The Ancient One
At the head of the Liang is the Ancient One. To all but the highest figures in Liang, he (or it or she) is shrouded in mystery. The Ancient One lays in a massive underground chamber, connected by extremely large tunnels to the Council of Elders chamber, which is in turn connected to the surface where you would find average government buildings.
The chamber of the Ancient One is barred by a huge door, jet-black like most things in Liang, in which are carved runes in an ancient, forgotten tongue. Only two things know the way to get through this door: The Ancient One, and the Demon. He (the Ancient One) is interchangeably known as the Ruler. No one really knows his origins or exact nature, but he is an object of terrified worship for many of Liang's population.
In reality, the Ruler is a massive black dragon, who gets very little publicity. He generally maintains a safe distance from the actual governing on the nation, but ultimately he holds the final decision on what Liang will do. Very intelligent and a conversationist, he is somewhat put down at being in a large underground cavern, and seeks diplomatic contact. Unfortunately the inherent arrogance he possesses means only someone of equal standing would ever actually meet with him, usually the highest up one would get would be Yorinaga.
The Demon
The Demon's given name is Dao Yorinaga. He is a dark, blunt, intelligent being. Like the Ancient One, his origins and exact nature are clouded in mystery, though unlike the Ancient One he is regularly seen and his given name oft spoken. To the outside world, it would appear as though the Demon is in control of the Liangite government.
His other title is the Messenger. He is the only one who is allowed into the [pitch-black and lightless] chamber of the Ruler. What is said there is unknown to anyone but the two, but it is generally known that the Demon receives the will of the Ruler and passes it on to the Elders.
In reality, the Demon has an inner struggle trying to overcome the fear of the dragon that possesses all regular humans immediately upon contact with him.
Yorinaga, however, when not conversing with ancient beings of immense power, maintains a large castle in a rural area outside of Sauranero, known simply as Gizu. Despite being, well, a demon, Yorinaga's physical form does not inspire terror, instead it is his malice within that will chill you should you meet him in person.
Yorinaga is the prototype for the Dracospawn, the elite, inherently muscular super soldier of Liang.

The Council of Elders
These are the admirals and generals of the Liangite fleets and armies, as well as Liangite nobles. Clad in dark blue robes and blood red turbans, they offer advis and act out the will of the Ancient One, received through the Messenger. Most are intelligent and excellent leaders, fine generals and tacticians.
The others are somewhat a point of annoyance for the two leaders of Liang, the Demon and the Ruler, with a small percentage being an annoying, pompous group of whiners which the Demon would rather slice open than take advise from.
The Disciples
The common, regular soldiers of Liang, the physical enforcers of the Ruler's will. Clad in dark black uniforms threaded in red and with dark blue helmets, they are the living embodiment of the flag they bear. Though perhaps not as trained as the Ancient One would like (training begins at age 12), they are nonetheless ruthless and effective. Seemingly devoid of emotion, they serve with a fanaticism not seen in other militaries. They harbor a small bitterness towards the Dracospawn, the newly introduced supersoldiers.
Dracospawn
Dracospawn are the product of a long and lengthy process whereby the Ruler attempted to make up for Liang's relatively smaller population by producing a race of supersoldiers. When a small child in a distant Germanic country was born with a mutatation whereby he gained the physique of an expert bodybuilder by age 4, the DIA got to work on abducting him and made up an appropriate cover storyt. He was cloned repeatedly, and then the clones were slowly experimented on until Dr. Schuelke found the exact cause of his amazing body. Quickly he inactivated the appropriate genes in clones of the Demon Lord Dao Yorinaga, who was a good model for his cruelness, intelligence, and cleverness, and the Dracospawn, a perfect race of cold-blooded killers, were born. The first 'batch' of two hundred thousand have reached completion, and the Disciples infantry roles will slowly be phased out until they are fully taken over by Dracospawn.
