The President is now convinced that corruption has ended in Xiang Gang. As part of restructuring and a redefinition of policy, these proposals, which we would like comment on, have been put forward:
Tax
- Income tax will be abolished and it will be legal to pay by the "cash-in-hand" method currently employed in paying cleaners and other household workers.
- Companies will be taxed every three years on their value and every year except that on their profits.
- Companies will receive tax benefits (being taxed on their value only every four years and decreases in tax) if:-
- They are open 24 hours. This ensures that more employees are hired;
- They provide on-site daycare for their employees' children;
- They provide private health insurance to their employees and their families;
- They donate money to charity
Health
The National Health Plan will be instituted. This is mandatory health insurance paid from income to the state unless the individual has insurance privately. All citizens will then have the right to treatment in any public hospital.
