today, an Ammendment was made to the Urieli Constitution allowing for Forced Military Service, or Conscription. the Conscripts will by Regional Defense units maintained by one of the 9 Provinces.
Ammendment 32, Forced Military Service
Article 1: all Men and Women starting at Age 18, shall be in the Military of there Province, they will be Drafted in on there Birthday, Includeing Ceremony of Enlistment.
Article 2: All Personal Drafted will serve until there 19th Birthday, when they will Be Released with both Military Badges/Decorations and a License to Own and Oprate any Legal Firearm.
Article 2.1: Legal Firearms include only Pistols of a Clibre of no Greater then 9 Millimeters, Hunting Rifles of Various Sorts, and SMGs. no Weapons clasified as Assualt Rifles will be Permitted, as is the same with both Grenades and Machine Guns.

The news met with a lukewarm reception on the Shield, where the largest non-wartime impressment was currently under way. The fishermen of the Eastern Arm were hit hardest, as usual, and the Tharian government wasn't pleased. But there was little Thesia could do, short of attempting to stop the Linhower plan completely, which also wouldn’t fly with the populace.
Thus, another country’s mandatory military service met, at worst, with “to each their own” and a shrug of the shoulders. Some even suggested that maybe Urielikistan had the right idea.
((Just a friendly suggestion: ‘Initiates’ might work better than ‘instigates’ in your title ;)))

If Urielikistan was looking for international approval for its decision to impress military service upon school children it wouldn't find such coming from London, where the decision was described as, "a great shame, not only for Urielikistani youth but for the future of that nation" to quote one cabinate member. That said, the Federal United Kingdom of Great Britain and Northern Ireland allowed almost no private firearms ownership and maintained combined (voluntary) armed forces equivalent to significantly less than half a percent of the total population. Perhaps opinions would be different elsewhere.

A news monitor from the Ministry of Foreign Affairs flipped through telex's till she reached the one Urielikistan. Shaking her head slightly she composed a memo to his superiors and sent it.
