I was wondering, what are currently the limits for big events. Like how much citizens you must have before you can build a nuclear missile, starships and so on.

Now I know nothing about RP, except that the veterans don't like to give newbies nukes. As you start with 5,000,000 people, I think that probably your estimate is about a ninety-five to a hundred times too small.
