1. How can i influence the import and export rates of my nation to an positve result or whereof is it depending on?
2. How can i restribute my budget resources (for example "Public Transport")?

1 & 2 - It all goes down to your issues (on the main NS site). The choices you make affect your country's balance.
3 - RP is RolePlay. There is no "declare war" button where the computer decides losses based on the size of your military. There is no official military. Therefore, all your Government actions are made by posts on the International Incidents and Nationstates forums. You want to buy a ship? Find a Naval thread, and they will sell you one. You want to declare war? Make a thread and post your opening move, but make sure you have a good reason for attacking.
Other than that, I recommend you read the stickies on RPing. They'll help a lot more than my statement will. Here's their links:

I would, and it's a nice offer, but I'm fine where I am, thanks. I've joined several regions, and found that for one reason or another, I don't keep enough touch with them, and I find myself sliding out again. I mainly inhabit the forums, not the regions.
However, I would be happy to RP with you, if ever you need me in some RP or other.....
