In order to reduce the load on the increasingly crowded Prison Barge Fleet, Phoenicia has announced the realization of the ancient concept of Panopticon- but on a far larger scale than thought of by the ancients.

No longer restructed to two dimensions of layout, the cells of the modern Panopticon will be honeycombed around the inner surface of a three-kilometer hollow sphere, able to house ten times as many inmates as any single Prison Barge in total security. Two Panopticons are scheduled for construction, one each at the leading and trailing Martian Trojan Points, to be christened Panopticon and Pandemon.

After passing through the Solar Shade, a particular silicate asteroid had melted and ballooned into an enormous hollow sphere, just like tens of other before it had. This particular sphere made a very close pass of the sun before being flung towards the outer system again, in the general direction of that large group of asteroids clustered 60 degrees behind Mars.

Within the sphere, things were being constructed. The water vapor used to inflate it was dissociated into oxygen and hydrogen, with the hydrogen siphoned off to be used in powerplants and replaced with imported argon and nitrogen. A smaller sphere was being constructed in the middle, and four towers began extending from the inner surface.
