The Xanthalian dictator Zelda Zabertini announced today a proposal to be put before ministry leaders in the next week to modify the Xanthalian constitution. Zelda's proposal would eliminate the constitutional clause requiring that "all Xanthalian citizens who do their jobs shall be paid equally" and replace it with the text "the Xanthalian government shall provide necessities of living to all citizens."
The constitutional amendment, she says, will allow an increased incentive to workers while continuing to ensure that all citizens are provided for by the government as they have been for over a millenium. A poll of available ministry leaders suggests that the vote will be close, 3/4 (10/13) of the ministry leaders and the Dictator must sign a constitutional amendment to make it legal. Currently eight of the leaders say they will vote for the amendment and two say they will vote against it. The remaining three are undecided and will choose sides based on the debate to be held the day before the bill goes to a vote. If it passes this will be the first amendment to the Xanthalian constitution in over a century, the third in history.

It was amended in 3343 to accomodate the change of power from the Council and Senate to the Dictator and Ministries, and again in 3351 to allow for private businesses from other nations on Xanthalian soil. Zelda Zabertini hopes that the new amendment will pass, allowing her to work with the Ministry of Economics (whose Minister was the first to support the amendment) to pass a series of laws setting payment of Xanthalian workers based on a bell curve.
