-Well, the corporations are doing what they can, but everyone has been scathed.

-True. And what of the reorganization of our forces?
-So far, we are keeping up to schedule. But what bothers me is that the Bok monks want to have more of a say in military affairs. That can’t happen.
-The Bok monks saved us from being completely engulfed by those robots! It would be suicidal to limit their activities now!
-They do have popular appeal. Something that will have to be…dealt with.

Tensions begin to escalate. Finally, a deep voice intercedes.

-Well, I do have an idea. Long ago, there was talk of buying a mega factory. Once constructed, it would help in the rebuilding of our military hardware. Especially our navy.

The Vrakian message, decoded and checked for translation errors, was forwarded first to the Corporate Federal Conglomerate headquarters in New State City, where a low-level secretary intercepted it and forwarded it automatically to the corporate headquarters of Groovelico Fashion Electric, father of the MegaFactory.

A few seconds after this, a response was generated and sent to the Vrak Military Procurement Division.

The military procurement official dutifully filled out the form and sent it back, making sure to inquire when the consultation team would be able to come. He then informed his superiors and, after having worked so hard, treated himself to a vodka.

Since the visit wasn’t an official heads of state type affair, the atmosphere was decidely low-key and consequently, less formal. Foreign businesses, especially multi-nationals, were not an usual sight, for the capital, Vrak Prime, did have special economic zones set up for that very purpose. Probably the most talked about joint venture was Bob’s brewery, a partnership with Oglethorpia. However, the Vrakian military preferred to make discreet purchases either through various Vrakian corporations and rarely, if ever, openly bought things themselves. At least that was the latest policy. The procurement department did make aggressive purchases long ago but then efforts have been directed towards self-sufficiency.

The team arrived. His name was Jaspen.

Eduard Jaspen. Soft skinned, but well-tanned, framed by a mop of curly brown hair that extended down his face along the line of his chin.

His hip pack contained his PDA, which now rang.

"Jaspen," he answered, his voice hoarse. He'd felt under the weather lately, probably coming down with a cold, not that it would stop him from working.

It was the sound of a 2 year old singing. He winced, as he felt a headache begin to form. It sounded like one of Emi Talso's songs. His 12 year old daughter listened to her. So his 2 year old daughter did, too.

He pulled it away from his ear. The cab pulled a left, lurching him to the right as he wondered if there were sane drivers in the Klatch, or if they were all as insane.

Finally, his wife, Janet. "Eddie?"

"Yeah. I'm on a Meeting soon, Janet," he said, not meaning to sound as testily as he had.

"I know. I just wanted to remind you, to call HealthUp and get Sara an appointment to get vaccinated soon. I just read an article in the Newsline, they think the Muta is coming out again this season in the southern hemisphere, and..."

His wife, ten years younger than him, was the sort who always believed any end-of-the-world, pessimistic thing that was printed. At least, she always allowed for their possibility, and allowed herself to worry for it.

"Ok- okay, Janet. Anything else?"

"No, that's it. Love you."

"You too," he said, and that was it. He sighed, and put on his game face. The cab pulled up to an enormous, bright hotel towering over the urban street, and a bellman approached immediately.

-Sir, the GFE advance team has arrived at the hotel.
-Good. I trust that their trip was enjoyable. The limo was sent to pick them up?
-Ah...er...they got a ride in a cab.

Two burly men grabbed the aide who was struggling to escape. His eyes widened in horror as his boss, a bull walrus, advanced.

-I warned you. No screw ups.
-Please sir! Mercy!

Without another word, the strong men were able to pin the screaming aide on top of the boss's desk. The walrus then reared his head and plunged his tusks into the man's chest, and then twisted. Blood splattered onto the desk, the walrus, and burly men who looked on with grim silence. Finally, after a few minutes, it was over. The walrus pressed a red button and his secretary answered.

-Inform the Santa Barbarans that I was unavoidably detained and...have my office cleaned. And find me another aide.
-Right away sir.

Ed wasn't well-accustomed to human-walrus communications, but luckily the bellman was human. He looked a bit nervous; his grin was stretched, forced, tired. Ed didn't feel the same way; he felt wired, alert, but cool.

He smiled at the attendant as he closed the cab door for him. How kind.

The hotel, which he saw was named Fortunato, was the sort of frill-filled, high costs, good service type he was used to seeing in Santa Barbara.

As he passed the extravagant glass doors he saw two men in suits standing immediately inside the lobby. One of them approached him. "Mister Jaspen?"

"Right," he replied.

"I hope you've enjoyed your trip?"

"Sure."

"Good. And my employer sends his deepest apologies that the limo failed to find you in time-"

"-not a problem."

"I'm afraid he was unavoidably detained. He assures you it won't happen again."

This was said with a conveyed sense of finality that made Ed Jaspen pause for lack of response. He began to wonder what the employer would be like, judging by this man. You could tell a lot about a manager by the people he manages. The indications so far weren't good. He suspected a brutal, scientific theory of management. He detected a hint of fear at the words, "my employer."

"If you'll follow us, we'll escort you to the procurement agent's office," the lackey said, and gestured. Ed followed.

They proceeded through the colorful and bright lobby, which was oddly deserted-looking for such a huge hotel. Somewhere, a Mozart string concerto was playing.

"Tell me," he said quietly, to the lackey with the blonde hair, who slowed his pace and leaned distractedly over to listen, "Is there anything in particular I should know before meeting your employer?"

There was an awkward, yet thoughtful silence, and Ed quickly added, "You know, customs, etiquette, any special considerations?"

The blonde lackey replied,

"Ah, please call me John Jurto. I shall be your translator and protocol officer representing Hydra Construction. As well, Vrakian customs can be quite complex. However, the walrus kind do not shake hands but prefer to bow. We understand that shaking flippers can be awkward. Other than that, there is nothing extraordinary. Don't worry, since I'll correct you if you make any major faux pax but we are quite understanding to our guests."

"And I'm Oru Gruer," said the other man, "I represent the Vrakian military procurement division. Basically, in large purchases like this the military will buy it and then subcontract the work out. Hydra is one of our largest construction firms. But, I'm sure we can work out more details once we get to the conference room. I’ll introduce you to Colonel Roojuk who is in charge of this particular branch of the procurement division."


The two men led Jaspen along until they reached a rather large elevator. Large as in cargo sized. Oru pushed the button and the elevator descended to their level. As the door opened, a large walrus exited, but not before goggling at Ed.

-ASDF FWQ AF! said John.

The walrus bowed and looked ashamed. It (hard to tell if you're an outsider) quickly waddled away. John turned and said, "Sorry Mr. Jaspen. Some of our people aren't accustomed to outsiders. My apologies."

Soon, they arrived at the conference room. A single suited man was at the door. Obviously he was of the bodyguard variety for a small earmic could be seen. He whispered something in his native tongue and the double doors opened from the inside. As the delegates entered they would notice that each door was held by a well-dressed man similar to the outside person.

The conference room was small by Vrakian standards. Various artwork decorated the walls, mostly depicting smiling walruses and humans working alongside in various projects – such as the construction of a building, eating in a cafeteria, or closing a business deal. In the middle, a medium sized pool was seen and in the center of the pool there were some rocks that seemed to be part of the structure itself. John caught Ed’s bemusement and quietly said, “The walruses like to beach themselves on the rocks and relax. Actually, I like it as well, and lounge chairs are always provided.” At one corner a large walrus was busy drying himself with a huge towel. He turned his head towards Ed, bowed, and then exclaimed quite loudly and smoothly,

“Ah hello friends! I’m Colonel Roojuk. I assume Oru informed you whom I was?” A quick nod from Oru. “Ah, good then. Ike Truyi should be along shortly. He’s the vice president of Hydra construction but he was detained. Anyhow, help yourself to the buffet unless you prefer to get some rest Mr. Jaspen. After all, if you are too tired we can always meet tomorrow.” His English fluency was not perfect, for he spoke with frequent pauses, although his individual words were accurate enough.

The buffet table was near the main conference table and had a variety of fruit and seafood along with several bottles of liquor.

“In other news, the new Victory monument is nearing completion near King’s Way. This work, done by various Vrakian artists studied in the ancient barbarian artforms are putting the final touches on the vast undertaking which will prominently display war booty from the Dozle war, including two actual flying frigates. This project was carried out to commemorate the brave Klatchians and allies that gave the supreme sacrifice in defending their homeland and lending assistance.

Also, in a related story, Vat Law #3 has been introduced which is similar to Vat Law#4, except that the war dead will be recycled. There are objections in some quarters but due to the overwhelming need to find burial space, the law was pushed ahead. We understand that the names of the dead soldiers will be remembered on various victory monuments and that the families will receive the same compensation as before. According to a senior monk from the Order of Bok, ‘Those that sacrificed themselves will be reunited with the sacred Ku Juk Uk – as befitting a warrior’.

[A brief 3 second advertisement jingle. Then two hyperactive voices:
a: If a 175-pound man fell into one end, he would come out the other end as 38 pounds of oil, 7 pounds of gas, 7 pounds of minerals and 123 pounds of sterilized water!
b: No way!
a: Way! Buy TDP tech today!
b: Cool!
Brief Jingle. Then off.]

OOC: I just limited the initial stages of the roleplay just to keep things moving, but I suppose it would be find to open it up if someone wants to comment on the general news broadcasts. Remember that the broadcasts are in Vrakian – so those outside the Klatch would have some difficulty. Course SB, the translator will gladly assist if you want it.

"I'm pleased to meet you, Colonel," Ed Jaspen said smartly, overlooking, for the moment, that he was talking to a walrus drying himself off with a towel. "I am a bit worn out from the jet lag, though I would prefer to meet today-- ah, fruit," he said, spying the buffet table and nodding satisfactorially.

He plucked what looked like an ordinary apple up and bit into it once, crisping loudly.

He didn't look long at the liquor, though part of him now seemed to have reverted back to college days, wanted to abandon this trade deal, and just get drunk. He stifled this impulse efficiently, never seriously considering it.

"This is an interesting layout," he said, gesturing at the room, eyeing the pool in the center. "Very refreshing, compared to dry Santa Barbaran architectural styles."

The Colonel replied haltingly,

"Ah, yes. Well, we walruses are semi aquatic so we do like our water. I suppose you can say that is our...ah...what's the word...[brief exchange with John]...ah yes...'ergonomic' preference. You understand? How we like to naturally...ah...sit and all. I mean, the rocks. Kind of resembles how we used to live long ago."

John added, "If you were to visit a typical walrus home, you won't find any chair for humans at all. However, a typical human house will have some chairs but we prefer to sit on the floor. As well, most walrus homes have a small pool in the living room."

There is, in fact, a peculiar lack of chairs in the room.

OOC: I confess. My 7+ years in South Korea has changed me. I like to sit on the floor now and eat from a low table. :)

"Naturally, ergonomics can be a blessing," Jaspen said, smiling. Meanwhile, he appraised the Colonel and his two associates, trying to get a handle on things. The walrus was disturbing his focus more than he would have liked, but he managed gamely.

He figured that this would turn out to be a straightforward deal, which he liked. GFE dealt with the military quite often, although never for a whole MegaFactory. In ways of business, Ed Jaspen knew the military tended to be far more pragmatic than most negotiators.

With that in mind, he offered, "Correct me if I am wrong, but the Vrakian Military Procurement Division has never dealt with GFE?"

The Colonel nodded as he formed his response,

"That's correct Mr. Jaspen. In fact, this is perhaps our biggest single purchase yet. As well, I'm sure you may be wondering why exactly the Hydra reps are here. Well, they would like to know exactly how to build such a thing since it may require skills that we don't have. So, part of the agreement needs to consider the actual construction itself. We might have to bring in some specialized engineering firms from our side - but the procurement division will have final oversight authority, since we are signing the contract.

I'm sure that for actual running of the factory allowances can be made for hiring mostly Vrakian staff, although we understand the necessity for top managers to come from your side. After all, this is business.

We can discuss later whether the products can be used for export later and what percentage of the profits goes for who. As well, there are technology and I'm sure copyright issues involved here. Primarily, we would like this factory to help rebuild our infrastructure and military. Ah, I should ask you this now, do you have different models of megafactories or can the factories themselves be easily retooled?"

An aide brought over a huge beer stein for the Colonel who began to noisily slurp away. In fact, one by one, people were beginning to pour themselves drinks.

"A drink Mr. Jaspen?" inquired John, "It's okay if you refuse. Ah, you should try our pears." He waved to some round, yellow skinned fruit.

The GFE rep took all of this in, nodding occasionally.

He declined the drink politely and silently with a small raise of the hand, but gingerly took a pear from the tray in question. He happened to enjoy pears. This one he kept cradled in one hand, the other occupied with the apple.

Still working on the apple, he took a good breath and continued. "Yes, I understand your considerations now. It's interesting that you mention retooling; that function is inherent to the design of the MegaFactory itself. Customization is the key here, Colonel. Many industries offer immense possibilities of mass-production, but the edge provided by the MegaFactory is what we call mass-custom-production. Everything tends to a modular, decentralized, automated but highly overseen and fluid process-- it's not uncommon for product design teams to send down a new product idea or prototype in the morning, and by evening have tens of thousands ready for distribution. Or more. Depends on the product, of course."

He bit into the apple again. Then, noting the gusto with which the Colonel drank, he took a cue and a larger bite and went on crunchingly. "Now then, our standard contracts so far have required that GFE itself be the prime constructor of any MegaFactory, but not it's operation. Since the process is new to many workers, we provide training for this at low costs."

Now he sampled the pear, juggling the two fruit slightly within his hand to do so. He nodded and held it up jigglingly, eyebrows raised. "Delicious," he said.

"Hmmmm."

The Colonel stroked his whiskers absentmindedly. The other Vrakians had been silent until Oru Gruer, the Colonel's aide, ventured a question.

"So, this megafactory can build just about anything? I mean, with the proper blueprints submitted? Must be quite a technical team required."

John then also asked,

"With all due respect to the Colonel," he nodded his head,"We certainly would like to play a major part in the construction, barring specialized engineering difficulties that may be outside our area of expertise."

He quickly added.

"Ah, no disrespect Mr. Jaspen. We would perhaps favour a bit more equal partnership in regards to construction and I think we are willing to pay quite hansomly for any specialized construction techniques. That is, some form of technical exchange could be a side benefit? However, I notice that the Vice-President isn't here yet so he may..."

The door opened and in waddled another walrus.

"Sorry I'm late everyone," he bellowed. He quickly surveyed the room and noticed Ed, "Ah, Mr. Jaspen. I'm Ike Truyi. Your trip was pleasant, yes? Good. My most profound apologies about not having the proper transportation arranged. Ah well...anyhow, I hope you enjoy your stay here."

A quick flipper motion and John immediately came over. A short chatter in Vrakian which would appear that Ike was being brought up to speed. As well, the vice-president's English was noticeably superior to the Colonel's. Another aide brought a whiskey of which Ike quickly downed with relish.

"Hello Mr Vice President, it's good to meet you," Jaspen said with a small bow. "My stay has been most pleasant, thanks."

He turned to Oru Gruer. "To answer your question, the MegaFactory can indeed be used to manufacture anything and everything, including parts of itself. In other words, anything required for production can be manufactured as well as just about any product, given the right resources."

Nodding at John Jurto, he said easily, "I understand your needs, and I'm certain we can accomodate them. If you want, we can supply you with just the plans, too, though you do know the MegaFactory involves enormous construction costs and time."

He looked around, now focusing on the Colonel and the Vice President, who, being walruses, Jaspen found harder to read. "I guess what's most important is we are clear on what the MegaFactory involves, what it is, and most importantly what you hope to do with one. Not everyone needs a MegaFactory... unfortunately," he added with a little laugh.

The Colonel nodded and replied,

“Well, we primarily want to rebuild our infrastructure and military. To do that, we will need to initially churn out heavy equipment. You know, like cranes, earthmovers, diggers, dump trucks. And for the military, a variety of items, such as fighter jets, tanks, artillery pieces, and so on. Our navy was mauled quite badly by Dozle and our eastern ship yards are devastated. So, we need to crank out various ship classes. With all of this, ammunition and other requirements have to be factored in.

I should add that not all of our manufacturing capacity has been affected. But now, we have diverted our industries to rebuild the country, with consumer goods being a distant second. Certainly our overseas trade will be affected but, we will do what we can.

Essentially, we are on a timetable here. If speeding up construction means that your company is the primary builder, then so be it.”

Ike was about to open his mouth in protest, but was quickly silenced by a gaze from the Colonel. He then said quietly,

“As you wish Colonel. We understand the need for expediency here. Still, we would like to bring in Hydra Engineering for any particular specialized work.”

“Of course, Ike. Hydra will be the primary Vrakian firm in regards to construction.”

He then looked at Ed again.

“Depending on how fast we can get the first factory going, we may have to purchase more of these factories. As well, if you could give us a brief summary of how fast a mega factory can produce goods, then that will help us decide. I think we will be able to secure the raw resources.”

“…in financial news today, several Vrakian companies are reporting losses due to the heavy damage sustained by the Dozle war. However, the Vrakian government has authorized a sustainment package to keep them afloat. Some critics of the package feel that this would be a good time for inefficient companies to ‘go the way of the chickaroach’ but a government spokesperson had this to say…

“What they fail to realize is that if some of our most important companies close, then recovery will be further hampered. While we are always open for business, let’s pull together and rebuild our country.”

Asked if the Vrakian government would nationalize any companies the spokesperson declined to comment…

Clean up operations are in full swing and TDP tech announced that their new mobile vats are now available for operation. A TDP tech spokeperson said that “these little gadgets will help reduce the waste that has polluted our beautiful country. Show your patriotism and buy a mobile TDP vat/recycler today!”

TDP tech estimates that they should be able to sell at least 100 000 such units by the end of the month…

The Alconian International Information Section (IIS) began to note the odd happenings in the largest economy within in the Klatch...It had been hoped that the Vrakian government would allow some companies to teter on failure, allowing foreign (albeit Klatchian) buyout of key industries.

The Colonel looked at Jaspen and said,

"Well, the plans for the megafactory certainly won't leave Vrak since it is, after all, your idea. Otherwise, I think we can agree on a general principle here and begin immediate construction of one mega factory near the capital. We would like you to be the primary firm for construction with Hydra," gesturing to the vice president, "to be the main Vrakian firm. As you say, we can retool the factory to begin building Vrakian wares to meet our immediate needs. A number of companies here make our various military and industrial products. For example, Gargantua manufacturing concerns itself with artillery and tanks while Hyperion shipping builds many of our larger ships of war."

A pause and a quick sip of his drink.

"Let's view this as an initial trial run. If we are pleased with this factory, we will most likely buy more. However, we cannot pay the entire purchase price now. The initial surveys were now complete for the new complex. Access roads were being upgraded and new rail links were now being formed – not only to tie into the existing grid but to build new lines directly to nearby seaports. As well, power, sewage, and other utilities were being tied in. Truly, it would be a vast undertaking for the Vrakian companies concerned, but they felt that they had the ability and, more importantly, the will to carry this forth.

As well, TDP tech was adding on a new complex near the megafactory, for it was deemed that there would a great opportunity to recycle waste products from the new facility. Power requirements were a bit more problematic, and so new power generation stations were also under construction. To say nothing of housing for the new workers. In short, building a city would be a rather large undertaking for anyone.

But this was but one component in the Vrakian rebuilding efforts.

“Our top story today. The Vrakian government has resigned all of the positions it held in the UTP except in the Disaster Relief post. When pressed for an answer, a spokesperson said, ‘It was a difficult decision to reach, but the UTP has fallen into disuse and is not the economic alliance that it once was. Therefore, it is in our best interests to leave now although we still hope to maintain friendly relations with UTP members. I should emphasis that we are not formally withdrawing from the UTP, but just limiting our profile.” Some analysts contend that this decision had to do with the recent ICEP fiasco while others say that it is bad policy making on the part of the government.

The groundwork for the new megafactory has been laid and construction is expected to begin immediately. Senior GFE, Hydra construction, and Power Financial representatives, the mayor of Vrak Prime, and senior Treasury officials were on hand at the ground turning ceremony, which was held at the future site.

‘We’re really pleased about this,’ said Ike Truyi, vice president of Hydra construction, ‘I see great things for Vrak and for us.’

On television sets tuned into the six o'clock news, a computer-generated graphic of a white horse ridden by a blonde buxom woman zoomed across the screen with the heading traling behing; Valkyrie News Network - 6 o'clock News.

Then the camera focuses in on a gorgeous flaxen haired woman with Jolie-like lips and a mesmerizing gaze...

"Good evening. I'm Angela Itu. Our top story tonight. The Treasury division has just announced that the Vrakian government is formally withdrawing from the UTP, or Ur Trade Pact, a large economic alliance. We take you now to the main hall of the Treasury division where our correspondent Dan Gruth is there live. Dan?"

Camera cuts, showing a middle-aged bespectacled man with brown hair clad in a dark overcoat clutching a mic.

"Hi Angela. Yes, I'm here at the main hall of the Treasury division where a senior government official is about to make a formal annoucement. It should be said...wait...there he is."

The camera pulls back, revealing a throng of reporters gathered around a podium but kept far enough away by police. Dan could be seen gamely trying to get in close while the camera focuses more on the large walrus about to speak into the various press microphones.

"Good evening. I will now read a statement and answer only a few questions from the press.

Effective immediately, the Vrakian government has decided to withdraw from the UTP. However, we hope that this does not damage any bilateral relations we have with UTP members.

Any questions?"

Thanks Jim. This just in. The Vrakian government has recently joined the KIST treaty, a trade pact set up by the nation of Knootoss. It seems that our government is already causing a bit of a stir by enacting economic sanctions against all those KIST nations that belong to the United Emirates and also those that pose a threat to Vrak. Glorious Humanity apparently is also on that list after a verbal exchange between their minister of international relations and the diplomatic corps."
