Mercia, Rukemia

The sprawling capital city of the Rukemian Empire bustled with life as people went about their business performing daily task within what most would call a concrete jungle. The enormous mega-city spread over a 56 mile radius and contained an ever-busy population of 48 million people, making it the largest city in Rukemia and one of the larger cities of the world. Although the city had its problems, over crowding was not one of them, mainly because as the city's population grew, the city itself would continued to grow, new homes and apartment high rises were constantly added on to the city's boundaries in an effort to keep its inhabitants comfortable. Historical sites and monuments littered Mercia's insides most were built to keep Rukemians aware of their history and others were built in honor of those soldiers that lost their lives in one of many Rukemian wars. The newest and largest of the monuments was the one of the current President, Lakato Vaul, who lead a coup against the Old Republic several years ago, and brought upon Rukemia a new age of democracy and prosperity. Looking at the city from above during nightime when all the lights were activated was simply amazing, the collage of both moving and stationary lights created a beautiful image of man-made structures blending together to form a tight-nit network in which Rukemian citizens strived.

No one could describe the city's nightscape better than President Lakato Vaul that night, as he peered out of his private helicopter and looked at the spectacular view of the city below. God it's good to be back, it's been so long since I've seen the city like this. He turned his head away from the window and settled back into his seat, he looked at his Vice President who sat beside him, the Vice President sat still and almost seemed to be at attention as usual, with his hands on his knees and his head straight forward. President Lakato chuckled to himself lightly, "Y'know, Adrian, you don't always have to be so stiff, we're not going to a parliament meeting, we're going to a party, why don't you lighten up a little bit, I haven't seen you look at the city once since we've gotten off the ground."

"Well, Lakato, I don't want to come off as too lax when our guests arrive, they've really done us a big favor here, we had no one else to turn to and they agreed to house our government during the war. If we would've remained here, there's a good chance we'd all be dead. The least we can do is impress them with our respect."

"Look, Adrian, I respect how you're viewing this and all, but once the alliance with Emina is made official, I plan on having a good time. It's just our third day back in Rukemia after almost a year in Emina, so loosen up. If they should be impressed by anything it should be our food......look, we're almost there, time to eat!"

The Vice President cracked a smile and shook his head slightly at the President's excitement. The pilot slowly lowered the helicopter towards the ground until they had succesffuly landed in the street, directly in front of the capital building, where the banquet of appreciation was to be held. The street they landed in had been blocked from any incoming traffic and now the barracades that had been put in place were being swarmed by civilians who waved Rukemian flags and chanted "Lakato!" frantically as if he were some kind of rockstar. President Lakato climbed out of the Helicopter and waved at his people, who cheered wildly at the sight of him, next came Vice President Adrian and lastly, the entourage of bodyguards who swept around the Vice President and President's sides, front and rear. The bodyguards ushered the two inside the up the steps and inside the building away from the screaming fans.

Lakato caught his breath once inside, "Wow, they're really glad to see us back, huh? I don't understand how they knew we were coming here...surely they don't know about Emina's part in the war?"

"The media has it's way of spreading these things around, they probably knew you were coming here, but not the reason behind it. Don't worry, nothing's been leaked about Emina, I made sure of that. Of course, the tabloids might have their suspicions and guesses, but rest assured none will come close to what's really going on."

The President looked relieved, he Emina had never made it clear if they wanted people to know that they had given political haven to Rukemia's leaders, it was only polite to think that they didn't.

"Well..", said the President, "Let's go check out how the decorations are going in the banquet hall, I hop they've already set the food out."

The President removed his heavy leather trenchcoat and handed it to one of his bodyguards, the Vice President did the same. Both were wearing almost identical navy blue formal suits, even though the dress of the banquet was casual they insisted on wearing suits. They headed down the main hall of the building until they reached the elevator, The President pressed up and they stepped inside where they were lifted to 67th floor where the banquet was to be held. When the metal elevator doors pulled themselves aside, the President's eyes widened with joy, the decorations were great, delicate ice sculptures were scattered across the large hall in a neat line from the front to the back, and around their bases were platters of exotic Rukemian foods, the most of exotic of all being the giant honey bun. Most sculptures depicted Rukemian animals, the most amusing being Along the walls were wine racks which held aged wines exclusive to Rukemian leaders and their guests of the evening.

On either side of the flamboyant ice scupltures were dozens of round tables, each with a 3-digit number on top, matching the number that guests would be assigned once they arrived. Towards the front of the hall was a large stage covered with red carpet, a podium had been set up and there were a row of chairs positioned behind it. On either side of the stage was both an Eminan and Rukemian flag side by side, hoisted up on golden flag poles which nearly touched the ceiling. Behind the stage was a large window which took up the entire wall and allowed a magnificent view of Mercia, one could see all of the skyscrapers from this view, and the lights seemed to go on forever.

A larger table was placed in the middle of the hall, there was no number on this table and it donned a red cloth with intricate designs while the others donned blue cloth, it was obvious the leaders of both parties were meant to sit here. To the left of the main stage was a smaller black platform, where what appeared to be a jazz band, were tuning up. All around the walls were Rukemian soldiers, who stood at attention in formal wear. Not many people had arrived yet, only key members of the parliament and General Victor, who sat on stage with a grim look on his face, as usual.

All in all the President was pleased with the way things looked, he was more than sure that his guests would appreciate all they had gone through. All that was left for him and his Vice President to do was wait for their guests to arrive, their means of transportation was unknown but they had been given a time of arrival. The president walked towards the stage and waved at General Victor who was already seated, the General nodded back and the president continued up the stage and took a seat next to Victor, Vice President Adrian sat on the other side of Lakato, wearing a serious look on his face. The General and President shook hands and made small talk while the guests slowly filled up the hall and took their seats, each going up to the stage and shaking hands with the President once they were situated.

The guests were expected to sit on stage near the President, when everyone was seated the President would make a speech, thanking Emina for its support and then everyone would be cleared to begin eating. The leaders of both parties would be served first and they would relocate from the stage, down towards the red table that was specially placed for them, once the food was served the leaders were expected to converse casually and listen to the soft tunes of the jazz band. Gradually things would wind down and eventually the banquet would end, simple plan, simple party. The President smiled and looked on at the food before him, damn it looked delicious.

A single black limo glides into the front of the building. The door openned and two people stepped out. One was a women who looked about 25. She was dressed in tan khakis and a plain semi-loose black t-shirt. She was Princess Widow, Daughter of Lord AniX. She served as Commandess of the Emina army. She also serves as Emina's ruler after her father's disapperence. The other was a boy who looked no older then 17. He was dress in navy blue shorts, and a dark brown t-shirt sporting a popular TV character in Emina. He was Prince Phoenix, clone and adopted son of Lord AniX. They were both being honored for their help in the War. They biskly walked towards the door, as Bodyguards darted in and out of the shadows behind them.

"Wow, so we get our own party for helping the Rukes?" asked Phoenix, his eyes darting from his sister to his game boy. "I'm pretty sure they don't want to be referred to as Rukes, but yes. Now shut down your game boy. If we screw this up, we are back to having zero allies. Comprende?" his sister respond. "Yeah, yeah, whatever." he said, as they entered the elevator and pushed the button for the floor.

President Vaul sat on the stage and waited patiently for his guests to arrive, the banquet hall steadily filled up with people until the only participants missing were the guests themselves. After another 10 minutes of waiting, the elevator to the right of the room made a little *ding* and the two doors slid back revealing a young woman and an even younger boy in the elevator. The guests looked somewhat out of place, even though Rukemian majority were dressed in khakis and blazers, the women in casual skirts and blouses. There was a brief, akward moment as the chattering at the dozens of tables stopped and the people seated at them reared there heads toward the elevator in silence, after seeing who was in the elevator most turned back around and began to chatter again, figuring the two young people inside had the wrong floor, or were maybe looking for their parents. Most of the parliament had remained in Rukemia during the war and those that took haven in Emina had never seen the Princess in person, nor had they seen the Prince, therefore the majority of people who had set eyes on them quickly turned away and began chit chatting again.

The President was a little worried by this, he thought that the reaction might have upset his guests, if he had been in their position he would have seen the situation as disrespectful after all they had done. None the less he sent the Vice President down to greet them and lead them inside. Adrian made his way down the steps, gaining the attention of the crowd, and headed towards the elevator, a broad smile plastered on his face. "Welcome, Welcome! Please, come inside, it's and honor to have you here. We'd like you to sit on stage if you don't mind, the president has a speech planned to thankyou both for all you've done. I apologize for the reaction when you came in, most of the people here have never seen you before. Now follow me up to the stage, if you will, if you have anything prepared we'll be glad to let you speak first."

After hearing this, the parliament gave a belated applause, realising that the two young people in the elevator were indeed the guests they had been waiting for. General Victor scoffed to himself on stage,"What in the hell are they wearing? Damn kids.."

The General put a fake smile on his face and joined in the applause, he didn't like this, not one bit. If it had been up to him he would've stayed in Rukemia with his troops during the war, but the President insisted that he give orders from afar in Emina, along with the President, Vice President and some of the parliament members. He continued to put on a painfully fake smile and clap as he waited for the two young guests to arrive on stage.

"Don't worry about it President. The less people who know who I am the better. Alot of the more war-hungry nations might decide that they could take on a nation run by a rather young women. They cannot, but its best just to keep Emina safe from invasions if possible." whispered Princess Widow, beforing she and her brother sat down. "Don't say anything stupid." Princess Widow mumbled, turning to her brother.

The Vice President nodded and sat down next to them on the stage, the president sat to the right of them and on the other side of the President was General Victor, who leaned foward and gave a half-hearted salute towards the Princess and the Prince. President Vaul gave a firm handshake to both of the guests and thanked them for all they had done for the leaders of Rukemia,"I promise this speech wont take long, you two look hungry, I know I am. I can't wat to dig into those honey buns, they're some of the best honey buns in the world, I swear, they're almost like a drug, you'll just find yourself eating one after another...day after day....always thinkin' about honey buns...", the President looked off into the with a glazed look in his eyes. General Victor brought him abruptly back to earth with a knudge to the ribs. "Oh yeah, the speech.", he said, chuckling a bit afterwards and then walking up towards the podium and straightening out his collar.

"Ladies and Gentlemen, we are gathered here tonight to honor the leaders of the brave nation who helped Rukemia when it seemed no one else would. It is true, that if it had not been for the Eminian government, Rukemia could've possible fallen to Melkor, and I, as well as my colleagues could all have died. While in Emina we were given the best of treatments and made sure that we were safe. I think this act of friendship definately makes the nation of Emina worthy of an alliance with Rukemia, all in favor say "I".", The banquet fall was filled with a roar of "I's"

The President turned away from the podium and looked at the two guests who sat on stage, "Well, do you agree to this alliance with Rukemia?"

Princess Widow stood up. "When we first meet, we were impressed with your great valor. We knew you could do great things, and that is why we agreed to help you. Your showing in the war proved you would be a great nation to be friends with. As such, we love for nothing more then to become allies with the great nation of Rukemia."

The President smiled, and the large audience in front of him clapped thunderously for a few seconds before President Vaul began to speak again. "Then it is done, let us, ladies and gentlemen, spoil our new allies with the wonderful foods of Rukemia, let the feast begin!"

On cue, dozens of cooks dashed out of the flipdoors near the elevator and quickly stacked the tables with huge plates of food, all of which was looking very delicious and ready to be eaten. Lobsters, crabs, steak, shrimp, filet minon, fabulous foods as far as the eye could see were placed in the centers of the tables and the occupants quickly stabbed at the food with their forks and placed as much of it as they could on their plates. The Banquet Hall quickly filled with chatter once again, and it reminded the president much of his hich school cafeteria. He turned around to Princess Widow and the Prince.

"Come, let me guide you to our table.", he walked them off stage and to a round table placed in the middle of all the others and was covered in a thick red table cloth made if intricate designs. Shortly after they were all seated, the table was bomboarded with food and the president began greedily attacking it.

"So..", he said with a mouth halfull of steak, "What is young man like you doing leading a nation, shouldn't you be somewhere playing video games?", the president asked jokingly looking at the Prince.

The Prince paused from eating for a second. "Well, to be honest, my sister does all the real leader stuff. I really do just play video games all day. But I am also the next in line for power if my sister were to die, so I need to learn how this stuff works. Now, excuse me while I introduce this food to my intestines." he said, digging in again.

President Lakato heartily chuckled and the Prince's reply and then turned to his Vice President who smiled as well. General Victor, however, gave a disapproving grunt and continued eating. "So," the President continued, this time speaking to the Princess, "It looks like your brother here has everything worked out for him, might say he was born with a silver spoon in his mouth! But, all jokes aside, we must talk about some of the political and military aspects of the alliance that our two countries have agreed to proceed in.", the President took a sip of wine before talking again.

"Now we understand that for a nation your size that your military is, to be frank, rather weak by todays standards. We could work out a contract within the treaty to help strengthen your military in exchange for a few of those scientific discoveries of yours."
Emina
25-04-2004, 06:23
"Well, we wouldn't call our military weak, just different from the normal defination of military. Insteads of tanks and soldiers, we got mutants and marvels. So while we appreicate the offer, we would like to keep our military unaided. However, I don't see why we cannot share some of our low-secret items with your nation. What exactly are would you like to recieve?" said Widow, absent mindly eating between words.

"Well,", the President continued, "We would like some information, or possibly a prototype of a "super soldier" that is in your possession. Intelligence shows us that if this "super soldier" of yours was implemented into the Rukemian army, we would be damned near invincible on the battlefield. What do you say to that?"

The General, who had long ago stopped eating, now attentively listened in on the conversation. "Super Soldiers", the military, this was right up his alle

"We are sorry, but the CX, or Chester X, cannot be sold or even give away, as it would violate our anti-slavery laws. You see, the Chester X program created just a couple Chesters, and we allow them, since they can have intercourse quickly then humans due to their accelerated aging rate, to reproduce to provide the rest of the population. We haven't created a chester in a while now. The Chesters are citizens of Emina just as humans would, and so we cannot just sell them. The technology used to create the first CX is only used to balance the population, or to develop cures to any genetic problems that come up, and it is no more sellable then a human's DNA sample. So, while we apoligize to deny your request, it just isn't possible." said Widow, struggling to explain her denial without sounding rude.
Rukemia
27-04-2004, 23:25
The President shifted uneasily at hearing this, he'd thought the whole time that these "Super Soldiers" were regarded as sub-humans, apparently he was wrong. "Well, now that you've explained why the "Chester X" cannot be given to us, I guess I can agree with your reasoning,", General Victor grunted, but the President continued, "So what other scientific technologies does Emina have in its possession, preferablly the ones that are tradeable."
Emina
27-04-2004, 23:49
"Sub-Humans? Certainly not. If anything, we are sub-Chesters to them." replied Princess Widow, let out a short laugh. "Anyway, we really don't have anything that is purely tradeable, but we are developing special vaccines to certain diseases, such as AIDS, West Nile, and other diseases. Using controversal "anivaccines" which is inserting animal genes to prevent a certain disease, we alter the disease or the victim of the disease so the disease either does nothing, or the victim is 100% immune to it, genetically. If you want, we could ship you some, if you have any diseases that are causing problems in your nation."
Rukemia
28-04-2004, 12:46
"While AIDS is not an epedimic in Rukemia, it's still a problem and I'm sure some of these anivaccines of yours that make immunity possible for AIDS and other diseases would greatly benefit us.", the President smiled.

"Well, let's get back on the topic of your military capabilities,", interuppted the General, "We might have some weapons you'd be interested in, in exchange for these "anivaccines". Rukemians take nothing for free."
Emina
28-04-2004, 22:21
"Well, what exactly do you have?" Widow said, long ago abandoning the food to consentrate on the chat. "Honestly, We don't really have anything we are looking for really. We really don't use much conventional weapontry."
Rukemia
28-04-2004, 23:51
General Victor scoffed, "What I'm willing to offer you is far more than conventional, this weapon is so destructive, so powerful, that it is believed by many to have held Melkor's invading army off for such time.", the General paused for dramatic effects, then he leaned in closer to the table, his medals shining in the chandelier lights,"It's the ultimate artillery weapon, pumped with enough poisinous chemical and biological combinations to kill thousands on the spot, all in one round. It's been proven in battle and we're willing to exchange the blueprints for these for the DNA of those "C-Xs" of yours."

The President was shocked, General Victor had taken over the conversation, who the hell did he think he was?
Emina
29-04-2004, 23:07
"We are sorry, General, but as we are stated before, we cannot give you the DNA. That would be like you selling us all your infants and newborns in exchange for one of our weapons. It wouldn't matter if your weapon killed thousands, or made thousands completely loyal to us, we cannot and will not give out these DNA schemes. Besides, we have no need for such a slaughtering weapon" responded Widow, growing irratated.

General Victor heard the tone in Princess Widow's voice and became angry, "Look, girl, how can you possibly think that you know anything about anything when you're close to being a chi--"

President Lakato cut him off, giving him a stern look, "Well, ok, I think there's no need to discuss that any further, as you can see General, when the young lady says no she means no.", he chuckled slightly. "On a lighter note, my Vice President and I have been pondering how you'd feel about a Rukemian presence within your government, I don't know, maybe a governor or something along those lines."

The General leaned back in his seat looking rather steamed.

Phoniex looked quickly at his sister, and immediately decided to answer. His sister looked like she was going to do something they both were going to regret. "Well, I'm sure I speak for my sister when I ask for futher details. I'm sure we could work something out."

30-04-2004, 22:20
"Well, we'd like to introduce some of Rukemia's culture to Emina, and you could do the same with us. Maybe we could even introduce our own new cities within each others nations, a "Little Rukemia" for example could be built within Emina. We already have plenty of willing colonists and this would only further strengthen the bond between our two nations."

The president smiled and awaited a reply.

Princess Widow, regaining her composure, responded " Thats not a bad idea. We have just cleared some previously uninhabitable swamp land, and a Little Rukemia would work perfectly there. Just to be clear, would they be Emina citizen, or Rukemia citizens?"
Rukemia
03-05-2004, 00:07
"As we see it now," the president responded, "the colonists of the proposed "Little Rukemia", would share dual citizenship from both Emina and Rukemia. We currently plan on sending, gradually, up to 500,000 colonists if the concept of a "Little Rukemia" is permitted by the Eminian government."

"Very well, I do not see why not. Seems like a fine idea. So, do you have any concerns about Emina custom or law? After all, if we are to be allies, we must feel comfortable with each other nations." said the Princess, taking a sip of her drink.
Rukemia
05-05-2004, 21:41
"Well, the planned colony would actually govern itself in a way, but they would do this while still paying taxes to Emina. With the amount of colonists we plan on sending this could make for an easy money maker for Emina's government. We want this to be more or less a tourist attraction for your nation, we speculate your citizens would come from nationwide to vacation there."

The Vice President let these words slip smuggly from his mouth before leaning back confidently and awaiting a reply.

The Princess Blinked. Well, that wasn't very responsive to the question, but... ok., she thought. " I see. What do you mean... govern themselves? Would they still answer to Emina Goverment? Or would they just be a break-off colony of Rukemina? We we really prefer to hold control over our land."

"Little Rukemia citizens would abide by both Eminian and Rukemian laws, since from our various researches, we've determined that they differ only on small areas. Rukemians in "Little Rukemia", will have to obey Eminian authority when it is present, but when the colony is completed they will predominately follow Rukemian law and still have the obligation to follow Eminian law as well."

The Vice President leaned foward onto the table, crossing his arms and smiling.

"Sounds good, as long as it doesn't become a hassle for Emina, I say we go for it." replied Princess Widow. "However, plans cannot go underway until my dad turns up. If he turns up alive, You'll have to ask his approval of it before it starts, because he is the real leader of Emina, I'm just a fill-in. However, if he turns up dead, the plans can go underway immediately, because if he is dead, I'm next in line for the Lord spot, so I would become the new leader of Emina."

The Vice President side glanced the President and frowned slightly at hearing this. He rubbed his chin and spoke again, "Well, how long do you suppose it would be till your father turned up again, this is a very pressing project and we really don't have time to delay it. It's either a go or a no go."

The VP knew he didn't have much time to wait around, Rukemia's prison population was becoming ridicilous, not that crime was that big of a problem, but the nation's population had become so large that prison populations couldn't help but grow with it. They had to get rid of these misfits now, there was little time to waste.

"Thats just the thing. He disappeared one day, and we haven't seen him since. Some say he was kidnapped and is still alive, some say he was murdered, others say he just didn't want to lead anymore. We don't know what happened to him, so until we find his body, I do not have the authority to say go or no go." Widow replied.
Rukemia
09-06-2004, 15:47
President Lakato began speaking now, he had his hand on his cheek and rested his elbow on his arm rest. "Not to slander Emina's way of doing things, but thats rather irrational isn't it? I mean, this man could be missing for years, and you're telling me during the entire time of his abscence you wouldn't be able to make any major descisions on your own? Surely there's some sort of a time limit on this thing, otherwise I think its ridiculous. "Little Rukemia" would be beneficiary to both you and I and I don't think you need the supervision of your father to point that out to you."
Emina
09-06-2004, 22:54
"Well, I'm sure if it lasts more then a couple years, I can request a renaming of the leader. But that would require effort and more trouble then I would want at this time. Its really not my policy to change. Even If I wanted to change it, I cannot. I am not the Lord of Emina. I can only make decsions I could have made already as Princess. I'm sorry, but thats all I can tell you."
Rukemia
27-06-2004, 01:00
"Ah, I see. So it is in no way possible for you to clear the production of a 'Little Rukemia' without your father's consent. Well, we all can't always get what we want, no matter how promising those wants might seem. Let us move on, is there anything in particular that you'd like to bring to the political table?"
