Cax

OOC: This is a whole load of background about Cax that I have to get down before it leaks out of my head. It should also serve (hopefully) as a reference point for future RPs. I may add to this in future.
IC: Cax is an old, proud nation. Its people are diligent and sober in all senses of the word. The people set great store by order and logic, and have a clear idea of what should be done in any situation. The government is the same; they are very strict, restricting rights, both political and civil, but these are largely for the public's own good.
The Government itself is semi-hereditary. The holder of an office must appoint a successor from those who apply, with the help of a committee. The applicant takes a position akin to a mixture of apprentice and assistant, and appoints their own successor when the holder steps down. The Emperor is also appointed in this way.
The Government is located in the centre of Cax City, the capital of Cax, in the Caxan Government Building (OOC: There’s another post on that somewhere). Local administration is taken up by the City Councils of the other 32 cities. These are built in rings around Cax City, in the very centre of Cax.
All cities are built to be 100m above the surrounding landscape, surrounded by a thick wall, and expanded when needed. This brings us to another aspect of Caxan mentality; thoroughness. Anything made by a Caxan will prove to be nearly indestructible. Buildings last hundreds of years, and clothes decades. Practicality and aesthetics are the two most prized qualities of an object.
Education follows this. All subjects are firmly grounded in ‘real life’, though care is taken to give students an appreciation of all things. Notable is the lack of Physical Education from the syllabus; an approximate equivalent is Survival Training, in which students (from the age of 12) learn skill such as basic fitness and surviving in dangerous situations, such as terrorist attacks (as yet non-existent in Cax), natural disaster and invasion. This last one is the most in-depth: students are taught firearms training, how to foil the enemy and other essential skills.
