To: The Exalted Emperor of Yallack,
I have been impressed by the glowing reports from Command General Adan Ring about the exemplary conduct of your soldiers and commanders in the field. Their battlefield decisions have in every regard been honourable and have helped make a peaceful resolution in the Axackal Conflict a reality. Command General Adan Ring has reported that your General Caracas has been an invalueable asset to achieving peace in our region of Haven.
I would personally like to invite representatives of your nation to come to our capital, Great Lassic, and discuss normalization treaties. Command General Adan Ring has expressed regretfully many times that your forces and ours are technically on different sides, he has lamented several times the guilt he has felt putting your brave soldiers in harms way at his requests. I want you to know that these acts have not gone unnoticed.
I would be most pleased to receive a delegation from your nation, and to make sure that in the next conflict we are on the same side.

I must thank you on behalf of The Empire, for i too have had reports of the most respected Red Jaguar forces, and their courteous treatment of Yallakian Forces in Haven. I also must express my sympathy for the damage caused to your forces in the Allanean sneak attack and to condem this unprovoked attack. Had the Empire known any off this we would have informed you immedialty.
Yallak would be most honour to make our relation formal by sending one of our most noted Nobles, Lord Archaon of Northern Kilrah, to talks in your Capital.
Furthermore i would like to emphasize that General Caracas and his men are well aware of the danger in aiding you but he has been authorised with full command of all operational happenings in Haven, so this decision was his alone and would not have been made without the most cautious planning or respect towards your forces.
Once again i thank you for your invitations to arrange treaties, the team will arrive in a few days to begin the talks.

The ministry of Foreign Affairs immediately sends a diplomatic transponder that will Yallack's envoy to enter Ilek-Vaad's airspace. They also find out such things as Yallack's national anthems, customary greetings, etc. to make sure that no one is unintentionally offended or no faux-pas is committed.

As the converted boeing 707 approached Ilek-Vaad airspace, the pilot switched on the Diplomat transponder and the escorting F-22's peeled off, begining thier return flight.
F-22: "This is Raptor lead to Diplomat 1, your entering Ilek air space, where going home"
Pilot: "Copy that, transponder active.
"Attention Ilek-Vaad air control, this is Yallakian envoy Diplomat 1, requesting clearance to land at Great Lassic"
The plane flew on towards the Ilek Capital awaiting landing instructions

The Boeing entered Ilek-Vaad airspace over the coast, ground controlesponded as a wing of Orion Stealth Fighters almost instantaneously moved in to escort the Boeing as ground control responded.
"Welcome to The Free Republic Lord Archaon. You are cleared for landing at Lassic SouthWest International Airport. The headings are being transmitted now."
Great Lassic is still nearly a 7 hour flight from the coast. Flying over the country Lord Archaon sees mangrove jungles on the black volcanic sands of the coast, turning into jungles, mountains and then eveually thick green forests. The Boeing passses over nearly a thousand miles of Ilek-Vaad and only one or two towns or cities are visible from the air and very few roads or rail lines.
As night falls the horizon is lit up as the Boeing approackes Great Lassic. The city covers 158 square miles and is home to nearly 200 million people. The green open city center encompasses a 68 mile plateau and is bounded by a byzantine wall , out side the wall is the 'Ring'. The 'Ring' is the area zoned for skyscrapers and oher large buildins. Several thousan skyscrapers many well over 100 stories ring the city for miles. The Boeing is finally directed to land at the cities SW corner at one of it's four international airports. The Boeing lands directly, with no waiting.
The Boeing is taxied to a large terminal and Lord Archaon disembark down a ramp lined with hundreds of Velite Guards in their white and silver dress uniforms. The carry halbreds and were beautifully inscribed silver breast plates and tall crested Athenian style helmets with long white crests. He is greeted by a dignified man in his fifties, his dark hair greying at his temples.
"Lord Archaon, I am Sir Ilem Arden, Chief of Staff to the First Republican. On behalf of the First Republican, The Republican Council and the People of the Free Republic, I welcome you to Lassic"
The Velite band then plays the Yalack National anthem as Lord Archaon and his party are led to the waiting convoy of Jaguar XJ12 Sovereign limosines.
Inside the Jaguar, Lord Archaon consults with Sir Ilem Arden over topics of Ilek-Vaad's nation, government and quite interesting countyside.
The convoy drive on into the city, finally stoping outside a grand building, stepping out Archaon is introduced to a few more officials before being taken inside to begin talks.

Sir Ilem goes over the main interesting details of Ilek-Vaad's history and points of interest with Lord Archaon ( http://www.nationstates.net/forum/viewtopic.php?t=107469&highlight=).
One they arrive at the House of the Republic, a large pantheon style dome building, Sir Ilem leads Lord Archaon inside.
The halls are empty except for a few of the security forces. He leads Lord Archaon upstairs to where the First Republican and his staff are currently having dinner, they have a place and everything ready for Lord Archaon to join them.
Unrath Assad, the First Republican, stands and moves to shake Lord Archaon's hand. The First Republican is an imposing man, well over six feet tall, with skin that looks like burnished bronze and dark piercing eyes.
"Greeting Lord Archaon, I am Unrath Assad, First Republican of Ilek-Vaad. Won't you join us? We can discuss the particulars of a normalization treaty over dinner, I am very glad to finally meet you."
With that they sit down and begin dinner, and talks.
Seated at the table Lord Archaon, begins the talks by offering an embassy exchange, then proceeds into the smaller details.
"I am interested to know what type of relations you seek with us, a standard Non-agression pact or some form of Alliance? The Empire of Yallak is willing to commit to either, or arrage a.. more customied treaty."

The First Republican nods "Yes exchanging embassies would be no problem, we would also like to normalize trade and travel as much as possible. As for a treaty, our constitution strictly forbids us from making alliances with non-democratic entities and or imperialist expansionist nations."
He pauses and looks thoughtful " We would have to know much more about your nation to consider an alliance, in Ilek-Vadd we tak these thing very seriously and only enter into them after careful consideration."
"That is fair enough, a complete history of Yallak is being compiled at the moment and a copy will be delivered to you, but for the time being i can answer any specifics you might need to know in order to make a decision."
Archaon continued
"A permanent diplomat will be dispatched immediatly to setup and embassy, and arrangements will be mafe in Yallak for the arrival of your contingent.
As for trade and travel, you have through...difficult circumstances proven to be an honourable friend to our nation, and so the Empire is prepared to grant tarrif free trade with Ilek-Vaad. Travel on the other hand remains the same for all nations, neighbours and allies. Any traveller is welcome in the Empire after receiving clearance at a military border checkpoint".

I would see no problem with allowing your citizens to travel freely in our Republic, or allowing an opening of trade. However, our tariffs are assessed by the goods, not by nationality, so our tariffs would still be in place . I think that we have a very solid foundation for a good and solid friendship."

" Well, I am still concerned with your nations activities with the Ali'Staan accord, but that is none of our business. I don't know if you knew, but one of your other fellow accord members ,Fluffywuffy, used chemical weapons against our Naval Guard while we were in the process of running them out of Haven."
"I won't necessarily judge you by the company you keep, but most of the members of the Accord have very poor reputations and have a most unsavory reputation."
Looking slightly concerned Archaon replied
"What would you have us do? While we sympathise with you and do not condone the use of chemical weapons, until our allies have disrespected their treaty with the Empire we will not hold their actions against them.
I would hope that you wouldn't judge us by our allies, we are bound only by the accord and common goal, not through actions or intent. I doubt the Emperor would reconsider the accord unless specific events of betrayal to allies by those in the accord can be presented or a more stable alliance offered."

The First Republican shrugs
" What you do with your allies is your concern. I simply want you to know what sort of nations they are. There is no point in honouring dis-honourable allies. As I said , your relations with them concerns us, but we will judge your nation on your actions, not your allies' actions, unless of course you act with them."

An officer walks in with a message from Yallak. Archaon reads it then speaks.
"Unfortunatly some urgent business has arrisen and the Emperor has called me to return. I believe we have worked out a reasonable relation between our nations, may it last through all future endevours"
At the same time passing the First republican a folded peice of paper.

"Indeed, I thank you again for coming here. I wish you luck in all your endeavors, and you can count on our continued support."
Thanking the First Republican for his hospitallity Lord Archaon departed to the recently established Yallakian Embassy in Ilek-Vaad, from where he would depart to the Empire within the next few days.

It was announced today that the Free Republic has formalized relations with the Empire of Yallack.
The First Republican met personally with Lord Archaon from Yallack to reach the relations agreement. Trade and diplomatic ties have offically been opened with Yallack and the Republican Council will move over the next few days to appoint an ambassador to Yallack and to begin forming a staff for the new embassy.
The ruling V.L.P. has made a major commitment to international diplomacy. During the last elections it was mainly questions about the ability of the V.L.P. to act diplomaticaly that kept their victory fromn being decisive. With the Haven summit, opening ties with Tanah Burung and Yallack, the V.L.P. looks set to resolve those concerns in advance of the next elections.
