As far as I know (being fairly new myself), you simply free-form roleplay it, meaning that you just make it up. Some nations (like myself) use a GDP caculator that also calculates your military. However, I don't have a link here so some one else is going to have to give it to you.

Also, just because it's free-form doesn't mean you can do anything. Please try to be realistic, fair, and balanced. If you just say, "I drop ten nukes on each of your major cities," that's not fun and it's also not fair. And if you're a peace-loving nation, it's also not very realistic.

However, please don't quote me on this, as I'm not sure myself.

you're exactly right :)

it tends to be 5% of your poulation for your military INCLUDING officer, non combat personal, pilots, supply crops, so on

you arent supposed to have nuclear, chemical, or biologial weapons until over 100 million population, and with a decent economy, so, if you're "imploded".....a dirty bomb is about the best you'll get

just be fair, and have fun!

That answers one of my questions then. But what about all this technology I see running around. The Space and Naval Ships, Aircraft, Tanks that everyone is selling, or whatever?

That's also for free-form Rp purposes as well, as trade is done the same way. However, if you have an "Imploded" economy, you problably can't afford them, and unless you have a fairly large population, you problably won't be able to man them properly either.

As long as your economy is anything over Basket-case, I find it best to use roughly 1% as your regular army numbers, and an extra 2 or 3% as a reserve called up during wartime. That tends to avoid any stick from players saying "you can't afford to field that many soldiers at once".

As this is a discussion of roleplay, iMove  "NationStates".
