Well, as the only battleship Mattikistan has is a hundred-year-old, second-hand, upgraded Dreadnought-class we find these very impressive. However, as our entire military budget does not reach the $billion mark ($305,000,000 to be roughly accurate), we cannot afford to buy even a single vessel such as this at this time, despite our defense minister's cries to the contrary. I swear he'd just collect every military technology he could if we let him.

I doubt it. In order to raise sufficient money, we'd have to drop various social reform programs, decrease funding to education, health and fire services, and probably cut our already minimal military. And a tax raise would be in order.
However, if you have any reletively modern cruiser classes lying around that would cost little, we may be interested in those. We have two cruisers currently, both of which are relics in their own right (see Alioth Island message board for overall view of Mattikistan military capabilities).
