The Galaxy is a dangerous place. Pirates abound in the Void of Stars, imperialist nations are scattered throughout the Black, and petty squables grow exponentially until entire Galactic Quadrants are engulfed in battle. The small nations band together against the large ones, the large ones obliterate the small ones, and nobody is happy. Even those who initiate the wars never get what they want, unforseen dificulties always sour the better aspects of combat.

But what would happen if, instead of random combat with everybody clawing at the others throat, the many inhabitants of the Galaxy worked together to counteract the many threats? If the small nations worked together with the larger ones, all making sure that the Peace of the Milky Way is preserved? Now we shall find out!

The Interplanetary Defense Pact shall work to keep the peace of the Galaxy, and to make sure that our member nations shall not be derailed from their paths to prosperity.

Articles of Defense:

Article I:
No member shall engage in hostile military actions against another

Article II:
Any assualt upon the territory of a member shall be repelled with all necessary force by the other members

Article III:
When necessary to enter another members territory, as per Article II, the owner of said territory shall permit the passage of all necessary military and support vehicles and forces

Article IV:
During peacetime, all members shall allow a military base to be constructed upon their territory by another member of their choice (size and position of said base is to be determined on a case by case basis by the members involved)

Article V:
If an attacking force is defeated, as per Article II, yet does not indicate that it shall restrain itself from further attacks then, by a 2/3 majority vote, the Pact may commence offensive actions against said attacking nation

Article VI:
A portion of each members military force shall be available to be used in offensive engagements as per Article V

Article VII:
Any member may propose a change to these Articles, with a 2/3 majority vote officially instituting it as Law amongst the Pact

This Interplanetary Defense Pact, with the above Articles hereby instituted as the official constitution, is now open for Membership.

Well, I think we should make a few more articles. First of all, I don't believe this treaty should be used in a manner that supports war mongering.

I have to go now, but will post in more detail later today.

How could it be used to support warmongering? The only time we may embark upon an offensive is when a member nation was already attacked upon his home soil, and even then only with a 2/3 vote.

In that situation all the Alliance would have to do is defend the ally. We only attack (and thus be in a position to obliterate the enemy) if that nation keeps attacking, and then only with a 2/3 majority vote. If the attacking nation truly has ben goaded into the fight, and did not wish the fight to begin in the first place, then wouldn't he/she stop attacking after we force them out of our members territory?

Northrop-Grumman, there is no real political structure. There's no leader or ranks. Any member may propose a change to the Articels and the Pact will vote. A 2/3 majority vote either way will pass or fail the proposal.

Point taken. I guess I'm just a little wary about these mutual defense treaties because I don't get into wars easily.

The Palladian Technate is very interested in this alliance. Though we do not like getting involved in many military conflicts, we are more than capable of doing so and would like to do all we can to promote peace in the galaxy. I see no outstanding problems with the articles of the alliance, and would like to join immediately if the existing members deem it acceptable.

A proposal for the Alliance, if you choose to admit my nation:

The Technate has been planning to construct an "Interstellar Highway" system for some time now, which is a series of interconnected gate-like stations that would be put in various star systems. With only three systems under our control, their construction can't be justified. However, the alliance has many systems, all of which could benefit from such a thing. The main strength of the Interstellar Higway is its energy efficiency, no longer does every single spacecraft need a big engine to move around, just fly into a gate, choose a destination and go there instantly. Very few of our ships have FTL engines, which is why these are of such importance to us. We would like to release the designs to members of the alliance for construction in their star systems to make all of our systems accessible to each other and foster trade and diplomacy in the galaxy. The designs are being finalized.

Basically, you create a nation, which is located on a planet you can make up in one of the several galaxies there are; or you can make your nation on an already existant planet (good for alliances or if you want to conquer entire planets).

You use Space Tech (stuff that looks like StarCraft an StarWars for example..not modern NASA rockets) and this is for good RPers. There are four members already - and some other 10 are going to join once they get back from quick vacations.

P4lladia, I vote no to your proposal. Not that it's a bad proposal (I have made similar proposals in almost all the Alliances that I have belonged to), just that it has nothing to do with this Alliance. The point of this Alliance is military, not economic. It's like hiring a baseball player to play football, it's just not what he/she does.

Vernii will sign, and agrees to the conditions. However, the situation is a bit complicated though, since Vernii is in the middle of a war. Since the war started before we applied to join, we do not expect any nation to come to our aid unless it wishes to.

Only the DRA is part of this, Deneb and SR-2091 have nothing to do with the Pact. Just check the member list.

I agree with all articles except Article IV. I fail to see its necessity and can foresee it leading to abuses. I ask that it be stricken from the proposed legislation.

Republiques Francaises, if you want to join you need to accept everything. Once you're in you can make a proposal to change it, but you need to be a member.

SPARTEN, I have just been informed that you are a Shivan nation. You can not join this Alliance, since that makes no IC sense. None! Zero! Zip! Nada! Bupkiss! Seriously, a Shivan nation actually can't even apply to join. The Shivan race can speak no known language, communicate using no known communication technology, and does not even try. Sorry.

A proposed Non-Aggression Treaty with the Extra Solar Union of Systems

The ESUS and the IDP
Mutual non-aggression pact, draft one.

The Aim of this pact:
To prevent conflict between the Extra Solar Union of System and the Interplanetary Defence Pact.

Pact Agreements:

The IDP retains the right to fire upon any ESUS ship who is hostile against an IDP member, and is in their space.
The ESUS retains to right to wage war against any hostile IDP nation.
ESUS members should avoid breaching IDP members territory, since this warrents the entire IDP to use force to expel said nation.
If an IDP member is agressive towards an ESUS member, the IDP is not oblidged to aid said member unless the ESUS member invades IDP space.
ESUS members are to be encouraged not to go to war with IDP members.
IDP members are encouraged not to go to war with ESUS members.
ESUS members are encouraged to join the IDP, though should consider the ESUS it's principle alliance.
IDP members are encouraged to join the ESUS, though should consider the IDP it's principle alliance.
IDP members who do join the ESUS will not be exempt from the standard ESUS admission tests.

Okay, I made a thread for the IDP on the Backup NS forum. For those who don't know what I'm talking about (or do but don't have a link) TG me and I'll explain it (and give you a link)

The Dominion of Kanuckistan, an ESUS member, would like to note that we are(Independently) engaged in the investigation of El Sentiel and expect that the application of sociopolitical reform may be necessary; the original hunam population seems to have been effectivly invaded, subjigated, and enslaved by the Kzinti faction.

In the unlikly event force is requiored, we will employ it on the authority of a response to a distress call sent by the original inhabitants of the Wunderland colony on the eve of the Kziniti invasion and occupation which formed the current government.

We will not fire the first shot, but cannot presently recognise the authority of the current administration, as they are in effect an occupying army.

The Palladian Technate will indeed come to the unquestioned aid of any other IDP member when necessary. Count me in as a member!

I support the non-agression proposal wholeheartedly, though it has already passed without my vote.

(As for my proposal, I understand the reason behind not supporting it, I just thought I should take a stab at it considering that I have been looking for a place to set up the system for awhile now. :) )
