The 'strength' figure isn't personel; it's relative overall strength. It aparently also takes in things that would make your troops fight harder into consideration, like, when defending, fundimentalist religon, or, I'm guestimating, political freedoms.

Naturally, these things can't take IC specifics into account.

Eh. Why bother, so you can compare your fake male organs on a forum? Frankly, this isn't much to any point, because it neglects the fact that this is a ROLEPLAYING forum, not a damn RTS game.
