World Rifle Association official Memo to the UNCIAT!

1.The Following Memorandum is the official position of the World Rifle Association on the UNCIAT.

2.The goal of the WRA in those proceedings is to protect the interests of the non-violent firearms user and trader.

3.To that end, we will recommend such measures that, while combatting the violent/illegal trade in arms, will not unfairly impact the legitimate dealer, collector, or defensive owner of a weapon.

4.Here are some of the measures we see fit to introduce.

5.If the UNCIAT shall see fit to endorse a firearms "buy-back" project in a conflict/post-conflict zone, we request that only voluntary projects be internationally funded and endorsed. Nations shall be free, of course, to engage in other projects.

The sums of money paid out in such "buy-back" projects should be in accordance with the fair value of the weapon being bought back. Collection points should be equipped with a copy of the Blue Book of Gun values to ease the assessment of such value, and preferably staffed by a representative of a local shooting/firearms rights related NGO to ensure fair compensation. In any case, the compensation shoul not be loweer than 80% the Blue Book Value.

Ideally, the weapons in question should not be destroyed, but sold off to lawful owners in countries like Allanea or others where the ownership of the arm in question is legal, and the profits used for charity.

6.We suggest that educational services should be provided in conflict zones to provide safety training to the inhabitants.

7.We further suggest that an international database of persons convicted of crimes of violence, and of the mentally incompetent, be created, and that the persons included therein will be prohibited from buying arms.

8. We further suggest that a list of terrorist groups will be determined by the UN, and that the groups listed on it will be prohibited from buying arms. The same would apply to those UN governments that violate UN conventions on war and civil rights.
