A nation presents itself, questions anyone?

Osmadius Firthan cleared his throat as he ajusted the small floating spherical device. It hummed and glowed a pale blue, a combination of magic and machine. It's surface was a miaxute between polished copper and glowing blue glass.

He placed his small hands upon the device, and fine tuned the device so that it projected the message and image correctly. It pleasantly hummed louder now, a more confidant one.

Taking both hands off the floating orb, Osmadius stept back, and made a mental action to transmit the device's communicating capabilities. The transmission went all over the world.

Osmadius smiled a little, in practiced warmth. It was a secure smile, one which was confidant.

The man was looked around thirty, with blond hair. His face stern, and his posture strong, it seemed as though he was a man of experiance with conflict, a man of the military. He wore an ergonomic suit of blacks, which flowed into browns. The small spheres upon his sleeves were gold in colour.

"Greetings. I am the head representive of diplomatic relations within the nation of Talaran. I bid you warm welcome from our fair and small nation, and we extend our goodwill to those who share our views and beliefs. I am here to answer any questions which you might have about us, our views, our methods and so on and so forth."

Osmadius had his hands behind his back, wrapped around each other. The room which he was in was made of stone, and more like a church than anything else. Mostly it was shrowded by darkness, only the high glint of stain glass windows with golden light barely tricking through as the sun slept was the light source. It played accross Osmadius' face, leaving shadows, and increasing what aura he had of respect.

Osmadius smiled on the inside, but retained the cold buisness like exterior. He knew that if he screwed up here, someone could easily take his place for his mistakes. Not that he honestly worried about that. He was the best, and he knew it. His confidance was a mighty shield against the fear of failure.

"The feeling is mutual. We currently have a small trade system, one which is rapidly growing as each day progresses. At the moment, we cannot trad, due to recent devolpments in the method of trade. Understand that we are still building much, and our expansion grows with each day. I will notify you when we have the oppertunity and power to trade our items to you, for the items to which this nation requires. Let me say, that our nation has some of the finest magical equipment, a unique conbination of technology and magical devices. I am communicating to you with one of the devices as we speak. As of the alliance, we shall consider this, as terms and positions on certain situations become apparent."

"Oh? What was it?"
"A country seeking diplomatic relations. The surprising thing is where it came from. We recieved the signal quite clearly, though it was rather faint, but it's definitely from out of system. It isn't from any of our closest neighbors, either. In fact, the only way we could read it so clearly over this distance is if there is an affinity between our transmitters...'
'You mean..."
"Yes. We've located another Integrator."
"Yes! Find out what method, exactly, they're using, and get a transmitter tuned to it immediately. This is a C level priority. Also, I want every member of the Diplomatics Department who isn't busy in here immediately!

After a short time and a flurry of activity, the modified transmitter was ready. Varuzym Tendrak, head diplomat of Kendari, stepped forward and began the transmission:
"Greetings! I am Varuzym Tendrak, head of diplomatic relations for the kingdom of Kendari. Your... unusual... transmission method attracted our attention, and we are very curious about your nation. Please, tell us about yourselves. I will be happy to answer any question you might have."

Osmadius looked into the vprjector again, the blue glowing eye which transmitted the message and visuals. The clever advancement of both magic and technology, the floating contraption designed by the minds of the Arcana & Tech sides of the goverment.

"Well, first may I say that I am glad that you have such curiousity of us."

Osmadius made the switch turn on the device, making it hum in a different pitch, a lower onoe, but still in the higher regions. The gazeless eye still remained in the direction of him. He had just made this transmission got oall who were currently in tuned into the transmission, so that he would not have to repeat himself.

"Our nation is one which holds the most thing in the world....universe, at the heart of all our actions and intentions. That is: God. We believe without the direction of God, that we will be swept aside by the torrent of distrust and rebellion. As a result, we learn from the Teachings, and we are a collective group. We have many goverment groups which concentrate upon providing specific task to the greater good of the nation. The main Orders, are as follows."

"Diplomacy, to which I am the head of, Law, Religon, Arcana & Tech. Each one breaks down into thier own smaller groups which take on smaller tasks. For example, Law spreads into our nation's military, our Censor force, protecting the city and so on. All of which is ruled by a collective whole which communicates and guides the others. I cannot reveal infomation upon this group, but I can give you the name. They are refered as the "Pantocrator". "

Alicia li'Wye, current High King of Weyr, closed her eyes and leaned back in the comfy chair situated behind a large wood desk. It had been a long day, filled with anxiety and worry. Her kingdom was on the brink of war with a larger neighbor, and she did not even know why. At least they don't know anything about magick, she sighed. Maybe Weyr did stand a chance of winning this fight.

Even under a full naval blockade, life went on, though perhaps Weyr's new enemy did not yet know it.

"Ser Alicia, priority one communication on 'net 76.21," the small azure clustal pulsed with a faint aura, the words coming clearly as though the speaker was standing before her. She tapped the crystal, displaying a three-dimentional console. Her fingers danced across empty space occupied by the projection of a keyboard; numbers and symbols ran quickly across another part of the projection -- a screen.

Presently, a miniature 3-D holographic image appeared above the crystal, that of a young man apparently in the middle of a speech.

Now this is interesting, Alicia thought, leaning closer to the projection. The light of lumicrystals illuminated the room like daylight, one of the many things made possible by the research of Weyr's many mages and alchemists. The entire 140-story structure was based on the modern principles of thaumaturgic science . . .

She listened closely, and picked her spot. "This is Alicia li'Wye, current ruler of Weyr. I would like to extend my warmest greetings to your people, and would like to begin talks as to trade and diplomatic relations at the time of your choosing. I am sure that our two nations can develop a prosperous relationship if given time.
Where exactly is your nation located, if I may ask, and what is its policy towards neighboring states?" Alicia concluded. A ruler for only two of her twenty-eight years, she was still trying to get a feel for international diplomacy.

Osmadius reminded himself to give the Arcane and Tech sector hell, for they, while trying to test a new prototype for the maps and locations to make them "faster, more detailed, and updated" had managed to delete the entire records. Those responcible were punished swiftly, many were not seen again. Such was the price of a royal screw up. It had happened a few days ago, and if they had been attacked at such a time.....

"I cannot give you the infomation upon the geography and location of our nation, due to many reasons, mostly security. But I can tell you, that until recently, our communication devices have been irratic at best, our unique mixture of technologies has been rather tempermental at best in certain areas." Osmodius lied flawlessy upon the security part, and bent the truth with the same degree of honesty. If they appeared as incompetant in certain areas, they might be underestimated....or ridiculed. He felt that it was acceptable to do such a thing, he did not exactly want to tell the other nation in question that most of their current technology had only recently been produced and been given the full mass production. Arcane and Tech sector was begining to get their act in gear however, and were the largest sectors out of the four in the goverment.

"We have no enemies, no real alliances as of yet, although we welcome all propositions of trade or alliances. Our capacities for trade will soon be met within a few weeks, possibly less time than that. If you would allow an Oculus sphere, a small group of the Foreign Relations which will simply discuss your own policies and our own. Basicly, just to know you better and tell you of ourselves. Of course, if you did not want to come to our nation?"

Osmadius was gambling here. If they did want to come to Talaran, a great deal of things would have to be hurried up and preparations made. And also, it might be prone to attack, however slim that possibility so everyone would be edgy. But, if his gamble paid off, he would be able to see who he was dealing with, what they would be able to offer them and the strength of thier armies and such.

What the hell is an 'Oculus sphere'? she wondered, formulating a reply. She'd have to ask one of the Tower mages to analyze the transmission data.

"Unfortunately, as much as I would like to come to your nation, matters at home require the full attention of both me and the Diplomatic Service. Perhaps at a latter time we will be able to send our own delegation to your nation."
She glanced quickly at another screen projected above her desk, invisible to anyone watching through the crystal. <<<function failed; error.21.logA3. Damn, she cursed inwardly.
"The coordinates of the Council Hall are . . . " she continued seamlessly. They were the exact coordinates of the Council Hall teleportation dome, built to allow nearly anyone with the ability to shift between places to safely travel there.

The Syndicate Alliance was holding it's secret meeting and discussing the various deals and trade and money making schemes at work in the various nations of the world that the Syndicates had some part of, the discussion turned to the nation that popped up. "What of this Talaran?" Ingrid who headed the Blue Cloud Syndicate asked of the Alliance, "We should send in a watcher to their nation and get a scope of the crime scene before we plan on anything." Andrew who headed both the Syndicate Alliance and the Green Tiger Syndicate said. The conversation soon turned to the cocaine shipments that were going to the Russian Mob within the next week.

Osmadius, during the recent conversation with Weyr, had ordered invesitgation into the current affairs of Weyr, and policies. He had given the matter to Foriegn Relations, as was the normal proceeder in such matters.

The head of Foriegn Relations, was Seymour Demitract. He was a quiet and brooding man, one which was cold and calculated. He was perfectly suited for this current task, of reconessance. He was currently working in his usual manner, meticulously and calmly overviewing the facts of current affairs.

The first piece of infomation which reached him during his research, was that Weyr was currently locked in a blockade, against Gramal apparently. This intreged him greatly, and sent the infomation which had been gathered to Osmadius during the talks.

Seymour; for all of his intellegence sources, never even detected the trace charge. It worked flawlessly, as the Weyr technology should have done.

The infomation came to Osmadius in the form of text message upon the communicator screen. It came up in red writing to contrast the blue of the projection. He read it hasitly, and read of the current naval blockade, and that war could be iminant. Currently, there were talks occouring between the two nations. But if war broke out when they were out there....

"I understand that there is currently a naval blockade, and that there is a nation which could indeed attack at a moments notice. What can you guarentee us that we will not be placed under harm? I will be part of the Oculus sphere, as will be the Head of Foreign Relations and the Head of Trade, so naturally, our protection is required. We shall bring our own bodyguards, but we need your guarentee that we will not be placed under fire of any kind from Gramal forces. We can transport into the nation through airal means, by going around the naval blockade, so that is not a problem."

Osmadius was thinking. He was glad that his gamble paid off, but now he faced something new. There was the possibility that he could be harmed in that nation, by an enemy force. And obviously, he was hardly going to be given permission to let someone else go in his place. In the eyes of Talaran, everyone was replacable. So not goign was out of the question. And it would harm his career and standing too.

There was no way out of this...only to try and reduce the risk.

“I’m sure it won’t come to war, but I can safely say that our Citadel shields will hold up against nearly any conventional assault,” Alicia responded, bringing up another projected display showing the current shield status. The shield systems were in immediate standby, capable of coming fully online in under ten minutes.

The Citadel shields were another product of the leynet. Smaller, less powerful shields had protected estates and houses for two centuries. The new ones, built in the last fifty years, were meant to protect entire metropolises from anything up to a nuclear blast.

“Outside the cities we will be providing an escort that can take care of any problems.” The point of the escort was to teleport any delegates into a safe area for evacuation. She chose not to mention that -- it made the Diplomatic Service look exactly like the incompetents they were.

Osmadius was relived somewhat, but none of his emotional changes were revealed. He remained calm and steady, the numerous trains of thought wirling around to make new plans with new infomation. He had to go either way, but at least now he had a better chance of not being blasted away within the first few weeks of his job. If he did die, he certainly hoped that son of a bitch Seymour did too. He could just imagine his sneer and high pitched laughter if he heard the news of his death.

Seymour wanted his job.

And Osmadius knew it.

"I am glad to hear such things. There are far too many needless wars within this world today, many for irrelevent and pointless reasons. When would you be able to accomidate us? There will be around six of us....my apologies for bringing bodyguards, but it is our policy to bring bodyguards on all Oculus sphere journeyes. An Oculus sphere is basicly a collection of individuals which go to other nations to negotiate trade, policies and see what the nation is like basicly."

Osmadius was impressed by the shield system. Talaran had no such system as of yet, although he could mention it to the Arcana and Tech wing of the goverment. Of course, they would screw it up the firstdozen times Osmadius thought bitterly and derisively, but at least if the idea was made into reality, they would have a serious defence capability. The idea was stored into the back of his mind.

Alicia considered Osmadius' question for a moment. There were really only two choices -- the diplomatic quarters in Council Hall, or one of the better hotels. The hotels were always ready, as were the quarters in Council Hall, but security could be better assured in the diplomatic quarters. A day to get the teams briefed and ready, and everything elsecould be taken care of later.

"We can be ready within a day," Alicia replied. "Who you bring will not be a problem, as long as they respect our laws." Laws were easy in Weyr -- as long as you did not murder, steal, assault, or maliciously manipulate, you were allowed to do anything.

“I bid you good fortune with your nation, until we meet tomorrow. Fare thee well.”

And with that, his transmission died. Yet something was born when the final images flickered away, something which Talaran had never had.

Such things were imperative, especially in such dangerous times. Not to mention their surpluses of certain goods and jobs. They were indeed a fledgling nation, but they were hardly in the dark ages of production. In fact, Talaran’s single minded drive towards their goals was frightening. At least, it was in times. There were still many hiccups which needed to be sorted with the Arcana and Tech wing of Government, but it would only be a matter of time before Talaran was at full potential.

Then…then they could build up their economy so that they would become more influencal in the world. Then things would get real interesting.

But right now, he had to concentrate on who would be brought on the Oculus sphere. Obviously Seymour, as he was the Head of Foreign Relations. As much as he detested the man, Osmadius did respect him for his ability to able to persuade people that black was actually white, and night was day. His silver tongue both brought him respect from Osmadius….and derision and annoyance.

Osmadius decided that trade would soon be possible….although not by sea for a long time due to reports. But, never the less, the Head of Trade would be required, although his subordinates would not be required.

He preferred small Oculus spheres. Three bodyguards, and three ordinary Oculuses.

The actual reference to Oculus refers to someone who will inspect and keep an eye on something in another nation. A “normal” Oculus was a person who had the job to take down information on a huge array of information. Osmadius already had in mind which Oculuses to take.

Settled with his decision, he walked away from the chamber and sent the messages along, and with some of the individuals personally.

Seymour replied swiftly, he was working as he should be doing. He thought about Osmadius, how he was currently missing out on all of this. Seymour would get the credit for all of these smaller alliances and trade routes.

It was only a matter of time before Osmadius would be replaced by himself.....he now had the option of assassinating him, but such a method was highly crude and Osmadius was useful alive...so that he would serve under him. And also, that would cost him money.

His thoughts went fully back on the task.

"Greetings, and thank you for being so interested in our small nation. I would like to send na Oculus sphere, a small group of experts who will discuss with you negotiations, plans, trade routes, and so on and so forth. Unfortunately, due to recent events, we will have to wait around a week, but I assure you, we shall place you in our highest priorities.”

Seymour had received the information on Ravea while they were talking. He may have gotten a more powerful nation than Osmadius! While Osmadius was worrying about the organization of some damned Oculus sphere, here Seymour was, Osmadius’ lesser, gaining more and more powerful allies!

He could have laughed out loud in some small triumph.

Minster Hottenbad stared levelly at his secretary. "And the tiger did what, exactly?"

She shuffled nervously in her seat, clutching a small stuffed tiger. It was one of the newer ones, with an electronic voicebox capable of recording and playing messages through speakers in the face. "It said it was the head representive of diplomatic relations within the nation of Talaran, sir."

"Pull the draw-string, Miss Velance." She did so. The tiger, it's electronic brain buzzing and clicking, responded, "Would you like a hug?". Hottenbad sighed, "I'm putting you on report Miss Velance, I don't want to hear any more about this, understand?"

The Emperor of Valeria in his Imperial Office paced in front of a two-way telescreen. It was the newest invention from his most industrious advisor, Alec Ferenc, and it could allow the Emperor to communicate with people abroad nearly instantaneously. Valeria was, however, still an empire stuck in the technology that Kaiser Wilhelm II used when Napoleon dreamt he be.

Alexander was about to get his first incoming message through the telescreen. It popped up without warning, startling the emperor in his pacing.

"My God! It works!"

Alexander looked as the leader of the nation yet to be known contacted the emperor via a strange method with a crystalline orb. He also appeared in a very sullen room. His name was Osmadius, from a nation named Talaran. Talaran was not on any Imperial maps, so Alexander was puzzled at where the message came from. Alexander decided to reply to the message, despite his ignorance on the nation and of the strange technology used to relay this message.

"I greet you with great respect, Osmadius Firath. I am Tsar Alexander II of The Valerian Empire. It is a sincere pleasure to meet you. As you can see, you are peering through a telescreen and into my office." The emperor noticed a spot of spilled tea on the right shoulder of his Victorian military uniform. He took a kerchief and tried to rub away the liquid before hastily coming back to attention towards Osmadius. "I believe that trade can be a possibility between our nations, but what goods have you got? We've got a surplus of steel, foodstuffs, and coal, if your nation has need for these items. I would also like to talk about forming an alliance and setting up a foreign embassy. I'm sure you'd like to have a nation that, with all its colonies, amounts to nearly 9 billion subjects on your side during a war... and, what the heck is that thing you are sending your message by?"

Osmadius was pleased to see another one who wished diplomatic relations, but he did not smile. To do so would reveal some sort of weakness, and he wanted professionalism with all of this work.

He certainly did want someone like this nation by his side inthe eventuallity of war, it was nothing to be sniffed at! And trade....that would prove invaluable to Talaran.

This was growing to be a productive day.

"Greetings Tsar, the feeling is mutual in my own sincere pleasure to meet you. To answer your first question, of trade, I will hand you over to our Head of Trade, Jacob Aria.

Osmadius left from view, and the device which was sending the infomation turned to the figure to his left. And what he saw was something which was in complete contrast to Osmadius' white suit, neatly kempt hair and serious face.

And his manner of speaking....well, was...radically different.

"Well, gud afterneen to ye, as my esteemed colleege said to ye, me name is Jacob, no need for formalities and all tha', I cannie a stan em, ye know?"

Jacob's accent was heavy and sounded Scottish or Irish, and he seemed like "one of lads" as such, his warm smile and face was completely out of place in his setting. He wore a sloppy hat which was a siign that he was indeed, one of the lads at heart.

Not to be mistaken with ineptitude. He knew the seas better than anyone, how to command a ship and keep it working better than any man. He demanded discipline and loyality, but rarely needed to shout or punish. for his men loved him for all the reasons which Osmadius felt awkuad around him, and Seymour....Seymour could not bear to be around the person, and spoke to him only when nessicery, and loathed to do so. But all would admit of his skills upon the seas, and his knowledge of trade.

Let alone his ability of military command upon the vicious waters of battle, Jacob could be terrifying within the foam and storm of combat.

"Yes, thank you Jacob, that was very informative. Now, the nature of this device is that it is a magically powered machine, which also relies upon mechanical princibles. It floats, and conveys the transmissions through magic, yet it focuses, records and converts energy through the mechanical processes. One of the products of Arcana and Tech wings of our goverment."

The Committee sat in suspense, awaiting the inevitable arrival of The Director. The U.T.C was very nearly the largest multinational corporation in the world, it's Committee controlled more money and people than 90% of the world's countries and The Director controlled the Committee. In short, he was not a man you could cross without realising it. Well you might, it was rumoured that a bullet to the brain could kill before you realised something was wrong...

The echoing boardroom was shrouded in shadow, more for the look of the thing than anything else. Finally, The Director stepped forwards out of the deep gloom, "Gentlemen, we have competition."

There was a sudden gasp from around the table, several of the Committee's older members were forced to reach for their pills. A five-minute break was taken to allow them to get over the shock.

"Yes, it is true." The Director continued finally, "This new arrival of Talaran," he spat the word, "Onto the world stage is about to bring with it a steady stream of cheap, effective, long lasting products based upon the principles of... magick." Another gasp, frail old hands dappled with liver spots reached for little boxes of medication once again. "We must prepare our counter-manouver before it is too late! Ideas!"

Lord Matherion the 27th spoke up, "What about marketing? Magickal goods cause cancer. Arcane devices in the home found to be root of family discord."

The Director clapped once in appreciation, "Good! But that will only slow them down. We need more."

"Buy them out?"
"Lawyers?"
"Carpet bombing?"

"AHA!" The Director cried, "Of course. We have a controlling interest in the Slutbum Wallah armed forces don't we? Excellent. We shall begin campaign planning tomorrow morning. Meeting adjurned, praise be to the corporation."

"What do you mean, no tanks?" Baron Purenstien, Honored Committee member fumbled for his beautifully iron and folded, luxurious handkerchief and wiped it across his brow. His office had suddenly become swelteringly warm.

General Tippermark shrugged. He was sitting in a comfortable leather chair, looking at Purenstien across five feet of varnished mahogany desk. "The lowest bidder went bankrupt. We can't get the parts to fix 'em up. Our tanks have an effective lifespan of six years inactivity before parts need replacing."

"When did you last use them?"

"Twenty-four years ago. The campaign against Upper Juniper. By now it'd be easier to just build the damn tanks from scratch rather than fix the ones we have."

"Didn't you keep them in good repair? Did you at least have a supply of spare parts?" Baron Purenstiens voice rose several octaves. He coughed, trying to conceal his panic.

General Tippermark shook his head in mock sadness. He'd despised the beurocracy that had surrounded him for the last forty years and this was his payback. "We used to. But then the United Trading Conglomerate took control, fired our procurement staff and decided that keeping the equipment in good condition was uneconomical."

"What about helicopters? Planes? Artillery?"

"I told them it was meant to uneconomical. Its war. That's what it's for."

"Does anything work?"

Tippermark sat in silent thought for a moment, running over a checklist in his head. "The infantry. And the Dwarf." The Dwarf was the remenants of Slutbum Wallah's single attempt at interstellar travel. A massive research and exploration vessel that had toured the systems for sixteen years before finally realising that everything was already claimed. It had limped back to Earth and moored itself in orbit. Eventually it was converted to a military barracks and hazardous terrain training ground for the Mobile Infantry. "We can deploy five thousand of our best anywhere in the world within two hours via drop pods."

"Thats it? They'll be outnumbered thousands to one!"

"Try and tell me that's not uneconomical."
