All about KIST

What is KIST?
KIST stands for “Knootian International Stabilisation Treaty”, it is a treaty your nation can sign that is, in effect, a trade agreement with other signatories.

Is it a new alliance?
No. The KIST is not a military, political or economic alliance, signing it does not mean that you are “allied” with every other signatory. It only means that you allow trade on *some* level of participation. The treaty is *very* flexible, and you can always make agreements with other signatories and with non-signatories to trade in whatever way you think is best. You can even agree not to trade if your two nations leaders do not like each other!

That is nice – but why should I join?
Trade brings economic benefits – other nations can make things that your people need cheaper, and you can make money by exporting your surplus goods to other nations. Everyone is better off. Trade has also proven to be a very important factor in establishing peaceful relations.

The NS world has many nations, but signatories respect the rights of each other signatory nation and facilitate free and fair trade. The governments will try to resolve conflicts diplomatically, where possible, and there is some diplomatic representation in the other nation that can deal with the economic questions that traders will have, like an economic consulate.

Who is it for?
This treaty is open for all kind of economies, from libertarian economies to social ‘fair trade’ economies to planned economies. To make it possible that these nations can trade fairly, there are different levels of participation: ‘planned trade’, ‘fair trade’ and ‘free trade’. (See the treaty text (http://s7.invisionfree.com/KIST/index.php?showtopic=1) for more information) Especially invited are those trade-oriented members who are part of NS economic alliances such as the WBO, the UTP, the Martian Free Trade Agreement or UnAPS.

Who is it not for?
This treaty is basically open to everyone who wants to join – regardless of economy – however certain restrictions will be imposed on regimes that have in the past proven to be a risk to the econimic stability that this treaty aims for.

Does ‘trade’ mean that I have to set up storefronts?
NO. Trade can be abstracted into RP. This means that you can, in theory, simply join KIST and ‘assume that it happens’ and calculate in the benefits (and the political advantages) for your nation. Of course, if you like economic RP, want to join in with all sorts of other programmes with KIST partners or like to make special deals with other governments then you can do this too! (This is what the boards are for – see next question.)

Are there forums?
Yes. There are public forums. Everyone (signatory or no signatory) is welcome to join them. They can be used for KIST but also for dealing with Knootoss in general or simply for Rping when the forums are down.

Martin Goobergunch, president of Goobergunchia, picked up his ceremonial treaty-signing pen. "We are pleased to sign this treaty and further open Goobergunchia up to the outside world, " he said, and signed.

President Goobergunch laid the Knootian International Stabilisation Treaty before the High Council.

"There is nothing in this treaty that curtails Goobergunchian sovereignty, and this treaty does not unnecessarily entangle our nation in the disputes of others. In fact, the 'fair trade' level contained in the treaty is entirely consistent with previous Goobergunchian foreign policy."

The High Council vote on ratification was 87-10, with 3 members abstaining. It was an odd moment of unity in a usually fractious Council.

Sergei was silent. He had denied himself companionship for too long to have much sympathy for the younger man. He knew too well the problems such entanglements caused.

Evgeny leaned forward half out of his seat. "I'll meet you down there in twenty. Later." He stood and strolled out of the room as casually as he'd entered it, expertly hiding any anger he might be feeling. He made his way towards the room where the signatories were waiting. The hallway was narrow, nearly identical to the one where he'd first met Sergei.

A pair of figures slid around the nearest bend of the corridor. One of them was President Martin Goobergunch, the other, a tall, well built man with a round face and pale olive skin, had to be a guard, or an aide. Evgeny studied the man. He seemed guileless, but one could never be sure.

Evgeny hesitated, as though he thought he might be saying too much in his brief introduction, and began signing the treaty. It had been another busy day, thought Evgeny Cherviakov as he leaned back to his seat slightly, the papers he just recently signed being taken away. So much accomplished, so much to remember.

Despite our essential isolation in terms of manufacturing and exporting, we do have limited trade agreements in place, most noticably solar mining activities, and limited gravimetric technology exportation. The Omzian Democratic Federal Republic's Foreign Affairs Ministry, upon receiving such invitation, gladly accepts and expresses great interest. Having examined and looked at the information about the KIST organization beforehand, we express our interest and desire to join, and we are sending an envoy to The Hague for further processes needed for the application.

The invitation for the treaty came big and so fast that there weren't much room for discussion inside the huge Parliament. Even with the short discussion and decision time, it was quite unusual to see almost 100% of the 800 Parliament members agreeing to the proposal to sign the treaty. With the envoy sent already, it was another quick process.

"...The result is, six hundred fifty six to two hundred fourteen to two, proposal approved," the Director of the Parliament announced, center in the stage, as the Parliament members voted on their citizens' behalf.

Lohane Banearen, an envoy from the Foreign Affairs Ministry, hurried to the ceremony with little time. He hasn't expected this when he just finished his medical leave from his job, and it came into a rush. He still remembered his first visit to here a lengthy amount of time ago, but didn't have a good memory of what he came for exactly.

As it was his turn, the envoy put up a smile onto his face, covering his busy mind, and walked towards the back of the stage. As he impatiently waited for a short while, it was his time, and stepped up the stage. He then grabbed the pen with care, and signed the treaty, on behalf of the Omzian people and the President.

"I, representing the Supreme Administrator and the President of the Omzian Democratic Federal Republic, is proud to sign the treaty. This is a great opportunity to open our economy more to foreign trade."

The foreign minister nodded understandingly: "Well... the treaty really is about trade, so if you simply have a minor dislike for their government it might not pose a problem. After all, your government is not forced to buy anything. However if there is a serious political problem between two signatories then you can request permission to run an embargo or a weapons embargo.

The Knootian coughed dryly: "This is, obviously, not encouraged by us though, considering embargo's are only used for the worst of relations.

You are not forced to sing Kumbaya with any other members in ways that you wouldn't like to, we only ask that you will try to resolve any imminent disputes with some tact and maturity, it is after all a stabilisation pact." Van Mierlo smiled: "But we are rather used to the Vrak diplomats acting in such a way. Also, we are willing to act as middleman to avoid troublesome relations having to deal with each other without having to resort to embargo.”

There was quite a crowd of dignitaries present at the ceremony. The majority of people present was not made up of politicians, but of people representing Knootian business interests. The major corporations, Pink Bunny Cola, Bonifatius Recreational Pharamacuticles incorporated, Hell Oil, KNN and Republican-KLM all made sure that they had good front seats. Representatives from all major political parties were also present and had front seats.

In the back were the journalists and a group of students who had come for their studies. Security at the ceremony was adequate, but not all too obvious. The entire scene was stately, with flags of all the signatories abound.

The Knootians politely applauded as one representative after the other signed the treaty.

Speaker-Rrit checks his watch inbetween idly looking over the crowds. Technically this was International Trade Advisor Spoilsport's domain, but the rotund little man was busy in the Segments setting up the Scolopendran end of the trade agreement and it seemed more appropriate (on precedence, at least) to have the head of state on hand to physically sign the document. Of course, Spoilsport had become distant as of late, which wasn't necessarily surprising given everything that had happened concerning Xaosis! and how close the resulting federal investigation had gotten to him. Still, that investigation had been primarily lead by and was now completely taken over by the Intelligence Section, which meant that it couldn't be good.

Only he, his executive officer Razak, and Intelligence Advisor Garbo knew about that, though. And it was for the best.

Finding that it is his turn, the burly kzintosh steps up, accepts the pen with a short bow, and quickly signs in an odd script looking like an assortment of commas and dots. Underneath it he signs "Speaker-Rrit" in a more legible cursive before adding "Supreme Emperor, Federated Segments of Scolopendra" underneath that in small copperplate letters.

Standing up, he returns the pen with another short bow. "We look forward to future trade."

And that is all that is needed, and so with that he steps down.

The Sunset government released an official statement from the President's office stating that he will sign the treaty with the full cooperation of the Senate.

"Trade is the lifeblood of civilization. While we hope primarily to trade with other Free Trade economies we will also try to take advantage of the opportunities to trade with the restricted economies. Every opportunity to exchange ideas should be taken if possible."

In related news Trade Senator Daniels is searching for a way to link the MFTA (Martian Free Trade Agreement) to the KIST to the mutual benefit of both memberships. For now he plans on encouraging all MFTA members to cross-sign the treaty.

"The treaty is potentially beneficial to us. I see no danger or risk by placing our sign on it" Noted Chancellor Arcturus von Earlnock, holding a copy of the treaty between his hands. On the same room sat Augustus Fistkoffen, General Voicer of the Consulate, and Karloff Allamand, Chief Diplomatic Chancellor. The proposal had arrived from Knootoss during the morning, and a special committee had been created to analyze it.

Fistkoffen cleared his throat "Arcturus is correct, as for there is nothing on it that could make us forfeit this treaty. It seems a quite interesting opportunity to me. What are your opinions on it, Karloff?"

The alluded nodded slowly, as his eyes sweep through the document before him. He then left it over the table and looked at his companions "A very good opportunity, indeed. It states no binding restrictions of any type, and that could be the strongest point here. It allows the creation of a stable forum of nations to open and close trade agreements, without any real compromise with other signatories. I say we go for it. Such a treaty can only improve our economy"

The other two men seemed pleased, now that concent inside the special committee have been found. Having the General Chancellorship accepting it will be a trivial matter now.

Augustus scratched his long white beard as he checked some lines of the document again "Is there knowledge of what other nations may be signing this treaty?"

Kristoff gazed at the man "No, Augustus, we have no information. Why?"

Fistkoffen crossed the fingers of one hand with the others "Allies. I mean allies. By the properties of this treaty, it seems a very important issue who works with who. If some of the signatories happen to already be allies of us, be it on economical or political ways, we could create a much stronger negotiations front to deal with new traded agreements. That is why it may become important in the near future, given that we sign the treaty"

Allamand and Von Earlnock nodded upon hearing the idea. "Very interesting possibility, Augustus -began Von Earlnock- Yet it is something we will have to deal with on future terms, not now. Our current interest lies on the acceptance of this treaty. We have concent here, now it is time for the Chancellorship to pass it. Then we can go and make the appropriate formalities with the knootians"

OOC: I stand corrected. My bad. Konania is also invited btw, and this thingy had to do with Kaenei being sorta allied to DA which will hopefully mean that DA joins. I think. But its late over here; it made sense politically when I was still semi-awake. :wink:

Kwarliu looked at Hans and replied,

"It doesn't really have to do with dislike. More like hatred for some nations that we forsee joining. Basically, we're informing you that if a conflict arises among us and a nation, that this treaty will not be given precedence, especially in regards to our national security. We would most likely consider embargos automatically for some.

I realize that this is not a political treaty, since we look forward to trading with nations that we normally wouldn't have even considered. Sadly, political differences and influences will come to the forefront in trade decisions. I daresay, Minister, that we wouldn't be the only ones who think this way.

However, our dealings in the past have been quite fruitful, especially since we were both long-time members of the UTP."

The Benderland Minister of Foreign Trade gave his greetings to the attendees of the signing. He approached the treaty and announced, "On behalf of King Bender v2.0 and the Robotic Kingdom of Benderland, I sign this treaty for the sake of economic prospect of all nations part of KIST."

He pointed his metallic index finger at a blank spot on the treaty, and emitted a laser upon the document, which etched the barcode of King Bender v2.0 into the parchment.

"In one of it's first moves to re-enter world politics Derieties has opted to accept the invitation to join KIST that was politley extended by Knootoss. This decision was voted on by both the parliment and the nobility, and our illustrious empress backed it with all of her zeal. The final votes were 93 for-7 against in parliment, and 96 for-4 against in the noble house. This is the most widely supported movement since our nations move from the "dictatorship" classification, to "Democratic and Constitutional Empire."

We have struggled for years trying to maintain a free trade society in the face of international protectionism. By becoming party to this agreement, we could end those troubles forever and gain dozens of new markets for Shieldian goods - as well as increasing the variety of products available for import.”

“A rebuttal, Dr Benbough?”

“Indeed. Lord Dirwisham, I wonder if the government has considered the possible ramifications internationally?”

“Internationally?”

“Yes. Iansisle has for years straddled the line between the capitalist and communist powers of the world. We have prospered through non-alignment. However, Knootoss is considered to be, by most leftist powers, an embodiment of the capitalist side of the struggle. Surely signing a trade pact proposed, written, and endorsed by such a country would commit the Commonwealth to one side?”

“And would not rejecting it commit us to the other?” challenged Dirwisham. “Dr Benbough, you cannot seriously assert that we have more in common with a group of gibbering monkeys spewing long-debunked economic nonsense than we do with our international brothers in arms!”

“You’re trying to make a grey issue black and white! Simple refusal to sign cannot automatically lump us into the CACE! It is possible to maintain a diplomatic neutrality --”

“While allowing Shieldian products to be undercut around the world? I think not, Dr Benbough - we make the finest products in the world, and we deserve the opportunity to sell them in a foreign market at a fair price. Iansisle has sat on the sidelines far too long in terms of international agreements; it’s time for us to take our rightful place in world affairs.”

“What about the New Highlands? The Third World Conferences?”

“As wonderful as those agreements have been, I see them mainly as stepping stones. The KIST, I predict, will bring a new economic stability to the Shield.”

“A new neo-liberal economic stability,” retorted Benbough, finding footing at last. “You cannot in good conscious tell me that you expect companies like Westerton and Graye to compete in fully open markets.”

“Some industries will be hit harder than others. I like to think of it as a sort of natural selection: once the weaker elements have been eliminated, the strongest will show through.”

“Economic Darwinism? Hardly accurate, I should think. Tens of thousands will lose their jobs if Westerton collapses. And even if only the strong survive, won’t they mostly be suppliers rather than producers? Would you see the oil and coal of the Commonwealth shipped off to buy motorized carriages and aeroflyers? Iansisle wouldn’t exploit these new markets you envision; it would be those new markets!”

“From what I understand of the treaty, it would allow us to build in the same protections for developing industries we’ve always had.”

“But then, if this treaty doesn’t move Iansisle any closer to that free trade paradise the government imagines, what would be the good of it? Why couldn’t things just continue the way they are now.”

“I think, Dr Benbough, you overestimate the desirability of the current situation. Iansisle may appear an economic titan now, but if all this unionist agitation continues --”

“Then maybe some meaningful labor reform will actually be pushed through Parliament by the people it purports to represent,” finished Benbough.

“Mr Baltworth,” said Dirwisham, sounding vaguely annoyed, “I’m afraid I simply cannot continue with the rash of uncouth behavior my opponent is demonstrating.”

“Uncouth behavior?” started Benbough, furious.

“I’m afraid,” continued Dirwisham, talking over his opponent, “that unless Dr Benbough can be persuaded to debate in a reasonable manner, I may be forced to leave.”

“Perhaps,” said Baltworth, “it is time to switch to a different subject. That was the Earl of Dirwisham and Dr Michael Benbough of the Star-Tribune on the KIST, which will be up for vote in three days.

"Now, as you are both no doubt aware, Company officials have confirmed that at least sixteen Hindus and ten Muslims died during rioting in Nusheld Saturday. The riot apparently started when League-affiliated activists protested a Congress-sponsored rally near the historical center. Now, Dr Benbough, I was hoping...”

"By all means, the Federation of Glorious Humanity welcomes new trade and new diplomatic contacts, and we are happy to sign this treaty." With that, Ambassador Micheal Peterson signed his name on the KIST treaty as the official representative of Glorious Humanity.

Somebody's going to be annoyed at home, he thought with another smile as he returned to his seat. The President's Council had passed it by an overwhelming majority, but over the screams of conservatives lower down in the government. Though by law political parties were banned in Glorious Humanity, everyone who was at all involved in politics knew how the pie was sliced. The progressives favored increased relations with the whole world, including nonhumans, freer trade, and stronger international ties of friendship. The traditionalists held that Glorious Humanity should stick to its human roots, although they also favored at least some contact with nonhumans. The conservatives were an isolationist bunch, holdovers from the period of no contact that President Albert had been determinedly hauling his nation out of.

Ambassador Peterson was aligned with the progressives, hence his posting as the official diplomatic representative to the elven-governed Knootoss. He didn't know much about many of the other signers, but that was part of what he was supposed to do during this meeting: find out. He waited to see who else would sign.

We see this treaty as having no real downside, and as an excellent way to attempt to restart friendly relations with the DDR, who we hold, and have held, in high esteem.

We intend sign the KIST as a Fair Trade nation, and are dispatching David Anafai, our new Foreign Minister, to sign it, as soon as Knootoss acknowledges.

"What now, Captain Diamond? for I have you caught in my inescapable trap of doom!" The crowd hissed passionately, and more than one empty popcorn bag flew at the screen.

"Humbug, you fiend!" cried Captain Diamond, brave despite his perilous position dangling from a chain over a pit of alligators. "You’ll never get away with it!"

"But, my dear Diamond, your protest comes too late! I already have ‘gotten away with it.’" Humbug let loose with another cackle. "Even as we converse, my man on the inside has disabled the military communication system. Iansisle will be helpless before my invincible army of super-robots!"

"Foolish simpleton!" laughed Diamond. "Iansisle cannot be defeated so long as true-hearted men exist to defend her. Every breath I draw, Humbug, leads you but one step closer to defeat!" The crowd cheered appreciatively.

"Then we shall have to do something about your resperations, won’t we?" shouted back Humbug. He hit a large red button on the wall marked ‘KILL DIAMOND’ that started lowering the chain slowly into the pit. While Diamond struggled feebly against his bonds, Humbug stood by watching, cackling, and twirling his handlebar mustache. Slowly, the screen faded to black. A deep announcer’s voice took over.

"Oh horror! Oh calamitous day! Can this truly be the end for brave Captain Diamond? Be sure to come back next week for the next episode, Atrocious Alligators! Now, please sit back and enjoy this newsreel, followed by our feature presentation The Golden Lie, starring Kirk Valoon and Karen Samson!"

The screen faded from black into a spinning globe flanked by the letters "I.C.I.T." That was replaced by screens showing throngs of people meandering through the streets.

"We see here thousands of protesters near MacDunn Street campaigning to keep Iansisle from signing the Knootian International Stabilisation Treaty." Various people were holding up signs with slogans such as ‘Iansisle for Iansisleans’ and ‘No generals to foreign pockets!’

"In an unprecedented move, Charles Bradsworth - speaking from the Alliance headquarters in Golden Agate - has criticized the treaty and urges the government not to sign it." Scenes of Bradsworth’s ‘great rallies’ from last year; the ‘man with the golden tongue’ is seen speaking variously on street corners, at the feet of Gurney’s statue in Unity Square, and on the marble steps of #1 Jameston Place.

"The government, however, is not listening." Some brief footage of the Prime Minister and a couple other men talking. "They continue to insist that signing this ruinous treaty is the proper course of action: they would throw away Iansisle’s national livelihood for a few generals and a pat on the back from foreign powers." A scene of an RM&M steel mill.

After the switch to a powerful squadron of ships steaming in line: "In other news, Admiral Lord Westergate and the fleet continue to trek eastwards..."

"Double and triple damn them!" The Earl of Dirwisham didn’t seem particularly happy and he slammed the evening copy of the Ianapalis Star-Tribune on Prime Minister Edward Tarriff’s mahogany desk.

"Dear man, do calm down!" said a slightly startled Tarriff, billowing out his great mustache with a curious ‘huh-RUH’ sound. "I expect you refer to that whole business with the KIST?"

"What else?" Dirwisham forced himself to take a deep breath. "I simply cannot believe the sheer two-faced hypocrisy IanCorp and its damn co-conspirators have." He waved a hand in the air. "We bail them out of every hard spot for more than four years, look the other way in each of their petty little in-fights and tolerate every misstep, and the first favor we ask from them they stab us in the back for!"

"I don’t know that it’s as bad as all that," replied Tarriff.

"No, it’s worse. We HAVE to call general elections in the next two months - there’s no getting around that."

"Last week you assured me that we would be able to hold," said Tarriff sharply. "Has that much really changed?"

"Damn it, man!" Dirwisham was tired of being surrounded by fools. "Look out your window! People are coming out of the teneral theatres with anti-Knootian themes on their lips and dragging our good name through the mud!"

"Perhaps if you hadn’t let that reporter give you the run about on international wireless, Dirwisham, we wouldn’t be in quite this state," cut in a third man sitting by the door harshly.

"Why, Inswick, if I had known you were such a critic, I wouldn’t have even needed to read the Star-Tribune this morning," shot Dirwisham caustically. "I might have just had you write me up an article or two."

"If we had called general elections two weeks ago, like I wanted to, we wouldn’t be in this predicament," replied Inswick. "We would be tallying votes right now, and we’d have a clear victory in the disputed electorates. Instead, we went with your advice, and now we stand to lose everything." The Foreign Minister’s voice raised from a mellow indoor voice to a near shout.

"I really don’t think there’s all that much to get excited about," said Tarriff, removing his handkerchief and wiping his forehead. "I mean, we pass this through, and everything’s fine."

"Get your head out of the sand, damn it," replied Inswick with a growl. "Between your denials and Dirwisham’s fingerpointing, I’m surprised our government has even lasted this long!"

"I’ll thank you not to take that tone of voice with me, Inswick! If it wasn’t for me --"

"Then Iansisle’d still be a nomadic group of hunter-gatherers. Yeah, Ed, we’ve all heard it before."

"I’ll thank you not to use my father’s ridiculous name," shot back Tarriff.

"If this treaty doesn’t get past the Liberals and Centrists, then I’ll have to resign," declared Inswick. "You too," he added, glaring at Dirwisham. "And I’d like to see you continue without your top two ministers," Inswick, shifting his gaze to Tarriff. "We’re building up to a great trial of strength between parliament and the corporations. The government can win this battle - we have in the past - and we must now."

"But those previous governments never had to contend with IanCorp," complained Tarriff. "They can reach the masses faster than us and all but block out our messages if they want to."

"Actually," pondered Dirwisham, "I can think of a way or two to minimize IanCorp’s interference. Yes, that might work indeed!"

"What, man?" demanded Inswick harshly. "I’m in no mood for your bloody guessing games, Dirwisham. Spill it, then!"

"Royal and IanCorp are natural enemies, right?"

"In a manner of speaking," replied Tarriff. "There’s been a quasi-alliance between them and the UBC for a couple years now."

"Didn’t Royal and IanCorp just dump the UBC in favor of the Company and Westerton?" asked Inswick, glancing over at Dirwisham.

"Indeed; my plan is predicated upon it. Tarriff, I need you to delay the vote as long as possible. I don’t care what you do or how you do it, just get me as long as possible."

"But, we’ve only two months…" tried Tarriff. Neither Inswick nor Dirwisham paid him any mind.

"The next step," Dirwisham was saying, "is to drive a wedge between Royal and IanCorp." Inswick cocked an eyebrow. "I know Jackson Halders," Dirwisham said, "he’s decently intelligent, in his own way. But I also know Sir Penton Dubois. He knows that Royal stands to lose biggest from this treaty; he’ll pull every string he has to stop it being signed, even at our expense."

"Do you really think that Sir Penton has that much influence over Halders?" asked Inswick.

"I don’t know that. But I do know that Halders is by nature a conservative person. Dubois is more inclined to take risks."

"Like severing their relation with the government?"

"Exactly. All we need now is something to drive between them…" Dirwisham thought for a moment, and then his face lit up. "Mr Tarriff; Lord Inswick. I hope you’ll excuse me, I have to place a call to Mr Marcus Westerton."

After reading the entire agreement Iuthia finds that none of this agreement infringes upon our soveignity and will provide a great benefit to the businesses in Iuthia.

As such we are prepared to sign this agreement at the "Fair Trade" participation level and as of yet we see no objectionable nations among the signitories.

Knootoss, I don't know if your agreement was open to nations that weren't invited, but if it is I'd like to notify you to state that Iuthia will be adding Light Red Germany to it's Black List due to their incistance on using forced labor... clearly this is the sort of nation that Iuthia doesn't want to be dealing with and we are unprepared to trade with this nation until they have resolved the issue appropriatly.

Is indeed a pleasure for us to sign such treaty that promises benefits for all the parts involved. As we are adopting a more open policy to the outside world, it will be a good chance to improve our relationships with foreign countries, as trade is usually the door that can open the way to deeper interaction. Of course that we, being an isolated country, will extract many advantages with such treaty, because we finally will have the opportunity to place our best quality products in the market, and find necessary supplies that are very difficult to find in an artificial environment such as the Craftworld.

I'll send the Princess Aliria D'Hyru, Jewel of the Sindarin, to the Hague, so she could remark our best intentions in joining KIST and taking care of any formalities that could be necessary. I'm sure she will enjoy to meet the fabled Galadriel, and to spend some time with her, if the circumstances allow it, of course.

In economic news, Prime Minister Jaroslav Modry signed the KIST agreement this morning, which was approved 54-17 by the Parliamentary Council earlier in the day. The agreement was largely welcomed by economic analysts as a tool leading to greater business opportunities around the world.

Prime Minister Modry responded to criticism of the "free trade" status he elected to sign under. "This administration has always welcomed free trade with nations around the world, and this agreement reinforces that commitment. To those KIST signatories whose markets are open, we open ours as well. I will put some of the welcoming words and platitudes that you all deserve in my letter to Aelosia as that one also deals with a specific affair. Consider similar words to be sent to all of you. (I could write a blueprint welcoming message/TG but I already feel spammy enough. :P) I’m there on the KIST board though, so anyone who hasn’t registered yet, please do. :)

For Feline specifically: upon joining KIST; the DDR will be establishing a consulate rather then a full embassy first in Feline. (It will have all the functions as prescribed in the treaty.) Is indeed a pleasure for us to sign such treaty that promises benefits for all the parts involved. As we are adopting a more open policy to the outside world, it will be a good chance to improve our relationships with foreign countries, as trade is usually the door that can open the way to deeper interaction. Of course that we, being an isolated country, will extract many advantages with such treaty, because we finally will have the opportunity to place our best quality products in the market, and find necessary supplies that are very difficult to find in an artificial environment such as the Craftworld.

Besides, I can defend myself in conjunction with my current allies inside and outside of the UnAPS. Knootoss has his allies. I think you are pretty much the only person in this thread who needs allies at the moment.

The treaty is for economic purposes only. The military is not involved. Even if military were involved, I'm sure 99.9% of the signatory nations would be infinitely more valuable in a military aspect.

Perhaps it is simply a misunderstanding, as the clause was really not written with Vrak in mind, but I am unaware that Vrak of the Federated Klatchian Coast have signed treaties that require you to be *un*diplomatic.

He smiled wryly: “After all, I see nothing here that would prevent you from fulfilling alliance obligations. Unless you have a … specific… nation in mind?”, he inquired.

Kwarliu laughed and said,

"Why, we are not exactly being undiplomatic but just laying our cards on the table. But..."

A wave of his flipper.

"We certainly understand that the clause was not directed at us. It is something you had to put in so as to draw nations in. We know that. Anyhow, we shall sign this treaty and see how things develop. I just hope that it isn't a repeat of the ICEP."

With great dexterity, the Chief Envoy waved to his aide who brought forth an ornate wooden box inlaid with gold. The aide opened it and inside there were two fairly large stamps. With a flick, Kwarliu quickly stamped the treaty with each stamp, signifying the approval of Vrak.

Reports were good from the war against the Yanks; Admiral Lord Westergate and IV Corps had taken Midway, the Admiral Rice was hammering the Philippines to rubble while III Corps waited its chance. Daedalus bombers continued to hammer Oahu and Dutch Harbor from Insula Modesta. The best news, of course, was that two capital ships of the Linhower Plan had at last been completed. Gurney was dispatched to join Westergate’s fleet; Princess Royal left just two days later to join Rice’s fleet.

“A man could make a fortune off just one of those ships,” pondered Holls’ younger companion, whose name he’d never bothered to learn. “Can you imagine how much money that much opium is worth? Never mind in the Commonwealth - how about those backwards countries where it’s illegal?”

The Shieldian ambassador in Knootoss had the unfortunate job of delivering the envelope. It arrived by fast steamer from the Shield in diplomatic bags. The wax seal bore the impression of the King’s ring.
Inside was a brief note. After a flowery greeting, Prime Minister Tarriff regretted to inform Galadriël that the Empire of the Shield and Its Dominions would be unable to join the Knootian International Stabilisation Treaty. It contained his personal regrets and hopes for a future close working relationship, but the voice of the people had spoken. The letter was signed by Tarriff, Lord Dirwisham, and Lord Inswick in the name of His Iansislean Majesty High King James III.

Gregory openned up the navy blue folder which contained the emblems of both the Knootian government and the Federal NYNJ government. Picking up the ceremonial pen, Gregory signed the K.I.S.T agreement with a small smile. He was more than glad to have signed onto this endevour, NYNJ and Knootoss had, had very close economic ties for sometime. This was just a strengthing of those bonds on a more offical level. It also allowed for New York and Jersey to carry out further trade and expand its own markets in the Publishing and Automobile Industries.

Unfortunately though Gregory couldnt attend the formal signing ceremonies. He had to do this from the comfort of the capital. He'd send over his Trade Minister Jude Varick to hand over the signed agreement herself. He'd also send a letter of apology and a fruit basket but that was another matter entirely. For now though the good economic news had caused a small positive shockwave on Wall Street. Free trade was always good news at one of the biggest bastions of pure capitalism left in the world. Whether the massive influx of free trade and lowered barriers would have a positive side effect was still unknown.

The news of NYNJ joining did not cause great surprise amongst those traders in Knootoss who had already learned of the treaty. It had been more or less calculated into the initial boost. But the Amsterdam Exchange Index still welcomed the news along with the plans of Pink Bunny Cola Incorporated to try to expand its cola markets into Ilek-Vaad using a new fair trade product.

One of the last figures at the signing was Sir Jhon Thorpe, the new Alconian Ambassador who had just recently arrived after the government elections a few months previously. Unfortunatly the United Duchies had been dealing with a series of hurricanes and almost a month of rain such that flooding had actually caused the land owner to stay at his estates durring the crisis.

P.S. not fortifying the islands around Manhattan proved to be a poor idea which explains perhaps why the people of Manhattan decided not to fight.

Since I am "the Dutch" more or less in NS perhaps these settlers could have been early Knootians? I established this also with Tanah Burung and with New York and Jersey, it could be fun! (Historic referencing and such.) Since the Knootians do have the Dutch etniticity you wouldn't even have to change much.

And, well, in the end we got Surinam in exchange for New Amsterdam. Currently there are more people from Surinam living in the netherlands then in the bleeding country itself so we all know how that turned out ;)

I also vaguely recall that the people of Manhattan decided not to fight because that Dutch governor wasn't exactly the most popular one around. :P

Historically I don't know what the diffrences would be. The most prominent Knootian/Dutch family (Roosevelt) intermarried with the House of Crawford which led to the hereditary monarchy...who then created the 'Stock Exchange' and laws for Banking institutions. Alcona remained fairly backwards and isolated because of the numerous wars between ourselves and Hubris until the twentith century and the formation of the Dual Duchies...

Well, the United Provinces and the United Provinces are pretty much the same feel except for some things like the names of people. In general,

You mentioned that Neubayern (Zeeland) was left as an independent nation by the Treaty of Westphalia (1648). In this particular thread have replaced the Treaty of Westphalia with the Treaty of Hofburg (Lavenrunz.) So which treaty it was sorta conflicts :P

Finally in 1609 a truce was established which ended in the acknowledgment of the provinces in 1648 as one of the provisions of the Treaty of Hofburg.
So the same dates. In 1612, the truce with Lavenrunz witwould have been in effect for 3 year.

Hmmm… good question about the thirty years war. I would figure that the United Provinces were too busy fighting off the Lavenrunzians to really care about the rest. However, the Knootian colony would still have made an easy target.

On a more personal note, I believe that Dominion wines will find a fine market in Knootoss. I myself will make sure to have a crate or two stashed away in my wine cellar.

I hope that this will mean positive things for bilateral trade in general. However there is a matter that ought to be arranged. Our habit is to ask if new trading partners desire a bilateral treaty dealing with products such as recreational drugs and other addictive substances. While we are generally proud of our unique and open traditions, we do not wish to force them upon others. With an agreement in place our enforcement agencies can work together with the corporations do prevent a flow of undesired goods. Good relationships are, in our opinion, of economic value in itself and we do not wish for them to be disturbed by unpleasant incidents. Of course, this is an offer that the Dominion can choose to take up only if it desires to. More information is available with our ambassadors to the KIST headquarters in The Hague.

In regards to the matter of embassies, the suggested structure is completely acceptable. There are several buildings in The Hague and Wassenaar with comparable sizes, however if these are suitable depends on the demands the diplomatic corps attaches to architectural style. I would suggest that this matter is left to a joint committee for this purpose. ((OOC: As in: we’ll find you a nice spot.)) If we were allowed a building of our own in the Dominion this would also be much appreciated.

The Emperor stood up on a wide podium, on his left, Laudrina Frost, his number one deputy, and the other ‘Princeps Senatus’ April Reading. Numerous holographic and two dimensional recording devices littered the room, as well as a number of ‘reporters’ and a squad of golden armoured figures, led by a man in a deep blue uniform, very snappy, with a colonel’s insignia on his collar.

The view of the Emperor was quite impressive, with the great ocean beyond the vast window. From this height, the large island of the massive city’s most distant point, bound to the mainland by no bridge nor ship, was clearly visible off to the left, and further beyond, had one been a little higher up, and had very keen eyesight, one would have seen the heavily forested Taurenorian islands.

He began to speak, eloquently explaining the decision to join the KIST, with his usual silvered tongue, even more so given that he’d had an opportunity to prepare. At the end there were no questions from the audience.

It is my understanding that membership in the KIST treaty organization was discussed with Their Graces, Grand Duchess Corrina ni Gwydion and the late Grand Duke Immanuel ap Gwydion. As was promised at that time, the government of the Resurgent Dream, in the Ministry, in Parliament, and through the Crown, has devoted no small amount of research and discussion regarding possible membership in the treaty. While a definite decision has not been reached as yet, such discussion has reached a point where I would desire to travel to Knootcap for direct discussions regarding possible entry into the treaty. I have been authorized by my government to sign KIST should I deem it advisable after such meetings.

“I need helpful, impartial advice, according to the best traditions of the Civil Service”, the aging Minister of Economic Affairs Laurens-Jan Brinkhorst proclaimed. A tall elf standing by his side nodded before sitting down at the Ministerial desk, which was made of solid Colombian wood. The elf spoke dispassionately:

“In my humble opinion, only someone in an advanced state of paranoia would suspect the Foreign Ministry of being in a plot against both the Prime Minister and the Party days before the election, Minister.” He paused briefly. “Yet I do believe that the Foreign Ministry is keeping things from you and the Prime Minister and the EIVD. Cooperation lately has been minimal ever since we started transferring personel and moving our Confederation-related projects to our agency.”

“Well, what is it that they are keeping from me?” Brinkhorst asked annoyed. Elrohir Telperiën sighed, looking briefly out of the window behind him which provided a breathtaking view of The Hague.

“Well I don't know, they're keeping it from me too.”

“How do you know then?”

“I don't know,” the elf said helplessly.

“You just said that the Foreign Ministry is keeping something from me. How do you know if you don't know?”

“I don't know specifically what, Minister, but I do know that the Foreign Ministry keep everything for everybody. It's normal practise nowadays.”

“So who does know?”

“May I just clarify the question?” the elf said calmly, speaking very slowly but keeping up his pace, “You are asking who would know what it is that I don't know and you don't know, but the Foreign Ministry know that they know, that they are keeping from you so that you don't know but they do know, and all we know is that there is something we don't know but we want to know but we don't know what because we don't know. Is that it?

"Maybe I should clarify the question”, the minister said annoyed, “Who knows Foreign Ministry secrets apart from the Foreign Office?”

Elrohir Telperiën stifled a laugh.

“Oh that's easy… the Reich, Excalbia, Pantocratoria…” he was cut off.

“Yes, yes, enough of the sarcasm already.”.

“Well I'm sure that the Foreign Ministry will advise you what to do to get the Resurgent Dream on board, Minister. After all, this is in all our interests”

The aging human bristled as the elf laughed, glaring at him sternly
“The Foreign Ministry advises me to do nothing.”

“I'm sure that's good advice”, the elf replied, “but I feel that a more active stance might be in our interest. We should consider linking issues. I think it would be only realistic to expect Minister Granados to do the same.”

Brinkhorst sighed.

“I don’t like this whole situation. All the options are bad, and with Jan Willem making all these conciliatory gestures, we look heartless and feeble simultaneously. What do you think, we should do Telperiën?”

Elrohir Telperiën showed his dry wit had not yet run out.

“Perhaps you can arrange it so that you look heartless and feeble alternately. And it is always safer to be heartless than mindless, I would say. Seriously though, I suppose you will have to improvise. And we have fairly little time too”, he checked his watch, “she is supposed to be here in five minutes… perhaps you could sign this letter to The Oligarch of Kriegorgrad. They have asked to join KIST, and we need you to refer them to the KIST secretariat. It will be nice to have new blood there, the department thinks.”

With a futless sigh, the minister signed the document without reading it, before ordering a cup of strong coffee.

The double door of Brinkhorsts office swung open, revealing a 37-year old Hispanic woman in the entrance. The Knootian minister of Economic Affairs, now an aging man, rose slowly from his seat to welcome his counterpart from The Resurgent Dream . He rose slowly, his back was apparently straining, but his smile did not hint at any discomfort. "Welcome, your Excellency!" he proclaimed as he looked at Granados appreciatively.

Granados smiled back warmly, offering her hand. "It is good to be here, Your Excellency." Brinkhorst pressed the hand, but not too strong. Again, due to age.

"It is nice to have you", he retorted, "and please, do have a seat."

Granados sat, crossing her legs casually. "Thank you, Minister." The Minister looked at the door, calling up a young girl with a short skirt and a pretty white blouse.

"Drinks, Minister? Anything else?" she asked, looking at the guest first.

"I'll have a mimosa, please."

"Right", the girl replied, "One mimosa. And one red wine for you Mr. Brinkhorst?" The minister nodded, and the girl went off. Granados smiled.

"So..." Brinkhost started tentatively, "I heard that The Resurgent Dream is now positively considering to join KIST. That is very good news indeed."

"We are considering it. I've read the documents many times. However, the main issue is...where is the commitment we are making?"

Brinkhorst nodded. "Well, that depends entirely on the terms chosen by the nation itself. That is the thing about the stability treaty. I tend to think of it as a platform fo trade, where states proclaim how they intend to do something and then they do it. It is not so much the content we are concerned about, as the fact that governments are transparent about trade policies. This has proven to have a positive effect on trade communities."

"That is one way of putting it. However, there is more to KIST than that. If that were all, there would be no advantage to joining beyond that guaranteed by our already open policy."

"If we do join, it will be fully as befits a capitalist economy dedicated to free trade."

"True. It also contains some clauses that ask parties to do something. Most notably, it asks members establish a diplomatic representation capable of dealing with economic issues in all signatory nations. Which is good for business. It also asks members to try to resolve economic disputes peacefully, at first." The minister sighed. "This would appear to be a common sense thing, but in my rather long career I have seen it far too often that nations treat economic sanctions as the first stick for whatever minor issue comes across their path. I think a realization that disrupting trade with real partners brings. While the treaty certainly poses no limit on sanctions, it is a... goodwill commitment, if you will."

"There are certain countries where open trade seems morally repugnant to my government, namely those where the products themselves are the result of crimes against sentience. Slavery based economies, for example..."

Brinkhorst nodded. "Of course. The bilateral trading system allows for this. Basically,
nations make a deal. Any deal will do. We just ask that members try to abide by the agreements they make, even if they are of the so-called lower politics." The minister could not help a smile.

"The issue could certainly be dealt with under the provisions for Bilateral Treaties. However, I was hoping that such special provisions would not be necessary."

"Well," the minister thought for a moment. "That really depends on the wishes of the Resurgent Dream. We have a free trade regime that is basically extended to everyone in KIST. There aren't any freaky evil signatories, really" he said calmly, "The treaty provides for various ways of mediating. This can be done by using the facilities in The Hague, or bilaterally if you would prefer. The DDR prefers to opt for KIST facilities a lot", he shrugged, "the treaty, as I understand it, just gives leaders additional policy tools and an institutional environment where trust, not hostility is the basis."

"While the treaty does not officially deny the possibility of membership to, as you call them 'freaky evil nations …unofficially...?"

Brinkhorst answered with a twinkle in his eyes. "Oh, well, I certainly would not want to be accused of discriminatory practices or concerns for sentient rights."

Granados laughed lightly. "Of course not, Minister. Of course, not."

The two were momentarily interrupted by the girl, who served the two ministers drinks. Brinkhorst mumbled a 'Bedankt'.

Granados took her drink, smiling brightly at the girl. "Thank you, miss...?"

"Janet De Boer, your Excellency", the girl said with a smile. She had not expected to be asked her name, obviously.

"Thank you, Miss De Boer." The girl curtsied, and left the two ministers to talk. ranados sipped her drink. "Tell me about the student exchange option."

Brinkhorst sighed. "Well, to be honest I have seen it used only a few times quite long ago. A lot of people offered student programs, but I am not so sure what has become of them. Its not my real core area, really."


Granados inclined her head, seeming to be expecting something.

"Well, I for one know that Knootoss would certainly be up for setting up such a program with the Resurgent Dream. It would match up nicely with your own programmes, which I’v read some good things about."

Granados smiled warmly as she sipped her drink. "I'm glad to hear that. However, so far we've been simply...reiterating things we both already knew. There is one pressing issue not addressed directly in the treaty or in any documents I was able to find on which a great deal hinges."

"Oh?", the Knootian asked after sipping his drink.

"Differences between member states regarding the regulation of dangerous, addictive, and psychosomatic substances."

Brinkhorst grinned. "Well, domestic laws are never invalidated by trade agreements."

"This category does include...certain major Knootian exports..."

Brinkhorst nodded. "Well, we would like you to import our products, certainly, but we've never forced anyone to buy our things."

Granados smiled. "It sounds like we have a deal, Minister."

Brinkhorst smiled back. "That's great. "

"Subject to Parliamentary ratification, of course, though I think they'll take my advice. While I'm here, I'd like to visit the Hague, meet with businessmen and officials, help getting working relationships started."

"I'd be happy to help you", the minister replied with a wry grin. "Unfortunately, I no longer have the gift of youth, but know some pretty decent people to help you out."

"Thank you."
