perhaps its because im german and have only learned my bit of english at school, but i just dont get the clue whats meant with this category :)
is it supposed to mean that "father" thinks, my state is the best or what ? :D plz somebody explain :(

Think it's that the Emperor/King/President of your nation watches over the people closely, but doesn't slaughter/gass/lynch them when they say something stupid.

Just keeps a close eye on them.

I think its basically a dictatorship - a "what I say goes" kind of thing, where everyone has to do as the leader says because "he knows best".
