Greetings, fellow national executives. I am Thraakan Naal, Lord Praetor of the Dominion of Necros-Vacuia. We are a small nation with a growing and very orderly populace who love and cherish their lives (as required by law.) Our government practices a political philosophy which is a blend of Soviet Communism as extrapolated by George Orwell and Roman Imperialism.

We consider human rights and civil rights to be unnecessary, I'm afraid. However, we are a VERY well-developed technology center, we are quite well organized, and we are for the most part friendly people as long as no one sticks their figurative nose into our national politics.

We hope to find allies and friends for our nation who can be relied on to support us and to welcome the Necros-Vacuians (but not up to the point that they defect, please.)

We find the trend for nations to ally without filing the proper forms to be alarming to say the least.

We currently wish not to ally with you, however please except a home weaved straw basket as sign of mutual respect.

We thank you for the hand-woven fruit basket; it will be most useful to the Lord Praetor. However, we are perplexed by the demand for forms; we were not aware of such forms needing to be filed, or where to obtain them. We're sure the Lord Praetor would have taken the time to find them, but he was pushed to simply demand this by our Propaganda Executor, Hanadi Kolya.

(OOC: ^^; Seriously now. What forms? Forgive me, I know I'm ignorant.)
