OOC: I figure a lot needs to be explained, I have many years experience at free-form RP
such as this, and I feel confident in RP'ing as complex a society as this.

IC:

Tra'gal(roughly translated as ambassador) Imril'idla stands and addresses the assembled
peoples; "Illudian. Hello. The Tsorn'ern'Tsor and Tsor'en'Yan requested that I speak with
you today to introduce you to Cauthu Arn as a nation, also the Cauthu as a people and
finally our technology.

First, the UN, I have learned, classifies our nation as a 'Father Knows Best State.'
This description, as I have learned the meaning of it to be, is not entirely inaccurate.
The Tsorn'ern'Tsor does have final say in what happens to the country, but it is rare for
him to go against what the Tsor'en'Yar decide. Finally, in their personal lives our
'citizens' are generally allowed to do as they please as long as they observe the laws of
our people or incur no Itae to another person.

"Next I will discuss exactly what the Tsorn'ern'Tsor is and does. The word Tsorn'ern'Tsor
translates as Leader of Leaders. The person in this role has the final say in what happens
to our country, this right is rarely exercized. Generally he will listen in on the
Tsor'en'Yar, occasionally voice his opinion and will give his approval to what the Tsor
decide. His main role is to keep corruption out of the Tsor'en'Yar."

"The word Tsor'en'Yar translates as Leaders of Nations. They are the true workers of
the governing and are chosen by the Tsor'en'Harir. Their choices are generally what
goes in what the government does. They serve until the Tsor'en'Harir decide that they
are no longer fit to."

"The Tsor'en'Harir are the Leaders of Societies. Societies are not restricted to
Nations, and members of the societies are generally identify more with their society
than with the nation they live within."

"Nations are similar to states in such countries as the USA."

"Every person is a member of a society. Be it a warrior, healer, herder, farmer,
and now ambassador society. There are a great deal societies of each type, each one
with its own unique characteristic. A full listing of the societies, their type and
what makes them unique is provided in Appendix A of the pamphlet provided, 'A guide to
the Cauthu.'"

The People:

"Cauthu are a hard, tough specie. We are what appears to you to be an interesting
mix of cat and human. Our evolutional history is feline based, we believe a subspecie
of leopard evolved in isolation until we were the result. Like humans we are bipedal
as you can see. We are stronger than we appear and our reflexes are, obviously, inhuman.
Shorter than most variants of humans, standing 5'0" for males, 4'9" for females.
A long tail with an additional retractable claw, almost a blade, protudes from the base
of our spine, an extension of it, as most feline tails do."

"Most of our humor is sarcastic, this is considered by us to be the best way to deal
with the mostly mountain country we live in."

"Cauthu are governed in their personal lives by the government for matters of crimes
against the specie, and by themselves for matters of issues with an individual(this line
is very clear cut, anything that causes physical harm is specie, anything that is not,
is an issue between individuals.) Matters against individuals are resolved by the person
at fault(with diminished Huin) fulfills his/her Truh and restores his/her Huin. This is
a complex system that we do not recommend you attempt to understand unless you must, it
is not human logic and we have found it difficult for humans to follow."

Finally, our technology is not what you would expect. We long ago found the metal
you use to be inadequate. Our technology turned to biologicals. All our vehicles,
weapons, everything are living creatures. Originally selective breeding, now a an
accelerated selective breeding combined with limited genetic manipulation develop our
technology slowly. However we abhor the use of viruses, bacteria and fungus as weapons.
This presents unique advantages and disadvantages.

Our more complex vehicles, and our battle computers can occasionally have neurotic
breakdowns, all can be infected with disease, and age.

However, the vehicles can fight for themselves and generally require a much smaller
crew than other types. They can be put out to pasture to heal instead of requiring
additional and manpower to repair. Finally, all controls have reaction time responses,
and on the whole are faster than mechanical controls.

Very complex machines are a symbiotic relationship of a great deal of creatures.
The outer structure generally being a hyper growing coral that forms around a neural
network that the 'brain' of the ship grows to all the different parts."

I now open the floor to questions of anything I may not have covered.

space combat once attained)

OOC: Very interesting... we wish you luck in roleplaying this. This nation is part cat, but not the people in it... about 70% of the population is pure normal cat, but intelligent. About 28% is human. About 2% is other.

IC:

The Democratic Arcologies of Feline welcomes you to the world stage. While we typically don't associate with dictatorships, we recognize that you have the best interest of your people at heart, A, and that our nations have much in common, B. Would you be interested in exchanging embassies?

Tra'gal Imril'idla put the idea of an embassy exchange before the Tsor'en'Yar. Tsorn'ern'Tsor voiced his support of the exchange.

"You can likely expect a decision in less than an NS day," Tra'gal Imril'idla says.

...

"After little debate the Tsor'en'Yar have given their support of an embassy exchange. Tsorn'ern'Tsor supported this decision. The preferred location of the embassy would be in the valley city of Yulin. This is the usual location that the Tsor'en'Yar meet and is not in any nations lands."

{Inside the chambers of the Priest Regents; not common knowledge}

"You cannot be serious, Richter." The voice belonged to the Isidonian Inquisitor General. A small, elderly man, he seemed all the more frail and dimminuative as he addressed the Minister of War. "Proposing diplomatic contact with these..these..creatures. It would tear the nation apart! The Office of Inquisition was established specifically to defend our people from such alien influences!"

The High Minister of Law, Cardinal Johan Klein, rose to stand beside the Inquisitor. "Marcellus is right. Isidon is still recovering from the near coup that forced us to close our borders before. Another riot could spell the end of our rule. Even now, our grip upon the minds of the population is tentative, at best."

General Richter, Minister of War, raised a scarred hand, signalling for quiet. "It is precisely for these reasons, that I believe peaceful contact with these 'Cauthu' is imperitive. War between mankind and these creatures is inevitiable. We are simply too different to coexist for long. When that day comes, Isidon would do well to have learned as much as it can of these feline beings. The simplest way to accomplish this, is through diplomacy. Furthermore, I have discussed matters with Marcus," Richter indicated the timid Minister of Finance, who sat nervously silent. "And he believes that trade with these cat-beings could revitalize our failing economy."

The Inquisitor and his supporter confered for a moment, before reluctantly voicing their assent.

"Then, we shall prepare a statement."

{Statement transmitted to the Nation of Cauthu Arn}

On behalf of The Most Holy God Emperor, we, the Council of Four, Priest-Regents of Isidon, greet you, Cauthu Arn.

This world can be a strange and sometimes worrisome place, and our nation wishes to extend its hand in friendship to yours. We hope that, in the future, we shall learn much of on another's races and culture, and that both shall be enriched through this contact.

Inquisitor Librarian Xavier Diaz, one of our most experienced ambassadors, has been assigned as liason between our holy nation and your own. You may contact him directly if you wish.

Again, on behalf of the Glorious God Emporer, welcome.
