CNN, Allanea

Today, the Allanean Ministry of Education, together with the Allanean NRA, has launched Project HEAP (Holocaust Education And Prevention).

As part of Project HEAP, a sattelite will be launched, carrying an Internet Server with a hard drive capacity of 550 GB. It will be filled with information about famous genocides and methods of defense against government oppression. It will contain instruction on home manufacture of AAR-18, AK-47, M-82 Barret, M-16 and AR-15 rifles, self-made shotguns, mortars, handguns and submachineguns, as well as explosives. It will contain instruction on guerilla tactics and weapon use. It will further contain information on personal self-defense (e.g. against criminals) and hand-to-hand combat.

The Sattelite/Server will be most easily accessed from the regions of Haven and the Democratic Underground or through the Internet.

You can't manufacture firearms at home without proper tools. They are in any case very high end products compared to bows, clubs or stone axes. You need to smelt iron and create steel to produce guns. You need huge machines and lots of energy. If manufacturing was so damn easy I'd make myself a sword, a new bike, a hard-disk... blaa blaa..

UNITED NATIONS (TPC), June 2 - In a press conference today, UN Comittee on Illicit Arms Trafficking chairman Seth Werthmann of the Commonwealth of Galdago told reporters that the nation of Allanea recently launched a satellite which would serve as an off-world web host to a government-sponsored website detailing home construction of small arms. The chairman expressed his dismay and issued a stern condemnation of Allanea's actions. "This move is a government-sanctioned affront to peaceable law and order throughout the globe. Allanea seeks to do what it can in opposition to the duly passed UN Resolution entitled 'Reduce Black Market Arms Sales' by providing citizens at large with knowledge of crafting deadly weaponry. We can hardly be so daft as to believe every person who would reference this material would be doing so for peaceable aims and the proliferation and sanctioning of this sort of information is an international disaster, both for public safety and for the safety of individuals trying to manufacture small arms without proper safety equipment and guidance. It is a mistake and a tragedy, and a pathetic protest to the voice of the UN majority and the desire for improved international security world wide." Werthmann went on to call all UN members to condemn the actions of Allanea and provide adequate diplomatic retribution.

In related news, Samson Jacobin, director of the Commonwealth's Space Immigration, Exploration, and Research Regulation Authority (SIERRA) paused for comment on the matter of the new satellite after fulfilling liaison duties to the UN Space Consortium. Jacobin indicated that, "Allanea's satellite has entered geosynchronous orbit in a path that obstructs Commonwealth narrow-beam SETI recognition broadcasts to the planet LF-805 D in the LF-805 star system for eight hours out of the day. LF-805 D is the most likely find of a habitable planet presently known to SIERRA, and we have been actively transmitting in its direction for the last two months. However, our radio signal is intercepted and diminished by the satellite for a quarter of the day. That leaves only another quarter-day for ground-based broadcasts, and it's severely hampering our efforts." Jacobin went on to note that Galdago's deep-space SETI recognition broadcasts were apparently highly similar to the satellite's ping request packets, and apparently result in an eight-hour downtime for the government-sponsored website each day.

((OK... I'm supposed to protest but for the record: why does this server have to be in space? And does it actively transmit anything or is information just availiable on the internet? Please explain. ))

EDIT: I am *going* to protest, but I would like to know indeed what *kind* of airwaves are used. Etc.

OOC: Satellites actually focus directed beams to transponders on the ground that receive data, but that comes on a frequency like anything else, usually radio-band in earlier days of launching satellites or also microwave band in more advanced systems (compressed radio waves). I think he's basically just trying to get his internet server "off the ground" to prevent people from physically infiltrating facilities or some such nonsense (especially since all you have to do is eliminate the ground transponder... talk about kill some money on the communications equipment and rocket booster). At any rate, it's more fun to say his directed beam, when not in contact with a base station, really screws with communications frequencies already occupied when the satellite overflies Galdagan airspace while in orbit and does likewise with other communications throughout the world. Given it's Allanea's first space satellite launch, I doubt they give much thought to "geosynchronization" and watching where they send their wide-band radio transmissions. The whole concept is utter bullocks... webservers in space and all this ridiculous business. People launch communications satelites to relay data for satelitte DSL if it's handling internet traffic, not host a freaking website on gun production.

Official Statement of the Allanean National Rifle Association

It is ridiculous to say that the DIRECTED BEAMS used by our sattelite interfere with anything. Moreover, we believe that a nation that violates the rights of it's citizens both to hold private property and to own arms has no right to an opinion on such things as airwave property.

To avoid mimize the effects Galdagan censorships, we will create four mirror sites on four ground-based servers in different areas of Allanea.

IC:
Public policy statement by the ministry of Foreign Affairs
"The government of Knootoss reaffirms the right to free speech for all, but we deplore that it this right is being used to spread information that stimulates insurgency towards the Knootian government and other friendly states in the ‘Holocaust Education And Prevention’ project. We would prefer an approach to communications that respects national traditions just as we have always respected the laws and traditions in Allanea. The Allanean ministry of education does not do a good service to its international relations by openly stimulating insurgency in this way.

The website will not be banned, but the DDR will have to reconsider its foreign policy commitments to Allanea if this nation does not in good faith respect property rights and acts against Knootian interests and civic harmony.
Feline
03-06-2004, 03:41
The Democratic Arcologies of Feline has a policy of absolute free speach, ergo, we will not take any actions against this satellite. We do not even protest the satellite- indeed, free discourse where all points of view is considered sacrosanct in Feline. However, we must protest calling this by it's title. No UnAPS or Haven nation has ever commited genocide.

Also, if any citizens of Feline build a functioning one of these, without a filled-in barrel, they will be proscecuted under the appropriate statutes against firearms.

We would also like to remind Allanea that before the war, we moved a propaganda satellite over your borders, that still broadcasts to this day. Currently, the layout is a mix of classical and jazz music, operas and operettas, pro-UnAPS broadcasts, denunciations of your imperialism in Axacacl, the Accord, and Kazansky, and lastly picture of victims of gun violence.

"So..." The Imperator was surfing the net. "What did you say that URL was again?"

---

The Imerium Socialistum Edolia is silent on the matter. When asked to comment on her stance, Chancellor Flavia von Blatterschplitt said only "obviously this satellite doesn't concern Edolia or any other nation in Haven, as it is directed towards nations whose governments have in the past committed genocide. The Allaneans would do much better to target their propaganda towards guilty nations. They wouldn't have to look far. Why not turn to their allies?"

To beilieve that Allanea targets Haven nations only is foolish. The Sattelite distributes information both through a broadcasting mode and as a website.

You could type in the URL from any site on the planet.
Further, while Haven nations might currently not be oppressed, the technical information might one day prove useful -lest oppressio does rear its ugly head.

You realize all the guns you are giving construction lessons on all require extremelly high powered furnaces to produce? The furnace neccesary to temper the steel needed for assault rifles and sniper rifles are extremely expensive, large and hot(about 4 thousand degrees i believe.) I doubt the average citizen has access to something like that. Its also the same problem with shotguns the barrels would wear down to quickly. The only thing that could sucessfully be made privately are .22 guns and the weakest forms of stamped iron submachineguns.

Excerpt from The Army Times

...In a rare but alarming statement, PM Yun Ren has put forth the idea that Allenea's establishment of a internet database for arming civilians with guns will not be accessable to those of Kay Son origin. Although this is fully in defiance with the Kanabian Treaty, PM Yun Ren has also put forth a scenario in which our precious state would be open to terrorist attacks. Upon such a statement, Head Speaker T'sing T'ylon (P) stated that such a matter would be under discussion on the legality of that action...

Official Statement of the Iuthian Diplomatic Corps

It's nice to see that once again Allanea shows the world how inconciderate it is to other nations soveign rules by launching a satalite with information on how to be a terrorist. But then again, we are not surpised as Allanea has previously built monuments to terrorists who have orginated from their nation. But then again, I suppose Allanea isn't the only nation supporting terrorism these days...

No worries, were it not their lack of concideration for other nations ways we wouldn't have really cared... we have long ago solved the problem of crime and it's now reduced to the level where crimes of passion are rare and pre-meditated crimes almost none-existant. Few will even concider looking for this information, let alone trying any of it.

As such we will not banning these sites, nor will we act again them... with all the spam around the internet it's only a matter of time before a nation like Allanea tries to use it to spam weapon stats to our people, before long they will probably want programs to stop it.

Telidian newspaper article from the “Telidia Nriguam Lemina”, which translates to The Teldian Daily Chronicle

In a press conference earlier today head of the TIATI (Telidian Illegal Arms Trading Initiative) Admiral Patrick Stenson issued a statement regarding the launch of the recently launched satellite by the nation of Allanea. TIATI is an executive agency of the Department for Defence, which is responsible for the funding of the agency.

“Clearly there are some serious implications which threaten TIATI’s ongoing efforts with the launch of this satellite. I have ordered an investigation to clarify the facts regarding the previous claims made that the satellite is now in geosynchronous orbit and interfering with legitimate communications of other nations and hampering various research projects.” The Admiral stated. “I have also ordered an immediate investigation to ensure that none of Telidia’s ongoing research projects or indeed any other form of satellite communication have been affected in a similar way.”

Admiral Stenson continued and reassured nations of Telidia’s commitment to free speech, but reminded the nation of Allenea regarding their commitments under the UN resolution “Reduce Black Market Arms Sales”. Admiral Stenson stated “I urge the nation of Allenea to respect the ongoing efforts of the UN committee for Illegal Arms Trafficking and to cease transmissions currently being made under project HEAP, at least until such time as the committee has made its recommendations to the UN.”

Efforts were made to locate the Minister for Defence to comment on this issue, but he was unavailable for comment at the time we called.

Its possible to produce homemade firearms but generally they are of poor quality. You also have to consider the fact that something like an M-16 has i believe over 30 moving parts and is a very unique design.

I didn't have that much time to check up on the producing your own guns but the few sites I went to where they have information on producing your own firearm all state that you buy a barrel from a gun corporation none ever reccomended that the person produce their own barrel.

The few homemade weapons i have seen all involved actual barrels from gun companies except for one model which used an old car antenna to fire a .22 short which was very inaccurate. If i purchased one of those books you linked to im sure they would reccomend to purchase all the parts from a respected gun company and not produce them yourself.

And as far as I know the only example of any home made guns was during WWII when the Japanese had civilians make riflesin there houses which were of ppor quality compared to the average rifle.

In response to this act, teh Galadisian government has offered an official statement condemning the actions of Allanea. Cheif Weapons export for Caras Galadon, Torin nan Huor was unavailable for comment at this time currently being out of the country, however we did reach Major General Bagin for comment:
"This website is a dire threat to peace and stability in the world. Even though one would have to buy several of the parts to manufacture a weapon they are all individually quite easy to acquire. This is a serious security issue for civilized nations of the world. While under Galadisian constitutional law we can not ban this website we beleive it to be vitally dangerous to the security of the free world. This makes our job of combatting illicit arms that much harder."

The Galadisian Imperial Senate voted unanimously to place Allanea on the list of nations that are considered to pose security threats to Caras Galadon and/or its Ccitizens and further diplomatic repurcussions are being considered.

The National Rifle Association of Allanea
The Jay August Memorial Fund
The Association of Allanean Jewry
The Allanean Civil Liberties Union

and, finally

The Allanean Holocaust Museum

And sometimes genocide is necessary to cut out and discard the bad parts for the greater good of the State. So bunk! Bunk I say to you and your sattelite!
