It has begun.

Over Mars (http://s4.invisionfree.com/The_Planet_Mars/index.php?showtopic=312&st=0), the ships burned. Over Mars, the sky burned. On Mars, the ice melted, providing the carbonized wrecks that were once men a watery grave.

We give them every chance... The Gestalt sighs. It was made clear to them they were not welcome. They were asked to leave. They were threatened to leave. But no threat is valid if it is not backed up, if it is not promise... and S.H.O.D.A.N., guardian of the mechanoid peoples of Zero-One, would not be accused of bluffing.

They speak of international law when it suits them. They deny real authority when it suits them. This will not do. The heavy cruiser Thevenin Equivalent had made a promise; it was rebuffed; it kept its promise as closely as its solemn vow to defend the Queendom. And now bodies burned above the red planet.

And it will not be enough. They will not cry surrender, they will resist. And for that they must be ground to dust, to never be a threat again. Not genocide--such things are messy and inefficient. No, order dictates precision. Judgement. Exactly what the opposition lacks.

So her mind reaches out to the most qualified mind of the Armed Conflict Forces, flag of the Earth Theatre Fleet. White I.C.E. was one of the first minds of the nascent QACF. It was at 010 during the GovMindNet rampancy incident. It was there again when Messiah went rampant. It was part of S-14SECZONE. It was the military history of Zero-One... and it acknowledges the signal from the ETF's failsafe point a million kilometers over the Earth.

It begins to speed up. It speeds up more. Its drives bend space to its will, along with the hundred and more ships it led. Ordinance slides quietly into breeches, autoloaders fill tubes, weapons run up to full power as it charges towards something coming just over the horizon.

And yet... there would be a final attempt at parlay.

Having reached engagment speed, the high-distort drives turn off, and the fleet lets loose a salvo directed in its entirety at the station. Thousands of naval grade cannon and beam weapons lance out towards the station, thousands upon thousand of hundred kilogram shells and hundreds of dense sabot-like kinetic mines. Space battle is not pretty, for beams do not light up the void; the hyperkinetics move too quickly to glitter in the light; it is to fire here and explode elsewhere.

Over a hundred ships, each offloading about ten tons of ordinance each. Followed by the appearance of another fleet appearing from ninety degrees difference over the horizon, the Mobile Reaction Fleet Two. This fleet also unloads its ten thousand tons of munitions going an appreciable fraction of the speed of light. The hundreds of megatons his yields can destroy nations. For a station... it simply remains to be seen what magic comes up to save it.

After firing, the ships curve up in large circles, turrets tracking and continuing to fire, never ceasing in their assault. After flying a loop, they discharge another full salvo, then another if necessary. The station is large and it is slow, hitting it should not be a problem for creatures that manipulate data many thousands of times faster than three pounds of meat ever could wish to.

Space has its threats. When one enters it, one cannot simply hope to challenge every established power, for those powers exist for a reason. Belligerence breeds trouble... and now the trouble is born. It would not last long--it would not have to.

IC: The impact tore off a large section of the Roddenberry, sending the remnants of semi-completed warships into space. Seconds before the ship lost control entirely, the Colonel pushed a small red button.

"Ten seconds to self-destruction"

The Allanean ships in the meanwhile rained fire on the oncoming enemy.

They were outnumbered, but they had lots of guns, and they were using them.

"five second to self-destruction"

And another enemy fighter turned into a wisp of smoke.

"Self-destroying, now."

And then, the 8 oversized reactors of the Rodenberry blew up.

The capital ships, attacking the station from range, appreciate the delicate silence of the exploding station--enagement range of tens of thousands of kilometers makes any self destruction essentially meaningless. A few destroyers and a frigate take critical hits from the weapons and blossom out, but that leaves over two hundred left... and as the fire is being scattered across them, none of the remnants take anything worth worrying about too much. They simply divert their attentions, concentrating the fire of a hundred ships on each of the utterly obsolete carriers.

The thousands of fighters, swarming the corvettes and fighters, are not close enough to the station to care if it goes up... unless, of course, those self-same corvettes and fighters are close enough to care.

While the sacrifice is noted, it is generally measured by the fleet-minds as "illogical" at best.

(OOC: Oh, I do, eh? I guess you missed the annihilation of my ground force... then again, as your ships are currently in a 230-on-3 clusterfrag I suppose you don't owe me any losses whatsoever... anyway, rest assured that you are taking out drone fighters in droves... but there are still many many many of those.

Capital ships can shrug off tank cannon, your particle weapons are hideously outdated and generally lacking compared to seventh-plus generation technology. Imagine, say, the USS Monitor of the American Civil War and put it up against a fully-equipped 1990-era Iowa. That's approximately equivalent.)

The combat burned space near Earth, an everyday violence in these troubled times. But it was not everyday when vessels of the QACF engaged anyone.

Of course, Fleet Admiral Anson Farragut knew of the battle over Mars, and while those ships might be his most experienced, in terms of combat time, their combined firepower was hardly anything compared to the Federation First Fleet, which outnumbered even the QACF vessels currently in combat above the cool green hills and sapphire skies of the human motherworld.

It was hardly conceivable that the Allaneans would win, in fact, impossible, despite the way the sensors indicated their mere presence, especially in combat, seemed to slightly distort reality, but Farragut was a sure thing player when he could be.

"Comms, get me the White I.C.E. and offer our assistance if they would like it. Plagues like the Allaneans have to be stamped out early."

The little space superiority fighters vaporize quite nicely with their Allanean counterparts. The capital ships, more intelligent than they are often given credit for, shrug off their sudden lack of fighter protection and quickly assemble in stationkeeping high over Allanea.

The assault begins. Using their lineguns, they drop hundred-kilogram canisters well exceeding escape velocity, kinetic strikes worth two kilotons apiece. The size of tactical nuclear weapons, certainly, but large enough for the purpose. The first targets are the missile silos, the air bases, the radar towers. Next, the deadly purpose shifts to infrastructure--every major arterial highway, every major railroad line, every portside dock, every bridge recieves not just one but five kinetic strikes each. Then to economic infrastructure--every factory, every oil well, every power plant recieves its share of kinetic death. Given that the time-to-target is well under a tenth of a second, the potential for interception is... slim.

Concurrently, larger pods are discharged from the carriers; they burst open in the atmosphere and release millions upon millions of locusts... special locusts. Their jeweled carapaces glitter in the light as they settle to the fields of the only plant they are engineered to consider as food--hemp. These locusts are all neuter, so they shall live and feed for their lifespan of two weeks, and then die, their jeweled carapaces resistant to toxins and chemicals. The most efficient way for them to die is by fire, and that serves just as well in their purpose.

The Belemian sattelites that provided most of Allanea's defense from such things, could not deflect this kind of attack. Not at full efficency, at least. Sure, they shot down 20 misisles or so - a small fraction.

Sure, the Allanean missile silos, protected from direct strategic strike, survived.

Still, several airbases were taken down. 2,500 Liberator class fighters were destroyed.

Then, with several flashes of fire the Allanean ships appear.

The Captain of the military Patriarch class dropship understood what was going on the minute he saw the nuclear explosions.

He aims his ship at one of the 01 vessels and rams it, full-speed. Several seconds later, Captain Nigel Thorpes of the Allanean Stellar Navy becomes a hero.

It was a general Menelmacari policy that Imperial citizens would be protected in the event that a country they were in suddenly found itself at war. Therefore, were it believed such a thing would happen, usually due to diplomatic failures or, more often, intelligence, 'need to know' information was automatically disseminated to Menelmacari embassies around the world, including the nature of the danger and assorted information on threat factors and the like. From each embassy, the data would be relayed to the globalcomms of every Menelmacari expatriate or tourist or businessperson or whatever in the country, as a free service the Empire provides to all its citizens living, working, or vacationing abroad. The bulletin generally also provided suggestions on what to do to keep safe long enough to get out of the country.

At the time of the QACF's surrender demand to Gene Roddenberry, the engagement over Mars had been ongoing for at least a couple of hours, and it was already a certainty in the minds of the folks at MISSION that Allanea would very soon be embroiled in fifty-three flavors of hostilities. Confirmation came in the form of notification from SHODAN that it would be wise for Menelmacari in Allanea to find cover, and quickly. Thusly, it was within a five minute span that all over Allanea, the two or three thousand Menelmacari nationals in the country received a call, glanced at their comms, and politely excused themselves from whatever company they were with. They then hurried to safer locations, most ideally the embassy and consulates themselves, staying off the main roads wherever possible. Arrangements would be made soon for several civilian gravships to make a special flight to various Allanean cities to evacuate the Menelmacari before the carnage spread further.

Thusly it was that the Menelmacari rode out the Queendom's storm.

Unfortunately, the Allanean ships at Mars are still at Mars due to FTL inhibitors or the patently unwise concept of jumping about in an atmosphere. Either way, they are not here.

Granted, aiming for the biggest ship seems like a good idea. One troop carrier, Data Bus, goes with the Patriarch. Combat effectiveness is not greatly lessened.

Those military sites that were not destroyed in the first strike are hit again. Massive naval energy weapons are swung into position there as the lineguns proceed to eliminate all vestiges of Allanean infrastructure. Bridges, fuel depots, pipelines... and then on to any government buildings larger than a city hall. Any vestige of the federal Allanean government will be swept away by repeated strikes. Additional pods of locusts are dropped; the only crops not targeted are simple grains. The Allaneans certainly will not starve, at least.

Allanea would be an agrarian society before the day is out.

Army and airbases, already destroyed and those few still puttering along yet smoking... struck again from a mixture of spite and the need to make certain. Telecommunications nodes... repeater towers... electricity transformers... struck.

All done with the quiet exactitude of an accountant crossing out lines from a ledger.

3.The USA will be recompensated for the loss of it's non-space assets.

4.International aid packages will be forwarded into the USA to aid the millions of civilians - that surely bear no responsibility for the acts of their government.

We are willing to provide support in grains and Iron Age farming implements; beyond that, it is the your responsibility that you survive, not ours.

The treasuries are bombed again while kilometers away, clouds of locusts swarm over hemp and leave corn, wheat, rice, and soy free. The oil fields are bombed again, as are the mines and, more importantly, the refineries. The barrage begins to slow simply because the number of available targets is dwindling so... and so federal government buildings are bombarded once again. Warehouses are bombed again. Assembly lines... bombed again. Truck depots... bombed until the big rigs are no more than tin foil. All automotive manufacturing... all factories of any type... utterly bombed. The only centralized locations not bombed seem to be those of an agricultural or residential bent.

Special care is taken to minimize civilian casualties--no wholesale bombardment of residences, after all--but of course some will die. This is what happens when one needs must be thorough.

Every military base, every fuel depot, every power plant, every distribution station, every warehouse, every federal government building is no more than rubble. I still have several hundred thousand tons of perfectly good pig iron that I can drop and as it's in simple 150 kilogram lots... and I can ship more in from across the Solar System to keep it up for as long as need be...

The good news is that once you admit you've been bombed into the iron age, you won't be lacking in materials to make hoes and plows for the fields.)

The oil reserves that have been bombed and are bombed again... the resource centers bombed repeatedly...

Antiballistic missile defenses do relatively poorly against meteors. Those Belemian satellites feel the swatting hands of more energy guns from the Queendom warships and should fire no more.

The holoplate lit up as the figure of jenkins came into view, he looked at the sleeping Horbes and sighed.
"GENERAL HORBES!"
The figure continued to snore loudly, an annoyed look appeared on the Hologram of Jenkins, he clicked a few buttons next to him.
Horbes Jolted awake and Jenkins giggled.
"DASH IT ALL JENKINS! GIVE ME A FECKING HEART ATTACK WHY DON'T YOU?"
"Sorry sir, but you have got to see this.."
The Jenkins figure dissappeared and the mass destruction of Allanea was reveiled.
"Blooody hell, where's that?"
"Allanea."
"Oh!... Jolly good, get yourself some sleep Jenkins, you look tired"
At which point Horbes merely turned back over and went to sleep.

With several flashes of fire, the 20 allanean corvettes, 80 porcupines, and the rest of the Allanean navy begins to converge on the heavily outnumbered 01 capital ships.

In the meanwhile, all three Predator class battleships and all 30"-inch cannon still functional in Allanea begin firing 5-kiloton nuclear shells at the position of the enemy fleet. With hundreds of cannon, something will surely hit the target. Not even 01 has 100% defenses.

Although the Liberal Unitary Republic would like to assist its Allanean neighbors in their war, we are respecting the Allanean policy of a "closed border" between itself and Goobergunchia and will not violate their territorial sovereignty.

However, our crop dusters are already preparing to spray the Goobergunchian crops along the Goobergunchian-Allanean border, and on the southern shore of Goobergunchia. Out of respect for Allanean airspace, our crop dusters will not spray Allanean fields or otherwise enter Allanean territory.

The Liberal Unitary Republic will not re-open border and territorial negotiations, given that such talks have bogged down in the past. However, if the former Goobergunchian territory known to us as -The Prophet- was returned to Goobergunchian control, we would re-open negotiations and allow Goobergunchian crop dusters to overfly Allanean airspace.

Wrong. Two hundred and thirty capital ships in... uhm... orbit, all quite a bit larger and heavier than the Allaneans attacking them, change their attention until the Allanean vessels are no longer a threat, i.e. their mass is now increasing the particulate matter density of orbital space. It is simply a matter of using superior engagement range and not allowing the light Allanean ships to close.

To add insult to injury, the Mobile Reaction Fleet One pops in from Mars above (relative to Earth) the Allanean fleet. Make that three hundred and fourty-five capital ships, all much much larger than corvettes and gunboats.

In the meanwhile, all three Predator class battleships and all 30"-inch cannon still functional in Allanea begin firing 5-kiloton nuclear shells at the position of the enemy fleet. With hundreds of cannon, something will surely hit the target. N2ot even 01 has 100% defenses.
Unsurprisingly, wrong again. Thirty inch guns probably cannot fire several thousand kilometers straight up. As an afterthought, those guns not engaging the Allanean space forces (as they must certainly be in space, no?) because they are pointing in the wrong direction trundle in their tracks and swivel their turrets, dropping some shells from high orbit onto the battleships until they have disappeared from the waves. After that, they continue to idly bomb the nation even more into tribalism, targeting all vestiges of modern industrial civilization.

Zero-One may not have one-hundred-percent defenses... no, physics, in this case, simple physics at that, takes care of this for them in this situation.

The ships proceeded on, shields shrugging off the shots - at this range it was easy.

It had taken awhile, though White I.C.E. had been somewhat busy. Farragut had taken a nap during the time it took to orbit the planet twice, and had sighed when yet more Allanean ships appeared out of nowhere, between the Federation ships and the Queendom vessels, trying to engage the Queendom forces.

And he laughed when he got the response, then the orders came fast and true. "All ships, come about to course 270 mark zero relative, with thrust at 180 mark zero relative. Sound General Quarters and prepare to engage the Allanean vessels."

Throughout the 260 ships of the Federation First, and currently only, Fleet, the orders were recieved with smiles as thousands of men and women rushed to their posts.

But the whole point of the EI running the vessels was that the sentient beings were backup, to an extent, and by the time they began to arrive at their weapon mounts, the first broadsides had already gone out. If two Capella-class Dreadnaughts had wreaked havoc at Mars, it was nothing compared to the firepower of twenty six of the monster vessels, along with three times the escorts that had been in Martian orbit. The first combined broadside contained enough energy to quite possibly obliterate a small moon. And here, in Earth Orbit, there were no restrictions on the weapons used, either. Nuclear bomb pumped x-ray laser porcupine warheads exploded by the hundreds among the Allanean fleet, only needing to be within five thousand kilometers to cause damage. Kinetics roared in along with hundred megaton nuclear warheads. And the grasers, carefully sequenced, begin a dreadful dance designed to leave nothing larger than half a meter of the Allanean vessels intact.

If the Allaneans had thought they had suffered at Mars, they would not have time to learn the meaning of suffering at Earth before they died.

Swarms of gravitic fighters, much swifter and more powerful than the small fusion-powered craft, are unleashed from the sides of the massive carriers, as a variety of weapons lock onto the Allaneans and attempt to blow them into oblivion.

Meanwhile, on Earth, with whatever was left of the Allanean water Navy tac nuked into oblivion, the invasion fleet makes its way ever closer to Allanean shores, a huge sheet of fighters above it, protecting and it and launching routine strikes on Allanean cities.

And 30" shells? From the ground? Some of the less mindful ships get some scorch marks and some notable 'thunk' noises reverberating through them... but... no, not a threat. So much not a threat that point-defense energy isn't even expended.

It was the personal touches that made such campaigns truly unique

Granted, there were only ten operational gravitic cruisers, and deploying them all would normally be risky, but...

In this case? Hell, it'd be vastly amusing.

She ordered all ten relocated to Earth, via that rather convenient Arda waygate, and sent to Allanea.

The first battlegroup, after recieving fresh fighter craft and pilots, did the same thing, and came out of subspace transit above Allanea as the ten gravitics began to glide into Allanean airspace to a certain musical selection.

As the 800 meter craft glid over the cities, the sounds of a 1970s disco band came with them, and then...

The ships sang.

"Oooooooooooh! How do you like your love!"

The gravitics were playing 'Andrea True Connection - More, More, More' at full volume through the external speakers that were, more or less... installed solely for such odd purposes.

For the moment, they simply hung in the air, unchallenged, and very likely unchallengeable by what remained in the country.

The possibility of getting hit by a 5 kiloton nuclear device wasn't even on the minds of the crews of the gravitics. The yield was so low as to be nonexistant, considering that the shielding systems had been tested to resist blasts well into the megaton ranges.

My ships are designed to fight opposing vessels with megatons of energy exchanged per shot; I've avoided giving numbers because I consider that... distasteful. On board the PNS Waterdeep, the Gwazine Class battleship in charge of the four fleets sent to orbit to deal with the Liebermonk situation, Admiral Aseroth Xiloscient watched the battle. With the Liebermonk situation somewhat diffused, there was nothing stopping the combined fleet of 128 warships and 48 supply ships from joining the battle.In fact, it would help with the effort to get TAR to leave Liebermonk and possibly help relations with the Martian nations. Xiloscient quickly sent a broadcast announcng the fleet's intentions to the non-Allanean fleets.

Broadcasting a thick blanket of Minovsky Particles, the armada closed in on the ships and deployed it's full complement of 744 mobile suits, as well as 208 fighters. With the mobile suits and fighters buzzing around the fleet like a nest of angry hornets, the ships manuvered into combat formations. Meanwhile, the 24 Trebuchet Class ortillery destroyers moved into position and aimed at Allanea. One by one, the 100cm railguns fired 500cm long depleted uranium rods towards the capital, aiming particularly at the downtown area. By the time the first salvo was completed, the rods impacted Allanea at 6km per second, leaving 130m craters 30m deep wherever they hit. A minute later, the ships fired again.

The governor of Libertus Province sighed as he took a large key out of his pocket. He had just received authorization to release the floodgates on Allanean. Literally.

Between the Mundungo Wildlife Preserve and Yangina lies a large reservoir and floodplain, usually home to thousands of hippies. The hippies had fled landward at the beginning of the bombardment of Allanea, so the floodplain was now deserted.

The governor of Libertus turned a key in the large dam that blocked the Mundungo River and caused the large reservoir. As the dam opened up, thousands of gallons of water rushed through the dam straight towards the Allanean troops.

If the Queendom ships no longer appeared on the radar screens of the Allanean vessels, it was because the hardware driving those displays had been vaporized by the hundreds upon hundreds of megatons pounding the tiny craft. And of course, no radar meant no targeting for either defense or offense. For it was impossible to conceive that five kiloton warheads would do more than soarch the paint of ships designed to take a million times that damage.

Which meant all those missiles, the hundreds of them, would get through. And the incoming fire would be random without targeting, assuming that enough weapons had survived the destruction of the Allanean sensors to do any damage. Which was unlikely, given that there had not been enough of those weapons before.

So the Allanean ships would sit helpless under the pounding of nearly five hundred warships from two of the Sol System's premier space forces, for without sensors to tell them where they were going, they could not even run. Unless they wished to navigate by visual aids. But the stars would hardly be visible under the constant pounding of the weapons flaying the remaining Allanean ships. The best they could hope for would be to not run into the planet, and charging away from the planet would take them right into the waiting lethal embrace of those warships which sought to kill them.

And so, Fleet Admiral Farragut watched dispassionately as the First Fleet continued to eliminate Allanean targets one by one.

And, with the final ultimatum ignored, the Liangite marines surge onto Allanean shores, battleship armaments pounding them as Aerospace and Carrier fighter-bombers come out of orbit or launch off of carriers, to the tune of several thousand of them. The obviously segregated military advances, the warcries of Liangjin on the right and Khazâd on the left conflicting into a harmony of sound. Battleship artillery, thousands of fighter-bomber projectiles, and hauled up land artillery pounds anything that dares to fire a small pebble at the advancing troops. They set a course for the Allanean capital and advance with rapidity, with plenty of tanks and antitank weapons to back themselves up.

High Admiral Vytautas Karyu stands next to a dwarven representative, both of them sporting grim looks. With anything resembling Allanean military having been ortilleried into the ground, it would be up the Liangites to finish this war once and for all. He didn't expect it to be too hard. Charge in, wipe out the government, and hand it over to whoever wanted that bane on their head.

The sweet, sweet smell of revenge spread a grin over the dwarf's features.

Honestly, the battle is over. Having repeatedly bombed Allanea's communications systems, they simply should not have the bandwidth left over to mount any sort of invasion. Certainly a few may have gotten through, and that is what the ships now concentrate on, the incursion into Goobergunchia. It simply stood to reason that those were the only targets left... even the Allaneans, in a intercepted transmission, had said that their ballistic defenses were insufficient to protect from the ortillery. Given that out of tens of thousands of shots, only twenty were intercepted, and given that each strike was well over what any civilian or above-ground military structure can directly withstand, it stands to reason that most of what was shot at--especially when the redundancy in targeting schedules is taken into account--was probably destroyed and is no more than smoking ash and foil.

How does one stop a meteor from landing on the iguana in one's yard? One doesn't. What if the meteor is bigger--say, big enough to level a building--how does one stop it? One probably doesn't.

And if these big-enough-to-level-a-factory meteors are landed within five meters of their target-points on every single industrial target in the nation, does it not stand to reason... and the military targets, and the government buildings? They are not made of sterner stuff, at least, not sterner enough stuff to withstand ground zero of two-thousand ton bombs.

Does it not make sense to wonder how any military, any semblance of government, could survive?

By the end of the day that began with fire from the heavens, the last of the Noldor has left Allanea.

Quite literally. Through the steaming wreck that is Allanea, the orbiting ships cannot detect a single viable target left. Shipyards, factories, oil reserves, refineries, oil wells... and, by the admission of the Allaneans, all that was left was underground.

Is it better to be king in the wastes than a peasant in Eden? The capital ships allow themselves a few moments of philosophy as their guns cease. Of course, maybe an Allanean bunker or two may open up... at which point another shell comes down; however, given the thoroughness of the previous bombardments... such is the way of things. They look over their work, and they feel no remorse and no pity. What needed to be done had been, and they still had their food and their water. They had the essentials for survival. Luxury, on the other hand...

A few more pods descend in the landscapes denuded of air defense. More locusts scatter to the winds, eating hemp and now cotton. Frogs and toads leap out to frolic in whatever open water there is. A pod filled with nothing but ten tons of common horseflies pops open in the atmosphere, the insects scattering in the breeze.

But, truly, the mission is accomplished and so, with another deft smack at the missile silos for good luck (this time resorting to fifty megaton fusion bombs), they cede the orbital space to others.

Still... the one hundred majical bombers launched by orders sent by transmission stations that are admitted to not exist are set upon by eight thousand very much extant fighter-bombers, flying higher than the bombers could ever hope to, raining death from above with their maser turrets.

As many of you no doubt already know, for the last few hours the Federation, along with many other nations, has been systematically eliminating the Allanean presence throughout the Sol System, in an effort led by the Queendom of Zero-One. Even while the brief countdown ticks away, waves of fighters leave the bays of the FoldShips, and energy builds up in the Farad system of the Kryptonite-Class ship.

Lietuvs had been watching live coverage all day, as bases, factories, refineries, and just about anything that didn't house a large number of civilians exploded and burned. They watched in shock and awe (deja vu, anyone? :p) as Zero-One completely decimated the country of what was once the United States of Allanea. Then the journalists that were on the field received reports that nuclear attack was to occur within six hours, and immediately reported that they were leaving.

(OOC: There are two forms of power, hard and soft. Hard has been what you've been concentrating on; all of your international power derives from being able to Rawr Smash! However, this has come at the cost of you having no soft power whatsoever--essentially, people despise your nation and very few are willing to come forward and stick up for it. Now that your hard power is naught, that means you have to rely on soft power... and we can see how that goes.

Now, look what I did. Extreme example of hard power, except it has a massive amount of soft power backing. It's like NATO bombing Serbia--NATO has more hard power than Serbia (it can kick Serbia's ass) and it has more soft power than Serbia (the international community is more willing to assist NATO than Serbia). This is why hard power is best used as a last resort; it tends to make less friends than soft power, which is vital for long term results.

Without much of a military, you'll have to adapt. Try to make friends and work towards consensus. It'll be trickier, but then you can build up a bit of soft power. Why does everyone hate the USAllanea? Because they go about stomping who they please when they please. Everyone sees this current smackdown as comeuppance for that. They've been waiting for it, so they're not going to stop it--the USAllanea is a threat to everyone and that threat has been neutered. If you can show that your nation can get along well with others... then restrictions will start looking harsh and can be lifted in pieces. Then you can re-accrue hard power to contemplate your "good neighbor" soft power. Again, trickier, but better in the long run.)

Very OOC: I have no place in this thread, I realize, but I want to specifically address Allanea (and everyone else while I'm at it) on one point. Xanthal's strongest suit in the realm of space warfare is its defensive ability. Shields, armor, and even gravitational control systems all add up to one hell of a defense and yes, have limited offensive applications as well. However, I have been disappointed with the poor roleplaying associated with Xanthalian shield technology. Xanthalian shields are incredibly powerful. Some of the best available. But shields only go so far. They cannot defend against all types of attack, and break down over time. A ship equipped with the best Xanthalian shields can stand up to an all-out assault from a fleet of ships for five or ten minutes, perhaps fifteen. Keep in mind though, that the system necessary to operate such shields is incredibly large. Only ships of capital size can house the mechanism and power it. The most powerful shields available for smaller ships, the Type X variety, are not layered as the infamous Type Z's are. They are excellent for keeping things together while an enemy is eliminated, but they can by no means stand up to a heavy assault for an extended period of time. Even the Type Y and Z shields have limitations which are ignored or poorly-represented by players like Allanea.
The point, I suppose, is this: having a ship with Xanthalian-made shields is great, but it does not make you invincible. Keep it real, and don't embellish their power.

Also very OOC: Another drawback of Xanthalian shields is that few nations recognize the existence of Xanthal. On a purely logical basis, if a nation does not exist in the time-space continuum, neither can anything it exports. Just another thing folks should keep in mind before they install such systems on their spacedyships.
