Greetings, from the United Republics of the Hvittsted Pact. On this day of August 20, 2004, the government of the United Republics shall officially announce the following nations to a new event that shall occur once every year upon the last days of Summer to celebrate the beginnings of the Harvest Season. The season of Autumn in the United Republics holds a deep root within our nation's history and culture, and Lietuvs in general favor it most. It is a time of new beginning in our opinion, rather than the general view that it is a season of death and dying. It is the season that the fruits of labor are expelled from the plants in the ground, the season of growth and renewal. Autumn is a time of cheer and happiness, and a season of unparallelled beauty. We ask that the following nations join us in celebration of the new Season, and to join us in order to increase diplomatic ties with others and a social gala. The Autumnus Saltatio will be a formal ball, though the only requirements for clothing is that there be clothing on a guest's body that would cover appropriate areas. A host of foods, beverages, and appetizers will be available, and requests are welcome. Music on the evening will range widely, and again, requests will be welcome. We encourage nations who are not on the below list to send a message to the Lietuv Ministry of Foreign Affairs to review the possibility of inviting your nation. The Autumnus Saltatio will be invite-only, and security will be heavy. Laurelus is a seaside town, and thus docking will be permitted. Landings at Laurelus International Airport will also be allowed, and LIA will reserve several runways for guest access. Also, there will be a large section cordoned for spacecraft landings near LIA for those that wish to travel to the URHP via outer space. More information shall be disclosed at a later date, and we encourage nations to question us.

D’ron leaned back in his chair and stared at Bruce Reynolds, his second ranking ambassador, two years younger than he was. “You wouldn’t be refusing a direct order, now would you, Bruce?”

“No, Mister President. Was that a direct order?”

D’ron frowned, but comically large. “I believe it was, Mister Second Ambassador. Is there some reason you don’t want to go to the ball in the United Republics?”

“No, sir. But as the invitation was to the country, I thought, perhaps, it would be best if you went.”

“In the middle of a war.”

“Uh, yes sir. To maintain the illusion of business as usual.”

“Bruce,” D’ron began, letting his chair snap upright. “Go to the Ball. Take someone with you, if you want, but go to the damn party and bloody represent me. That is your job, isn’t it?”

“Yes, Mister President, it is.”

“Good. And have fun.”

“Is that an order too?”

D’ron smiled at his friend. “Indeed.”

A short, indefinably ugly man checks his schedule. Meetings, meetings and more meetings. Ten appearances, seven speeches and a christening for one of the Empire's more influential families. However, the timing of the event fit inside a brief window, particularly if he juggled a few of those meetings.

I thought being the absolute ruler and dictator of a nation means I get to set the rules, not become a slave to them. He sighs and leans back, trying to decide if it's worth it. If he goes to the ball, he'll have a nine day period of work without a break. He doesn't consider formal gatherings to be particularly relaxing.

On the other hand...

I am very pleased that your nation has decided to invite a representative from the Free Republic to attend your Empress' gala ball. However it is not usual for diplomats of the Free Republic to attend social functions. I do however realize the importance of keeping good relations with our friends and neighbors so I have asked the Right Honourable Sir Lloyd Hamilton of the Coventry Institue of Democracy to send one of his esteemed organizations senior Knights to attend as an unofficial representative of the Free Republic. I know that he will send a appropriate representative. I hope that sending an unofficial representative will acceprable.

Minister of Foreign Affairs Joseph Van Arsden looked over the most recent transmission he had received from Ilek-Vaad, a former ally and current friend of the URHP. He frowned after reading the message, and immediately sent it to the Erasita.

Itarildë received the message seconds later, only glancing down after she sipped her Menelmacari-imported wine. Papers were sprawled out on her sleek, oak desk and her flatscreen plasma monitor flashed the message that an email had been received from Van Arsden. She opened it, and sneered. She dialed the number to Van Arsden's office, and discussed with him the nature of the response. "Well, Itarildë, it sounds rude to me. I don't appreciate their tone very much, and let's not forget how their delegate in Knootian Colombia acted.." Itarildë sighed and sipped more of her wine. "Yes, Joseph, but perhaps it is a difference in culture that makes them appear rude. However, I do have to question the courtesy of their government..Send a message informing them that we will of course accept the representative." Joseph sighed impatiently. "If you insist, then I will." She smiled, knowing how much it aggravated him to have to be so dishonestly polite. "Thank you, Joseph."

To whom it may concern in Ilek-Vaad:

While the commitment that the Diplomatic Corps. of Ilek-Vaad seems to have at furthering and tending relations looks quite low, the URHP will not deny any representative that your nation wishes to send. Please know, however, that the choice to choose someone so low in government to represent Ilek-Vaad at the Autumnus Saltatio has not impressed the Lietuv government in the slightest.

Unless something serious that requires my attention comes up in the meantime, I believe I will attend myself. If there are any restrictions on the possession of weapons please inform me, otherwise I will probably be carrying my sword.

I would also like to ask, when would be the best time to arrive...?

The Minister of Foreign Affairs sighed as he read the return missive, he then replied very thoughtfully:

I believe that we have a bit of a misunderstanding. First the Free Republic does not send diplomats to SOCIAL or RELIGIOUS functions. We have no 'diplomatic corps' , there is me and about 200 diplomats and assistants employed by the Ministry of Foreign Affairs, and most of them are abroad in Foreign Embassies. Because of the very nature of our Ministry of Foreign Affairs and the nature of Vaadian politics we do not as a rule send any diplomatic staff to religious and social events. Thery focus soley on actual legal and legislative diplomacy.

Normally when receiving an invitation such as sent by your Empress I would politely decline. I thought that in the case of your nation that instead of declining altogether I would assign a personage of proper social standing to attend your social gala . My intent was not to offend, but to show you respect by not declining altogether and sending a representative that we in the Free Republic would normally not even consider sending anyone.

To reiterate, normally no representative of the Free Republic would attend any social gala, no matter who was hosting it. I have made an EXCEPTION in the case of you, our regional neighbor and friend.

I hope that this explains my intentions.

Dear Joseph,

It has been some time since we last spoke, but I hope that you remember me. I certainly have not forgotten those merry days we shared in the Blått Hus together (http://forums2.jolt.co.uk/showthread.php?t=305603). Back then, for the UnAPS negotiations and our trade agreements. So much has changed since those days. UnAPS is a thing of the past for us now, apart from our lasting ties to the region. And of course our -and my- love for all things Lietuv.

While our two nations became more and more intertwined I felt as if the two of us grew apart. Of course, your busy job running the affairs of state and my assignments have been keeping us away from eachother. I have had a promotion in the meantime. Hans van Mierlo says that I have promise. Of couse, he is also trying to push me to become a member of the SLP all the time. I just hope his faith in me is deserved. Sometimes I feel that my past with the Prime Minister will be haunting me forever in the public eye. Of course, you must be used to that. And there is a lot in you for the public eye to look at.

I heard that you have an Elvish Empress now. It is a small word indeed where elvish women get in charge everywhere it seems. I hope that Erasita Itarildë Eledhwen is good for you and that you like working with her. If Galadriël and Siri are anything like her she must be quite untempered at times.

Anyway, I am writing you because I have good news! (At least, I hope you think of it as good news.) Galadriël really wanted to come to the Autumnus Saltatio but with the war and all she cannot leave the country. She does seem to have the time for this visit by the Emperor of the C'tan. I dunno... he creeps me out a bit. They say he can change shape at will and such. I have no idea what Galadriël sees in him when cute guys like you exist. Anyway I prattle on without telling you the good news. I get to go! Yes... I will be representing the Dutch Democratic Republic on this official government function. How about that? I really hope to see you and I have heard that you will come so that should not be a problem. Shall I wear something special so you can recognise me? Please let me know.

The President of the Island States will not be able to attend this event. He regrets not being able to attend, but elections are to be held in early Autumn and deviation from the campaign could result in the loss of the election to the Isolationists or Republicans. Since our other delegates and ministers are also campaigning and performing duties to the UnAPS, they cannot attend as well.

Public Statement

Greetings,

After extensive review with the Council of Ministers and the partially defunct Getczechen (Lietuv parliament), the Erasita has decided to cancel the Ilek-Vaadian invitation to the Autumnus Saltatio. After the discovery that Ilek-Vaad thoroughly insulted fellow KIST members and attempted to assault the credibility and integrity of the organization as a whole, Erasita Itarildë has concluded that the Free Republic is not welcome to any social gala hosted by the United Republics, and will not be invited to future events. However, whatever citizens that may be in the URHP will not be harmed, and if they are, Lietuv law enforcement will deal swiftly with the culprit. It is advised, however, that any citizens of Ilek-Vaad that are in the United Republics leave immediately for their own safety, for Lietuv public opinion has been steadily souring since the government proposed an invitation to the Free Republic. It is doubtful to government officials that these warnings mean much to the leadership of Ilek-Vaad, considering its unappreciative and xenophobic attitude that allowed this debacle to happen in the first place.

Goodness it's been a long time since I've talked to you. I've been so busy for the past ten years, though I do recall we talked on the phone a few times, but the last time that happened was four years ago. It's been hectic, especially in the last three. What with me being Kasparov's right-hand man, and him being killed, Itarildë allowed me to continue my career in government. While I was demoted to Minister of Foreign Affairs, I'm fine with it. I think foreign affairs is my forte anyway, if you know what I mean. Anyway, I can't wait to see you at the ball, and I'll be attending with Itarildë. She asked that I come with her for "emotional support." I can't really see what I can do though, except restrain her temper..I suppose I'll be talking to you soon.

I am sad to hear that you have cancelled the invitation to our representative. I had hoped that my explanation that I did not intend to insult, and that I was in fact seeking some way to make sure that the Free Republic would honour your invitation in the politest manner within our protocol.

I am further distressed that this seems to be also connected with our support of the our friends in the Klatch that are seeking to resolve their very real economic dispute with the Imperium. My colleague, the Minister of Foreign Trade, was not being insulting, but was doing what all Vaadians do, speaking her mind in the plainest form possible. I have explained our manner of being direct to Lietuv representatives before and had hoped that we had made our point.

I do not believe that the Knootian reprsentatives or any other member of KIST was insulted, if they were, they have not brought it to our attention. In the Free Republic freedom of speech is sacrosanct and applies to our politicians as well. We do not take offence at your differing opinion and we are always pleased when our friends and neighbors speak their minds. I do of course realize that the DDR and others disagree with us, but they have not expressed to us a feeling of being insulted.

I will do as you ask and issue a travel advisory for the URHP and recommend citizens of Ilek-Vaad leave your country. I will also inform you that citizens of the URHP are , as always, welcome to travel in safety to the Free Republic and will be extended the same courtesy and protection they have always received. I would also like to know if your request for our citizens to leave applies to our Ambassador and his staff as well?

I respect your decision and your opinoin, as well as your candor in expressing it. It does not change our overall impression that KIST is mainly in place to benefit wealthy , well-connected nations while ignoring the needs of 'lesser' nations that should benefit from equal treatment. I know from communications that we have received that many other nations feel as we do about KIST. I would have hoped that your nation would have respected our opnion as we respect yours.
