This acutally goes by a story I'm writing and I'll give a quick explanation...
A lost continent [former Atlantis] has risen from the Pacific for unexplainable reasons. The Empire of Sandori now inhabits the mainland and several smaller unhabited islands off the coast of mainland New Atlantis are open for settlement.
