Etc...

Iakeokeo is an island nation on a single island of middling size in warm seas.

Our government is based on the "laugh and point" rule of law, given to us by
the gods (probably) just as the first and second inhabitants (presumably male
and female) washed up on our northern shore eons ago.

[[ The Southern shore (AKA the shore of death) is the abode of our infamous
man-eating-clam herds, and is to avoided at all costs. ]]

The practical effect of the "point and laugh" rule on governmental structure is
that all government institutions resemble the so-called "thanksgiving dinner"
gathering of a large polynesian family,.. with good beer provided for free.

Rules are occassionally proposed,.. and the proposer is routinely pointed at
and laughed at as if his/her rule where some kind of silly joke that is SO BAD
that only drunken relatives would laugh at it.

Then,.. if the rule proposer persists, the crowd gently quiets down, and
thoughtfully considers the actual proposal.

Everyone weighs what the proposer spoke, and then, when the proposer
leasts expects it, the crowd chaotically hurls questions at him/her.

A back and forth "discussion" ensues until people either nod their heads up
and down, satisfied that the proposition makes some sense, or someone
whomps the proposer up-side-the-head to "express their displeasure with the
silly proposition".

The "whomping" can escalate into full on brawling, or can mello into the
proposer admitting "golly-gosh how STUPID was THAT idea..!?"

All "branches" of government (the children-minding, the clam-digging, and
the "what-was-that?" branches) behave exactly alike.

All legislation is written down, and those who break the rules are
asked "WHY?",.. and if they don't have a convincing case, are put to
whatever punishment seems most sensible at the time.

No precedents are kept, as each case of rule-breaking is unique,.. although
all actual punishments ARE recorded for reasons to be explained shortly.

Silly rules, that somehow manage to get through the rule-making process,
can be discussed and tossed out at the whim of the "assembly".

Old silly rules that have been repealed are routinely read, along with
offenders of those rules and the punishments inflicted, as a comedy act
performed by the elders of various families of high standing.

Rules are also spuriously created and repealed by individuals and small groups
at opportune times,.. like "Don't get too close to that shark!" and "When the
old guy with the big stick and burly bodyguards walks by you REALLY should
bow and get out of his way..!"

Those are all the major points about our simple ways.

Please come and visit our fabulous beaches..!

..but stay away from the southern shores due to our infamous man-eating-
clam herds...!

The Coreward Reach
19-08-2004, 03:52
The Reach is composed of (as of this writing) 62 aligned planets. each planet is free to run itself as it sees fit, provided it adheres to the general guidelines of the confederacy. each planet also elects a representative from it's population to be a representative of the council on Tychus. the head of the council on Tychus is called the Cenobiarch, and that council dictates trade, money, weights and measures, and other articles which must be standard throughout the confederacy. beyond that, they don't really do much...

Rajneeshpuram
19-08-2004, 20:13
In the Kingdom of Rajneeshpuram, the late guru Bhagwan Shree Rajneesh (a.k.a. Osho) is King-in-absentia.
The de-facto ruler is the Guru and Prime Minister (me - Swami Antar Urjas). assisted by a bicameral legislature, the Council of Boddhisattvas and the Council of Acharyas.
The official state religion is Osho Sannyas (a.k.a. Rajneeshism) although complete freedom of religion exists.
Most of our culture and customs are based on the collected writings and transcribed discourses of Osho/Rajneesh.
The National Symbol is the mala (a string of 108 wooden beads with a locket containing a picture of Rajneesh).
The design on the flag is Rajneesh's signature, with Zen Art embellishments, based on a piece of Zen Art done by Rajneesh circa 1985.

The Parrot Islands
19-08-2004, 21:20
The Parrot Islands have a system similar to the swiss one, a representative democracy with lots of decisions made by the people. In fact, there are two members of parliament (appointed directly by popular vote independently of the normal MPs), who can, if they both vote for it, force a law to be presented to the public which can then cast a vote which is binding for the parliament. If just one of these "tribunes" orders a law to be voted on, the popular vote is not binding.
Parliament has 39 seats, 17 of which are for the Social Democrats, 14 for the Conservatives,2 for the Greens, 2 for the Liberals, and 2 for the Socialists. 2 members of parliament are independent. Each district has an MP who is elected from the parties' candidates for that district. The Parrot Islands are divided into two provinces (Ara Island, and Cacadu Island/Beo Island) and the capital city. The two provinces have 19 districts each. The parliament is elected for seven years and appoints the Supreme Chancellor for the same period. The provinces are governed following a similar system.

The Evil Overlord
20-08-2004, 02:46
The Dominion of the Evil Overlord is essentially a Corporate Autocracy, and everyone and everything in the country are assets of Evil Overlord Enterprises.

The "government" of the Dominion is divided into three ministries:

The Ministry for Pre-Subjugation External Affairs- a combination Foreign and Defense Ministry.
This Ministry includes the following Departments:
- Department of Aggression
- Department of Foreign Affairs
- Department of Economic Penetration
- Department of External Security

The Ministry of Internal Control- Just what it says, Internal Control.
This Ministry includes the following Departments:
- Department of Economy
- Department of Environment
- Department of Health
- Department of Internal Security

The Ministry of Science and Technology- Self explanatory
This Ministry includes the following Departments:
- Department of Production
- Department of Redundancy Department
- Department of Research
- Department of Space Programs

The heads of these ministries are the three most senior corporate offices of EOE, who are appointed by His Omniferocity for life.

Each ministry handles most matters within its portfolio, but there is considerable overlap. For example, intelligence matters are handled by the Department of External Security as well as the Department of Internal Security and the Department of Research- each of which is part of a different ministry.

"Influence" in the Dominion means exactly that- the ability to influence the opinions of the Master of Malevolence himself- the Evil Overlord. No one ever sees His Omniferocity in person (for security reasons), but ordinary citizen/shareholders have the chance of influencing corporate policy through the medium of the Self-Synchronous Integrated Network (SSIN)- the massive computer network infrastructure within the Dominion.

The only truly influential people in the Dominion of the Evil Overlord are the senior Corporate officers of Evil Overlord Enterprises. Competence (measured by a ratio of valid citizen/shareholder complaints to production/cost efficiency) is the only effective means of advancement. Merely having a lot of money is not enough- there are a lot of rich citizen/shareholders.

Citizen/shareholders may make suggestions on several public message boards. Discussions on the subject are free and open (so long as strict rules against political activity are enforced), and the authors of good ideas are rewarded with pay raises, housing upgrades, promotions, paid vacations to Amida Island- or a combination of any of the above. People who get several sugggestions adopted by Senior Management have more influence than the people who get ridiculed for posting silly or impractical suggestions (it must be noted that ridiculing such silly messages and reading the clever ones are major forms of entertainment among citizen/shareholders). People with that sort of influence get additional consideration for regular promotion as well, and therefore usually get promoted to their maximum level of competence (MLOC).

Citizen/shareholders gradually build up their professional MLOC as part of their career path. Citizen/shareholders with more than one MLOC or a very high single MLOC also are accorded high status within their field of expertise. For example, a Mechanical Engineer who is wonderfully adept at his craft might have an MLOC rating of Engineer-9 (determined by arbitrary testing and demonstrated ability, with advances in grade given for outstanding performance). This man would have a great deal of influence on Mechanical Engineering issues, but would have little influence outside his field unless he had demonstrated ability in other fields (and recieved MLOC ratings for them as well).

The most influential people in the Dominion are those with high MLOCs in fields deemed critical for the profitable running of EOE's vast commercial/military operations. These people (all senior corporate officers in EOE) get their opinions heard by the Autocrat of Armageddon on a regular basis. The downside to this access to ultimate power is the fact that His Omniferocity routinely executes those who try to abuse their authority or make too many expensive mistakes.

Callisdrun
21-08-2004, 02:38
tag, will reply later tonightCallisdrun is a Socialistically minded constitutional monarchy. The King or Queen (the eldest child, no matter what gender, assumes the throne) has oversight of many matters of state, mostly involving foreign policy. Royal children are not spoiled, as they go through some of the most brutal military training after turning 17. The Monarchy is currently very popular.

The internal affairs of Callisdrun are mostly run by the Parliament. Members of Parliament have 5 year terms, though an election may be called by the ruling party or forced by the opposition at any time. The current ruling coalition consists of the Socialist party, the Green party, and the Communist party, mentioned by order of size. Things have basically been on autopilot since the socialist party took over. There was a bit of a chaotic period several decades ago when the Business party took over and changed everything and then shortly afterward, the Communist party took over and changed everything to the other extreme and had the Callisdrun Olympic team wearing red. The people decided that while some of the things the Communist party was for were nice, they didn't want to be quite so extreme and so the Socialist party took over, and things have gone fairly smoothly ever since.

Transoxiana
21-08-2004, 18:06
The Timurid Sultanate of Transoxiana
Islamic Sultanate

Long dominated by the cities of its fertile river valleys, the present borders of Transoxiana were carved from the harsh deserts and steppes of inland Alcedonia by a succession of Turkic and Turco-Mongol sultans and khans. The present Derebeg dynasty has ruled for almost two centuries of the Western calendar, since the end of the Years of Gold and Lead.

The Timurid Sultans, who can trace their line back to the Mongols, now preside over a diverse empire, made rich by petrodollars. Although the Sultan in theory has absolute power over Transoxiana, the Ministries under his command enjoy wide autonomy in practice. Much of Transoxiana is ruled more by local nobles than from New Samarkand. Much of the Sultan's authority and legitimacy stems from his support of Islam, but the Council of Imams and the All-Transoxiana Shia Conference have considerable influence on their own.

Industry
The industry that transformed Transoxiana from a backward nation into a powerful modern state is the oil industry. The Sultanate's rulers directly control the influx and use of income from petroleum resources, through the Ministry of Natural Resources and the national oil concern, OxusPetrol.

Wise investment of petrodollars and a favorable business climate have made Transoxiana into one of the strongest and most dynamic economies in the region, being listed among the top ten in many important industrial fields. Transoxian companies such as Darya Automotive Combine and Mecca Cola now enjoy region-wide renown and success. Foreign companies find themselves attracted to the Sultanate because of its attractive labor conditions, the result of a government eager to encourage foreign investment and diversification of the economy.

Welfare
Transoxiana currently has no state-wide welfare system. The Royal Household provides health and education services in many areas, as do local begs and nobles. Other areas enjoy the patronage of religious charities, including schools, madrassas, and hospitals funded and run by the Council of Imams or the Shia Conference. Most mosques also run individual charities to care for the poor among their congregations. Mosque charities are certainly aided by the fact that all Muslims are expected to pay zakat, or a portion of their annual income (customarily 2.5%) given to the poor. Taxes levied on "wards of the Sultan" (Christians and Jews) make up for non-Muslims not being bound to pay zakat.

Order of Government
In theory at least, the Sultan has absolute authority over all of Transoxiana. However, the autonomous provinces of Termristan and Sogdh are ruled almost as independent kingdoms, by those members of the royal family appointed by the Sultan (currently, the Amirs of Termristan and Sogdh are the Sultan's brothers). Local and provincial rulers are also given significant autonomy in most cases.

The central government under the Sultan can also be rather fragmented. Although the Royal Household is responsible for most taxation and budgetary affairs, the central Ministries, particularily the Ministries of War and Trade, often exhibit much independence in policy. The Council of Viziers, an advisory body to the Sultan, has considerably less real power.

Not to be ignored is the religious, or rather the Islamic character of the Timurid Sultanate. The Sultan's legitimacy is directly tied to his upholding and defense of Islam, but bodies outside the central government also possess much influence in the religious sphere. The Sunni Council of Imams grew out of the Transoxian ulema, or the collection of religious scholars and leaders of the land. Now the Council of Imams controls much of the Sultanate's social system and infrastructure, although their power is contingent on the Sultan's continued largess. The Council meets monthly in New Samarkand to discuss policy and issue religious judgments, or fatwas. These fatwas are not binding on the Sultan, but they are influential among his subjects. Imams are directly elected to the Council by the umma (the Muslim faithful), with the hundred imams with the most votes joining the Council for eight years or so. The imam with the most votes becomes the Grand Mufti of New Samarkand, the most influential Sunni leader in Transoxiana. The Shia Conference is more autocratic, being controlled by its ayatollahs, but its influence is weak outside Sogdh.

Executive Branch
Sultan (Padishah): life term, always a member of the Derebeg dynasty (since 1807 AD)
Council of Begs (Ministers): appointed by Sultan from those in or promoted into the nobility

Legislative Branch
Council of Viziers: appointed by Sultan, has only an advisory role

Judicial Branch
Civil Tribunals: administrated by the Royal Household in matters of secular law
Islamic Tribunals: administrated by the Ministry of Virtue in matters of sharia law
Minority Tribunals: administrated by Jewish and Christian leaders in matters involving wards of the Sultan (only Jews and Christians, as "People of the Book", are recognized as non-Muslim subjects of the Sultan)
Denbighshire
21-08-2004, 19:43
His Majesty the King's Government of Denbighshire is patterned according to the Law of Estates, the 11th-century document which establishes the basic concepts of the Federal-Parliamentary style of government unique to Denbighshire. The Law of Estates deals solely with governmental rights, structure, and responsibility; it does not mention civil rights or political freedoms. The rights and freedoms of the Citizens of the Monarchy are interpreted, set out, and ruled upon by the Royal Judiciary through common-law tradition.

The King, currently Roland IV, is Head of State. His governmental authority is strictly limited by the Law of Estates, but he has the power to appoint the Prime Minister; has a representative in the House of Estates (lower house of Parliament); and must give final approval to legislation or initiatives adopted by Parliament. By tradition and custom, the King does not veto an already-agreed upon bill.

The Parliament contains two houses: the House of Estates and the House of Nobles, both of which must agree upon any legislation considered.

The House of Estates has 400 members, forty from each of the ten Districts, or Shires, into which the Domain of Denbighshire is divided; and then two for each Borough within each District (twenty Boroughs to a Shire). Its members are elected directly by the people in national elections held every five years. The House of Estates initiates all legislative proposals, and it is from the ranks of the House of Estates that members of the King's Government, including the Prime Minister, are drawn. By tradition, the Prime Minister serves multiple capacities; in addition to being first among equals in the Interior Ministry (or Cabinet), he also serves as First Lord of the Treasury, Secretary of State for the Civil Service, Presiding Officer of the House of Estates, and Chairman of whichever party the PM belongs to. Generally the Prime Minister will appoint a Deputy Presiding Officer to fulfill his role as Presiding Officer of the House of Estates.

Three major parties are represented in the House of Estates: the Federal-Unionists, Loyalists, and Loughborough Liberationists. Each party is entitled to appoint a party leader (who becomes Majority Leader if the party holds a majority of seats; next highest is the Opposition Leader, and then the Minority Leader) and a Chief Whip, as well as several deputies. The leader of the majority party--currently the Federal-Unionists--becomes Prime Minister of the King's Government, and many of the senior party MPs are appointed to high Government posts. Major positions are listed as follows, in no particular order:

Lord of the Admiralty
Chancellor of the High Royal Inquest
Minister for the Popular Defence
Chairman of the Joint Royal Command Staff (filled by a distinguished General or Colonel-Marshal)
Secretary of State for National Intelligence
Secretary of State for Constitutional Affairs
Secretary of State for Foreign Affairs
Secretary of State for the Internal Home Office
Secretary of State for Environment, Food and Rural Affairs
Secretary of State for International Development
Secretary of State for Housing, Employment, Labour and Pensions
Secretary of State for Commerce and Transport
Secretary of State for Health and Insurance
Secretary of State for Trade and Industry
Secretary of State for Education
Secretary of State for Culture, Media and Sport
Secretary of State for Urban Affairs and Development

The higher Parliamentary House is the House of Nobles. Titled nobility--except direct members of the Royal Family--are entitled to a seat in the House of Nobles. Members of the Order of the Dragon of Wales and Knight Commanders of the Royal Commonwealth are also seated, but do not have a vote in debates as their titles are not hereditary. In addition to giving final approval to legislation passed by the House of Estates, the House of Nobles considers appointments to the Royal Judiciary and Courts-General, also functioning as the final court of appeal. There are no political parties in the House of Nobles; the presiding officer, the Lord President, is appointed by the King and serves a three-year term. At present there are 225 Members of the House of Nobles, with 165 voting members and 60 non-voting members (referred to as Nobles Without Portfolio).

There are two judicial branches in Denbighshire: the Royal Judiciary and the Courts-General. The Courts-General are subdivided into District, Circuit, and Commonwealth Court Branches, with one District Court Branch for each Borough, one Circuit Court Branch for each Shire, and a single Court of the Commonwealth serving as a court of appeal. Criminal and minor civil cases are handled by the Courts-General, beginning in the appropriate District Court Branch, with the next highest courts having appellate responsibility.

The Royal Judiciary is a single panel of fifteen Lord Judges, appointed by His Majesty the King with approval of the House of Nobles. Major civil and constitutional cases are heard by the Royal Judiciary, as well as disputes between Boroughs or Shires. In all cases, however, the full House of Nobles is the final court of appeal, though this responsibility is rarely exercised and the rulings of the Court of the Commonwealth and Royal Judiciary are generally considered final.

The Christian religion may receive assistance from the government of the states, not the federal. For every amount of money donated to a Christian church, a half of that must be donated to one church, temple, mosk, etc, of every other religion in the state. This is Christian, as the religion, and not the category of religion.

----------------------------
Government Terms
----------------------------
All members of the legislative branch, and judicial branch of government may serve for 6 months. The Delegates and Justices may be serve for as many terms as they are elected.
The President of the executive branch of government may serve 12 months. He or she may serve for so many terms as he or she is elected.
No member of the federal governent may hold more than one position, once the nation has achieved population enough so that enough citizens are available for positions which are vacant. Till that time, members of the government are permitted to have so many positions as they are elected for.
When in the case that a member serves for more than one position, and a new member asks for a position, it must be surrendered, if the person is elected. This works only for the Delegation, and High Court, considering the population is too low for each member to hold a position. The person surrendering any positions though must be able to remain with one position.
If a person is a Governor, or President, that person may resign, and new elections will be held for seven days to fill the position.

Ganurath
21-08-2004, 20:12
In Ganurath, there is one objective in mind: civil rights. As such, our government runs as follows:
1. Internal problem comes up.
2. A group of people with lots of friends (not connections, friends) bring the issue up to the national government, which is whoever is the biggest such group at the time.
3. The national government looks over the issue and debates what would be in the best interest of what the country stands for. The choice is either quickly solved or, if the issue doesn't have a lean toward national agenda, dismisses it.
4. Word spreads of the decision via Ganurathi media, which is closer to pirate radio than anything else. Soon everyone knows the decision and everybody goes with it because it has the individual in mind and thus everyone is happy with it.

1. War is declared on Ganurath or an ally of Ganurath.
2. Word reaches the national government and the public at about the same time.
3. Since gun ownership is legal and widely encouraged, the national government meerly uses the pirate radio network to tell the massive militia to dig in while the official military prepares for to mobilize to A) Attack the invading force or B) defend the besieged ally.
4. The attackers are forced back by nonconventional weapons and tactics coupled with sheer weight of numbers.

1. Terrorists make a threat or take hostages.
2. Civilian militia takes up arms and kills off the terrorists before the national government even needs to give it any thought.
