Today the nations of the earth have agreed to unite into one government so as to provide for the common defense of their home.
Delegates from many nations have arrived in New York to begin drafting the World Constitution.

We are still awaiting the delegates. At issue will be the form of governance, human rights, and the question of pseudosoverignty.
UN Secretary General Bob believes the world government should be a confederacy with member states having the right to withdraw.

The new unification of the entire planet avoided a war by guaranteeing member nations the right of secession.
It was also agreed that there would be a one world army, one world currency, and that all member nations would pay taxes to the World Congress.
World Environmental and Criminal Laws would take precedence over the laws of local nations and all space programs with their ships and sattelites now belonged to the One World Government of the Earth Confederacy.
No longer would those weapons be pointed at earth.

We propose that this be a union of people rather then states and that world governence operate as a grass-roots federated direct democracy rather than through existing nation states. Let the international commonwealth run parallel to the states of the world. Let this be a united and free voice of the people!

In response to the globilization that was to become standard with the World Constitution, Imperial delegates passed this legislation about the Empire's stance on the constitution and on global government:

Whereas the Empire and its citizens would have no power whatsoever in this world government, the Empire expressly uses its right to sucede from the World Government body and withdraw all its delegatees from the convention. We have tried globalization with the United Nations, but as they increasing took away our power as a government we had to resign from there as well; the resolutions in no way reflcted the stance of the Empire or its people and went fully against the traditions of the Empire.

We predict that such would happen again, even with the Empire's size and economic power, as we were routinely superly defeated in our many 'no' stances in the United Nations, and were routinely forced to enact resolutions that were against us. They severly affect our ability to wage war, provide cheap goods, and uphold the moral beliefs of the Empire and its inhabitants.

Although we think some good could come from such a world organization-world peace-we can not bring ourselves to abadon the work of many centuries in what we see today as the nation of Fluffywuffy, its society, and its territory. We here in the Empire believe that our Emperor is the highest authority here, other than God himself, and we would not have you remove his authority against the will of the people.

Our people have decided on many an occasion that they are fully in support of our odd democratic-technocratic-socialist-fascist-monarchy, and they have shown tha they will willingly defend it at all costs. Our system is the best thing that could have happened to the Empire, as its current success shows.

In view of this we respectfully decline joining the world government and thus use our right to be free of it now and forever.

An New Zerni delgate ended and simply stated. "Zerni shall withdraw from this attempt at world government. this treaty was signed without the Knowalege of the Emperor and he does not approve. Our plans for space and our general plans for the future do not allow for us joining such an orginization or surrendering such power we would have to give up."

Could we expect diplomatic ties and trade agreeements?

It is unfortunate that we were fooled into thinking that your government was joining up voluntarily. We respect the wishes of the people and the true government of Zerni to maintain their soverignty.
We find it disturbing that your nation was misrepresented at the Congress and hope that the perpetrator will be duely (spelling) punished.
The Confederacy would however like to establish diplomatic and trade ties with your nation.

Trade with the World Government

Because the Empire wishes to extend its hand of friendship towards the World Government it will open up free trade with the Wordl, but with heavy protectionist policies on such industries as the automotive industry to protect the Empire's industry from the combined industrial might of an entire planet. While we can match foriegn made products in quality, we can not in any way shape or form match the industrial capacity of an entire planet.

The massive production of foriegn goods would lower scarcity and drive the cost way down for foreign producers that make good use of the world's resources. It is because we can not match this. as previously stated, that we must have these policies in place to give us somewhat of an edge in the domestic market.

In the foriegn market we would think it fair that tariffs against our massive computing industry to be in place. After all, we enacted tariffs ourselves, and it would only be fair to return them. Against this we have no rejection, as our computing industry is highly advanced.

Relations to the World Government

In return for recognition of Fluffywuffy by the world, Fluffywuffy will return this recognition and open itsself up for peace talks, which we may host in a short time pending on time of communication. We think relations will go on just fine as long as no nations try to split away and are denied thier right to soveriegnty.

We will take such threats as a threat to our own sovieriegnty. We do not respond to such threats kindly. But if nothing like that happens we should be on a good footing.

The Empire is here to extend a hand of friendship towards the World and will do so by using our resources to help better some of the poorer of the world, and such tasks.

But one threat remains to relations: weapons. The Empire will under no circumstances remove the one thing that would allow itself to be defended should the World Government decide it wants Fluffywuffy to join, especially if gunboat tactics are used.

We will only use the military for defensive measures, but should any rebellion for freedom be put down, we will have to intervene. We will not tolerate any nation being removed simply because the World Government wills it.

Besides that we will open up free trade with the world and hope for the best.

The Teritoran Emissary was dragged slowly but surely out of by Teritoran guardsman who arrived. A man dressed in Ceremonial Armor with a fine broad sword at his side spoke. “Teritora is declining joining this congress. We can not turn our backs on more than 5 millennia of history nor on our plans for the future. Teritora bows only to the King and God. We do wish this experiment luck however.”

The Tordoran Emissary to the congress rose and spoke. “Due to political changes and the fact that we do wish to told what we can and can not do in our own country, we are hereby withdrawing from this congress. Fare thee well.” The Tordoran Emissary walks out.

Teritora and Tordor are recognized as soverign nations.

World economy is off to a rocky start as the world GDP per capita is significantly lower than it should be.

If the economy can't be brought up to frightening, the whole experiment with one world government may well crumble.

Your proposal is accepted, however, due to our economic circumstances we cannot guarantee fair access to our markets for goods and services produced in your nation.

But such restrictions would negate the point of handing the land over to the soverignty of the World Government. Cause then for practical purposes, it would still be under Shaum soverignty.
If the Shaum would prefer, rather than taking soverignty over this land, we could instead establish custodianship over it.

First of order of business is should the world government be:
have voluntary democracy, compulsory democracy, or be a dictatorship?

A volontary direct democracy which utilizes a delegate system rather then any representitive body.
