I need suggestions to make a smooth transition from advanced, yet primitive (think minbari from babylon 5 or protoss from starcraft) country named atlantis, who hates all war and most modern technology, i need suggestions to make a smooth transition to modern technology..

Deciding to get into the mainstream of science and tech is not a gradual movement. Historically, science has golden ages of discovery, and those ages come instantly.

From a RP perspective, your people despise technology and war. Do they hate technology because of its influence in war? Its effects on the environment? Both?

Primitive nations only become advanced by outside influences. They never decide to change their entire culture on their own. A technology-high nation may begin to trade with your country, and your people learn the benefits of that technology. Then your nation can turn several degrees toward a more technology-based future.

Yes i suppose that will work. I had also thought of a few other possibilities

Power struggle, where a new chancellor is in place, one who doesnt despise such modern technology.

A war, like a terrorist attack on atlantis, will bring atlantis to face the possibility that it is impossible to survive without modern tech.

Or you can take the path of my species. - organic and quasi-organic based technology.

Although lately, and rather slowly we've begun the slow adoption of "non-flesh extentions" - our word for metal/mechenical/cybernetic technologies.
