Honored Ladies and Gentlemen,
The RejisFA is deeply concerened about the high number of bids to host world cup 14 and the low level of information on each bid. The organisation sees itself not able to determined the best bid and doesn't want to vote for another but the best bid. The RejisFA requests the FA's of all countries to send the information required to compare the best bid without unnesecary filling or simply refering to another location where the information is. We will evaluate the positions and by this make sure to vote for the best bid.

"Hmmm. Hello, my name is Trevor, and I'm here on behalf of the bid from Liverpool England and... *is seen whispering to aide* who else was it? ...er, NEWI Cefn Druids. Some of you may be wondering why a nation like ours would want to host such an event as a World Cup. To them, I have a simple answer, and that is... Why am I here again? ...um, and that is because I have a bet with the Minister of Lost Things that we will be successful in our bid. Is that the real reason? They don't seem to like it... Ahem, er, well our first point is that we will be introducing a qualifying system that involves two rounds for the very first time. The final details of this will be announced by my counterpart from Liverpool England at a later date, as we have a slight difference of opinion on how exactly it should be done. However, we hope to resolve the differences in traditional Axis of Absurdity manner - by the ancient art of pie fighting.
Which brings us onto our final reason, at least for the time being, as to why a Liverpool England and NEWI Cefn Druid World Cup would be successful, and that is the pies! Yes, the Axis of Absurdity is home to the greatest range of pies seen since Western Pie Makers entered a few cups ago. In fact, if you take into consideration all of the different nations in the region, the range of pies is pretty much endless! heh, and if that doesn't win them over, nothing will!
Anyway, that is enough for now about our bid. I am sure that there will be more in the weeks to come, but for now, in the words of Jeremy Jaffacake, 'Hi, I'm Jeremy Jaffacake!' I think they liked the big finish, don't you?"

Bid Policies
RP Bonus
Our RP bonus will be that a team has a 0.1% better chance of scoring every time they post 2310.764706 characters. This number is based on an average amount of character in RPs from page 25 of the RP thread. There will be a 5 times bonus for Newbs.
The formula
We plan to use the formula (RANDOM NUMBER*1000-(900+(Your rank/4))+RP Bonus+(Their rank)) as to use rank as a suitable factor for the results.
Ranks
We plan to use the KPB Ranking system to give a fair representation of past results into the ranks which, as the formula above shows, is quite important In a Belmorian/Audioslavian cup.
Group Setup
Audioslavia and The Belmore Family would use a 15 group system each containing 7 teams as to heighten the anticipation and give newbies a chance.
There will not be a lengthy and boring play-off competition.

All I have to say is congratulations to Kingsford and Oglethorpia. The TBF/AS bid is no more. You want to know why? Well, AS being that kind fellow he is went behind my back and told everyone not to vote for me. He said not a word to me. So, as I said, congratulationas to Kings and Ogle.

DRUID BID WRITTEN OFF?
Wayne Ottgunn-Irwin on the continuing LE + NCD WC14 hosting bid.
Reports from The Belmore Family are reaching us that the people there have more or less written off the Druid bid to host the World Cup. They believe that theirs was the best bid to challenge that of bookies favourites Kingsford and Oglethorpia. However, the only real challenge remaining is now that of Liverpool England and NEWI Cefn Druids, while there are also bids from Vilita and Lovisa/Wella.
When questioned about the comments, Druid Minister for Sport, Leisure, Arts and Dossing About, Trevor Brookley, stated, "We entered a bit?" He then spoke with an aide, before adding, "Oh yes, you mean that bid. Sorry, I thought you meant... you know... er, anyway, we do have a bid, and we are taking it seriously in the most fun way possible. If we hear any such comments from our Belmorian chums, then I've got a lovely cherry pie here that I'm very much prepared to throw at you." When told that such behaviour would not strengthen their position, Brookley simply said, "Well... um... did I just say that? Sorry, I meant that I'd love anyone to come and share this cherry pie with me. I mean, it's too big for me, and the Minister for Lost Things has lost his appitite. Pie anyone?"
However, the comments seem to have caused a mixed reaction amongst the public as a whole. Some, like Trevor Newport from Cefn, are outraged. Newport told us, "This is an absolute insult! I mean, just because his nation is out of the running, it doesn't mean everyone's is!"
However, others seemed less bothered. Lisa Cwyryl of Llllllllllcwllllllll said, "Well, it's not like we win much anyway. What makes you think that this hosting race will be any different?" However, it seems that most people in NEWI Cefn Druids have belief that their bid is up to a particular standard, with 68% of those we asked claiming that the bid is still in with a chance, compared with 23% who thought we should pack it in, there's no point and 9% who didn't even know we'd submitted a bid, but would support it anyway.
NOTE: Despite the 'More Slaves bid being mentioned in the above piece as having been withdrawn, it has now been reinstated after a slip up by Rejistanian intelligence organisations.

RP Bonus
Kingsford and Oglethorpia have agreed to use a proportional RP bonus for a World Cup 14 bid -- that is to say that the maximum rank increase any one country may see is 1/8 of his/her rank. A quick table showing the various benefits drawn from the proposed system follows:

The above table represents the greatest rank advantage any one nation may gain from a RP of suitable length. As you can see, such a system benefits everybody equally in direct relation to their rank. Kingsford and Oglethorpia have agreed on the belief that new nations can use the biggest proportional increase -- as illustrated by the change from a 150th ranking to a 131st ranking to promote RP among nations entering World Cup 14 as their first foray into international football.
Kingsford and Oglethorpia also recognize that a 20th ranked nation deserves a rank increase for putting forth effort in RP, but doesn't necessarily need it to prevent seeing a World Cup filled with non-interested entrants. As such, 'Country X' only moves up 1.5 ranks.
The jist of the system is this: those with the lowest ranks receive the largest benefit from RPing, while top 20 countries recieve the same proportional bonus (a 20th rank moving up to being ranked 17.5) and at the same time preventing giving top 20 countries a disproportionately large bonus allowing for A) abuse or B) unfair, unbalanced groups. It is believed that the proposed RP bonus method will avoid both of these things.
The RP bonus is capped to prevent abuse, and benefits all nations equally.
The World Cup, in its current size gives new entrants literally no chance in the Cup proper (or even remotely close). The Cup also sees a consistent turnout of top 20 nations enter the first round by a fair margin out of qualifying.
As a final analogy for how the RP bonus works; Robin Hood, the RP bonus distributor, will not give money to an already 'rich' person (a highly seeded team.) Those poorer (new entrants ranked at 150) will recieve more money. All the benefits proportional to how much you already have (in ranking.)
As such, it makes perfect sense for new entrants who RP a larger rank increase than those highly seeded nations who only deserve a marginal rank increase for their RPing efforts.

RP Bonus (PT 2)
RULE 11: There will be a Role Playing (RP) Bonus. Exactly how the RP Bonus will be done for each World Cup will be explained by the host(s) in their bid. If the host proposes to use a method that has already been used, simply stating who used it for which WC will suffice. When the WCC selects the host(s) they are also selecting that method of RP Bonus. The RP Bonus MUST be small, slightly bigger for "Newbs" who RP, and neither based on quality (which is subjective) or quantity (which leads to endless and boring rps put there only for the bonus). SIMPLE is key - remember, it is realy there only to encourage us all to RP, not to improve our chances.
RULE 12: The exact method of generating results will be explained by the host(s) in their bid. If the host proposes to use a method that has already been used, simply stating who used it for which WC will suffice. When the WCC selects the host(s) they are also selecting that method of generating results.
In response to rule 11, we believe that our RP bonus method benefits newbies and regulars as specified -- as seen in the above description with examples of how ranks will change under the proposed method. Our RP bonus can be easily tailored to be "simple" -- that is, to incoporate a "yes/no" system of RP bonus in which you either get a 1/8 rank increase or you don't get one at all.
Such a method of administering RP bonus will be done every three matchdays. (We will be using a mandated 102-entrant Cup, meaning 10 groups of 10 with 18 matchdays)
Matchday 1 RP bonuses will be determined by whether or not a nation posts a roster for his national side -- this bonus will apply for matchdays 1-3. On a yes/no basis of RP bonus application, these countries will get a rank increase that is 1/8 of their current rank (explained in greater detail above.)
The matchday 4-6 bonus will be determined by RP done during matchdays 1-3.
Similarly, matchdays 7-9, 10-12, 13-15 and 16-18 will be determined by the block of matchdays prior to them.
That means that all we ask from entrants for World Cup 14 is a roster, and five match RPs -- we are not judging them on length or quality. We feel it encourages RP without asking too much of anyone -- and with a capped rank bonus, prevents abuse.
