"Acting in my capacity as the Speaker of Metus, and having consulted with my longtime friend and ally the Emperor of Kalessin on the matter I have made the necessary moves in accordance with the Laws of our charter to call my allies from near and far to a growing threat to the well-being of the Metus alliance: and in so doing condemn a nation of cowards and usurpers.

Syskeyia.

In accordance with the Metus Charter, all Metus signatories [this includes members of Greater Prussia , the Global Dominion of Dictators Against Democracy, and the Arda Alliance] are now obligated to act to the best of their ability to the detriment of Syskeyia in retribution for their crimes against our sphere of influence. Any Metus representative wishing to discuss the stipulations of this edit will do well to contact Lord Alkanphel or any one of the Warlords to discuss what your nation can best do in these times to further the best interests of the Metus alliance. Grievances should be filed with either Lord Alkanphel or the Emperor of Kalessin.

I call on all sensible nations of this world and all others to step aside and allow Metus to excise the Cancer that is Syskeyia from this mortal coil. If any allies of Syskeyia should wish to sue for peace in face of this threat, this is your chance."

And so it began. Miles below the crust of the earth, in the twisted tunnels of Angband and Utumno, an army began to grow. District governors began calling in reserves, and laborers worked around the clock to add to already huge stockpiles of fuel, oil, munitions, and logistics equipment that would soon be consumed.

But outside--nothing. Any orbital observation of the Imperium reveals little--if anything--to indicate such a mobilization. Trade traffic is normal; and the borders are still closed to all civilian traffic. Patrols are stepped up, and the 1st and 3rd Fleets leave their moorings at Io. Military precautions and security standards appear unusually rigid, but anyone watching the Imperium for very long would already know this is not unusual.

Shipyards in the Jovian system [centered mainly around Io of course] rushed to finished what little construction remained on the much anticipated 6th Fleet, which was expected to be combat ready inside of six months.

There had been no formal responce by the Dominican government as of yet. The Grove was always one of the busiest spots in all of Diminix but activity inside of it was getting larger by the minute. After a three hour long conference with Emperor Ses'uh and his entire cabinent, politicans, military commanders, security advisors, and foreign ambassadors. The decision was made and the calls went out.

In a matter of four hours, six of the largest military bases throughout Diminix had lit up like a Christmas tree with activity. Army soldiers who were on leave or on vacation were quickly called up to duty back at their respective base. Most of the thousands of soldiers who were returning from their families had no clue what was going on, all they knew that it was important. The airbases were a different story. Most had been ready for anything due to the situation with Chicken Tikkastan. But they were updating, incase it was needed. Every hour a few more fighters would be rolled out from some hangar and dusted off.

It seemed that there was a level of IV, the next to last highest levels of military preparation right before a fight itself was underway in Diminix. Army Reservists, clad in their blue camoflauge began to clog up the city streets with large trucks as they prepared to 'dig their trenches' through the cities, so to speak. A.A units had already begun fixing their positions atop roofs and skyscrapers throughout the night. And citizens could now hear the constant roar of fighters overhead patrolling the day and night skies of Diminix.

The package contained two typically Knootian things. Tiny wooden shoes of about 7 centimetres long each. The things were typically sold in tourist shops in the region. The pair was polished neatly and an intricate design was painted on them with two red dragons breathing fire, fumingly. A flat, green landscape with a windmill on the other one.

A note with a Dutch proverb was enclosed with the message. As an advice to the Emperor.

The shroud class cruiser Dead Air transited from its Faster than Light drive somewhere in Earth orbit. After a few hours of detailed sensor observation, it located the appropriate target, after a longer wait, it isolated her as she was sleeping – or rather, being an elf, resting – and proceeded to engage its main teleportation device, snapping the elf from where she belonged, passing her through a ‘fold in space’ to use the cliché term, with a ‘pop’ as the air where she was a moment ago rushed in to fill the void left by her body.

Galadriël reappeared in a small holding cell of some kind, frigidly cold, and with no features in its dark metal, barring a source of illumination that seemed to come from nowhere, and what could well be a door, based on the small, almost invisible cracks around it.

The ship meanwhile, turned slowly and engaged its FTL drive, its kidnap mission over.

Galadriël huddles in the dark cell, carefully opening her eyes and seeing... nothing. Momentarily, she is confused but when she realises that she is no longer in Knootoss a cold shudder runs down her spine. She gets up, and feels around with her hands, trying to find the walls. Or perhaps a door. Upon being touched, the walls seemed to steal heat away from her fingers, frigidly cold, excessively so in fact.

The ship itself is rather quiet; a slight hum can be heard, but other than that, nothing. She quickly withdraws her hands, shuddering. She tries a few more times to touch the wall at other places, like a caged animal trying to get out. There is no effect, and eventually she sits down on the floor, biting her lip desperately. As a creature accustomed to infinity, she waits patiently...

Eventually the hum subsides, and there is another ringing pop as her environment changes, this time to something slightly more worrying. Rather than dark, this is a rather well-lit room, the floor is some particularly thick, soft carpet, and the walls and ceiling are marbled, enamelled, gold plated and so on, it manages to avoid being over the top, by the skin of its teeth as it were...

The dominant feature of the room is the excessively large bed, almost the size of a tennis court, and the huge panoramic window, showing a view of clouds, that dominates one wall. Sitting on the bed is a man, apparently in his thirties, with long dark hair. Rather incongruously, he's wearing a large set of clown's shoes almost a metre in length.

He looks up and smiles softly, his eyes a whitish blue colour, like shards of ice. Galadriël looks around, amazed. Knootian transporters are rather bulky and the displacement makes her mind dazzle. This environment does seem to suit her status better, she thinks. Then; the man. She stands up tall hurriedly, but gracefully. With her chin up fiercely she glares back at him.

He gestures toward a spot on the bed, not far from him, on the other side of a largish tray covered in various foodstuffs, he speaks, his voice smooth, musical, "Ah, you must be the sweet Galadriël, would you care to join me for breakfast?"
The elf stands frozen on the spot, chin remaining up. "I just ate lunch, thank you... Mr?"

"Well, please do sit anyway, and you may call me almost anything, Mr. Kopinski's always a popular one, though personally, I prefer Mephet'ran..."
"The Emperor?" her surprise breaks her composure momentarily but she quickly regains it. She nods with some grace and peers at the bed. She then scans the room looking for a chair to sit on.

There are none around, there is in fact, nothing else for her to sit on at all. Meanwhile, he starts eating a piece of bread with a thick layer of honey on it, watching her carefully. Noting that by the rules of diplomatic regards it is very rude to stand while your conversation partner sits, she finally decides to sit down on the very edge of the bed. Mephet'ran also doesn't look as if he is about to rape her however, with a bit of honey dripping down his chin. Carefully, she points to her own chin to note this embarrassing piece of fluid.

Mephet’ran casually wipes his chin with a piece of cloth, "Ah, good girl," he waits for the reaction. Galadriël ignores the comment, apparently admiring the texture on the walls behind the Emperor. "So, do you like my shoes?" he says, managing to wriggle his toes in the ends of them, that in itself odd.

The elf raises her eyebrow, and looks from the shoes back to Mephet'ran's face. She comments dispassionately "I would say they are a bit oversized."
"Oh?" he says, and they liquefy, returning to a more normal size before taking on a new form, a fairly well polished pair of black shoes. "Anyway, I believe we were discussing Syskeyian sovereignty?"

The liquefaction fascinates the elf, and she cannot help but stare. This technology, "or was it magic?", she has not heard of. "Uh..." she utters surprised. "Actually, I believe I was at home, resting, until very recently, Mr Kopinski."
"Well now we shall discuss," he says, patiently, "I believe you are about to concede the point, and that Knootoss doesn't care about Syskeyia at all, and you were simply engaging in a little propaganda activity? Oh don't worry, this shall stay between the two of us, I've better things to do than publicly humiliate you."
The elf thinks it best to play along for now. "As you know, Knootoss and Syskeyia have a long shared history. Our message meant exactly what it meant."

He smiles, this is rather entertaining. He raises an eyebrow and replies, "All messages mean exactly what they mean, the question is, what exactly do they mean?"

"I have learned that messages can have more then one meaning. That meaning that is attached to it by the sender, and that meaning attached to it by the receiver", she replies cryptically.
He smiles rather happily, and gently claps his hands for a moment, "Concession accepted, now to return you home I think. As for the shape shifting, well, remember Clarke's third law. It's effectively both."
"I do not recall a confession, Mr. Kopinski, the elf replies, emphasising the non-Royal title. "But again, you as the receiver may attach meaning to my words as you please."

Mephet’ran blinks a little, reading her intent a little, "You really want to hear my correct title... Lady?"
"If it pleases you to recite the names bestowed upon yourself, I will of course oblige", she says with a nod.

He smiles, "Not really, and as for bestowed upon myself, well, when one is without parents, one doesn't really inherit titles. In any case, I feel I ought to apologise for inconveniencing you like this.”
"Apology accepted, Emperor", she says with a smile that actually looks warm.
He smiles back, "You may consider yourself and your nation in receipt of some equivalent debt from me and mine at some point in the future. I hope this little unpleasantness will not colour any future relations."

"Of course not. The affairs of the nation are beyond a little personal inconvenience, do you not agree?" she asks stately. "In the future, however, I would prefer a personal invitation for breakfast."

"Oh, most certainly, and I shall make a note to invite you to pay a more... formal visit in the near future."
"Very well... now if I could please be returned to the palace? The affairs of state need attending to, " Galadriël asks.

He quickly takes her hand, and delicately kisses it for a moment, then gently gestures for her to stand. "Best to stand before displacement," he says with a little smile. The elf stands up from the bed, her arms lingering beside her body. With a little pop she disappears, though back in the cell, it is somewhat warmer now, and her stay is only brief before she is returned to where she was taken from.

Even as a party unfolded on Kajal, the shipyards at Ljusalfheim shifted into high gear, rushing to complete the third fleet that would deployed to Earth in the event that the forces of Melkor's Imperium were deployed.

The shipyards high above Ljusalfheim were literally aglow with light in this process, as massive robotic manipulators deftly placed components while others installed armor plating. The traffic of small shuttles in the area was extreme, as usual.

If one were in a position to monitor the Imperium of Kajal, they would detect no discernable change in the shipyard's production.

They would likely detect a new design beginning, however. While not exactly in open view, the new design, as of yet unnamed, had come into existence as what appeared to be the framework of a fin.

The aforementioned fin-like framework was attacked to what looked like a block composed of the same, with solid sections here and there.

It wasn't much yet, but the Imperium had great plans for it when it was finished.

Unfortunately, that wouldn't happen until after this incident.

At this time, the Imperial Shipyards of Ljusalfheim Secundus have increased production. We expect to be able to offer a space force numbering approximately 350 vessels within the next two weeks. This fleet would be referred to as the Third in any joint operations. This fleet has been in construction for the past two years. Unlike the first and second, the third is composed primarily of vessels that are able to transport large numbers of infantry or mechanized units.

We are also able to offer air and ground support, obviously.

[ooc note: Since I'm something of an astronomical know-nothing, it never occured to me that I'd have had to put my Jupiter-based shipyards at the Lagrange points, and apparently they're all taken by other people. So, if it's not too much of a problem I'll just start saying at this point that they're...ahh.. far enough away from Jupiter so as I wont have to rape my propulsion systems 24/7 to keep them from getting pulled towards the gas giant. No, I don't know how far that would have to be. If someone does know, then maybe they should tell me :P. sorry for the inconsistency, but ICly I'm sure we wouldn't overlook something that obvious. Sadly, I'm not as smart as the Dark Lord. Feh.]

Transports begin arriving at Io with small amounts of troops for bolstering, but not many. The First and Third Fleets have by now reached earth orbit, and are parked in an orbit which brings them over Arda fairly regularly [again, I dont know the specifics]. Around Io and Jove, patrols are stepped up and active sensor probes are deployed to ensure constant surveillance over the area.

Furthermore, I rather like being alive, and Aurontel is frequently seen as being somewhat vulnerable, especially in times like this. So, at this point I'd say statements of disapproval are more useful to me than those who would unquestionably support us.

And protected from a couple smaller, military vessels, they slowly accelerates towards the red giant, towards the ancient god, who seemed to once more establish his rule upon the tiny beings struggling against each other for a place to live.

Tsaraine has had no dealings with Syskeyia, and is perfectly happy with this arrangement; we shall remain neutral shall conflict arise. Though I must say I'm most suprised to see your nation gearing up over religious doctrine!

As regards "hyperspace inhibitors", any efforts you may take to keep conflict out of Jovian orbit will of course be most appreciated. However, Tsarainese FTL probes leave from Low Jovian Orbit fairly regularly, and we're currently unsure of what effects your inhibitor technology may have upon them.

While experimentation is all very well, we'd prefer not to lose valuable probes to do so, and thus I must ask that some consideration be made for the Tsarainese FTL program, whether it be in the form of "clear" portions of Low Jovian Orbit, or "windows" in which the hyperspace inhibitors are turned off.

Either way, we'd appreciate being informed when the inhibitors are turned off or on, in order to minimise the risk to our vessels.

"Redistribute that message to all Metus members. They should know about this."

After Slavick left, Kane turned to one of the many screens hanging in his Temple. "CABAL, I want you to examine Syskeyian communication lines. See if you can get into both military and civilian computers, and prepare for information warfare."

Elisa looked over the documents that had been tossed on her desk. Some from normal channels, some from the bowels of Section 3. "Der Angst... Syskeyia... Nod... Melkor... feh." Currently, it seemed that neither her, nor the Oligarchy's, immediate attention was required. She notified Section 3 to keep an eye on things, but felt little need to do more.

However...

She pulled out a letterhead and jotted a quick note down on it, folding it up and applying a wax seal. Knocking off work early, she caught the express train to the WBO HeadQuarters, leaving the note with the Angstian delegate. Sometimes the old ways were the safest...


Just be careful.

If it pleases the Jovian community I'd like to know at this time what my neighbors have to say about this conflict. I would like to place hyperspace inhibitors around Io to prevent any unwanted traffic that may appear here as a result of heightened tensions regarding the Imperium and Syskeyia. Such an action would likely prove beneficial to Jove as a whole, as another large fleet battle in this area would likely cestabilize the system.

Furthermore, I rather like being alive, and Aurontel is frequently seen as being somewhat vulnerable, especially in times like this. So, at this point I'd say statements of disapproval are more useful to me than those who would unquestionably support us.

Recently, it has come to my attention that the Imperium intends to construct a series of FTL interdiction devices inside the Jovian system. While previous statements have only talked of Io, it has been implied by other parties that the entire Jovian system will be interdicted as well. As we have a large population on the moon Callisto, as well as a major military base, I am sure you understand why we can not allow such system to be constructed. Cetaganda stands to loose trillions of marks in trade that uses FTL jumpships to travel from Callisto to dozens of locations both in the Sol system and outside. Furthermore, nearly a fourth of our active-duty fleet is based at Callisto, and its ease of mobility is an important part of our military planning; easy reinforcement of Callisto using jumpships is also vital. Obviously, any type of FTL interdiction would compromise this need drastically.

I hope that the Imperium can clarify the true extent of the interdiciton system, and that we can find an equitable solution should this our information be correct.

"In spite of the treaty of Greater Prussia and of Metus, Excellency?" the man asked, almost biting his lip.
"Those are treaties which have no bearing on the relations between the nations involved with them. Our agreements are based on amity and future considerations of mutual prosperity, not on any subservience." he snapped. "Excuse me, ladies and gentlemen..."

"The Czar is out in Reichskamphen with Viktor. I don't know where the others are."

"Can't really do anything without their prior approval," the Archduke said.

"What the hell is going on!" the Czar said as he bursted, literally, in to the room. A huge explosion of light and an instant forming of the mass and the Czar appeared. He looked pissed. "What is going on!!!" he screamed. "Why was I not told?!? What is going on!""

"Sir, calm down," the Archduke said. "Please. We called this because of this note from Melkor." The Czar took the note and read over it. To the thanks of all, the Czar calmed down. "Ah," he said. "Sorry about the explosion. Okay, so, what have you found so far?" the Czar asked, taking his seat at the head of the table.

"We found," Hindenburg said, "that we can't do anything without your prior approval." The Czar smiled at that comment. "Okay," the Czar responded. "What corse of action do you intend on taking?"

"Well," Admiral Herkjyavich said. "We are already mobilized. We've BEEN mobilized. What can we do? We can't quite go to war."

"What is the situation" the Czar said.

"Okay," Hindenburg started. "So far, only two things worth saying occured. We got this dispatch, and there is increased activity around Jupiter's moons, specifically Io."

"Hmm," the Czar said. "Why would anyone want something that close to Earth? Anybody intelligent knows that the places in the Solar System will be the first places anyone in space will try to grab."

"We know, sir. That is why we are out somewhere else," Aerostalvich said.

"Precisely. Anyway, continue."

"Well," Hindenburg said, "that is all that is necessary to say."

"Ah. Jupiter......" the Czar's mind wandered off then suddenly came back as a lightbulb went off. "Jupiter," the Czar said, with an evil smile on his face. "I believe that is one of the places we are keeping the remenants of the long dead race, the --"

"No!" Aerostalvich said suddenly. "Not for something like this. DO NOT RELEASE them for something as small as this! We will have to work just as hard to get them back in, and we might run the risk of destroying Earth!"

"Ah, good point," the Czar said. "That wouldn't do us any good, would it? No. Well, let's hope that little base isn't discovered. I doubt anyone has the specialized technology we developed to keep it in the core of Jupiter, anyway. Besides," the Czar said, with a wave. "That is just a MAP. Even with the map, they'd still have to GET to the center, which is doubtful."

"Sir," Aerostalvich said. "That map, if found, could completely destroy the "security" part in "National Security."

"Hmm," the Czar said. "Excellent point. Can we move the map?"

"We can move the data, but that's it. Also, that is the only place that can READ the map, so....."

"I see," the Czar said. "Reinforce the base, put it on high alert, and get the data to Spaklaekoff."

"Spaklaekoff?!?" Aerostalvich said. That was the name of the planet in the Derscon Reich that is in the very CENTER of the empire, not including the Earth territory. 99% of all of Derscon's 'special military research programs' go on there. It is also the home of all of Derscon's special little secrets, such as how to destroy all life within a planet.

"Yes, it will be safe there. Do it. Now," the Czar ordered. Aerostalvich set the device up, and connected to the Silent Cartographer, as it was called, in the core of Jupiter.
