It had been 8 rough years of life settled upon the surface of Jupiter's moon, Ganymede.

The negligable atmosphere and freezing temperatures on the planet had made colonisation difficult for the Social Progressionist movement that had left the comfort of Earth for the new challenge of creating a paradise far away and safe from interference.
However, the determination and industriousness of the settlers had allowed for the virtual completion of the first city to grace the surface of the alien world; Neo Alexandria named in reverence and in love for the movement's leader, First Minister Alexander Mangan.
The central section of the city was created from the remnants and materials of the Colony ship that had brought them to this moon. This was then supplemented with sections constructed using local materials.
Power systems were generated using nuclear fusion technology fueled by hydrogen harvested from Jupiter's almost invisible but nonetheless present ring system.
This hydrogen was also used to assist in the production of water though some localised deposits already existed near the ice caps.
Breathable oxygen was supplemented from the extensive iron oxide deposits beneath the surface.
Food was harvested from the plants that grew in the hydroponic farms that stretched for miles in every direction from Neo Alexandria.
The First Minister looked out into the sky through his sealed window, observing the beauty and magnificence of Jupiter.
He pondered long there situation.
Ganymede is still empty despite our colonial efforts. We need companionship, we need allies. Loneliness is just as much a killer as structural integrity failure.

Greetings, I represent the Colony of the Social Progressionist movement and we wish to inform interested powers and states to consider colonising Ganymede. We realise the necessity of diplomatic success for it comes to our attention that for us to grow out of the depths of stagnation, we will need outsider help. We appeal to nations who are willing to come to Ganymede, colonise and reap the benefits of a profitable and progressive future.
