The Empire has for many decades been a free democracy. The Emperor now has no function in politics, yet is Head of State. The Emperor is still funded by taxation.

(1) The Empire remains in its current state, the Emperor is head of state. The Prime Minister is head of government.
(2) The Empire of Xiang Gang becomes "The Republic of Xiang Gang" and the Emperor loses status as Head of State, replaced by an elected President. The Prime Minister is head of government.
(3) The Empire becomes "The State of Xiang Gang", the Emperor being replaced by a President who is head of state and head of government.
