"The United City States of New Empire is a massive, socially progressive nation, renowned for its complete lack of prisons. Its hard-nosed population of 1.917 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.
It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Commerce, Defence, and Law & Order. The average income tax rate is 34%. A powerhouse of a private sector is dominated by the Automobile Manufacturing industry.
The latest Harry Potter book is a bestseller, anti-government web sites are springing up, New Empire's children are widely acknowledged as the most foul-mouthed in the region, and every product goes through extensive safety-testing by the government. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. New Empire's national animal is the weasel, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Allied Credit."

History-
During the early, medieval ages of the nation, it was divided into city states. The most powerful was the alliance between 2 large ones-Auerstadt and New Frisia. This is what was commonly reffered to as the 'Old Empire'. Then, during the rise of industry, the Old Empire collapsed. Thus began the chaos years, which lasted until the beginning of the modern era. Finally, in a 20 year war, Auerstadt occupied Frisia. This was declared the 'New Empire' of Auerstadt and Frisia. The united states part is what we really are-former city states that joined the 'New Empire'. Then, it became a democracy, but for historical reasons, New Empire stuck as the name.
NOTE- Names of city states and/or old city names are in (parentheses)
1203 AD- The Old Empire is founded, a east-west belt between Berliston (Auerstadt) and Montascus (Frisia). Led in a Roman Style Senate and Emperor fashion, with 50 delegates from each City-State.
1256 AD- Freidston (Ashelm) is assimilated into the Old Empire. First use of gunpowder in the area in the form of rockets.
1257-1323 AD- Point Dasch (Dasch), Halisfavon (Halis), Gewehrston (Estmain) are assimilated into the OE.
1432 AD- First use of firearms in conflict in the battles at the Weaverhaus Range, guerilla tactics are proven by the OE General Lashceit.
1485-1595 AD- Peringeln forms the Northern Imperium, war rages for 100 years with the OE as the victors.
1596-1771 AD- The age of prosperity, the OEs rennisance period. Many scientific and technological advancements made.
1772-1773 AD- The Pandrea islands are captured by the OE.
1799- Industrial Revolution starts, city-states all break up into individuals, Chaos Years begin.
1875-1884-Auerstadt and Peringeln begin occupation of two island areas. Auerstadt occupies Kurtz, and Peringeln take the Pandrea Islands.
1929-1949 AD Auerstadt occupies Frisia. Unity is restored and the New Empire is formed.
1950-2025 AD Democracy takes hold, and on the "Reunification Campaign", the OEs territories are occupied and assimilated.
2040- New Empire enters APTO.

It is not the left or right that steers the direction of the nation in modern times, it has been the Centrists. While the occasional non-Centrist canidate has snagged elections, it is the Centrist party that has controlled the nation for 6 Presidencies.
The UCSNE's major problems have been the large number of guerilla and terrorist groups in the UCSNE. While the extremely small Muslim population gives no reason for Islamic fundementalism to come New Empire, a wide variety of nationalist and sepratist groups have been a major problems.
KLF-Kurtz Liberation Front-A paramilitary organization for the independence of Kurtz, descended from the Kurtz Independence Army. They use their ex-military members and training to perform highly effective strikes on international shipping and politicians.
Nationalist Front For New Empire-Anti-NAIA and APTO group that believes the UCSNE is constrained by democratic policies and foreign alliances. They believe in withdrawal from international organizations and a return to Empire. Although a large series of attacks and war did occur, they have not surfaced again.

Kurtz was established by traders as a safe haven during the ages of piracy. But as influence from the European powers waned, and mainland city states navies grew, they found themselves cut off from their homelands. After the discovery of gold and silver in Kurtz, Auerstadt sent an Ironclad fleet and Army group to Kurtz, conquering it. Kurtz independence movements have been common ever since.
New Empire Oceanic States
The new Oceanic States, Natilus, Poseidon, Coral, and Sithe occupy an area around the size of California about 75 miles off New Empirian coasts. The choice was made to grant them City-Statehood primarily because of a large oil deposit and mineral rich area that was close by to the Poseidon Artificial Island Chain (This is part of Poseidon). The use of ceramic hulled vessels contributed to the construction of these large mining and manufacturing complexes under the sea. The Oceanic States are also landing points for the Lifters that frequently travel to the Industrial Stations where materials are refined for manufacturing. They have a population of roughly 2 million people, and are a vital strategic asset to the nation. Because of these territories, the feared Subfighters of the UCSNE were developed. The Oceanic States continue to contribute to aquatic technology, science, and resources.
