On the Imperial News-Feed, and in a press-conference fed out to the public over the news channels, an announcement is made in the city of Guaah. A rather massive creature with lobster-like claws on its hands ascends the stage, its claws clacking together as it approaches the mic.

A translating necklace is draped over its neck, and its mouth-plates begin grinding together. "Greetings, soft ones. I am Ambassador Vvhaar. I have been authorized to put forth an invitation for foreign governments to establish their diplomatic embassies here in Sakkra. This is done in the spirit of increasing our exposure to the known systems, and acquainting us to foreign cultures and people."

The claws clack, and the smaller fingers on those same hands gesticulate a moment. The grinding of the mouth-plates is muffled by the translator. "If there are questions, they should be addressed to the Diplomatic Corps of Guaah City, with attention to myself. I will field these questions with the assistance of an aide, as standard writing implements do not last long in my hands." The claws clack to emphasize this.

"Let this signify an era of cooperation between our people and the outside world."

Kay Son,

Below is a map of our Earth holdings, as well as a map of Sslaa 5. The Unclaimed Territories contain the Galapagos (sic?) Islands, which we leave to develop on its own. A few vacation sites are located there for our more well-to-do members of our society. It has been found that many foreign ambassadors seem to prefer the Kastaa Islands for their embassies. This is probably due to the white-sand beaches and cool ocean air.

And the holdings on Sslaa 5. Much cartography and landmark placement is still being done, but the red star represents the capitol, Pakaa. Blue stars represent large cities, while blue dots represent smaller towns and such.

You may choose your location, and construction would begin pending your requirements being reviewed. I and a human aide will meet your ambassador at Kastaa Airfield. You will note the lack of roads here. This is because the ground is quite wet and marshy, and so most travel is either on foot, or in the air.

The ambassador’s shuttle dropped out of hyperspace and began it journey towards Earth. Taking a moment from his reading ambassador Stevens looked out the window at the planet that was quickly getting bigger in the window; this would only be his second trip to the planet earth, his people ancestral home.

The shuttle rumbled a bit as it hit the earth’s atmosphere. This continued for a few minutes until the shuttle hit air that was dense enough to provide lift for the shuttle wings. As they made their way through a cloud Stevens could see their destination, Kastaa airfield.

As the shuttle came to a stop on the ground Steven’s got up from his seat, and was remained how old her really was. He could feel stiffness in his lower back, as well as he knees. It took a few steps before he was walking properly, he was glad the Earth’s gravity was a bit less then that of Tappee. In his early sixties, Steven was hoping that this would be his last assignment. As he made his way of the transport a blast of warm ocean air hit his face, something that he found rather refreshing compared to the recycled air on the shuttle. Taking in a lung full of fresh air he made his way down the ramp and waited to be greated

As Ambassador Steven of Tappee disembarked from his shuttle, the massive reptiles he was an ambassador too seemed tostare up at him with their heads cocked, one eye on him. One raises his arms, and seems to be holding a pair of short sticks, and dressed in a fairly garish outfit complete with ruffles. His arms lower swiftly and move in a rhythmic manner.

The orchestra begins playing their instruments in an approximation of the Tappee national anthem, as the assembled crowd breaks out into low bellowing, which actually resembles a very deep baritone singing.

A diplomatic officer, wearing his red sash of office, steps forward and bows his head, making it even with Stevens. "Ambassador Steven (last name?). It is with honor I greet you on behalf of the people of the Herpetological Empire of Sakkra." His clawed hand comes forward. "There is a vehicle awaiting you just at the airfield terminal entrance, but we are in no rush, yes? Do you have any questions for me?"

As a sign of respect Stevens lower his head slightly then joined the Diplomatic officers side.

“Do you have any questions for me?” asked the diplomatic officer as they made their way toward the terminal.

Question began racing through Stevens mind, at random he choose. “What do you think of this planet?, Earth I mean” It had been his experience that casual conversation was the best way to find out how a person thinks. And from their response he could best figure out how to proceed.

The officer coks his head at Stevens a moment, then laughs a bit. "An interesting question indeed, and one I haven't been asked before. How do I like Earth? Hrrrmmm...."

A scaley, clawed hand comes up to his chin in a thoughtful pose. "Having been born and raised on Earth, I find it an excellent home. Full of madmen and psychopaths to keep it interesting, yes? But full of great beauty and wonder at the same time. A place of great dichotomy."

The officer then turns and looks over the crowd and past the airfield, out to the ocean. "It's also quite interesting how many new species come to light every year. One wouldn't imagine such bio-diversity, would they?"

“Well” Stevens took a moment to ponder “It bio-diversity itself is not unique, I’ve been to a number of world that has the bio-diversity of earth, if not more. However, the interesting fact is that there are those that have gone to great length to protect the bio-diversity of this planet. I wish that the same could be said for other planet, that were at one time in the position as Earth.”

The diplomatic officer looks confused for a moment, but only for a moment. "Ah, yes. The environmental activists. They used to come here shouting about 'Save this' and 'Conserve that'. Then they saw that we have already been instituting thos eprograms for some time."

A hand is waved to encompass the whole island. "Our architecture relies on non-encroachment. The native fauna are allowed to travel as they please without molestation, and development is kept to a minimum. Rather than develop more space for our people, we build downward, or establish colonies on planets that support no indigenous people."

“Unfortunately we in Tappee can ill afford the luxuries that you have here” Responded Stevens “We are severely over populated, and are have extreme difficulty sustaining our growth. It’s been a problem that we have been facing for a number of years now. Natural habitat such as this” he motioned towards the surrounding area “I extremely rare, and currently protection. However, with our growth we can ill afford to protect those areas, it wouldn’t be long until all natural vegetation is gone. We recently started a new colony, but too is growing out of control. But despite all this there a few in Tappee that would see an end to such activities, we have never known anything different. It not until I come to a place such this, that I am remained as to what we have truly lost.”

The Diplomatic Officer looks thoughtful for a moment. "I have not introduced myself, have I. Liaison Jheet, from the offices of Ambassador Vvhaar. It is unfortunate, your situation. However, I think we can aid in this. Naturally, it would be our civil engineers that handle it, but perhaps our architectural techniques could be shared with you? They are common knowledge, locatable on the data-feeds and the libraries."

They enter the airfield terminal, wher ethe activity is actually less than one would expect. Individuals bearing the red sash of diplomatic offices are most frequent, with the odd pleasure traveler seen amongst them. "In fact, one of our University courses is extraterrestrial-archeology. Building structures for any environment. Very useful for some places we have colonized. Some of the course theses may shed some light on your predicament."

“Well that is a rather interesting proposal Jheet. Perhaps later we can discuss an exchange program of scientist, I’m sure that there a number of technologies that we have in our possession that you find a use for.” Stevens thought for a moment, and decide to continue the discussion on the environmental track “Such as our pollution disassembly centres, As you can imagine we produce an enormous amount waste, and we don’t have landfill to store such waste. With our pollutions centres we are able to eliminate 98% of pollution. But then again there may be other things that are of interest to you and your people”

"Your proposal has merit. An architectural design exchange? Pollutant recycling technology in exchange for organic design expertise? Interesting...." They step into the transport, and into the opulent furnishings within. Soft velvet chairs, cherry-wood tables and a small bar within, as well as a holo-feed display.

"Our pollution levels are low, since we use tritium/lithium engines for many of our civilian transports. But we are always seeking to improve the efficiency of our pollution control facilities. And our old landfills have only recently been decreasing in size since we began processing the material in them to either provide power to our medical facilities, or are broken down into their base components for fertilizer."

The transport powers up as the gang-plank closes, and with a nearly-inaudible sound lifts up on waves of elector-magnetism.

Stevens felt more comfortable in the transport then he did during the walk to it. The truth was sitting in all this technology reminded him of home, compared the green environment outside. His body lurched forward as the transport began it journey to how knows where. “Let me ask you this, what does your government hope to achieve in invite diplomats here. Are you looking for military allies, trade allies, or just trying to broaden your horizons?”

Jheet depresses a lever on a spout of an urn of hot liquid; brewed Paroo, to be exact. It fills a translucent porcelain mug with a fluted lip on it. He fills another afterwards, and hands it to Ambassador Stevens. "This is de-stimulated Paroo. We have found that human tastes are far more prefferable to it than the regular brew. Along the lines of your decaf coffee." He lifts it to his lipless mouth, and drinks a little.

"The Emperor, and as a result all the governmental branches of the Herpetological Empire are always seeking to broaden their horizons, learning about other peoples, cultures and lands. Stagnation is the foe of any society. Growth is always encouraged." He lifts the mug to his mouth again, and sips noislessly. "At least, that's the official opinion."

He rests the mug on a coaster atop the cherry=wood table. "I have my own ideas about why we extend the diplomatic hands. We do not think the same as most mammalian geno-types. Our thought process is three dimensional. It is why no other nation we are in current contact with can fully decypher our writings, or our spoken language. Other races that also think three dimensionally, they can read our tomes, and know our full speech. The Snel Race, for one." He leans back in his chair and looks out the window absentmindedly, as if about to espouse on the subject at length.

"Many see us as slow or dull-witted at times because of this. Other times they think we speak in riddles. But while they only see the obvious, there are always undercurrents to everything we do. Layers upon layers of them. Every motion made, every law enacted, every diplomatic overture. These have far-flung complications."

"Sometimes we make an ally in order to not only initiate trade, but at the same time gain access to information and new areas of exploration, educate our hatchlings, gain technological knowledge, gather intel; the list is long. But these things happen concurrently, instead of being lined up and dealt with one at a time. For instance; your arrival here and our conversation." He pauses for a moment as he studies the ambassador for a bit.

"We have barely met, yes? And yet already there has been an exchange of information. What the limitations of each others national situations are, knowledge of issues that may or may not be benificial in the future, technological intel. And even now I tell you these things because it is knowledge you will sorely need in order to be able to represent your government to ours effectively. I can even glean a bit of how your culture works. But only a bit. Sakkrans have eidetic memories, and what we now discuss will be included in a report for the Ambassador. Word for word verbatim." He picks up his mug again, and sips gingerly, the steam forming on his upper mandible.

Ambassdor Vvhaar relaxes in his 'office' which consists of a watery environment filled with warm salt water. An airtight mobile messenger sends sub-sonic pings through the water, which is received by Vhaar's tympanum. He swims over, using his tail as propulsion, and cues up the incoming message from Kay Son.

Oh, by the Scions! These hu-mans are confusing. He sets the messenger to take a vocal recording as he swims upwards to get into air, and composes the message on a floating table held buoyant by small pontoons.

I am not certain what it is you request of my office in terms of economic knowledge. Ledgers of previous trade agreements? Import/Export profiles? GDP figures? Imperial Budgets and surplus? What oils the CEOs of the various corporations use?Perhaps a bit more specificity would help.

As for the entourage of your diplomat, Kastaa Arms has sufficient space in their suites to house many humans on a temporary basis. I am sure the resort-style accomodations will be sufficient for them. The embassy is under construction as we renovate an old theatre for them.

Simply put; the Ministry of the Treasury has very little profits or surplus given the recent conflict that we were engaged in. The economic subjects that Ambassador Epoch is charged with is mainly to gain revenue; through trade, commercial deals, industrial complexes, and along those lines. If not, I am charged with the bartering of weapondry and experience that our military has with counter-terrorist activities.

“Well it’s a bit bitter, but tolerable” Stevens always believed that it was best to honest in these types of situations. “It’s rather hard for me to contemplate what it was be like to think in 3D, it something that I can’t wrap my mind around. Humans think linear, which as perhaps hindered our species development to some extent. The most unfortunate thing is that the human race is general has seen it self as being superior to others races. Again another thing that I fear has hindered us.” He took another sip of his drink before continuing. “Based on my limited experience that I have with you race, I would not say that you where slow, I’m rather enjoying our conversation. In Tappee we are taught from an early age to first admit to our faults before we have any right to judge the faults of others, and we have many. I’ll be honest with you Jheet I was sent her strictly to make contact with you. We are currently in no need of allies, in either trade or military. Although, trade relations between our two countries may develop, we have found that our military alliances has in the past drawn us into conflict that we did not want to be in. It seems that as soon as we make peace with one enemy, another appears, and we are growing weary of conflict. Under the guidance of interim Trade Minister CEO Kargaah, many of our trade dealings have seen decent profit for all parties concerned, mainly through our luxury items market. These things are quite inexpensive for us to produce or farm, and so we sell them at cost, or trade them for things such as foreign spices, food-stuffs and polymers.

The largest successes have been bio-engineered Parro trees, smart textiles (IE textiles that can change color and hold them for a time), hand-rolled cigars and unrefined Resin (liquid material that hardens into a substance as string as concrete, but light). IMBS medical technology and synth-skin patches have seen widespread use by hospitals and clinics in treating internal and external ailments.

The Trade Minister himself canauthorize commercial deals, increased trade brokering and the like. He is currently off-site on a diplomatic mission right now, but this will be forwarded to his offices.

We could have killed all the humans that came on the spot, but it was decided we needed more information, so thse 'slaves' became spies."

Information was taken clandestinely. Shipbuilding, weapons manufacture, architecture and more. But also the arts and sciences came with us as well. When we got all we needed, then we threw off our shackles. Our warriors made their way to Great Britain and freed our people by force, and returned home. There had been attempts by those humans to retake us, but spectacular defeat was their only meal."

"A bit of history there, passed down from my grand-sire, to my sire, to me. And now to you." The mug of Paroo is finished, and placed in a small compartment. "Ever since then, our conflict history has not been long. We have made alliances with people, and immediately get drawn into conflict. Many times it ended in a retreat by the attacking forces before a shot was even fired."

"We rarely find ourselves in conflict. When we do, it is usually swift and certain. We do not like drawn out conflict. It taps resources too much. Ah, we have arrived!"

The mag-lev transport comes to a stop at the site where the Tappee Embassy is to be built. The hatch opens, and Jheet steps out.

The scenery overlooks a cliff facing the ocean. Seabirds can be seen wheeling aboutin the air. The building itself is a adomed structure seemingly about 2 stories high.

Crews of workers could be seen about the exterior of it on scaffolding, with equipment at ground level. "Looks like they're renovating the walls of the place. This was once and old public house, but it was abandoned and fell into a bad state of disrepair. BUt htis is only the outside. Come."

He eneters the building, and waht looked like a two-story building is actually just a hig domed roof with intricate paintings on the dome. The building continues for what seems several levels down a huge airshaft. Crews inside could be seen working on electrical fixtures, updating the plumbing and what-not. From the bottom of the airshaft a voice rings out. "OK, Chaal. Give it the gas!"

Lights all around the shaft come to light, illuminating the amber-hued walls. and show the paintings in full color. It almost lookes like a historical mural detailing the various bands of troubadors that came to the public house with their instruments in hand.

Stevens stood there in awe at the site before him. “This is well” he tried to come up with the right words “Well this is rather unexpected, I never imagined that so much work would have gone into building the embassy” he turned to face Jheet. “I promise you this much, I will put as much work into building relation between our two people as you put into this embassy.”

"In actuality, it hasn't been as much effort as it might seem. Resin is a material to stand the test of time." They descend several flights of stairs until they reach the bottom, where six doors lead off in all directions. Contract crews bustle in and out of two of the rooms to the right.

Jheet points to the rooms on the left. "These will be your offices and quarters. I give this tour so that you may make reccomendations as to the design and finishing touches for your own comfort." A pair of crewmen with a pair of Resin Beetles flying overhead of them pass through, carrying various tools and basins.

They enter one of the rooms, which seems to have no corners. Instead where the wall meets the floor and ceiling and other walls is a gentle sloping. The room itself is bare of anything. A window seems to be benath the water's surface, showing the reef and coral beds below, with various multi-colored fish swimming about. A contract-man with tools in his belt swims downward without scuba gear.

Ambassador Vvhaar emerges from his aquatic office, and air-dries himself. Then Servitors apply oils to him, and bring out his red sash of office. He clasps the brooch pin and heads out, a slight thudding sound accompanying every step of his 800 pound frame.

HIst ranslator kicks in, translating the sub-sonic rumblings and gnashing of his mouth-plates that makes up the language of the Deep Ones. "The orchestra is asse,bled at Kastaa Airfield?"

"Yes, sir." An aide trots alongside him, trying to match his long striding steps. "The Honor Guard is also present."

A low-pitched rumbling sounds eminates from small air-holes beneath his plated skin on his neck. "Very good. My transport should be readied, yes? I go to greet the ambassador from Kay Son. It would not do for me to be late."

"Of course not, sir. All is in readiness." They exit the diplomatic offices in Guaah, where a VTOL transport awaits on a shuttle-pad. Vvhaar and his aide enter the craft, which then speedily lifts off and makes its way to Kastaa.

Jheet pulls up a datapad, and keys in to the foreman's schedule. "From what i'm seeing here, another two weeks; give or take. Structural work is completed; electrical and plumbing are done. Right now it looks like they're working on restoring the old chambers, installing a lift tube to travers the levels, constructing a shuttle-pad on the top of the building, and configuring environmental controls. The linkage to the wind-farm and solar generators is almost complete as well. Right now the elicricity supplied here are from back-up generators."

Ambassador Epoch looked outside his window. From what he saw, the Vaahar were very unusual in their construction. It almost resembled something out of a movie he had seen when he was very young. He turned to his aide.

"Well Frederick- Time for the Parade"

"Yes sir" said his aide, who promptly gave him his much needed documents.

Ambassador Epoch got up and walked to the door. The two Marines held back their rifles in the standing postion. Ambassador Epoch saluted them, and opened it.

An empty airfield awaited him.

IC: Ambassador Vvhaar stood in front of his armored transport at the tarmac. He waved a hand and the assembled orchestra made their presence known as the musical score of the Kay Son anthem was struck, and the chorus bellowed out the lyrics in the Sakkran tongue. What resulted was a low rhythmic baritone tune.

"Of course, of course. Let's get off the tarmac first, yes?" Vvhaar waves a massive lobster-like claw at the transport. "Inside will be suitable accomodations for you and your guard. We'll stop by the local Diplomatic offices. There should be a private room there we can use."

The Honor Guard turn sharply on their toes as Vhaar heads for the armored transport. "Are you partial to a good smooth brandy?"

"Our drink of choice is a tea brewed from one of our native trees called Paroo. It is the pulp, skin and seeds of the fruit; dried and treated, that provides mild stimulants as well as a heady and slightly bitter taste. Mild for us, that is. A crystal blue container of liquor is produced from a mini-bar inside the huge transport, and the snifters are filled with the aid of a Servitor. "Now that we are in private quarters, we can talk more freely. What my people have to offer is this; we have been studying bio-engineering and have been improving it to match as closely as we can the level of performance from artificial technologies. We have now been perfecting our bacterial technology, and have managed to make these tailored bacterium perform nearly as well as nanites in some respects."

A special snifter, outfitted to compensate for the huge claws of Vvhaar, is lifted to his tooth-lined maw. A small drink is taken, and the snifter replaced. "We have found these bacterium are most efficiently used in medicines, and thus we have to offer, pending future agreements, our IMBS technologies and synth-skin patches."

"IMBS is Internal Medicinal Bacterium Surgery, and what it does is act as non-invasive healing for internal injuries, minor illnesses, numerous other ailments that may befall sentients. Cancer progression has been notably slowed, and sometimes reversed, with these devices as the bacterium work in conjunction with lymphocytes, platelettes and anti-bodies."

"Synth-skin patches work to stimulate the normal healing levels of the flesh. The patch is attached, and the nano-bacterium, which we call it, analyzes the bodies DNA structure. It then replicates the melanin levels of the subjects skin, texture and so on so that it changes color to match the subject's skin seamlessly. AT the same time it stops bleeding, heals wounds with minimal if any scarring, and replaces severely damaged skin from burns and chemical accidents."

The suspesion system of the transport makes it seem easy to forget that the assembled party is aboard a refitted military vessel. Beverages do not even register any bumps or jerks in the road.

"What can be done on our part to jump-start your economy, as you say. We can offer you a standard package deal. 10 billion from the Imperial treasury department in gems and precious metals. We will also provide employment for your unemployed by constructing and staffing several manufacturing facilities with your nation's people. These would be manufacturing civilian goods such as transports, entertainment consoles and the like."

Vvhaar's deep-red eyes close slowly as he takes a drink of the pale-blue brandy, and then sets the snifter down again. "Naturally these goods would be purchased by ourselves, but you could also trade with others for these goods. The medical kits and synth-skin patches are not monopolized items to us. In exchange fir this, we ask that the secrets of their manufacture remain closed to curious eyes. If this is agreeable, I see no reason not give these packages my seal of approval. Your economy gains foreign employ completely manned, staffed and supervised by your government and people."

"Very well" said the Ambassador, "You have a deal. Of course this agreement shall have be written in full legal terms and signatures, as well as ceremony. On a related note to this issue, I was wondering if you would be interested in the military arms. During the terms of our previous leaders, a huge quantity of warfare related technology were bought in hopes of our military using them. Alas, only a fraction of them were used during the Conflict with the extras fodder for those desiring their usage against us. Would you care for such exchange?"

"That could be saisfactory. Normally the armaments of other nations are considered inneficient for our purposes, but it is always good to have something to compare the performance of our muitions with. We will accept the offer you have tabled."

The transport arrives at the location of the future Kay Son embassy, in the middle of the Kastaa Theatre District. The hatch opens, and Vhaar steps out. What could be seen are construction crews at work on what looks like an old opera house. Scores of meter-long flying insects sit atop piles of stone, munching away at it, while others are seen regurgitating a substance into a shaping mold, while Sakkran Handlers supervise and guide them with a humming sound.

Constructor suits, in the meantime, hold large sheets of a translucent amber material against a support structure, and small laser-welders emerge from housings in the forearms to weld the recently-placed pieces to ones already placed.
