Exactly what are the rules for announcing that you have nuclear weapons? I know you have to have a pop. of over 100 mill, but is there anything else I need to know?

Actually, that's not a rule either. The only rule is that the situations you use the nukes in are interesting for the other player, ie no OMG I N00KZ J00 WITH MY N00KS BCOS I DIDNT WANT TO LEVE THEM LYING AROUND LOL!!!111

The Hiio has large stockpiles of nuclear weapons..... but no military beyond that
