How young do you think you can be before you can start fighting and such if you are playing in the Napoleonic period? I'm pretty sure that the United Kingdom had less than 10 million persons as for population...
(Not counting, of course, colonies and such)

I suppose you could be any age.

The Napoleonic era doesn't really have anything in the way of specialized systems that only older/larger nations would have, and as you noted, the UK (and all the other European nations) were much smaller then, so the only thing stopping you would be the size of the enemy.
