ill effects null and void, seeing how quickly they were willing to change their own currency, a transition that is far more severe and traumatic than I think they understand, in a poorly thought out attempt to declare international statements concerning their trustworthiness rather than their currency invalid.

<< Hopefully there are other ways we can be of assistance. After all, bombing them back to the Iron Age was a relatively simple matter of precision and judicious use of overwhelming force. You, I'm afraid, have the more difficult duty.

"We believe that the Scandavians have made our position clearer. However, I wish to clarify some points that were somewhat ambiguous in our original statement, and emphasize others that were ignored.

Before we begin, I should respond to the Knootian accusation that no concessions were made by the Edolian government to avoid war with Allanea. We agree that we refused to budge, but that was simply because it is the official policy of the Scarlet Empire not to give in to attempted land-grabs. If we allowed any nation that wanted to carve off a piece of our territory to have what it wanted, we wouldn't have any land left.

I also wish to make it clear that we are not demanding anything, as was suggested by the Menelmacari Prefect of State. We are, however, requesting that certain concessions be made in the interest of preserving the future peace.

Second, it should be made clear that we have no intention of annexing any territory, although the status of the territory between Axackal and Corrheia could be negotiable. Atlantic Island is currently mainly a military base for the Ali'staan Accord, and mainly Allanea. It was used in the last war as a staging point for Allanean fighters and naval ships attacking UnAPS military forces. We would like to see it in UnAPS hands, ensuring Haven dominance over the gulf between Goobergunchia and Scandavian States. Again, Edölia has no intention of annexing this island, nor does it expect that its military presence there would be much more than that of other allied powers. We would be willing to negotiate on the status of this island, but imagine it to be a semi-independent protectorate governed by Edölia and the UnAPS.

With regards to the strip of land between Axackal and Corrheia, this is merely a request for territory that was used with great effectiveness to attack Axackal in the previous war, and to strike into Corrheian territory. We would like to see it fall under Edolian control, to ensure that it is not used to a similar purpose again. As always, we are willing to negotiate on the future status of this territory.

Finally, the issue of Hestonia is, I believe, the least complicated of all of them. First of all, Hestonia, previously known as East Phyrric, was ceded to Phyrric by the United Alliance of Progressive States. In the UnAPS-Allanean War, Phyrric turned on its UnAPS allies and attacked us. Due to the bloody war with Allanea, we did not press the issue and allowed them to stay in Phyrric, although we do not recognize their right to the territory. When Phyrric sold that land to Allanea, we did not recognize the transfer <<OOC: Phyrric no longer exists.>> nor do we now. Allanea has no claim to Hestonia at this time, due to the fact that Hestonia is not traditional Allanean land (only being part of their nation for the span of a few years). The purchase of Hestonia was also negotiated by an Allanean government that no longer exists. It is for that reason, that we wish to see Hestonia turned over the United Alliance of Progressive States for governance. We would welcome Lietuv support in the governance of the territory, which would not be presided over by Edölia.

Our requests, I believe, are reasonable and leave little risk. Some nations have jumped on the issue to proclaim “Edolian imperialism” but there is little cause. As of this moment, Sentient Peoples retains control of Atlantic Island. However, if the island was controlled by a joint UnAPS government, we would most certainly not sell it.

Perhaps it should be made further clear that the purpose behind these territorial acquisitions is to create a De-Militarized Zone in the Region. While the necessity of that remains to be questioned, as well as the method by which realization of this goal is achieved, the purpose cannot.

Among the many, many possible solutions, most of them ill-conceived and illogical, is the creation of an actual De-Militarized Zone across the Allanea-Axackal-Edolia Border, this way the accusations of territorial gains can be completely null and void.

Well what land can you offer the Empire in return for payment of the war.

The United Republics suggests to the Commonality that it would be wise to grasp a full understanding of the English language, or at least stop twisting words to produce ridiculous accusations and assumptions. In no way did our previous message insinuate or suggest that the URHP was prepared for war or any type of conflict. Nowhere was it stated that our nation was
bracing for mutual defense alliances or anything of the sort. In absolutely no way does the URHP want claim to any land within Haven but our own.

In response to your wish to move away from politics, we must say that the accusation that the United Republics is attempting to use politics in order to gain support or land is preposterous. We were simply overjoyed that no other nation would be taking control of Hestonia or any other territory, so we would politely request that Ma-tek not accuse our nation of such things in the future.

In a final point, we urge the Ma-tek to again grasp the English language. No defensive alliances were being suggested or introduced, for the URHP is happy on its own at the current time. If we go by that logic, Phyrric could not sell Allanea the territory of East Phyrric, as they no longer held the sovereignty bestowed upon them by the UnAPS (the original owners) that allowed them to legally own it. Ergo, Allanea had no rightful claim to it, and under the peace agreement signed by Allanea and the Sentient Peoples, all unrightful claims of territory owned by Allanea would be returned to their rightful owners.

We hope that, the Sentient Peoples in their country's great power and wisdom, adheres to it's agreement between it and Allanea and cedes control of East Phyrric to a UnAPS Committee.

The events that have occured over the last few days are extraordinary, you will no doubt agree. The fall of the United States of Allanea will be remembered for generations as one of the most significant occurances of our time. The Republic of Ancient Terra, considering our proximity to the Federation Territory of Allanea, has no wish to see the Allanean people wriggle out from under the iron curtain that has been placed over them.

Our experience with the Allanean people has been extensive. We know that their fervent nationalism makes them a powerful opponent, if a foolhardy one. For too long have they terrorized the region of Haven. For too long have we put up with their demands, with their threats, and with their aggressive stance. For too long has Haven been preoccupied with the Ali-Staan Accord. For too long has Haven put up with Allanea!

It is my sincerest hope that, when the time finally comes for the Sentient People to remove their presence from Allanea, that such a nation is finally mature enough to bear the weight of self-governance. 3. Allanea - As for the gold standard currency, the Federation Tech Level moved beyond hard currency a long time ago. Very few places have the ability to accept a hard currency transfer, and most of those would be criminal in nature.

The lights come up, revealing the stage, and the animated chattering of the reporters in the room dies away as Rebecca Cameron enters the room wearing what appears to be a modification of the Federation Military Uniform, without insignia, and considerably tighter than normal. Her hair was a shockingly pale white-blonde. Oddly enough, she is wearing jackboots, but then, knee high boots are normal for her, though the lower heels are not. She iss accompanied by another woman, slightly older, and not quite as attractive, and dressed considerably more conservatively in a skirt suit, who stops about a meter behind Rebecca as she steps to the podium.

“Good day, sentients. Earlier this morning, the Imperial President issued an executive order creating the Territorial Affairs Directorate, whose primary responsibility will be with the supervision, for now, of the Federation Territory of Allanea, as we have no other territories at this time to manage the affairs of. Territorial Affairs will also be overseeing, in part, along with the military, the exploration of the Apache Warp Chain and the Khristatatan Relocation Site. And now, I present the Minister of Territorial Affairs, Belinda Ranwell.” Rebecca steps back from the podium, and the other woman steps forward.

“Thank you for that introduction, Miss Cameron. And now, perhaps to explain a little more. My position as Minister, supervising the Allanean Territory, effectively places me as a Governor, but with slightly more power than a Colonial Governor. With regards to Federation Territories, my authority is only short of the President himself. In that vein, I would like to state a few things about the situation involving Allanea.” She draws a small electronic notepad from her pocket. Odd, in a nation in which government officials are routinely bio-enhanced.

“Firstly, there are the international issues to be dealt with. As of this statement, The Federation Territory of Allanea is withdrawn from any and all international treaties, accords, conventions, pacts, and agreements which were signed under the former government, excluding the surrender to the Queendom of Zero-One and the surrender to the Federation of Sentient Peoples, of course.” Minister Ranwell smiles at that.

“Secondly, there are the economic issues to be dealt with, both external and internal to Allanea. As the new government of the Allanean people, and of their territories, we will be taking possession of the Weyr’s Aid Loan to help rebuild Allanea, and we thank Ancient and Holy Terra for their gift. Of the one hundred ninety four billion universal standard dollars these two sources of capital represent, one hundred billion is to be immediately funded to the Queendom of Zero-One to help recover costs of leading the coalition. Four billion is to be set aside temporarily and twenty billion is to immediately funneled into the Military Directorate budget to offset the cost of defensive deployments into the new Federation Territory. The remaining seventy billion will be going towards the monies earmarked as the Allanean Reconstruction Fund, which composes the majority of the Territorial Affairs Directorate’s budget. Any companies, both foreign and domestic, wishing to operate within the Allanean Territory will need to go through the Office of Allanean Economic Affairs, part of the TAD. We of course are welcome to both foreign and domestic investment in Allanea, especially as part of the reconstruction process.” There is another generous smile as the Minister looks around, out at the assembled reporters and cameras.

“Next, we need to focus on the Reconstruction of Allanea, and for now, our priority is keeping the population alive. With this under consideration, our priorities are to restore electrical power, running water, and bring the medical and agricultural grids back to full operation as soon as possible. In this regard, with the help of the AeroSpace Transport Command, we will be moving in a large number of UC Mark 4 Robotic Facilities to help rebuild the utilities infrastructure as quickly as possible. We ask that the Allanea populace not interfere with their operation, as they will be guarded.”

“Lastly, in response to Former President Kazansky’s statement over Menelmacari Broadcasting systems yesterday. It was not an airport, well, not merely an airport. Nor was it merely a seaport, nor merely a spaceport. It was the Griffin International Transportation Hub, a massive facility for all types of transport. Ten two-kilometer long hardtop runways edged the area, allowing for any make and model of transport aircraft. Semi-ballistic towers stood near the major terminal facilities, which had docking and landing areas for even more craft than there were types of transport planes. It could handle gravships, even the massive Menelmacar superfreighters, along with the ocean docking facilities for surface transport.

Even magnetic levitation train lines ran in and out, allowing for commerce by land with nations throughout Dor Lomin.

If you had something that could travel between countries, it could no doubt find a way to dock or land at the International Transportation Hub. And the diplomatic section, was unusually busy, as they prepared to receive the guests who would be attending the conference on the Federation Territory of Allanea.

A Capsule Corporation Patriarch-Class Cargo Foldship drops out of hyperspace just before Terran orbit. The commander hails the FSP government on Allanea, and requests permission to land and drop off 2 KCC-101 Chlorophusion Control Cores as ordered and paid for by the Government.

Upon clearnace (I assume I have it), the shuttle lands, and offloads the two cores with the help of several heavy-lifter mecha. Each CCC Core is roughly 7mx7mx15m in size, and comes with all the necessary adapters to be hooked up to a power grid.

Educational Reform for the Federation Territory of Allanea

Every year will be followed by day long competency examinations in all subjects. Years 5, 9, and 13 will be followed by exhaustive competency examinations in all subjects, each lasting one week. Obviously, any and all lists of required readings are not complete, but these are books that will be required at all times for Allanean Students.

President Edward Grove heard of the news in his daily notices. Reading them surprised him, as he would never have imagined that the Allaneans would one day be conquered. Pulling a pen and paper from his drawer, he began to write a letter the occupying forces of Sentient Peoples;

"I would like to congratulate you and your armed forces on your victory over the Allanean Government. We have at times been at odds with the Allaneans, once being in a state of war when we had our short membership in the UnAPS alliance. In fact, our single largest victories in war was against the Allaneans, on the front which we took part in in Axackal.

Often we use our victorious missions in Axackal as an example to those who we may be coming across in military conflict, and although we had to pull troops for several reasons, we still like to be happy about what we did. We are glad that although we didnt rid the Allanean scum from existance ourselves, that somebody finally had the guts to actually take on the Allaneans again, and that somebody was able to teach their generals a lesson on field operations.

We do not feel entitled to any claims at all, as we didnt in fact lose anything of real value to their forces, however we do wish to bid you a long and prosperous occupation in the Allanean territories. We would like to see such an occupation to remain permanant, however such desisions are left to yourself."

IDFI Command, IDF High Command; exact location unknown

SatOp Rallia Dth'gar was bored beyond all belief, as usual. It made her sharper, probably. Or just bored. Either way, she stared at the 'visor before her, hour after hour after hour after hour after hour... and so on.

The lights representing countries and their IDFI Classification Levels were pretty much always static. Occasionally, a colour would alter, and she would bring up the pertinant report to check the reason why the automated surveillance network had flagged that nation up or down.

Once the report was read, she stamped her approval or disapproval on the report, and moved it downstairs. Which, in this case, meant 'upstairs' as far as hierarchy went.

Allanea was one of her watched nations; it had gone from a vivid purple initially ('danger brewing') to a beige colour ('crisis imminent') until it had hit a light red ('conflict imminent'), and finally transcended to vivid, bright blood-red: conflict in progress. It had gone back down the scale again, now, and was sitting at purple once again; danger brewing.

But on her screen, now, it was a dark blue, which flagged Allanea as 'calm but troubled'. She wasn't sure if that assessment was entirely accurate, but, in the interim, she acknowledged the pertinant satelite's request and allowed it to shift position - and focus - to another nation in that region. At the time, she didn't notice which nation that was - but that wasn't her job. Someone else would have organized that already - probably Sarah.

She sighed, and stretched, and began to read the report thoroughly...

In high orbit above the Earth, originating at a 90 degree angle to Allanea below, a MISATmk1b - designed for intense passive observation from orbit - flares into obvious visibility, its electromagnetic signature becoming brighter on scanner screens. It slowly sweeps back against the rotation of the Earth - and, over the next several hours, trades places with a lesser MISATmk1a, better suited for low-level passive observation missions.

Several other MISATs of varying types flare into activity as other, previously inactive satelites come online to observe those parts of the globe rendered invisible to ICEL eyes by the switch - but total coverage still drops by nearly a whole percentile point for the next four hours.

Amanda Read was excited to be involved with the current Allanean situation. Although she was not there to make a claim, she thought it would be quite interesting if the Austar Union was to be represented at the conference. Allaneans had been recorded in Austarian history as vile scum, which was known across the universe. Even the superpowers of the world would have agreed with the teachings of the education facilities.

In the past, the Austar Union and Allanea had once been at war with one another, and Amanda was proud to be representing the lost souls which died in the conflict. She couldnt get those souls back, nor did she want anything else back. However at the request of the President, she was sent anyway, for the President thought it would be beneficial to establish relations with other like-minded nations, such as Edolia, and other states of the USR.

Once the Austar Union had been a member of UnAPS, and unfortunatley the leaders of the nation had made the hasty desision to leave that alliance when disagreements with a select few rose. One of those few was that nation of Doujin, which Austarians hated with a vengance.

Strangely, they didnt know why, for the hatred had been incoded into their DNA. Yet at there mere mention of Doujin, people's faces would turn to disgust for the vile race. Perhaps it was similar to how Hitler hated Jews, however it wasnt quite as dramatic. Most Austarians didnt want to kill off the entire Doujin race, however most would probably turn a blind eye to anyone that did.

Nevertheless, comfortable on the private cruiser, Amanda watched out the window as the ship began its slow desent into the atmosphere. The pilots werent familiar with the airspace laws of Sentient Peoples, and surely the leaders wouldnt be expecting an Austarian presense. Still, the ship's system computers sent the relevant codes to the Sentient command centers, so that arrangements for arrival could be made.

Diplomatic Envoy: Amanda Read

Upon approaching Allanean airspace the Gulfstream G550 left its escorts far behind. Attempts at establishing communication with the proper authorities within the Sentient Peoples were made early on. The Agrigentian government knew all too well the importance of securing the country, and how seriously the Federation was taking any and every threat.

(ooc: Assuming proper clearance was given)

The landing was a bit bumpy, which was quite unusual for a diplomatic flight, yet at the same time completely understandable, considering the great spectacle of the International Transportation Hub. No pilot, nor for that matter person, from the Republic would hope to have gazed upon something so large, intimidating and other-worldly, as those guiding the flight did upon their arrival in Griffin.

The small, yet long range, private jet slowed to a stop within a small fraction of the hub's vast expanse of landing space. Despite the below average pilot performance the mostly empty cabin engaged in the usual post flight applause.

Veteran diplomat, and constant government fixture, Roberto DiPartenza gingerly rose from his seat. Despite the accommodations, there was no rest for his weary soul. Recent events weighted heavily on his ever-weakening frame and the intangible ghost-like memories that followed him around were certainly not afraid of flying. He learned that already, on a trip to Iansisle months prior, and was reminded yet again, on his first foray abroad since.

Despite the ever present haunting, the ominous and speedy approach of his retirement, and the precarious lifestyle of his son, and only remaining relative, his concentration was precisely and dependably locked on this matter of grave importance and potentially devastating consequence.

The walk to the nearest exit was painfully slow, as his joints protested every movement. He made it to the door, however, and carefully exited the aircraft without the help of his associates. He was far too proud of a man for that.

Expectations for this visit were not particularly high, nor was his presence necessary to the process. He was here to show the Republic's concern, and perhaps to make some sort of positive impression. Agrigento would have its voice at this meeting, and it would be Roberto's.

A small white biplane with the golden seal of the Knootian Ministry of Economic Affairs landed on the airport. Two men with black top hats got out and proceeded without much ado to the planned conference. They spoke amongst themselves in Dutch, calm and dignified, but ont revealing their intentions.

Taking civilian transport - with an exceptionally tall and gracefully slim female Nenyan bodyguard - the ICEL Ambassador dispatched to the Conference arrived at the assigned hotel to drop off his gear before heading off to the correct building in a thoroughly bad mood, and manages to spill a hot drink on the carpet, no doubt irritating the cleaning staff immensely.

He plays loud music for twenty-five minutes, then leaves. Leaving the music on, incidentally. It appears to be a Pink Floyd album - Echoes.

Eventually he arrives at the building where the conference is to be held, and is then no doubt held up by endless security procedures in which the security people fail to find the bomb implanted in his nostril.

Well, they would. There isn't one.

Arriving at the conference and cutting a figure of curious elegance, the dwarf known as Narvi, fresh from his negotiations with Illithid on Mars, arrives at the conference, several bodyguards behind him. Traditional dwarven wargear he wears, as the nature of the Martian colony leaves little in the way of luxuries. As he meets people, a chorus of "At your service"s ring out from the ever-polite dwarven group, and they quietly sit down at wherever they have been assigned.

I'm sure it is in fact possible for you to sell these production rights. But I'll assume, for the sake of argument, and the fact that I try to keep back and forth correspondence to a minimum, that you actually wanted permission. Which is granted. You are authorized to begin the sale of production rights for your wares to companies outside of the Allanean Territory, with no intention of importing the completed products. As a further portion of this authorization, you are required to sell to the Federation Government one copy of each vehicle plan to be sold, at the standard rate.
