New economic policies to be enacted

Friends and allies,

The Empire of the Iron Eagle has grown weary of our Corporations building factories over-seas and producing goods with minimal expenditure towards wages, but at a substantial profit to the white collar workers, and the executives. This trend is a natural offshoot of Capitalism; build cheap, sell high. But do not mistake me, friends, we are not turning away from Capitalism: it is the most logical solution to any fiscally minded government, to any system that intends to maintain a healthy economic system.

But things are going to change. The Senate, with the approval of newly appointed Imperator, Aelius, has decided on this course of action: All corporations that were established in the Empire and have moved over-seas will face tariffs, and possibly fines. It's quite simple. Those corporations that wish to dodge taxes or to use sweat shop labor will have to pay a tariff, and I use the term lightly, for all goods imported back to the Empire - a tariff that will raise the price of that product above what it would have been had it been produced in the Empire. In essence, we are making it more expensive to go over-seas, and thus deprive the Citizens of the Empire of jobs.

And we understand that, just in spite, some corporations will ignore common economic sense and stay over-seas. That is fine as well. But those corporations that do not return jobs and factories and their headquarters to the Empire within the year will face fines of up to two and a half million Credits per quarter. For those corporations that can handle fines equalling ten million credits a year, the fines will be double every quarter after the year. By the first quarter of the year after the deadline, the fine will be five million credits. By the second quarter, ten million credits, and so on. We are sure that this course of action will facilitate action on the part of the corporations in question.

Now we understand that the cost of building, or rebuilding factories in the Empire can be expensive. It will be expensive - in the short term. To that end, the Empire will issue Grants to the Corporations returning to the Empire, in accordance with the new economic policies. They will, with this release of investment capital, be able to start anew in the Empire. Those corporations that are willing to put up their own capital to build or rebuild factories will receive tax breaks equal to or greater than the Grants they would have been eligible for. It is the desire of the Empire to bring its jobs home.

That is the first issue.

The second deals with immigrant workers, or illegal-alien workers. With the boom of new jobs, and the decrease of unemployment, many new jobs will be available. But one major problem facing a Capitalist society with massive borders - and sometimes fuzzy territorial boundaries - is this: the jobs needed for the Citizens often go to illegal aliens. That will stop. Here and now, that will end.

Firstly, identification will be required for any job - be it a part time short order cook, or a full time trashman, or whatever the case may be. No identification, frankly, means no job. It is our hope that this will force all the quasi-legitimate corporations and businesses to comply with the entire economic policy.

But that limitation might not fill all the new jobs, and thus we would have a shortage of production. But do not worry, the Empire has covered all its bases. Migrant workers, seasonal workers, and possibly illegal-aliens will be granted a Work Permit to fill the needed positions. However, I now note that jobs will be given on a priority basis - True Citizens and Naturalized Citizens first, then Territorial Citizens, and finally Migrant Workers, Seasonal Workers, and Illegal-Aliens. All jobs must first go to those who are the most active in keeping our society running. If all True Citizens, Naturalized Citizens, and Territorial Citizens do not fill up the new jobs, then the Work Permits will be granted.

Those Work Permits will be granted in this priority: Migrant Workers, Seasonal Workers, and finally Illegal-Aliens. We do not wish to have illegal aliens working wherever they may, especially at quasi-legitimate corporations. Work Permits will be enacted as follows: The person in question will travel to an established Governmental Labor Building, and apply in person. A small fee will be required of that person to do any possible background checks, drug testing, and other needed things.

If the Work Permit is granted, the worker will then be tax liable. This tax will be small, as it is expected that such workers will not have an excellent income. However, the worker will not be eligible for Imperial Benefits such as pensions, Workers Compensation, and other such policies. Emergency medical care will be provided, but a portion of the expense will be drawn from the workers income. But if they complete the neccesary requirements to become Naturalized Citizens, they will then be afforded all the rights and privilages of such Citizenship.

Work Permits will be renewed annually by the worker. Failure to renew the Work Permit will result in the suspension of said permit, and the inability to lift that suspension for a period of six months. No fee is required for annual renewal; however, a larger fee is required for the renewal of a suspended Work Permit.

These are but two of the changes that will be enacted in the Empire of Akilliam within the year. We hope this will give our economy a boost, and make our labor market the high water mark of the world.

Sounds like National Socialism to us, but with a mixed market in place of a controlled economy. Anyways, best of luck.

OOC - As a RL Economics student, I have to applaud this. You certainly have thought this through carefully and I can't see any problems in your explanation at first glance. Give me some time to grab a copy of Sloman to refresh my memory, and I'll probably post an IC analysis.

OOC: I'm not a Nazi in real life, or even on Nationstates. National Socialism was good economically, but the militaristic nature killed it all. My alliance to the Reich was merely a marriage of convenience; I needed allies, they needed allies.

Other than that, I appreciate the input. I didn't honestly expect to get any. In truth, these are my opinions on how such corporations [in America] should be dealt with. I'm personally tired of jobs going over-seas to save a buck, and politicians swearing to change it - then doing nothing.

Economically, I'm not sure it's really viable. The price of goods would increase because of the higher wage mandates [both in the Empire, and in real life], and thus many citizens would be likely to buy less goods or turn to foreign goods. Then we've got the problem of people sitting around with money and not pumping it back into the economy, but then again we've got more jobs and thus more taxes and more revenue, and on and on. I'm not an economist and thus I'm not into a position to give an accurate, or legitimate economic plan. But I can dream.
