Tthe phone in Prime Minister Galadriël's personal office rings. She picks it up only to hear her secretary's frantic whisper "Madam! It's that Allanean nutcase president!" Galadriël arches a brow. She sighs, annoyed, as bad memories return to her. The elf then quietly waves her hand. "Patch him through." The vidscreen behind her seat lights up, and she turns her chair. A young-looking man in geekish glasses appears on the screen.
"This is Alexander Kazansky, the Allanean President. Excuse me, but due to circumstances, I am currently not in Allanea"
"I understand", Galadriël says, noting that intelligence will probably be busy tracking the signal right now. She concludes this conversation will have to last at least for a little while. "Why did you call?" she asks with the imposing moral superiority of being centuries older then the boy-president.
Alexander replies: "I understand your business sector was trying to make certain, errm, advances in NYNJ? Given the fact that our nation has a certain financial interest in the area, and given the fact that the Allanean government has always been interested in the promotion of individual freedom…
"Yes, we provide them with economic aid, if that is what you referring too. And there has been flourishing free trade for decades." She frowns, many of the former WBO/SATO nations still have close ties. How this should be special eludes her. Alexander Kazansky smiles, and lights up a cigarette. The elf asks, puzzled, "... how exactly does this concern me, Mr. Kazansky?"
"What with those shipments, Galadriël? My intelligence sources give me a somewhat different picture" Galadriël moves to the front of her seat. "Shipments?" she asks in surprise. Alexander presses a button, switching to a picture of large-is marijuana portion. "A certain Intelligence agent has purchased this from an unofficial vendor in NYNJ. Origin analysis was... interesting"
"Hmmm...", the elf says, frowning. "I don't think that ...", she peers to judge the structure of the portion, "...marijuana is part of our official trade agreement." Alexander Kazansky adds: "We paid Allanean Pharmaceuticals to do it, by the way. We put a large effort into tracing shipments of goods which are prohibited in other nations" Galadriël recalls Allanean Pharmaceuticals, and replies with a certain irony in her voice. "I believe the stock value of that particular corporation recently declined in value", she says referring to the recent bombing of Allanean drug facilities by the New York military during the ongoing war between Allanea and UnAPS.
Alexander continues. "Allanea seeks to benefit from the fact we have, well, much more freedom than most states" The elf nods, urging the young president to go on. Alexander Kazansky blushes... "Both politically and otherwise. Generally, we profit from prohibitionism - we have wizened beyond trying to eliminate it" Galadriël replies carefully. "An understandable policy, should one wish to artificially inflate profit margins", she says, nodding again and smiling. Hoping to make Alexander blush again. He just continues, instead. "However, when prohibitionists become especially, well, ruthless", Alex smiles "or too efficient... or when they attack our nation to further prohibition..." "hmmm?", hums the elf.
The Allanean continues: "We have been the subject of several bombings by the people of NYNJ. People died." Galadriël doesn't look all too shocked, the Allanean war had killed thousands upon thousands, if not millions by now. Including almost 300 Knootian pilots and support. She had stopped counting the foreigners. She does, however, nod politely. "Yes, it is always a shame when civilians die in military conflict." "They were not doing that as part of the war. They deliberately targeted our civilians", the man says. Hiding her deep sarcasm well, the Knootian Prime Minister replies, "I am aware of this. Your concern for Allanean civilian lives is touching. However, things being as they are, there wasn't much we could do about it."
"We believe we might be able to undermine Prohibition in NYNJ with peaceful means. I have a plan." "A plan?..." Galadriëls voice trails in surprise.
"Yes. Won't do us much profit - initially. But we have to do it" - Alexander becomes excited - "It's the right thing. Besides, there will be profit - later"
Galadriël sits back in her chair, and listens. Her head tilts slightly to the left, sharply revealing one of her pointy ears. Alexander_Kazansky tells enthusiastically. "We will collapse the regime by making it pointless. As soon as the war ends, we will make an order for a large amount seeds and growing manuals. We will then contact the local anti-prohibition movements and pour money and support into Gandhi-type peaceful resistance, while our agents on the ground distribute growing manuals, distribute and plant seeds. Soon, enforcement will become impossible - if NYNJ wishes to sustain whatever semblance of freedom it still has." I suggest only five million dollars worth of seeds will be necessary at the first stage of what I call Operation AppleSeed. Financed by Allanea and provided by Knootoss."
"eh?", she elf thinks. She manages not to show her surprise however. "I believe the Federal Monarchy doesn't use soft means against drug-dealers already", she muses, recalling an incident with a host of Knootian drug-dealers killed. “And... Knootian seeds? To collapse the regime?" Alexander nods. "I understand their search-and-seizure policy is still vaguely resembling ours. They will not be able to get enough warrants. And yes. Of course, this will be coupled with major propaganda efforts, the usual thing. Does this strike you as an idea?" he asks.
"Warrants? They use tanks in urban areas for the war on drugs."[/i], the elf thinks. But she says nothing of it. "I still do not see what the Knootian government would have to do with this..." Alexander explains: "Help organize it. Given that no official trade exists between Allanea and NYNJ, we need to use Knootoss ships. Further, we intend to maintain a Radio Free NYNJ station, and to inject some instructors into the area to teach proper indoor growing techniques. We would want you to send some, too."
"We have a free market economy, Mr. Kazansky" replies the elf. "And while we have a full arms embargo I don't think that Allanean citizens are forbidden to enter the country at this time. If you have functioning airports left, that is. ... as for us sanctioning this. I will have to consult with others. You understand."
Alexander understands. "Oh, there is a very large airport at our capital, your Highness. We intend to begin as soon as possible after the war is over." The elf replies dryly: "Noted, Mr. Kazansky. I will make sure to contact the proper persons regarding this matter." She nods. "Will you contact me for further plans?" "Of course, your highness. Do I understand correctly that you still wish to be briefed on Operation Johny Appleseed even if you decide not take active part of it?"
Galadriël gets tired with being referred too as ‘Highness’, flattering as it was the first time. She is more used to be referred to as 'Lady' or ‘Madam’. "Please... Prime Minister will do. Or Miss nos Cirdan," she replies smiling. "Well, that would be appropriate considering your sending intelligence officials into our nation and all. We do like to keep some track of what goes in and out of our nation. If not, the AIVD may accidentally arrest your people."
"Of course, you understand we will maintain some amount of other intelligence nation in your nation - as you do in ours." - nods Kazansky. "Should I say, "Namarie?"
"Namarie?", she sounds genuinly surprised considering Namárië means ‘Galadriël's Lament.’ "Uhm", Alexander blushes, "I do have to brush up on my Elven..."
Galadriël now has it planned out, and takes the initiative: "Well, if you could give us some information regarding who you are sending then we could give you the phonebook, so to speak, on who to call for certain items." She casts a meaningful look when referring to ‘items’.
The Allanean seems to be getting in the execution stage too. "As a first measure, we intend to send officials of the Allanean Non-Violent Warfare Corps, The Allanean Intelligence Service, and of Allanea Pharmaceutical Corporation. We have very extensive cooperation between the governmetn and the private sector in Allanea. The corporates will act as quality guides for choice of the items in question We intend the group to be about seven people strong, and it will be sent in when the war ends - or even sooner..." The elf nods again. "Perhaps you could set up some intelligence exchange with the AIVD? Its Knootian intelligence. As heads of state we really shouldn't be bothered with the minutiae of the operation, don't you agree?"
Alexander Kazansky replies: "Of course - though I prefer to get involved with the more interesting stuff, you know. I even fought in some of Allanea's war as a common soldier - but that's still, well, not official" The Knootian Prime Minister looks genuinely surprised, not being the type to fight man-to-man battles herself. It is a part of herself she still has to explore. Her voice trails. "Well... I'll have someone relay you the contact information later. Your people will be welcome to visit and shop around."
Appealing to the libertarian streak, the Allanean says. "Good. Freedom Lives." With an understanding look Galadriël replies, "Indeed it does. Freedom is eternal." She bows towards the screen, closing the connection. To the Allanean side, the Knootian flag is displayed along with the Latin motto of the foreign ministry: 'Omnia mutantur, nos et mutamur in illis.' To Galadriël, the Allanean flag appears, and the motto "From our cold, dead fingers"
Galadriël turns to her security agent over the vidcom. “Did you track it?” The blackhaired man grins. “Trace successful, madam. I can confirm to you, the call definitely originated from a distant location in Angband. Apparently this boy is visiting the Dark Lord, Madam.”
”And calling elves at the same times. Naughty boy.”
Galadriël prepares herself for consultations with Knootian intelligence.
