Timothy Cordell, the current head of the Department of World Affairs, was Konania's top diplomat, cousin of Alexander Davinik, head of the Konanian National Army. It was a running joke in their family that while one had studied the craft of peace, the other had taken up the art of war. Alex often pointed out that if Tim did his job correctly, he'd never have to do his.

Cordell was the in the middle of the three. At forty-three, he wasn't the average age of a politician, and the fact that he, unlike most others in this profession, still had rather young children made the Assembly worry that this would not have the correct "priorities". This supposedly made him too informal and friendly. However, when Avinn argued that he would rather have a "friendly" man conduct Konania's dealings with other nations, Cordell was promptly confirmed as Cheif Officer of World Affairs, and that was that.

To find that he had been Felix's nomination surprised him, to say the least. His degree was in International Relations, not in domestic politics. The fact of the matter was that he hated politics; to him it was a fool's affair, and fools were at the bottom of Cordell's personal world paradigm. And yet, the world would look favorably upon one whose intentions were not hostile, and who knew how the world worked.

The election wasn't much of one. His opponent was a cynical man, and while he had the experience necessary for office, Konania simply wasn't ready for him. To Cordell, the entire process was really quite boring, and his inaguration took place eight weeks later.

Tim found himself standing on the steps of the Capitol in Avalon. It was a partly-sunny day (or partly-cloudly , but Cordell was an optimist) in early spring. He looked warily; it was supposed to rain today. His family was standing nearby. A camera was trained on his face at the moment, and looking like an extremly serious statesman seemed so... ordinary, so he smiled. Slightly.

Stalzer frowned deeply. Sometimes he wished he wasn't always right. There was Mr. Cordell, standing there, looking like a fool. There was the minister, with the Bible. I swear before Heaven and earth to protect the Constitution of the Federal Republic, etcetera. All things set to order, Timothy Cordell was now Cheif Executive of State.

It was all lies, Stalzer knew. Where was the promise to act for the betterment of the people of Konania? Where was the promise to avenge all those that had been wronged? Cordell wasn't a champion, he was a coward. A coward with the power and support of an entire nation behind him.

Cordell was giving a speech now that Stalzer didn't want to hear. He had words of his own to say. Standing up, he flipped the holovision off.

2: True Patriots

Pandoroq -- Canterras Mountains -- Konania

A less enlightened man would call the town of Pandoroq a cult, and a rather large one with a little over two thousand memebers. It was, rather, a community, and a tightly knit one. The town is long outside Kareto, sitting on a hill overlooking a forest. It was self-suffecient, producing it's own food and made enough to sell to the other provinces and the areas around them, disposing of its own waste effeciently and effectivly. For the most part, the central government left them alone, and the public just thought of them as... odd.

It was here that Stalzer grew up, and here that the seeds of dissent would first be placed in his mind.

Stalzer stood on the steps of the courthouse, in the town's center. All other roads lead to here. There were many gathered below, expecting him to make good on his important announcement. The open space was huge, but that didn't matter; he could yell. He began, getting straight to the point:

"Men and women of Pandoroq! Our childhoods were filled with stories of how Konania could be a great nation one day, how if we bound together, we could change the world! We were told any one of us could change the world, with the power of the democracy!"

"Democracy! The vote was the way we could rule, the way we could change our nation, the way Konania could hear our voice! And yet, we are unheard! Why is this?"

There were a few murmers from the crowd.

"Because we are under the rule of an evil dictator! The dictator, that is the majority of this nation! How are we any better off if they seek no compromise? How are we heard if our voice is ignored?" He spat. "This is not democracy! My brothers and sisters, this is tyranny in its worst form!"

More murmering, louder, this time. There was agreement here, and Stalzer fed it:

"But Pandoroq, we cannot rise up, of us, frankly, there are too few to combat our nation's great army! Instead, we shall make ourselves known, and unleash the armies of Konania upon the world! Many in our state are content, but their passive way of life is no more. Pandoroq is made up of the only true patriots left in Konania! We shall be loud, and we shall be heard!"

There was a roar of approval, but a voice in the front called out: "What if Cordell refuses to make us great?"

"Then we shall force his hand."

Executive Mansion -- Avalon -- Konania

Executive Timothy Cordell's first thought upon entering the room was that this office was larger than his last one. The Department of World Affairs-- D-World-- was crowded in comparison. One by one, the staff cleared out, and he was left alone in the room, the window behind him facing a green lawn. Directly ahead of him was the door, and near that was the elaboratly-hidden closet that housed the camera equipment often used for major speeches.

On the desk was a computer with a transparent touchscreen (OOC: Uh. Think of the ones in Minority Report.) and keyboard, listing the various things that staff had allowed by. He'd be leaving soon, for a speaking engagement, but other than that, it was a quiet day. He opened the first peice of mail on the desk.

Cordell smiled. He could get used to this job.

Enough money could get you anywhere nowadays. Missles and guns were cheap, bombs were cheaper. Terry Dreddick could get these anywhere he pleased. On order at the moment he had one-thousand PAR-44s. Pulse Assault Rifles-- Konanian made, how appropriate-- as well as a variety of shoulder mounted SAMs and rocket-propelled-explosives.

At the moment, all they needed was to wait time. But he knew, everything had a time and place. The time for peace had gone. The time for war would soon arrive.

NISAK Headquarters -- Solaris -- Konania

Adam Dower had not worked for the National Intelligence and Security Agency of Konania for a very long time. He couldn't remember the days when the phrase "State Security!", screamed at the top of one's lungs, could freeze a crowd. Those were the dark days, he knew; Konania was now synonymous with freedom. Democracy. And all that high-school government 'civil liberties' stuff.

He knew all the ins and outs of the system. You wanted to call anyone outside of this building, your call went through about four or five different people, was recorded, and had a five second delay on the recieving end. No paper left the building. Speaking of what you saw here could leave you behind bars and making liscense plates for more than a few years. As far as he knew, the system worked pretty well; NISAK had been able to avoid leaks for its entire 'lifetime'.

Dower's specialty was organized crime. Forty years ago, before even he was born, someone had been able to get a few million credits out of the National Monetary Reserve. They had never recovered all the cash. It was a bad day for all parties involved.

His job was to make sure that such things never happened again, Dower thought as he ran his ID card through a machine for the twelth time today. Sunny day, blue sky, new Executive under watch, no threats on the surface of the earth.

It was going to be a boring day.

DA

The almost completely urbanised features of DA seemed to glow in the dark, lights illuminating the city/ nation, holographic adsflashing over the cloudy sky.

In the Triluminarium, the building the three councils negotiated foreign affairs with each other, a few men were talking. Nothing official, just... throwing ideas around. Brainstorming.

"So... You think that would work out?" A short man with black hair, insignificant face, wearing a dark suit, asked.
"Yes." The asnwer came from another man, far less... strict clothing, he was smoking a cigar. "Of course... not if we engineer it entirely. But should the chance arise... Why not? Althena has already expressed her support for such... motions, and Clark actually agrees with it."
"That happens a bit often... I thought the two hate each other?"
"True. Well, as long as they agree with each other, things flourish. Just gotta know who of the two will wake up with a dagger between his/ her shoulders... Anyway..."
"Trying to 'change' allies so their policies are more... favourable to ours... You know its risky. Remember, we were close from being invaded by our own allies, once. It is easy to ruin everything this way."
"Yes. We will need to be careful. But we wont refuse opportunities...And besides, we need strength to back us... for the future."

Federal Republic of Konania

Time passed, and Konania settled into routine. Cordell made it very well known that he would not be the same leader that Avinn was. Konania was to come out of the little shell it had made itself in-- First two bills sent to the Assembly were to increase trade with other nations and develop stronger ties with their neighbors. The Konanian National Defense Force would grow.

Pandoroq -- Konania

Stalzer thought that this was all good, but it simply wasn't enough. In order to form the Konanian Empire he had wished for, Konania had to defeat its enemies. Every. Single. One.

The problem was that Konania had no true enemies; nations it disliked, yes, nations that disliked them-- but there were no true rivals. This would have to change. Konania, he decided, needed to be threatened, and it needed to win. There would have to be trouble, and he would make it.

Later that night, twelve vehicles left the Pandoroq complex for different points in the region Sisgardia. Their bags would carry uniforms bearing the falsified emblem of the KNDF.

Puma Military Arms Technology Factory -- Nannis -- Konania

Puma Military Arms, as its name implies, made weapons for the Konanian National Defence Force. Though they made vehicles, like the LAV (Light Assault Vehicle) that the KNDF loved so much, Puma Arms was usually associated with their rifles and sidearms.

One of these was the PAR-44.

On a last minute whim, the man who in charge of Sales, Delivery, and Shipments checked the database of those that had bought weapons recently, and found that over one thousand of these rifles, as well as some types of explosives, had left the factory a little over two weeks earlier. Its recipient had not been noted for one reason or another. He wasn't surprised: This happened every once in a while manufacturing industries. Deciding to do a favor for the company, he turned on his PDA, connected to the internet, and sent a mail to a nearby military base, requesting confirmation of the sale.

Konanian National Army Base -- Outside Nannis -- Konania

One of the base's underlings-- the base commander had no time for these things-- opened the email, checked the inventory, and promptly tapped out a reply: No, KNDF-NANNIS had not ordered one thousand rifles, and clicked "SEND". Puma Arms was slacking off on its invoice. They would have to find a more reliable supplier one day, as one never knew wehn one might have to send some defective weapons back to the manufacturer.

Anyway, how do one thousand guns just disappear? He sat thoughtfully for a moment, and sent a mail to NISAK.

Dower frowned, scanning the mail. Puma Arms, as well as many other companies, had become negligent in their respective inventorires; and the department of Industry promised time after time to do someting about it. If anything bad came of this-- i.e.; the KNDF didn't recieve the munitions it had asked for-- some heads would roll.

How could an arms shipment that large go unnoticed? That many weapons couldn't just disappear, could it?

Pandoroq -- Konania

The crates arrived by different trucks from different parts of the nation, being dropped off at a station checkpoint outside the complex. Stalzer smiled to himself; Matthew had come through once again. He'd have to treat the young man to a drink one day.

Cities of Akhen, Avalon, Nannis, Northshore, Kareto, Solaris, Tripera -- Konania

Later that evening, Stalzer's men arrived at their destinations, staying in various hotels across the country. Every effort was made to hide any sort of pattern in their lodging. Each group quietly began its task, working through the night.
