1.) This is Napoleonic, i.e. it would take place in the years 1790-1815 CE (or A.D.). Therefore, there are no mechs, battleships, airplanes, stone age hunters with sticks and stones, or Main Battle Tanks.
2.) This (once somebody plays as the pirates) will develop into a naval Napoleonic war RP. Whoever plays as the pirates will have to have a Napoleonic time period, and not be named 'The blithering drunks' or summat like that. For a name, how about "Maritimia" or "Pirata" or something?
3.) Any other nations that want to join but aren't Napoleonic can be bit players: Neutral nations, crew members, etc.
A frigate is fifth-rate and carries between 250 and 300 men and between 36 and 50 'guns' (As in cannon)
Ship-of-the-line are 'battleships', holding no less than about 90 guns, and usually carrying about 750-1000 crew members.
In short, a Napoleonic fleet on the sail would be like a small city.

The trader's ship Rose of Haraldon was just weighing anchor in the sunrise. The medium-sized ship, likely about the size of a small frigate or large sloop-of-war, was ship-rigged and had a crew of 225, captained by one Captain Reynolds.
After leaving port, the Rose was skimming the coastline when the lookout cried, 'Sail ahoy!"
