Goals: 1+ Mach speed, 1000+ km range, large weapons loadout, stealth, price.
Co-Developer will be paid 2 billion dollars and the right to produce such planes (but not sell).

i could be swayed. my intelligence reports suggest the rapid growth of numerous 'unstable' governments. such threats cannot and will not be tollerated. My military is a tight ship; although we are officially non agressive, any hostile attacks will be met with imediate haste and a zero tollerance policy. Internal Science and research facillities have been receiving supplemental funding as of late, this could be the financial acid test can they pull their weight? We will accept the co-development bid, on the undestanding that we will both reserve rights to schematics for future developments, independant or otherwise.

2) Are you talking about a stealth bomber like FB-22 size? Or B-2 Size?
3) How about a B-2 with the speed of a B-1 Lancer?
Speed of a B-1, Stealth of a B-2, and payload of a B-52.
