Juno Sanchez had been left with the responsibility of looking after much of the nation - replacing Lord Indigo Blue during his holiday to Saturn. It just happened to be during this time that a report regarding Iraqstan landed on his desk - not to mention the possibility that Carlos had been assasinated. Regardless although the report was indeed sketchy at best, it was an important matter of the state - and formulating a response good enough would require more thought and consideration that what would normally be 'standard' of such. For one thing, Juno had been advised that Lord Indigo Blue had met the son of Carlos - thus he was obviously interested in preserving relations with his son, and heir to the rulingship of Iraqstan. In the meantime, he was more than well aware of the rumours which did circulate the various leaderships of Nationstates, about the situation of Um Lizza and other territories of the National Socialist Union. Intelligence had been watching the situation in particular, yet even their own reports were light-handed. Nothing definate for the either of two arguements.

In the meantime, it was fortunate that the current report was unconfirmed. So with regards to the lack of information therein, it would be irresponsible to send a preliminary response only to find that Carlos had indeed survived the blast. Insensitive, and most obvious traumatic if anything to his still-living son. Yet in the meantime, to never respond as such would be just as irresponsible. Indigo had met Lidric (if not only once), and was already considered a friend, even if it wasnt a strong friendship at all. And so at least Sanchez could relax for now, file a short report to Saturn, and then moniter the situation further.

Relax, and Consider... Yes, this would be the solution to almost every challenge.

Terrorists strike military rally, Assasinate Reich General

The INN symbol flashes with the Iraqstani anthem playing in the background as accross the nation regular shows are halted for the news network.

"This is Jacinta Lehmann for Iraqstani News Network. yesterday afternoon, terrorists struck at the heart of the National Socialist Union, suicide bombers attacked and killed Reich General Otto Von Schultz and his family as part of a three pronged attack on the Glorious Iraqstani Reich. The other two targets were the Square of Enlightenment where a rally was being held by Reich Councilor Heinrich von Himmler, leader of the Public Security Service special weapons division the other target has yet to be released to INN but there are reports from sources inside the Reich palace that hint at our glorious Fuhrer Carlos Quil'raya was the third target, and as yet remains unaccounted for.

Reich Fuhrer Lidric Quil'raya has declined to comment, speaking through Proxy Reich General Harold Von Ottoman who released the details of two of the attacks. In investigations that are on going and have been since the attacks began the Iraqstani Intelligence community has uncovered a video tape aired on a website by the previously thought extinct Um Lizaan Liberation Front who claim responsibility for the attacks and also claim to of Assassinated Fuhrer Quil'raya on his way to the Military Rally.

The Reich and the IDF are refusing to confirm or deny these reports but did release details of a convoy being attacked by terrorists trained and funded by the Triumvirate of Yut member state The Federated Segments of Scolopendra. With loose ties to underground Um Lizaan movements supported b the Immortal Shogunate of Reploid Productions. Reich General Ottoman has vowed to exact vengance upon the terrorist group that commited these murders which have left devestating effects on the motherland.

Reports of the death tolls are at best guess work so far but numbers coming in range from two thousand dead with thousands more wounded at the square of enlightenment to the Reich General and his family including twelve year old daughter Helga von Schultz. Reich General Otto von Schultz served in the Iraqstani Navy for many years, receiving a great deal of military honours including the Iron Cross and Iraqstani Cross, for honour and bravery on behalf of the motherland.

Military forces stationed near the wall of purity in Central Um Lizaa have reported a truck slipping through their defenses a week ago, whilst being covered by heavy sniper fire from the surrounding jungle and forces in northern um lizaa are being focused on tracking down and destroying anyone associated with the ULLF that might of taken part in the terrible attacks upon the pure citizens of Iraqstan.

The Reich furhter promises that the violence in Northern Um Lizaa will end, sending home the brothers and sisters, fathers and mothers of our glorious people alive once the Northern militants surrender and accept Iraqstani Occupation. Intercepted videos from Um Lizaan rebel leaders have been begging the international community to recognise them as an indenepenant nation and send assistance to further their genocidal desires against the glorious reich.

The Reich itself has condemed these rebels and urges the international community to uphold it's honour in allowing the National Socialist Union the right to govern it's internal matters any way it see's fit. Continued refusal to aid the rebels is continued support of the Reich's glorious path to enlightenment and racial superiority.

Good afternoon. It is twelve-hundred hours Titan Standard Time, and this is the noon edition of the news.

Our top story is our continuing coverage of the troubles in Iraqstan, widely regarded as an ideological adversary to the Segments. With the revelation and admittal that the foreign insurgents known as Los Caballeros Idealistos were Civilian Defense Corps soldiers reported missing some months ago, there have been accusations by the Iraqstani government that our government is operating a shadow war against them, sending trained fighters over specifically to commit acts of terrorism and violence. Three bombings earlier today against both civilian and government targets have only heightened these accusations; S.I.N. has confirmed these bombings both through the Independent Observers and through the aid of the public relations branch of the Triumvirate of Yut Combined Services.

Foot-to-Ass Advisor Lance Hawke flatly denied these accusations during a press conference earlier today.
"The accusations made by the Iraqstani government are wholly irrational," the tall, tanned man growls, gripping the podium and leaning forward towards the crowd of reporters in front of him, "which isn't that much of a surprise, given the government making the accusation. It is a completely open secret, thanks to you people, that we have been training and deploying SMISO-MA 'Trapdoor Spiders' to Iraqstan on a rotating basis for some time now to gather on-the-ground intelligence and, yes, check the area for training Um Lizaan resistance. Problem is, the Iraqstani intelligence apparatus never wavered and so we never got around to the second part.

"Enter the knights-errant, rogue elements of the Civilian Defense Corps. Even their attacks centered around military installations and while their enthusiasm was possibly misplaced one cannot blame them that Iraqstani tactical nuclear warheads explode on contact--if their story is to be believed. Projection is a common problem with the afflicted, and it is the Iraqstani government that likes to butcher innocent people, not us. It is hardly a surprise to any student of history that Um Lizaans oppressed under the Iraqstani bootheel resort to such tactics themselves.

"The military arm of the Federated Segments has not, does not, and never will condone targeting civilian populaces except in case of strategic retaliation. It is a gorram tragedy that innocent Iraqstani citizens were slaughtered by the terrorists the actions of their government helped create. I can tell you with full honesty that if we wanted to operate or condone terrorism in Iraqstan, it would consist of a single bullet sent whistling through Carlos Quil'raya's head. Given that he hasn't been sniped yet or his palace or car hasn't mysteriously exploded without any civilians being harmed, the safe bet is it wasn't us."
While a recent review by the Legislative Unit, verified by S.I.N. as well as other outlets, has determined that no 'out of the ordinary' funds have entered Iraqstan--funding for the SMISO teams previously mentioned--several high profile 'knight-errant' copycat organizations have appeared publically. While none appear externally to support Los Caballeros' militarism, they have been publically requesting donations of food, medical supplies, and money to be transported to Um Lizaa. By last report, the response from the Scolopendran people has been tremendous and--in a moment of S.I.N. editorial commentary--it does not seem to be too much of a stretch that some of those funds have been filtered to Um Lizaan terrorists.

However, when pressed by our reporters, Pseudo-Emperor Razak had this to say:
Look, there's no law on the books sayin' you can't donate your money to whatever damned organization you want to; the only limitation is that the organization can't threaten the security of the Segments or our interests. It's your hard-earned coin to disperse as you see fit and I'm not about to order my cops to start enforcing laws that don't exist. Now get that damned camera out of my face.
Some government watchdog organizations contest that this could be a tacit government approval of the vigilantiism of the knights-errant or the actions of Um Lizaan terrorists, but others say that these laws have been written this way forever and so it could just be an accident of underlegislation or a side effect of traditionally libertarian Scolopendran legal traditions. News spread, as it tends to do. The Dominion news agencies present a somewhat different face to that shown by the Iraqstani, laying the blame on the Um Lizaan rebellion alone, though speculation on the Knights is among the talk of the day. While suggestions that individuals from the Segments, and quite likely other nations, have perhaps had a hand in funding, the line is drawn at linking the governments of any Triumvirate (or other) nation. Such talk is dismissed out of hand, with audio and video clips from previous statements backing up claims to the contrary, in direct denial of Iraqstan's accusations.

From the Dominion government offices, a simple response is released.

Our hearts go out to our Iraqstani allies in their hour of need, especially the families of those directly affected by the bombings. We find the actions taken by those responsible for the recent attacks to be and abomination to all those who value civility and enlightenment over base rage and outright murder.

In the wake of such atrocities, it is understandable for emotions and speculations to be running high. Given the intelligence our own government has recieved, we feel it would be irresponsible to assign blame where there is ample evidence that facts may have been misinterpreted.

The tragedy that is Um Lizaa has worn on for years. And while it has rightfully been an internal matter for Iraqstan to deal with, such dealings as have existed would seem to have inspired a less than desireable response. Cause, and effect - for right or wrong. While it remains an internal issue, we implore our allies to proceed with prudence and wisdom during the days ahead.

There comes a point where blood only begets more blood, and offers no viable solutions. There is a time for fighting, and a time to allow our anger to be put aside in the interests of forging a new future for ourselves. We pray that from the ashes of this tragedy, a new hope for the region may rise - one that we may support as we have supported our allies in the past.

Activist groups that still remain in the nation celebrate what seems to be the fall of the corrupt dictator - some wisely, some not so wisely. The latter are rounded up for disturbing the peace. The others are left well enough alone.

Especially among the colleges and the less hard-line regions, the call goes out for a less harsh regime in Iraqstan. Opponents to such ideas, who hold more in keeping with the old tight-fisted rule are oddly silent. Or are 'encouraged' to remain silent.

Regardless, the Intel Ministry's workload increases exponentially as they attempt to keep the more vehement groups properly repressed. The government's own agents and hackers are hard-pressed in attempting what damage control can be applied. What can't be controlled leaks its way out onto public message boards and remotely-maintained sites where stronger language is used to illustrate the more outspoken opinions, on both sides of the fence.

Most of the talk that filters through is expressed with the usual attention to subtlety. Those who knew how to read between the lines would understand the message clearly enough. Those who did not would make what they would of it, for good or ill.

I also congratulate the new reichsfuhrer on his accension to his position, and hope that in the future our relations, both personally and between Cetaganda and Iraqstan, can be friendlier and more open than they were during his predecessor's rule.

The response from the Hack was as varied as one might expect from a nation with such a diverse (insane?) news media. It ranged from breathless conspiracy-mongering from North Hack News to almost sterile reporting from Chiba City News, and most everything in between.

Various cells on the Neural Network went even further, listing names of people who were "responsible" for the Fuhrer's death. One of the more amusing ones claimed that it wasn't Um Lizaan forces at all, but long-range assassination from the Hack's Supercruiser Rei. Needless to say, Rei (who was in port at GMC for upgrades) refused to dignify these theories with a reply.

The "official" reply was understandably more sedate:


The Semi-Autonomous Oligarchy of the Most Glorious Hack would like to extend their condolences to Iraqstan, a close ally and fellow member of the NDA. We condemn the use of terror attacks against civilians.

We do not feel that it is our place to condemn the administration of Iraqstan, but we do hope that under the stewardship of its new leader, things can change to conditions where such events are less likely to happen.

Our thoughts and prayers are with the Iraqstani people in this dark time.

It is certainly a regrettable circumstance when any national leader passes away from this world, yet it is even less desirable when he is murdered at the hands of others. And as such, I would like to send my condolences to both the people of Iraqstan, and Lidric Quil'raya for the loss of the man they called Führer - or in Lidric's case the man he called father. Having only met him once, I would still like to outstrech my hand of friendship toward the National Socialist Union, and to the naturally appointed Führer Lidric Quil'rara especially.

With regards to his new-founded rulingship over Iraqstan, I cannot say that I send my congratulations - given the circumstances. But I will say that I do believe that Lidric is more than capable of the role he has fatefully been given. In the meantime, I would like to respectfully urge him to take time in the full investigations into the incident before making rash judgement of whom is responsible for these fatal acts of terror, and who is not. I do not condone these acts of brutality in any way, but yet I do not believe in 'too-much' investigation. I trust in you Lidric, and I although I am not religious by any means, I do pray that you will be able to bring a swift-responsible resolution to the ongoing crisis in Um Lizaa. May justice be served, and let not emotion cloud fair and responsible judgement.

Three days after bombing.

Standing on the podium the small figure of Lidric is dwarfed by the heavily armed Iraqstani Guard surrounding him. Stepping up to the microphone he looks about the Square of Enlightenment, the cameras showing the redness of his eyes, from constant crying. The INN cameras infront of the podium focus on both Lidric and on an object in the center of the Square, infront of one camera a reporter for INN speaks quietly and quickly as Lidric stops at the microphone.

Staring at the shattered pieces of grandstands on one side of the Square he shivers slightly and looks back to the thousands gathered in the only safe areas of the Square. Before them march a line of Soldiers, all saluting an Iraqstani flag draped coffin in the very center of the square. The crowd is alive with the mournful cries of "Heil mein fuhrer" And waving large banners of Carlos' face on them.

Raising his arms Lidric brings the crowd to silence and begins to speak, his soft pained voice echoing over the square. "My brothers and sisters of the National Socialist Union, today is a terrible day for the advancement of our racial enlightenment. As previously announced my father Fuhre Carlos Quil'raya was killed in the terrorist attacks that claimed the lives of so many pure people's three days ago.

My family like many of yours has suffered tragedy in these trying times, the death of my father, leading to the suicide of my mother. The Quil'rayan house has suffered greatly and is on the brink of extinction. But I vow to you know proud peoples of Iraqstan, we will not surrender!"

"We will not surrender! We will not rest until those responsible for the crimes commited against us have been found! We will not rest until their ability to destroy that which we hold as mighty and pure is eliminated!" Lidric shouts, his voice echoing even over the internal radio of six attack helicopters hovering over four buildings in a small town in northern Um Lizaa, a crackling buzz over their helmets indicates their permission to fire and each craft unloads it's entire compliment of rockets and missiles into the apartment buildings, shattering walls and destroying rooms.

Debris flying the buildings begin to crumble as on the streets people begin to dodge the raining gunfire from the helicopter's gattling cannons as they open fire, eliminating everything in sight. A rocket whizzes past one of the attack helicopters, missing only just as the pilot turns his craft and targets the rocket's point of origin. Unloading the remains of his gattling cannon's ammo belt into the room he smiles grimly and pulls up and away, the other three craft following leaving behind them the smokey burning ruinds of apartments and the bleeding wounded and dead in the streets.

"The militants of Northern Um Lizaa will be sought out and removed from our side. We will offer peace and stability only to those that embrace peace and coexistance! We must show them that whilst we are superior to them we are merciful! My father led this nation to great victories of nationalism, and now it is time we properly integrated those victories into the Union! Now is the time we begin the peacful integration of Um Lizaa into the Union of Iraqstan!"

The roaring of the crowd is echoed through public loudspeakers in the ruined capital of Um Lizaa as hundreds of Iraqstani Guard and People's NAtionalist Army soldiers raid buildings, arresting militants in their safe houses, and dragging them to armoured transports for transport back to Iraqstan for trials. In some areas, the chatter of gunfire is heard and the occasional explosion, muffled only by distance and metal.

The streets in areas around the city, remain quiet and unmoving, all residents taking heed of warnings and remaining indoors, outside tanks rumble past, their cannons primed to fire on anything posing a threat. One tank, rolling through an intersection is rocked by an explosion as it drives over a mine, the explosion shredding the weak underside armour, stopping it dead. Those surviving crawl from the tank, their uniforms ripped and bloodied. Crawling down the road one of the soldiers twitches and falls, the cracking of a gunshot following.

The others shocked and wounded slowly move out of the line of fire as militants race forward, guns firing stopping only when all the soldiers are dead and the tank fully destroyed.

"I will lead our proud nation to even greater heights of purity, we will always be looked upon as evil for we are a nation of nationalist feelings and racial segregations. We are a nation of mighty warriors and proud mothers and wives. We are a nation of racial strength and pure bloods. For these things we will have nations that oppose us, but we will remain strong and defiant!

Our motherland has suffered a deadly blow thsi week, but we are still alive! We are still Iraqstani! And as long as I live we will NEVER suffer this kind of tragedy again!" He shouts in closing as the crowd cries their respect as before them the flag covered coffin is lowered into the grave, made for their fallen Fuhrer, the Square of Enlightenment becoming the tomb and final resting place of Carlos. Beneath the Square engineers work to build a musuem for Carlos depicting his entire life step by step, from his rising ranks in the military to his taking control of the nation and to his death, all of it open to the public all of it secured in history for ever....

In Um Lizaa, militants continue to be rounded up and processed for trials, the concentration camps once more fill with people, militants this time, awaiting court proceedings and death sentances. Accross the northern part of the nation, militant strongholds are destroyed as occupying forces finnaly regain the initiative and begin forcing the militants further and further back into the north, continualy securing southern um lizaa and Iraqstan from tragedy.

"Well, you have NO idea how glad I am that you returned safely from your little adventure." Tsume flicks a styrofoam packing peanut from Firefury's helmet as the drake surveys the orange reploid. "And with Carlos dealt with, Lidric should be pulling those forces of his back, which will cool things down."

"We're not out of the woods yet." Firefury is intent on a monitor displaying the INN broadcast, fists tightly clenched. "A lot more Um Lizaans are going to die because of this, and those deaths sit squarely on my head. I agreed to turn a blind eye to the response to the assassination. Sure, some of them deserve being rounded up like common thugs, but how many innocent people are going to get purged as well?"

"Yes, and you know as well as I do and as well as anybody in the Triumvirate that idealism gets prohibitively expensive." Tsume nods slightly. "Hopefully this will spell a turnaround for the entire Iraqstan situation. What will be going on our news?"

Firefury ponders for a moment. "Nothing yet. We'll wait before it gets released to our news. We don't want to look like we're a little too quick to pick up on the assassination, and I want to avoid riling the refugees just yet. That city will be an utter madhouse with celebrations when word gets out, and I don't want riots for whatever reason while we've still got the military all hypertense. Give things a few days to cool down, and then I'll make the announcement myself- with lots of riot police standing by to ensure the celebrations don't get out of hand."

Tsume bobs his head in agreement. "Roger that then."

"And our military deployments?" Leona inquires, the reploid's demeanor cool with just a slight hint of her disapproval of Firefury's clandestine trip.

"No change there. We have yet to see just how much control Lidric has over his new domain, I do not want to get caught blindsided." Firefury narrows her eyes in thought.

Northern Um Lizaan Front.

Whispered voices drift lazily through the Iraqstani held frontlines in the northern jungles, patrols walk silently along the perimeters, overhead helicopters can be heard coming and going from missions as militants are processed and unceremonously dumped in the last working Concentration camp in the northern parts of Um Lizaa, the camp rated to hold five thousand prisoners over flowing now to ten thousand with rumours of more coming.

Some of the rumours flying is the Fuhrer is dead, and the Reich Fuhrer his son, assuming control has vowed a withdrawl from the front lines to allow soldiers to regroup, rest and possibly even see an end to this war. "Dont you see it, the Fuhrer has led us to a turning point in life. Now it is up to his son to continue our nationalist revolution we have cleansed much but we are slowly being consumed by our lust to destroy that which is unclean." A Captain says softly to another officer, both friends since before the war began.

"Yes but Heins you must remember Reich Fuhrer Quil'raya also promised that we would continue our path of enlightenment. Surely that means we will be once more pressed into service of cleansing these dogs of their impurities?" Shaking his head Heins pulls heavily on his cigarette.

"Nein my friend, The Reich Fuhrer is promising negotiations, I'm not sure if making deals with terrorists is smart, but he is offering a cease fire and withdrawl to get the ULLF to the table to talk. I think we might yet see Um Lizaa integrated into the Union rather than split in half..." The captain says trialing off as a General enters the officers tent and the pair snap to attention saluting correctly. "Sieg Heil Mein General!" One of them says as the General returns their salute. "Captains, tell your men we are going home. The Reich is sending in Iraqstani guard to take over our guard duties and also tell them that effective immediately they are restored to inactive duty. We're going home boys back to our wives." The General says to the glowing surprise of the two captains "At once General! Heil Quil'raya!" They shout and almost burst from the tent in search of their squads.

Hail the Führer, Long Live the Union!

Reich Fuhrer announces withdrawl of Iraqstani troops. Um Lizaan Liberation Front announced intentions to attend diplomatic summit.

"Good evening, earlier today Reich Fuhrer Lidric Quil'raya announced in a press conferance that the hostilities in Northern Um Lizaa will finnaly come to a close, three days ago the withdrawl of Iraqstani Regular troops from Northern Um Lizaa began. Embedded reporters in some units have reported the entire People's Militia in active duty in the area are falling back to the Wall of Purity and heading back through southern um lizaa to come home.

Iraqstani Guard units are reportedly being deployed at key security camps housing militants and terrorists arrested on charges of assassinating or conspiring in the assassination of Fuhrer Carlos Quil'raya. AS the death tolls from the attacks rise to four thousand dead and seven thousand wounded with figures expected to climb once debris are finnaly removed from the destroyed sections of the Square of Enlightenment the Iraqstani people are meeting this announcement with an unexpected joy.

The Reich Fuhrer whom promised the sons and daughters of the Master race will not be endangered again unless absolutely nessecary has still refused to ascend to the Rank of fuhrer of Iraqstan content to honour his father's legacy and remain subordinate to him. In Um Lizaa there are reports of protests by Um Lizaan civillians speaking out against the Reich's refusal to acknowledge the Um Lizaan Liberation Front as a legitimate government.

These riots whilst illegal have been permitted to continue but heavy Public Security Service presences means the protests remain peacefull and are disperesed before the local curfew times come around." Pausing hte reporter listens off camera and nods.

"We have a special feed live from Northern Um Lizaa which the Reich has cleared the public to hear. We will now cross live to front lines where history is about to be made..." The reporter says as the camera fades to an image of soldiers firing into the distance as artillery roars it's fire into the sky, the scene is somewhat disorganised with hordes of troops pulling back and heading towards transports, all the time retreating under fire.

The cannons continue to fire for several minutes, long enough for the viewers to gather the sounds so commonly heard by the soldiers and then silence, the cannons stop firing, in the distance the last of their shells begin falling the distant explosions booming accross the feed until nothing, the soft chatter of gunfire finnaly too silences itself and an eerie alomst painful silence fills the void.

Then speaking through a sound feed the reporter continues "And there it is, the sounds of ceasefire. After a week of conflicting reports over the state of affairs in Iraqstan, the government has officially confirmed the death of Carlos Quil'raya and the installment of his son and heir, Lidric Quil'raya as the new Fuhrer. The Emperor made the following speech, broadcast live from his office in Devonton:

I mourn for the loss of Carlos Quil'raya, a close associate and good friend. Together he and I accomplished great things, and cherished aspirations for even greater. I will not deny that he made mistakes and that his rule was unfortunately bloody, but I will not retract my support of him or his government. Though he may not have been a popular individual, I mourn him.

In his place stands Lidric Quil'raya, a worthy son of good stock. I've gotten to know Lidric very well, and I have great faith in him as both a leader and as an individual. He will make a worthy successor to the leadership in Iraqstan, and I feel confident that he will repair the damage that has torn apart the Union and weakened Iraqstan's standing in the international community.

Iraqstan currently stands for review under NDA mandate. That review will continue, although we will discuss the possibility of a brief delay while Lidric organises his government in the wake of recent tragedy. Whether or not Iraqstan continues to receive the support of our alliance will depend greatly on what Lidric does next.

We do not forget our friends, nor do we abandon them. I will always remember Carlos as a man I could raise a toast with, and I sincerely hope that history will recognise his strengths as well as his weaknesses.

'Hm, let's go see der Fuhrer today. Hey, terrorists that we know are all over the goddamned country wanna kill him... yes, that sounds like a safe afternoon diversion.'" <skips about with a look of blithe ignorance on his face, speaking in a pseudointellectual accent, before hopping to a stop, stomping both feet> "BOOO-OOOOM!" <stands up in mock shock> "'Well, that certainly is a surprise!' Come on. Use your heads." <points to his own emphatically> "If you know the guy is on the shit list of people not afraid to use bombs, well maybe it's not the brightest idea to stand around gawking and waiting for them to go off!

Do you really think the paragon-of-Herohood Patriarch is going to say, 'hey, dusthumper, your dusthumper daddy's dead after killing a few million and I see you're well on your way to repeating the process. <audience explodes in laughter and applause while Hooman stands back up, laughing himself> "See? You see it? Yeah, I could see it too. It's why I voted for the striped fuzzy bastard. But no, no, I'm sure he'd be more diplomatic or somesuch."

Nadjiba smirks, raising her chin slightly. "It could be taken as an insult, sir. If I, lower than him in the chain of things, address him in these circumstances..."

Speaker moves to a dead stop, hands tightening up slightly as he visably bristles. "You insult yourself. Until he proves otherwise, Advisor," he says slowly, more than a touch of growl in his voice, "he is well beneath you. I did not get the opportunity to have his father's liver. Make it clear to him that he had best not give me reason to have his."

Abd-Al-Haqq stops short at an unfamiliar gingery scent--much like people pause to reconsider their actions when they smell gas--and nods curtly. "Yes, sir."

Sitting at his desk Lidric rubs his eyes tiredly and looks at the clock hanging above a portrait of his father. "I'm too young for this." He mutters to himself with a grin before looking at the Reich official walking through his door. Offering the man a seat Lidric closes his eyes and holds up his hand.

"One moment Muhammed, my head is hurting, I'm only fifteen, almost sixteen and I'm leading a nation dont start talking just yet." Lidric says angrily as Minister for information Muhammed Saeed Al-sahaf opens his mouth to talk. TAking a deep breath Lidric nods for Muhammed to begin.

"Mein Reich fuhrer, we have recieved many communications from nations expressing their condolences and some even hinting at underlying reasons and warnings for your rule to be different. I have scripted up a generic response to be sent off.

We have also been recieving reports from all over Northern Um Lizaa of militants ceasing their operations against occupying forces. Well mostly all the militants..." He says softly, leaving the continued threat of the Um Lizaan Liberators unstated. "Have the security raids on militant holdings met with much violence?" Lidric asks, looking nervous at the prospect of having to announce yet more deaths of soldiers to an already upset list of mothers and fathers.

"The ULL have resisted strongly in the more remote areas, mainly along the North shore and East bank areas, continued rocket attacks on garrison bases and Public Securit Service HQs in the area. The ULLF are open to negotiations, seeing as the leader is being supported by much of northern um lizaa as their new national leader.

We are still intercepting all Communications going out of the area, many demanding international recognition of Northern Um Lizaa as a sovreign nation. We are keeping these transmissions within our own hands. We fear one or two might of slipped through some communications gaps but we've closed them down.

We are denying any and all allegations of mass graves being uncovered in some of the former prison camps in the northern areas naturaly. INN Is going live soon with official numbers of militants arrested and the dates for their trials and sentancings. You'll be expected to attend the trials and pass down sentance on them. Most if not all will be sentanced to death or interrment in a labour camp in Southern Um Lizaa.

The south for the most part is content to remain under our control, they are happy. We offer them food, housing and employment. IMC has tendered a contract which will open up a further million jobs for the Northern Settlements on gold and coal veins they've uncovered in the north. They're offering to ease our security issues by sending in their own security forces. They've also been successful in aquiring their requested claims in the neptune system so they are eager to branch out and request further administrative independance to begin colonising and setting up their interests on Nereid and the other claim they were granted." Muhammed says as he slides Lidric intelligence documents and papers bearing the Iraqstani Mining Corporate seal.

Nodding Lidric sighs and signs off on the requests by IMC before dismissing Al-sahaf and resting his head in his hands. Pulling his laptop closer to him Lidric sits up once more and returns to work.

Iraqstan is submitting itself and Northern Um Lizaa to the mediation of the NDA council in the hopes of reaching an agreement on unifying um lizaa within the national socialist Union.

It is my goal to end this conflict entirely and reunite the Union entirely as it once was. I wish to end the blood shed that has plagued my inherited nation for far too long.

"Majesty, you were just there. You can't afford to go back there now." Alec Tribeca tries to keep from wringing his hands nervously as he talks to the Emperor. He was not the sort of man to wring his hands nervously, but there were times when it was hard not to. This is one of those times. "There are matters of state that demand your attention --"

"That Ben or one of the other Ministers of State can damned well take care of," Treznor interrupts with a growl. "That's what they're there for. The rest can be handled remotely as before."

"Majesty, Iraqstan is hardly the safest place for you to be right now. If you were to fall to a terrorist's bullet or bomb --"

"The world will go on. I'm going, Alec. Don't argue any further. I may have helped kill his parents, but I'm damned well going to do my best to make sure he gets a decent chance. That shuttle better be ready to go when I leave the palace."

Alec sighs in resignation. "Yes, Majesty. Everything has been prepared as ordered."

"Good man. You know I don't like 'yes-men' so don't worry. I'm not going to shoot you for doing your job. But...I'm responsible for this mess if only in part. I'll do what I can to make it right. The Empire will continue in my absence."

"Yes, Majesty." What else is there to say?

"Has Nathicana responded to the message yet?"

"No, Majesty."

"Get her on the horn. Whether or not she shows up herself, we need to coordinate security between ourselves and Lidric's guard."

"At once, Majesty." Alec pauses a moment to determine if this constitutes a dismissal, which it is. He quickly turns and heads off to follow instructions. He will obey, but the Emperor wisely chose not to require him to like it.

Poor boy. He’s had a lot pressed on him through all of this. Granted, I believe he’s strong enough to weather it, but it won’t be easy. If only we’d had more time with him, perhaps …

Several things went through Nathicana’s mind as she read over the missives, the first and foremost however, being the inescapable fact that this was something she would have to see to herself. Protocol and a proper show of solidarity demanded it. Anyone less than herself could be seen as a lack of faith and support, or an insult. Given the shaky ground Iraqstan was on already, this was something she could not allow.

Their best hope for peace in Iraqstan – that was how she had referred to Lidric on several occasions. While she did believe in the boy, the fear that he too would eventually grow instable was something that weighed on her heavily. Carlos, after all, had not always been so … irrational. Had he? Granted, there had been signs, but she had always thought they could direct and guide, encourage him to if not relent, at least keep it quiet.

So much for reasoning.

When the call came from Treznor, she had already made up her mind, and let them know to prepare as usual for a joint visit with herself and the Emperor. Their teams had been doing it for so long now, it was almost second nature to address an operative from either while coordinating, and expect a similar response. She found it oddly comforting, and disconcerting all at once.

The proper arrangements were made within the Dominion staff as well, Calabrese and the Ministers being briefed on the situation, and what was expected of them in her absence. Communication lines were to remain open and accessible, though limited to Spook for anything of import or of sensitive nature.


Lidric,

Know that you have my support, and the support of the Dominion, most especially during this time of transition and need. Given time and effort, I am certain that even the most doubtful will be able to look further than Iraqstan’s recent past, and see the potential it has for the future.

I would be honored to attend and assist as I may in offering my mediation services to the talks currently going on. I hope that we will be able to help both sides find some common ground to build on. Reunification is a lofty and admirable goal, and I’m sure you realize that it is no easy process to embark on. Still, we will do what we can, and hope for the best. It’s the least we can do.

The slightly large and fortress styled embassy of the National Socialist Union of Iraqstan quite possibly the most heavily guarded structure on all of Unity Island was a bustle of activity as twice the number of Iraqstani Guard could be seen patroling the tight borders between the large concrete fences and the fortress/embassy.

At the checkpoint leading into the embassy the gatehouse guards snap to attention, their right arms stretched out before them in the traditional Iraqstani Salute, their voices crying "Sieg Heil!" As a column of military vehicles escort a sleek black limosuine into the fortress grounds.

Sitting within the confines of the limo Lidric looks out over the fortress with an expression of disappointment on his face. IT's a shame that even our diplomatic offices have the look and feel of a military operation. He thinks to himself, as he idly toys with the straps of his protective vest laying beside him on the seat.

Turning once more to the documents in his hands Lidric offers up a sigh and looks to the limo's sole other occupant an arabic man with heavy lines and an aura of sheer faith in the government. "Muhammed are you sure these demands are right? THey want full autonomy and the right to build a unified military? They must know we wont accept this.

Any weapons in Northern Um Lizaa must remain in Iraqstani hands, I thought you had explained this to the Chancellor?" Lidric asks, casting aside the report in frustration. "The unification talks are stalling before we even reach proper negotiation tables, with proper mediators. Now here we are a month into this cease fire we have terrorists attacking industrial complexes in southern um lizaa and a northern provence crying for blood and independance.

This isnt how I dreamed of taking over this Union." He mutters sourly as the Iraqstani Information Minister takes back the report and shakesh is head. "My reichsFührer unfortunately we are yet to come up with a middle ground with wich to negotiate from, at best the um lizaans are willing to accept the Union controling their government, but they want the same freedoms we grant Iraqsta-" He says cutting his comments short at a derisive snort from Lidric.

"Treat them as if they are racial equals to us? No Muhammed, we need something else..." Lidric says as the limo stops at the entrance to the Embassy and a tunnel of soldiers waits at his door, salutes held straight and disciplined all eyes facing the soldiers opposite themselves.

Sighing Lidric opens the door and steps out, returning the salutes as he walks quickly down the carpet and into the fortress, discarding the vest he had hastily put on in the limo and heading straight for the bathroom, whilst in the sitting room Muhammed Saeed Al-Sahaf the information minister moves to contact the appropriate parties on the RUling Council and to see if the mediators for the conflicted peace talks had arrived yet...

Treznor flips through the lists of demands, nodding sourly as various points make an impact on his conscious mind. Impossible demands. Unreasonable to an autocratic society, tantamount to democracy. Lidric can't accede to them, or he'll get mobbed by his own people and the NDA alike. Going it alone in the world is the last thing Iraqstan needs right now, but neither can Lidric treat them as...his father would.

The terrorists are a bargaining point. So long as they act freely Lidric can take the hard line to push back on their demands. We can support that; terrorism gets zero tolerance.

He settles back in his chair as the shuttle comes in for a landing. Through the window he gets a glimpse of his fighter escort flying detail, the swept-back wings briefly blotting out the setting sun.

I'm not likely to elicit much good-will among them. I've been Carlos' staunch ally for too long. I have to be the stick. The Dominion will have to use the carrot. She can play the Triumvirate card, citing their more liberal policies. The fact that the Triumvirate has no authority here is irrelevant; it's a sword that cuts both ways. Lidric can't be allowed to forget that there are very powerful people with very big guns who would like to see Iraqstan...pacified.

The big problem is the racial card. The Quil'rayas have been playing it for too long. Everyone is buying into it now, including the Um Lizaans. There's no way they'll integrate their societies so long as they insist on racial segregation. Too many excuses to justify whatever horrors they choose to commit. We've got to figure out how to dismantle that attitude without appearing to meddle.

He feels the shuttle touch down gently and hears the shuttle crew rush to prepare the way for his departure.

We'll have our work cut out for us.

Nathicana had her own thoughts as she walked through the conference room for the fifth time, making sure everything was as she wished it. This wasn’t going to be an easy meeting, for many reasons, still, she hoped that perhaps she had a solution that might assist in eliminating at least some of the tensions.

She hadn’t discussed it with anyone yet, preferring to introduce it to all at the same time, in the hopes of getting more ‘honest’ responses. What she had in mind was yet another proposal without precedent – as was this entire discussion, to be frank. Still … desperate times, she supposed.

Pouring herself a glass of ice water from the available pitcher, she sat quietly in her seat, taking the opportunity of a quiet moment to finish gathering her thoughts, and pondering her plan of attack.

"Systems ready, Arkhora. We're good to go."

Rene nodded, settling back in her chair, and called up her DNI systems. Icons and charts appeared overlaid on her field of vision, shunted into her sensorium by the implants on her optic nerves.

"Go," she said, and various screens and cameras flickered into life. They transmitted and received information far distant, on Unity Island; there was the back of Suko Arvany's head at the bottom of the screen, and beyond him the other assembled delegates and leaders. There were the Emperor Treznor and the Dread Lady, who had shouldered most of the burden of dealing with the elder Quil'raya while the Greater Ascendancy had been studiously distancing itself from that problem in the nest.

And the younger Quil'raya, of course. He was a good decade younger than she had been when she'd assumed command of the remnants of the Commonwealth and become Lady Protector, and thus still malleable to some extent. Only time could tell what would become of him.

Rene was hopeful, though; Lidric's coup had removed an unsound government, and might lead to a sounder one in the future; or at least to a saner one.

"Good afternoon," she told them, and nodded politely to the assembled room.

Walking in followed by a general and an aide Lidric nods to Nathicana and then to the Tsarainese present. Taking seats with Lidric in the center of the trio the Iraqstani group converse quietly to themselves for a second before Lidric turns to Nathicana. "Your majesty, I trust you are well." He says quietly before turning to a door as it opens and in walks another man.

Glancing no more like glaring at the Iraqstani delegates General Ibrahim bin Fahid takes in the rest of the so far gathered NDA members with a brisk nod before seating himself as far from the Iraqstanis as possible.

"I would like to first ask, whilst I am submitting Iraqstan to a review by the NDA I would request that such a review take place after we end negotiations with... Well I request that certain individuals not be present during the review and it's proceedings as they are not members of the NDA." Lidric says pointedly doing his best to ignore the presence of the Um Lizaan general who's entrace caused muffled curses and racial slurs to be slung from his two companions.

Leaning back in his chair slightly Lidric stretches his legs waiting for the others to arrive.

Nathicana rises to her feet to greet those coming in, nodding and smiling to Rene, then turning to address Lidric.

“Good to see you, Lidric,” she replies, still smiling. “As well as can be expected, grazie. General,” she says to the Um Lizaan with another nod of recognition. “I believe that considering the circumstances, it would be wise to assist with the mediations first, and deal with internal matters after, as Lidric has suggested.”

Looking around at those assembled, whether physically present, or attending via the vidlinks that have been used for such purposes before, she waits for everyone to get themselves settled, then assumes what those familiar with her would recognize as her ‘game face’ – calm, cool, and slightly imperious.

“I hereby call this meeting to order. We are here to assist with negotiations and mediation between Iraqstan and the Um Lizaans. As such, if the Iraqstani delegate would please begin the discussion, followed by the Um Lizaan delegate, so that we might get the facts on the table, I believe we can get started. Lidric, if you would take the floor?”

Nathicana sits back down and reaches for her ever-present glass of ice water – appropriate refreshments having been placed around the table at proper intervals for those wishing to partake. This should be … interesting.

Here goes Lidric thinks to himself as he looks to his right at the Iraqstani General and cleras his throat. "As many of you know, recent activities by terrorist factions in Um Lizaa have caused severe damage to Iraqstan herself, resulting in a major change of policy regarding the reich's movements against the nothern province.

Whilst it has reduced our efforts in quelling the rebels we have not been deterred from our quest to re-unite Um Lizaa in the Iraqstani Reich. Our requests and they are requests not demands since we feel the militant factions would be too arrogently displaced to accept demands are simple.

Northern Um Lizaa will accept our offer of reunification and pledge loyalty to the Reich and the Fuhrer. Furthermore they will accept Iraqstani military presence as both a security and safety force to be replaced later by the Public Security Serive and their special tactical squads for counter-terrorism.

The militant groups Um Lizaan Liberation Front and the Um Lizaan Liberators will disarm and disband or I will be forced to continue targetting militant strongholds to defend my country and people from the dishonourable actions of those who seek to kill as many as possible.

On a political scale Um Lizaa will be a united provence with it's own reich govenor who will answer directly to me, the provence like many in the National Socialist Union will be granted authority by the reich to pursue their own agendas with the best interests of the Union as the major concern.

Political and Law deciding matters will be handed directly over to the reich office and the office of the ReichFührer. Military power will remain solely direct authority of the Reich Generals in Iraqstan. We are prepared to negotiate but only on some points, for instance um lizaa arming itself will never be accepted by the reich. We also will refuse to give up political control in favour of an autonomous city-state which could see it's way to defying Reich law and arming itself in the hopes of continuing this blood lust of terrorism against Iraqstan, which will force me to respond militarily and defend my people and motehrland with all due force."

Sitting back Lidric motions that he has finished and looks to the Um Lizaan general whose face resembles a very angry tomato. Shaking with anger the General looks at Nathicana almost pleading her to lash out at her own ally for his arrogence.

Shaking his head and sighing in resignation the Um Lizaan general turns back to Lidric and clears his throat. "Unfortunately mein Führer" He says this with absolute venom "But the People's elected government of Um Lizaa cannot and will not bow to such tyranical terms. We have the right to defend ourselves, and we wish to be recognised as a sovreign nation.

In such we offer our own demands for agreement, the total surrender of control of the northern um lizaan province to the ULLF who will be led by me and a general assembly of democraticaly voted in members of parliment.

We expect our right to defend against both domestic and foreign hostilities by rebuilding our own armed forces and moving away from rebel and guerilla warfare. The national socialist union will retain control of the southern half of um lizaa since they have never seen fit to join our uprising but we will refuse any and all demands made by the union to unify under a reich government.

We have fought too hard and too long to give up our freedom as little as it is, if we were to surrender you would not be able to hold the north without deploying your entire offensive army as an occupation force which would leave you weakened against your other enemies.

In such I make a request to two of your allies, both members of the Triumvirate, I would request on behalf of the free peoples of Um Lizaa that we be recognised as a sovreign nation and peace keeping forces be deployed to defend against unwanted.... aggression by our esteemed neighbours.." He finishes this with another pleading look to Nathicana before turning back to Lidric "There are our terms ReichsFührer..." He says with smug finality.

Lidric for his part, sits calmly his face almost blank, other than a twitch in his cheek at being spoken to in such a manner, turning to his aides he speaks rapidly and quietly in Iraqstani, their attitude going from calm to barely restrained anger as they begin to argue more loudly between themselves.

"Enough, this isnt the time or place for this." Lidric says quickly, his hand smacking the table in anger before nodding in apology to the others present. "Forgive us. The Union is.... willing to relinquish some control over the north, for instance we are willing to permit you to rebuild your civil police force but again it will not be authorised or permitted to use anything more technological than a baton."

Treznor frowns and shakes his head. "I think it's important to focus on the fact that we're sitting here now, talking and discussing options. You've both laid out your positions, now let's see what we can do with it.

"The matter of international security can be as simple or as complicated as you choose. Iraqstani military strength is well-known in the world, and the ability of our Joint Forces to respond and deploy in a matter of days should serve as an excellent deterrent against to any who would choose to take advantage of a perceived weakness.

"Iraqstani control of Um Lizaa is, however, an established fact. Under our mandate, the NDA is bound to recognise national sovereignity and will accept no police-keeping duties in this region. That's where we stand. We're not here to take control from anyone. We're here to encourage you to take control of your own destinies, and to help you figure out how to do that."

He pauses to take a drink from his glass.

"Um Lizaa is being granted an extraordinary opportunity, one that hasn't been seen in an age. I think it's important to remember that this opportunity comes through a desire for a change for the better, not because of coercion. I believe that with the help of Iraqstani support, the people of Um Lizaa can peacefully build a new life with the promise of hope and prosperity. I believe that under an era of cooperation between Iraqstan and Um Lizaa, you both can achieve greatness that your forefathers only dreamed of. The burden is on you, now, to take this opportunity and make the most of it. So please, let's not begin with shouts and demands. Let's discuss how we can come together."

Nathicana sat quietly as both parties made their statements with the same calm, emotionless expression, regardless of pleading glances or meaningful looks. Her only obvious reactions were to take notes on a datapad, or to take quiet sips of her water. Of course this wasn’t going to be an easy road, but at least they were here, and talking – somewhat.

Treznor’s response elicited a quick glance, but no more as she continued to listen thoughtfully. Sovereign right. She hadn’t thought something so simple would develop into such a complicated mess. Of course, she had her own opinions about the matter, being more than a little ‘distressed’ at the turn of events in Iraqstan, and the actions taken by Lidric’s father to deal with them. Unfortunately, much of that by necessity had to remain private, for the greater good. There always alternate ways of dealing with things quietly if there was a need, after all.

But this ... this required some direct actions as well. Perhaps some unprecedented ones.

“Indeed, national sovereignty has been one of our base tenets, and not one I envision us forsaking. Emperor Treznor is correct in saying that it is not our interest to take control from any one of our member nations.” She paused for a moment, raising one hand slightly.

“However, it is in our interests to assist our members in times of need, such as this. Iraqstan has offered Um Lizaa equal standing within the empire, and autonomous operation within it – something, as noted, which is unprecedented in the history of interaction between these two entities. On the other hand, the Um Lizaans harbor an understandable concern given past difficulties for their own safety in such an arrangement, with a desire for complete independence. Given the ample mistrust and animosity on both sides of this that have developed over the years, perhaps there is another option to assist in whatever transition the two parties agree to.”

“Since there are understandable concerns on both sides in regards to defense and the deterrent of terrorist or retributive strikes, what would the representatives say to the possibility of a neutral joint forces presence? Granted, this has not been discussed prior to now, nor would it be a long term solution. Until there is enough time for some measure of trust to be rebuilt between the two groups, one would thing something to bring a measure of assurance to both sides needs to be implemented.”

To say that Treznor has history with the Dread Lady Nathicana would be an understatement. Describing their experiences as "life and death" would be accurate, but wouldn't begin to encompass the things they've been through together. It can therefore be safe to say that he knows Nathicana as well as anyone can. It doesn't stop her from catching him by surprise now and then.

The surprise shows briefly on his face before he schools himself to passivity, hoping no one has noticed. He remains silent, other than to take another drink of water.

Eyes flickering surprise briefly Lidric looks at Devon and Nathicana quickly before tilting his head to one side and listening to the whispered opinion of an advisor and frowns.

"What else do you think they could mean? I'm sure they dont want to land forces and then take it over entirely, that would go against everything the NDA stands for and would give us reason to react in ways which would be very Iraqstani... that could also be what they are planning to do, to further give evidence to have us expelled from the alliance but... no. I trust them we will see more of what they want." He whispers back in response, the barely audible Iraqstani possibly confusing a few but mostly understood by only the um lizaans present.

Looking accross at the Um Lizaan Lidric clears his throat and begins to speak "What sort of joint force are you thinking of your higness? Security wise, Iraqstan would welcome the added presence of those willing to ensure no militant actions take place against the governing forces. If you are expecting Iraqstan to withdraw entirely and be replaced by an NDA operation I must ask your intentions in doing so because it is of the opinion of my comrades that this could be a move to isolate and occupy a thorn in the side of the NDA.

I am open to hearing more on this idea and to also laying to rest the concerns my comrades and advisors have about this suggestion as well as continue to push our offers we've previously made to the um lizaan general to allow them to run the nation as part of the union and have a security force but... I must stipulate that arming the um lizaans would most definately mean another generation of blood shed and violence in a region where war has been far too commonplace." Finishing he nods to his advisors who nod their approval and looks back over the gathered people waiting for any responses and hoping that there is no double dealing going on behind his back.

“The joint forced I would be suggesting are NDA joint forces, under the control of the Council – which implies that no one nation would have sole control of them. I would further suggest that a committee comprised of a representative of any concerned alliance member act as an oversight, to ensure that no liberties are taken that ought not be, with their observations and findings being open to the joint Um-Lizaan/Iraqstani panel as well. Granted it may sound top-heavy and redundant, but it ought to be sufficient to comfort all parties concerned in this. Let me be clear in stating that any such forces would be in place only as a buffer, and a peace-keeping force. There is now, and will never be an interest in taking over allied territory for alliance purposes. If there are concerns about the nationality of any of the joint forces thus suggested, that too could be quietly adjusted to the comfort levels of both sides.”

“Our intentions as stated, would be to provide a temporary solution, not an occupation, and only for so long as the Iraqstani and Um Lizaans would see it as beneficial for us to do so, while they continue to work out an agreement between them,” Nathicana stated clearly, her gaze shifting between the representatives of the aggrieved parties.

“Lidric, this is your matter to resolve, and we recognize this. We also recognize that in several areas, you seem to be at an impasse. This suggestion is merely to offer a temporary opportunity to take the time you need to discuss without the additional pressures and currently problematic issues that are causing a good deal of the difficulties in moving forward – no more, no less. Our intentions are to assist in relieving some of those pressures until such time as your two peoples can do so in a manner that satisfies both to one degree or other, or until such time as we would be asked to withdraw, for whatever reasons. I realize it is unusual, and that there is no precedent for it, aside from the joint holdings on Io, which were at the request of our allies there as well, and as time has proved, we have not become taskmasters or power-hungry concerning it as a result.”

“Unless there is strong opposition from the alliance concerning such an offer, I would say it is a valid solution until such time as a better can be found between you - if such a line of reasoning would be acceptable to both parties?” Here she arched a brow questioningly, settling back in her chair and taking a long, slow sip of her ice water, quietly giving them time to think it over.

Listening to Nathicana Lidric's eyebrows arch slightly but quickly silences a rebuke by his companions with a flick of his finger. Nodding thoughtfully Lidric speaks "I would be correct in assuming that whilst these peacekeepers operated within the area there would be a zone of control that they would have? I am thinking perhaps a for lack of better word a demilitarised zone between Northern Um Lizaa and Iraqstan." He says, looking thoughtfully at some notes he had been writing for a moment.

"Of course, security matters involving Iraqstani held zones would remain in Iraqstani hands, I would gladly welcome the NDA forces in none the less, for aslong as it requires for the northern people's to come to an agreement with the Reich." He says whilst looking over at the Um Lizaan General and nodding "Of course this depends upon our um lizaan counterparts being willing to end their senseless bloodshed..."

For his part the Um Lizaan General ignores the last barbs thrown at him by the Iraqstanis and addresses himself to Nathicana "This would be a welcome change to the heavy handed tactics and 'security' used by the Reich in handling affairs, as a sign of good faith in continued negotiations it will become the utmost importance to the People's elected government to reign in the militant groups operating within our borders how ever it would be expected of the Iraqstanis to cease their illegal claimings of land along the borders." As he says this he looks over at Lidric with nothing short of hatred in his eyes before turning back to the rest of the NDA "It would ease the people's um lizaa if there were no Iraqstani soldiers within this peace keeping force as that would result in unneeded violence against these forces by militants." Finishing he looks over the gathered people and shrugs "It all depends upon how willing the reich is with it's negotiations to end a conflict that has seen it murder millions in it's continued stance of racial purity."

Muttering something about blatant lies the Iraqstani General stands and storms from the room, his opinion stated quite clearly in his lack of respect for the people. Glaring after him Lidric nods to his other aide who bows and leaves the room "Forgive me, but... the general has some miss trust for the NDA in some areas and would prefer the matter of Iraqstan and her territories be kept internal... he will be disciplined for his lack of respect and proper military attitudes here." Lidric says coldly before motioning for the others present to give their opinions of the suggestion.

Well, that could have gone over much worse … I think. Maybe? Il dio, what are we getting into?

Nathicana simply nods at Lidric’s apology, waving one hand slightly to indicate he shouldn’t worry, not drawing any more attention to the Iraqstani General’s outburst.

“I think a clearly-defined zone would be a good idea, yes – one that would be large enough to serve the purpose intended, and small enough to be properly patrolled. I would also expect nothing less of both sides of this situation to honor their agreements, given their desire to come to an accord, and promote more peaceful relations.” She offers this last with a smile, yet a slow look at both Lidric and the General. This was not an offer she was prepared to enter into lightly, but could see no other solution for it.

“Given this, despite the longstanding animosity between the two, perhaps it might be useful to make an honest attempt at refraining from inflammatory accusations and reiteration of the grievances each side has with the other while we attempt to hammer out the details – so long as all are in agreement, of course. All in the interest of moving forward. After you have all come so far, and gone to such effort, it would be a shame to see it wasted on account of hasty words.”

Whilst the Kingdom's representative hadn't felt the need to interject during the course of the Iraqstani and Um Lizaan posture and counter-posture, she had been quietly observing, the talents of a natural diplomat meshing with suggestions from CentGov to create a rather interesting whole.
As the Dread Lady prods the two warring delegates towards some sort of concrete commitment to the agreement Tamurile finishes her internal considerations, and dispatches a quickly drafted missive to Nathicana and Treznor's respective personal message setups:

In order to stick with established lines of authority I'm asking to funnel my suggestions through your Excellencies' selves. We've got a sort of counter-proposal, or a continuation of the current one, depending on it's success.
The idea is that you attempt to persaude Lidric to allow you to remove the Um Lizaans to Sslaa 4, to establish a rather unique Dominon-run protectorate, improving both their living conditions and your political and, eventually, economic standing. We know it's a costly and probably long-term solution, but based on the sort of obstreprousness we've seen from Iraqstan in international diplomacy, internal struggle and even within this meeting, it's the Kingdom's evaluation that any N.D.A. peacekeeping force would be unsuccessful in keeping the two groups apart in the long-term, whether in the face of Iraqstani intransigence or Um Lizaan provocation.
Hence, our suggestion. It not only exposes us to much less Iraqstani internal rhetoric, but also does the following:
1. Improves N.D.A. standing in Trium eyes, we're allowing the Um Lizaans pseudo self-determination, something that gels nicely with the Wilsonian ethos of the Yutties' primary motivators.
2. It negates the problem of contra-terrorism by Um Lizaans on their old homeland, as well as removing them from the Reich's reach, given the Dominion control of both transit to and activities on Sslaa 4.
3. It turns $number of dis-affected and idle "Iraqstani" into productive and hopefully motivated citizens of the Dominion, allowing us to negate the political "weakness" humanitarian efforts like this may show those thinking in that manner, with a nicely profitable reason for it.
These are the main reason, we're sure you can devise others. We've also got suggestions for convincing Lidric of the idea's merits:
1. It decreases the time foreign forces spend on his soil.
2. The Um Lizaans "polluting" presence is removed from both the Reich and it's rather shallow genepool even quicker than the Iraqstani can kill them.
3. The draining guerilla war ends, allowing the Iraqstani to move forward with their efforts elsewhere.
4. If we skew the data right, it may be possible to convince the conservative members of Quil'raya's court that dispatching the Um Lizaans to Sslaa 4 is actually a worse fate than anything they can devise, allowing Lidric to gain some political capital.

An ancient bus bounces along the remains of what was once a main road between villiages it's seating capacity of thirty full and the standing space doubled to hold another 20 in bad conditions the bus is to put it lightly over loaded. The ruined road torture for those sitting and standing in this vehicle.

The view from the windows of the bus shows trees stripped of bark, huge craters for artillery, the burning remains of cars dragged off the roads by advancing Iraqstani forces or retreating forces nobody really knows anymore, all they know is the area was once a lush forest now it's a mud crater dotted hell hole and controled by outsiders.

The single crack of a gunshot silences the soft talk in the bus a second stops the bus quickly, causing a few people to stumble forward into the backs of other passengers. A door is pushed open and the harsh words of an Iraqstani soldier cause many to whimper in fear. Outside the bus walking down from the surrounding forested hills comes a squad of Iraqstani soldiers their uniforms identifying them as Iraqstani Guard, their IMC pulse rifles showing who they are being supplied by.

Another sharp order and the bus empties the driver held to his seat by a rifle pointed at him from outside the bus. The women, and children are divided away from the men and lined up against the side of the road six soldiers stand infront of them their rifles held ready. The men are herded to the back of a troop truck and forced to climb in their bodies badly bashed by soldiers.

As the truck drives off the men in the back can do nothing but watch as the soldiers take aim and in response to a shout from the officer in charge open fire, the crackle of guns firing is all they hear as the women and children collapse like rag dolls under the barrage of bullets.

Soldiers rush forward and drag the bodies from the road as another truck pulls up and unloads a group of Um Lizaans all carrying shovles and monitored by more Iraqstani Guard. These men run to the side of the road taunted and kicked at by soldiers who sneer at them and verbaly abuse them in the native tongue of the prisoners.

Taking the shovels the men begin to dig a deep hole big enough to hold the bodies of twenty people if one was to look a bit more closely at the surrounding area one would see hundreds of these quickly dug graves, mostly marked by newly planted trees others by the frozen limbs of victims sticking up from the ground...

Finishing the hole the men push the bodies into it and begin the hard mentaly damaging task of burying the women and children of their country the one unifying thing of this large graveyard of victims.... All those buried are women and children a systematic extermination of those capable of breeding in this area, another step forward in racial enlightenment and eliminating the racial defects of Um Lizaa.....

A quiet blip from her handheld catches Nathicana’s attention as the others mull over the offers currently on the table. One brow arches up slightly as she scans the unexpected missive that manages to find its way there.

Curiouser and curiouser … a protectorate? Granted, we have the space, and it is far enough out of the way, and isolated enough as to provide a healthy buffer … damn right it would be costly. Perhaps some of the general fund could help offset the burden. Hrm …

Of the downsides, she could immediately see several. One of course, being responsible for an Um Lizaan protectorate. Another, the distinct possibility of a growing animosity from Iraqstan on account, as had happened with the Shogunate, alliance ties aside. Lidric was not his father, true enough – but the possibility remained. The cost, the logistics, the preparation for housing them, all were factors.

And then there were the benefits, already noted by Tamurile. She wrinkles her nose slightly. It would be the … humane thing to do, all other concerns aside.

Perhaps that was a point she could use to her advantage. Sslaa might not appeal to everyone. In comparison to the other Dominion holdings, it was a harder life. Which, given Dominion preferred standards of comfort, wasn’t saying much. A brief request for tentative permission and support is sent out to another good friend, knowing the heart of the matter would appeal at the very least.

Some time passes before a positive response comes back, acknowledging that the proposed arrangements for possible Ring location on Dominion lands would be acceptable.

Ah, bless you Fuzzy. Most excellent.

Another message is quickly typed and sent back to Tamurile with both thanks for the suggestion, and an acknowledgement that such a thing might be possible, if all parties were amenable to it.

Clearing her throat gently, Nathi breaks the relative silence. “It occurs to me that there is another precedent which we might take advantage of, if some further easing of tensions might be needed as incentive.”

“It would seem that a good many Um Lizaans are dissatisfied with the position they currently find themselves in. In addition, a good many Iraqstanis are dissatisfied with having the Um Lizaans being where they are as well. If perhaps an alternative location were offered for … relocation?”

Raising an eyebrow Lidric leans forward. "Please tell me the details of this.... relocation..." He says softly, his expression one of interest. First it goes from simple peace keeping into moving them away... and they say they dont want to become too involve. He thinks to himself almost ruefully a slight smile playing over his lips.


For his part the Um Lizaan leader looks shocked at Nathicana before muttering faintly in arabic before clearing his throat. "I would listen to this, but please note we of Um Lizaa would be hesitant to once more be forced to leave our lands as has happened in the past.... We have fought and died for too long to abandon our mother country just yet.... but please tell us all this plan so that we might make our decisions as for all I know it might just prove to be the needed step to secure our freedom in um lizaa itself...." He says politely, his gaze holding Lidric's firmly before looking away.

Nathicana continued to speak carefully but firmly when she replied. “I happen to have at my disposal a couple of viable options – one for the more adventurous-minded in our Nuova Toscana outpost, where I could guarantee the opportunity for fully compensated work for those up to the challenge, whether it be in the shipyards we have there, mining resources, building the colony further, and so on. The other would be with Kronos One on the Ring, also with opportunities to find work and make a living for oneself, with perhaps less challenges than comes with the first option.”

“As stated, this is being offered as a possible alternative for those wishing it, a precedent having been set with those who currently reside in the Shogunate,” she said, watching both the Iraqstani and Um Lizaan reactions closely. “This is not intended as a complete relocation of the Um Lizaan people, only another possible option to look at in an effort to both assist, and reduce the current pressures, if so desired.”

Sitting silently Lidric contemplates the idea honestly looking at it from both a political and military standpoint. If we moved them off world we could colonise and decontaminate the northern half furthering Iraqstani settlements but at the same time we run the risk of polluting our blood by living in such a corruptable enviroment. Are his thoughts as accross from him the Um Lizaan General looks almost shocked.

"You are suggesting we give up all the blood and souls we have lost fighting for our right to live as a free nation! This compromise goes against all we have fought for!" He says angril before slouching forward "But in some aspects it would be for the best I think.... our young children growing up in such war torn areas. Some know more about rifles than children their age should ever need to know.

Infact some are better than most soldiers when it comes to defending their homes... No thanks to those at this table" HE says softly glaring at the Iraqstanis openly before continuing. "If you could ensure that when the moment of truth has arrived and um lizaa is a united non-iraqstani nation then perhaps we could return our children to their homeland and begin rebuilding what we have lost in the centuries of slavery..." Nodding his approval the General leans back his face ashen with fear at having to tell millions they must give up their chldren for the good of the nation once more.

Lidric for his part shakes his head. "No it would be the same as saying we forgive these terrorists for all the women and children they have slaughtered in their blood lusted drive to erradicate the racial supremacy of Iraqstan.

Re-unification of the nation under the Reich is the best course for these people. Under the reich they will be granted security and protection from further corruptions. They will be given the bonus of being defended rather than invaded by the Iraqstani military.

Look at me General and tell me you would rather divide the nation along the wall of purity than see that wall dismantled and unification accepted. Unification of a true Iraqstani state. Would you rather more blood shed than peace and security?" Lidric says almost earnestly his hands gripping the table out of either disgust for saying such things or sheer desperation to keep control of himself....

Nathi takes the General’s impassioned response in stride, not a flicker of emotion betraying her initial irritation.

“I am suggesting an alternative for those who might choose it – no more, no less. No one is suggesting that anyone who might wish to take advantage is any less a man for it, nor that they are traitors to their people for wishing perhaps a better chance, or at the very least, a different one to what they’ve had previously. Any other concessions for return would have to be agreed to by both parties.”

As for Lidric’s response, she chooses to be silent, waiting instead for the General to respond. Unification? She hardly saw how such would be possible, all things considered. There were some days she almost wished the Um Lizaans had all managed to be eliminated, or better, that they had all taken the Shogunate offer to relocate, hence ending the constant headache of the whole goddamned mess. Uncharitable, yes, but there it was – the one thorn in the side of the alliance.

Somewhere in Um Lizaa

The motorbike broke through the 100 mile per hour limit without breaking a sweat. The man sitting on it was not the kind of man you normally see riding a powerful off road bike. Rather, it was a black-clad man, wearing a long jacket that flew in the wind, showing a talit underneath it. He wore a kippa, too, and the long black beard and peot that are proper in any Jewish man, and particularly a rav.

This man was indeed a rav – rabbi Mordechai Peretz, from Allanea. Despite appearances, he was not here on an issue of religion. In his saddle bags, he carried two sets of tefilin – one, a real set to use for prayer, the other, a mock-up. Inside the mockup were not scrolls with the Holy Word upon them, but rather an important message for an Um Lizaan official that he hoped would be amenable to the offer.

Dear Sir!

We know of the plight of the people of Um Lizaa, and their long sufering at the hands of the foul, disgusting murderers that inhabit Iraqstan. It is not important for this message who we are – suffice to say we are a group of concerned Freemen of Allanea, and that we are capable of sending at least a little help.

If you consent, we are able to arrange for a handful of volunteers to come to Um Lizaa, with their weapons and gear funded by us. If you will find their services helpful and their conduct sufficient, we will then arrange for more volunteers to be sent by our fellow groups.

Please respond to this message as soon as possible.

Allow us the right to keep a small force of armed police to maintain security and we might consider this deal. Other wise we must accept the offer of a DMZ and some what peace keeping force in order to keep Iraqstani Encroachments to a minimum... We are willing to negotiate. I do want to see Um Lizaa unified but I want to see it have a chance of not being annihilated by some unthrottled General who thinks we've offended him." Is the General's response to Lidric's questioning. His own demands almost predictable.

Shaking his head Lidric sighs "I cannot authorise the re-arming of Um Lizaa in anyway. To do so would invoke much conflict on all sides of the equation. For now I think the only resolution we will get is the acceptance of this DMZ and peace keeping force. If it is agreeable with all parties I would like to propose the DMZ be set up about 1km north of the wall of Purity. That is an object that must remain in Iraqstani COntrol to ensure we are not further attacked by the um lizaans.

I would also like to factor in a deal in which the General here exerts some control over the militant group that refuses to honour all cease fire terms. I'm speaking about the ULL group who continually bomb and sabotage relief efforts by Iraqstanis in the north and south."

"I will see what I can do ReichsFührer but I too accept the proposed offer on hand. I trust we will return to a negotiating table some time in the future with more success..." ARe the final words as the two parties fall silent, one staring at the desk the other smiling in almost triumph at having secured his nation's existance for the time being...

There were some things that neither time nor effort would ever heal. It was fairly certain that the situation between Iraqstan and Um-Lizaa was one of those – still, as a responsible ally, with a vested interest both personal and professional, an honest effort at least had to be made before succumbing to the inevitable.

Once a semblance of accord is finally met, Nathicana breathes a very quiet sigh of mixed relief and vexation.

“I know this has not been an easy step for either side, and I want to thank you both for making the attempt to move forward here today. It shows great character and strength to do so. Let me assure you that your allies in the NDA will not fail you in our agreed-upon task in assisting, nor will we attempt to do anything more than what we have stated. Our only interest is to see some semblance of peace come between your two peoples, in whatever manner will be most widely accepted on your respective sides, not to dictate, nor to annex,” she states calmly, but firmly.

“For our parts, we will begin to gather volunteers for the peacekeeping force, keeping both the Um-Lizaan and Iraqstani representatives apprised of our progress. Upon agreement from each, we will then coordinate in getting said forces deployed. I am hoping that clear borders can be established to avoid any unfortunate misunderstandings, and trust that each side will realize that until word reaches everyone on both sides of this equation, that the possibility of ‘accidents’ remains, and will be dealt with accordingly.”

“In addition, in keeping with our previous offer of sanctuary for those wishing it, arrangements will be made, and opportunities laid out as stated. With permission, transports will be prepped and made available at our expense, to bring those people desiring relocation to the places we will have set aside. All reasonable efforts will be made to be as accommodating as possible, up to and including preferences for which locations are open, as a first come, first served basis.”

Nathicana gestures to one of the aides who has been busy in and out of the chamber on various tasks. The young man steps forward with several copies of an official-looking document, and hands them with a brief bow to the Imperatrice, who then lays them out on the table in front of her.

“If we are indeed at an agreement, I would suggest that we formalize these arrangements as laid out here. Please feel free to peruse the documents – I believe you will find they contain no more and no less than has been discussed here, and hold spaces for the signatures of both Iraqstan and Um-Lizzaa, as well as spaces for witnesses below. As a gesture of good faith, and civility, gentlemen?” She gently slides the documents across the table to the aggrieved parties.

Nodding both men look at the papers infront of them. The Um Lizaan general signing it after a quick read through his face showing less signs of stress now that an agreement has been made.

For his part Lidric remains impassive, the looks of absolute fury from his comrades beside him all but ignored as he signs the documents his hands betraying no signs. Signing the document he pushes the paper away from him and mutters softly to his comrades "This is not up for discussion. I am your führer. You will do as I say." and the men simply nod their fury still showing.

Looking to the General Lidric extends his left hand to the General and smiles thinly. "In the hopes of further peace and stability. I thank you for your time." Is all he says as the General nods and shakes the young man's hand the first symbol of hopefully peace....

LEaning away from the table one of the men begins mumbling into a phone his voice shielded and soft enough to avoid the ears of his leader. "Withdraw all but the sleeper cells. I dont trust this treaty and I know they will try something. Ensure we can pressure mein führer if we need too. A revolution if need be." He says before hanging up.


Somewhere in Um Lizaa

A single patrol of soldiers marches through the burnt out ruins of a villiage their uniforms non standard their discipline more militant the symbol of the Iraqstani Guard sits on their right shoulder, on their left the Iraqstani flag and a Swastika arm band the soldiers of the elite. They make their way through the town single soldiers breaking off and firing rounds into fleeing citizens, women, men, children all of them are targets the final acts of extermination by a withdrawing force.

Overhead attack craft and dropships fly about their weapons firing sporadically into sections of jungle and townships eliminating stockpiles of weapons confiscated from rebels and militants gunfire and explosions still echo in the distance, a true cease fire will obviously take days to come about but the violence is lessenning.

AS the group of Iraqstani finnaly reach a secured landing zone they board their dropship and glance back at the devestation all of them grimmly aware that they are leaving a war that has lasted too long and left many comrades dead. All of them mutter praise to the Führer and the fatherland all of them bow their heads in memory of friends lost......
