I have sought information on endorsing my region's only UN member and have been unable to find it. Could someone please direct me to this information?

You have to be a member of the UN. The member of your region that you're endorsing also has to be a member of the UN. If you guys are, just go to the main page of the guy you want to endorse from the region page. In the botton where you can write him a letter, there will be an option to endorse him.
