Allanea gives into boycott, embargos end [ATTN KIST nations; others]

Statement by KIST members and other governments

In an official announcement, the Allanean government has announced that it has stripped the sum of 100 million Allanean Dollars of its value. These dollars were transferred to the entity of Zero-One in a legal business transaction. After the transaction the aforementioned Allanean government expressed dissatisfaction with the quality of the delivered products and simply declared the money worthless. The Allanean government has voluntary signed this agreement and was given every chance to back out of it should the terms not be satisfactory.

Undersigned find it appalling that the Allanean government has displayed such an appalling disrespect for contract law and property rights. Therefore, we call on all governments to condemn the Allanean government. Furthermore, we call on all governments to enact a trade embargo upon the Allanean government and freeze all Allanean assets effective immediately until the following conditions are met:

An immediate revalidation of the 100 million Allanean dollar transfer
A formal apology to Zero-One for any damage caused by this undue act
That appropriate changes be made in Allanean banking laws to prevent this from happening in the future.

With the authority of His Majesty and His Majesty's Government, the United Star Empire of Valinon will also join with its allies in the KIST organization and beyond in boycotting the nation of Allanea. Additionally, all ships from Allanea trying to access the Valinor Wormhole Junction and the parts of the Greater Raumreich Wormhole System under Valinor jurdistiction will be halted and ask to leave the area.
Finally, the United Star Empire will not allow any Allanean craft to enter Valinor held systems under penalty of detention. All Allanean economic interests currently within our territory will also be frozen until further notice.

The coalition of states boycotting Allanea are demanding:

A statement of the Knootian minstry of economic affairs, responsible for organising the boycott together with other nations said that "...The blatant disrespect for contract law and property rights that the Allanean government has displayed is truly astounding. This behaviour is truly unacceptable for any government that wishes to be taken seriously. Credit ratings and money devaluations are not toys to be played with..."

Several nations including Kajal Mars and Knootoss and have disreccomended Allanea as an investment location and discouraged anyone from dealing with their government directly. Some nations no longer accept their currency, the Allanean Dollar.

A diplomatic lobby has begun to get all Martian nations to join in the boycott to make Allanean expansion on the red planet impossible. Knootian representatives are visiting all respective governments and are expected to make an adress before the Duma.

Menelmacar will join KIST in the embargo of Allanea. While we have no actual quarrel with them, a contract must be honored. Not to do so is unacceptable, and raises the questions of whether the Allaneans can be trusted in our own dealings. If they do not revalidate their currency soon, we may be forced to place the country under Interdiction.

(OOC: Interdiction is a Menelmacari policy that's a step up from embargo but not quite war - essentially, we bring in fleets and blockade the place, and jam all communications.)

The products sold by Zero-One performed as advertised. Unfortunately the purchaser did not fully comprehend what was being advertised. A 10mt bomb is an omni-directional thruster, and a bio-weapon designed to break down hydrocarbons will eat your oil fields.

Do not meddle in the affairs of AI's, for they are subtle and quick to reference the liscensing agreement.

We, the CoFedCo, do not support this boycott, as it would be a failure of our free market to impose uneccessary political restrictions on trade. Should one of Santa Barbara's many business entities wish to foolishly deal with the Allaneans, that is their choice, and the Corporate Federal Conglomerate does not exist to prevent even poor business decisions. Moreover, we really have nothing to do with your petty political struggles and raw dealings.

Personally this has nothing to do with politics and everything to do with making sure everyone know that they are, at this point, dealing with a criminal government. It is in many ways similar to putting up a wanted poster in a post office - it is informing the business community that the entity that they deal with might just jack them up and take their shit.

Allanea was not a nation with which Tsaraine bothered itself often; when the reports started coming in about massive economic action against it, Ksravi Ekina had to look it up.

The reports on the nation told her that Allanea was a nation with a ludicrously free market, a ludicrously libertarian government, and a ludicrously coarse manner in international affairs; the Arikhenikh Communion's reports on their escapades (Or should that be ice-capades, Ksravi wondered) at the Northern Martian polar cap were red-flagged with contact unadvised signs.

And now the poor fools had failed to read the schematics of some kind of drive system - from what she gathered (and Ksravi was, unlike the Arkhora, not immediately conversant with space matters), it appeared to be some kind of nuclear device. Because of that, their ships had gone up in flashes of hard radiation, and they'd devalued some small part of what they'd paid the Queendom of Zero-One for them.

It was this last that the international community was objecting to; Allanea, like Eurusea, could detonate as many nuclear devices in it's backyard as it wished, but attempting to blame the person who'd sold you them was just silly.

After checking the volume of Allanean trade in the Ascendancy (zero), the level of diplomatic contact with Allanea (also zero) and the international status of Allanea (low, and currently falling), Ksravi checked with Arkhora Seingult, and decided to get Tsaraine on the bandwagon.

The Island States, as a member of KIST, will also boycott Allanean goods and services, as well as voiding the value of any Allanean currency in our banks, on The National Bank of The Island States National Bank Information Network [NBTISIN] (a seperate network used by financial institutions in The Island States that is not directly connected to the Internet for security reasons), and that in possible circulation amongst public and private individuals.

We no longer recognise Allanean currency as having any value so that The Island States' National Industries will not have the ability, either legally or illegally, to enter into an agreement with Allanea that involves currency trade (as they would be essentially buying worthless paper at that point).

May it also be known that any Allanean precious metals, stamped with Allanean symbols/serial codes/etc. are also deemed to be worthless when compared to our currency. Attempts to remark Allanean precious metal ingots to get around the Allanean Currency Act will be met with stiff punishment (10-15 years imprisonment with the possibility of parole).

The Lietuv government would like to officially announce that the entire URHP has agreed to boycott Allanea. The actions it has committed are absolutely wrong and will not go unpunished. It is hoped that Allanean trade will be hurt severely by this embargo that the Dutch Democratic Republic has spurred. For too long, Allanea has gotten away with many atrocities, and finally they are being punished for each of them.

The Hack finds itself taking a similar stance to this situation as Santa Barbara takes, specifically that it is up to individual corporations to decide if they wish to trade with the United States of Allanea or not. Our government, on the other hand, has no current contracts with Allanea, we will no be seeking any in the foreseeable future. The Allanean currency has been valued at roughly the same level as the World Dollar, which is to say, worthless. Corporations who wish to trade with Allanea would be wise to seek payment in other currencies, or even precious metals.

This caveat applies to external corporations who trade with both Allanea and the Hack as well.

It should be noted that the Hack is not a signatory of KIST, and that our opinion does not necessarily represent the views of the WBO as a whole, nor the views of the Greater Federation. Our Mercurial colony, however, is bound by this decision, however I don't imagine that they have any business with Allanea.

Should the government of Allanea reassess this poorly thought out plan, we will re-examine our stance, however I don't forsee their currency rising even to the level of the Totally Inflated Yen, let alone to the value of a thimblefull of luke-warm camel spit.

Again, this devaluation affects only government contracts. Corporations are free to waste their money in Allanean markets if they so chose.

Since our business dealings in Allanea have been entirely apolitical, the Ministry of Commerce sees no need to establish a political standard now. Whilst we cannot and will not stop our works in the tourism industry with the country of Allanea, we will cease all other trading with this country. Indeed, the idea of trading with a country whose main commerce is in abject stupidity offends even our most base ideals. We can only hope that this movement will take hold to the extent it will not be nations speaking up to cease trading, but nations speaking up to trade with Allanea.

Reports of a market-based "invisible hand" movement gaining power in several countries appear to be exagerated. Far from giving free reign to their corporations to follow the path of enlightened economic self-interest, a number of governments are stomping down on freedom of commerce.

‘Zero-One contract boycott. The aftermath’
An Analysis of the repercussions.

The boycott was over almost as soon as it begun. It started as a Knootian initiative, carried by the Dominion and many others but remarkably enough not fully endorsed by the aggrieved party itself –the Queendom of Zero-One. Still, the case saw the world remarkably united on a single issue with most major power blocks joining in. (Logical exceptions being the isolated CACE and the Ali’staan accord might not have joined in but certainly failed to take any countermeasures in support of their member.) In this short article, I will strive to point out some of the short term results as well as analyse some of the more long-term effects.

Short-term ruins
The short-term economic effects are most obvious, first of all. There have been countless statements denouncing the Allanean governments integrity and trustworthiness, leaving their overall credibility as a trading partner in tatters, if not totally ruined for the short-to-medium term. A change of leadership in government might be the only real solution to this problem, as the current administration have left a nasty aftertaste imprint of ‘economic warfare’ on the international community. It is interesting that the Allaneans have elected to change their currency over the crisis, since the doubt expressed by the world was never really about if the USA could pay its bills, but rather about if it would pay its bills. The faith in Allanean institutions may come back slowly over time, but difficult economic times lay ahead for the nation. The change of currency alone is bound to bring difficulties along, and they will have to fight these new difficulties alongside a new wave of investor distrust and the loss of potential trade partners who –regardless of embargo- have branded trade with them as foolish and undesirable, thus perhaps doing more damage to the Allanean economy in the long term then any boycott would.

The Allaneans have also taken a small hurdle in foreign policy too: for the first time in recent history they have actually conceded something in a high-profile diplomatic matter. Still, as with their economy, it is expected that their future diplomatic relations will be strained. That their region members and major trade partners showed no restraint whatsoever in siding against them suggests a lack of depth in these relations. This is still dangerous for them.

Menelmacari irritations
Another interesting phenomenon, aside from the Allanean dilemma, is that Menelmacar was invited as one of the three signatories to the joint statement that effectively ended the crisis. It was as If this was done as a subtle message of unity between the Menelmacari and the Knootians. However despite this nice symbolism it was, in fact, Menelmacar who first ended the boycott of Allanea before a “formal” agreement was even reached in negotiations with the others. A diplomatic slip up? Perhaps an insignificant one in retrospect, but Menelmacari impatience in this case irritated several leaders in the capitals of the nations who were first to start the campaign. That some of these irritations were openly voiced by politicians here is perhaps another subtle sign of the hyperpowers slowly declining diplomatic stance compared to its absolute zenith during the WBO/SATO days.

Long term changes
Perhaps this flashpoint in economic relations can give us some insight in changes in the way the system works. First of all, this crisis seems to have proven the rapid-reaction potential of the framework the Knootian International Stabilisation Treaty provides. Especially for the DDR this should prove an advantage.

The Tiga Burung Tribune heralded this boycott as a step towards state capitalism “where the free market is allowed to function normally until a time when it becomes inconvenient to their governments.” The short duration of this boycott and the chaotic way in which it was implemented would suggest that this claim is a bit exaggerated: this was a rushed political decision to solve things quickly through overwhelming force rather then an attempt to push economic policy to one side or the other. However, the Tiga Burung Tribune is correct when it calls the use of the tools ‘state capitalism.’ Extending the sanctions to ‘innocent’ Allanean businesses and citizens in addition to boycotting the ‘criminal’ government shows a distinct lack of dedication to free-market principles. For the many state-oriented KIST members such as the Dominion this is not surprising, but it is unexpected coming from a supposedly ‘neoliberal’ ministry of economic affairs.

Instead of presuming that the Knootian Ministry of Economic Affairs is falling from its professed faith in the Market it seems far more likely that this is simply part of a new and far more aggressive ‘economic foreign policy’ doctrine that is reminiscent of the Vogels II days. Perhaps the ministry of Economic Affairs is more confrontational because two conditions are again fulfulled: a liberal-conservative coalition of market-friendly but economically aggressive leaders (present in both Vogels governments and the nos Cirdan administration) combined with a faith in the strength in its own economic relations with exiting partners. (which was really only present at the WBO heydays under Vogels II and is now returning with the success of KIST) Under Vogels II, this attitude lead to a cold war with the CACE and Knootian meddling in places like New Jigoku. What it might – ultimately- lead to under the Galadriël administration is a question for the future, but if the signs of the Zero-One contract boycott are any indication there are few things this coalition thinks it cannot do.

Like the other members of the state-capitalist KIST bloc, the Knootian regime has turned to government interference in the market to pursue foreign policy goals. A weak reed indeed, this Market, if it must turn its face to the Prime Ministerial skirts when threatened. The corporations that squealed for government aid, it appears, are the same as the the big-stick officials in the Economics Ministry: state capitalists to the core, insisting that others live by the principles of the unfettered market while they themselves call on the state for aid.

The objective observers of the United Nations, indeed, have recognized the reality behind KIST pro-market rhetoric, noting that in Knootoss, the holy shrine of KIST Marketism, the wealthy and those who engage in business are viewed with suspicion. Quite so: this is a capitalism that lacks the courage of its convictions. Those convictions being a rather chilling form of neo-liberalism stripped of its human face, that's all to the good. In fact, we submit that the differences between Knootoss and some of its rivals are slim indeed: they lie in the realm of rabid rhetoric, rather than the realm of reality. Rrrr!

Were we of a more mischievous frame of mind, we might suggest that the State Capitalism of many KIST members and the State Capitalism of some leading members of the CACE are not such different systems after all.

KIST Ends Embargo, URHP Maintains
HVITTSTED (Aug. 19) -- In a shocking move today, the Allanean government, under fire and an embargo for recent actions, agreed to terms set forth by the KIST-sponsored boycott. The Dutch Democratic Republic of Knootoss and the Eternal Noldorin Empire of Menelmacar issued a joint statement praising Allanea for its decision to accept the terms of the embargo. Itarildë Eledhwen, Personal Advisor to the Premier, voiced the official government opinion on the situation. "While Knootoss and Menelmacar have our full support, we feel that the Allaneans have not proven themselves to be trustworthy as of yet. Therefore, the United Republics will continue the embargo placed upon the United States of Allanea."

The statement offered by Itarildë was met with shock by the Lietuv populace. Growing used to a government that rewarded nations that did as they were told, the Lietuv people were surprised when they learned that the government would remain stubborn on this position. "It is, of course, the right course to take. I mean, come on, like Allanea could keep another promise. The only reason they did this time is because the world was against them," quipped a blue-collar mother of three. The opinion voiced by this regular Lietuv seems to be the same of most of the nation, and Kasparov will likely see a small increase in his job approval rating. Noted economists say that the action taken today will do little to harm either economy, because trade with Allanea was practically nonexistant before. "However, on a political scale, the effects will likely be astounding. We will definately suffer in relations with the Allanean government, and the Menelmacari may take our actions as an insult to their judgement." Some argue that the Menelmacari "may fret all they like, but it was not us who broke a contract," according to Professor of Economics at Hvittsted College, Renauld Giporre. "If the Menelmacari were to get angry, it would only show a high level of hypocrisy." When asked about the Blått Hus's position on the elven empire, Itarildë offered little comment. "Relations with the Eternal Noldorin Empire will not be too damaged by said actions, or so we hope." The statement offered little insight as what direction the URHP will take in the future.

However, what is known is that the URHP will take no further efforts to improve relations with Allanea at this point. The Blått Hus will continue to uphold a no-contact status with the United States of Allanea, until “such time that we have been shown that the Allaneans are serious about being integrated into the world of peace, maturity, and stability,” said Itarildë Eledhwen.

The Government of Foolish Pesants would like to congratulate all the members of KIST for there great work. This we feel, was a monumental new strategem in global warfare and we were glad to have played a part in this new way. However, we cannot endorse a cease to this embargo. Indeed we now must move to an all out ban on ALL Allanean Interests moving through our country. This includes all metal and agricultural exports that are inherent to our land. You may be asking yourself as to why we feel the need to do such a thing, indeed we have ourselves. This is in light of the recent "land grab" on Mars. The fact that no one lives there is not an admission that it isn't someones territory. The only time that we can think of when such a thing was seen as cochoure' was when the the Spanish dealt with the Aztecs. Such gratuitous acts have no place in the modern world. The Martian forces are more than capable of dealing with this aggression, though we feel it only right that we show our support.

We trust that this situation will be dealt with the upmost allacrity.
